반달가슴곰 서식환경 개선을 위한 지리산 국립공원 파편화 분석 (The Analysis of fragmentation on the Jirisan National Park for the Improvement of Asiatic Black Bear's habitat environment)

  • The Ministry of Environment of Korea has been releasing Asiatic black bears since 2004 at Jirisan National Park. It exceeded the target number of Asiatic black bears in 2018. As of July 2020, in addition to 67 traceable bears, many Asiatic black bears are dispersed outside Jirisan National Park. Jirisan National Park is a very dense place with more than 3 million visitors every year. In this study, the roads and trails through Jirisan National Park were considered to be the main dispersion factors of Asiatic black bears, and the fragmentation analysis was conducted. As of July 2017, the length of roads and trails in Jirisan National Park was 363.4km. Based on this, Jirisan National Park was fragmented into 163 patches. There is only one place that maintains a single area of more than 50㎢ that is suitable for large mammals to inhabit, and 141 places are less than 5㎢. There are 6 patches of 24 to 200㎢ area suitable for living of large mammals including Asiatic black bears, in Jirisan National Park. Compared to the announcement made by the Korea National Park Service in 2014, activities of Asiatic black bears were rare in areas below 5㎢ area and the frequency of activities was high in more than 20㎢ area. This shows that human activities in protected areas such as national parks can directly affect the activities of wild animals, including Asiatic black bears. Therefore, efforts should be made to improve the habitat of Asiatic black bears by reducing the pressure of visiting for Jirisan National Park. In addition, as a result of analyzing the fragmentation of the park's natural conservation zone 107.7km, 45% of the trail of Jirisan National Park, was opened, which is more fragmentation than other use zones. The park nature conservation zone accounts for about 32% of the total area of Jirisan National Park, but the average patch area is only 2.93㎢ and seven large shelters are located. Therefore the Asiatic black bears are negatively affected. This is the result of inconsistent national park use zone setting and actual park management. In overseas countries, research is active on the negative effects of human activity on ecosystems in protected areas. However, there is a lack of research of that in Korea. Thus, that research is required for protection area management in the future.

코이어 배지 이용 토마토 장기 수경재배시 급액량이 근권부 무기이온에 미치는 영향 (Effect of Irrigation volume on Ions Content in Root Zone in Soilless Culture of Tomato Plant Using Coir Substrate)

  • 수경재배에서는 근권내 양분의 집적 정도는 급액의 양과 밀접한 관계를 가지기 때문에 급액의 양(횟수)이 토마토의 생육과 수량에 미치는 영향이 크다. 따라서 본 시험에서는 코이어를 이용한 토마토 장기 수경재배에 급액량이 근권의 무기이온에 미치는 영향을 구명하고자 하였다. 적산일사량을 기준으로 급액량을 조절하였으며 생육시기별로 적산일사량 설정치를 변경하며 급액량을 4수준으로 처리하였다. 처리별 매일의 급액량과 배액량을 조사하였고 배액율을 계산하였다. 급액량이 많을수록 토마토의 수분 흡수량은 증가하는 경향이었다. 그러나 High 처리구는 2월과 3월에 Medium high 처리구에 비하여 수분 흡수가 감소하였다. 월별 평균 급액량과 배액율을 계산하여 배액율이 20-30%되는 급액 구간으로 1월은 $120-140J/cm^2$, 2월은 $100-120J/cm^2$, 3월은 $80-100J/cm^2$, 4월은 $70-90J/cm^2$, 5월은 $60-75J/cm^2$로 적정한 범위를 정할 수 있었다. 급액량이 많을수록 이온들의 농도가 낮아서 근권의 양분집적을 상당 부분 방지할 수 있었는데 양분을 흡착하는 코이어 배지의 특성 때문에 배액율이 20-30%인 경우 근권의 무기이온의 농도는 상당히 높았다. 그런데 P와 K는 처리에 관계없이 배액에서 급액농도 보다 낮아지는 경우가 발생하였으며, 급액량이 많은 처리에서도 Mg와 S가 가장 잘 집적되는 이온이었다. 일사량이 적은 시기에는 급액량에 따른 배액내 무기이온의 농도는 큰 차이를 나타내지 않았으나, 일사량이 많은 시기에는 급액량이 적을수록 배액의 무기이온의 농도가 높았다. 특히, 3월 이후에는 급액량 조정만으로는 배액의 이온농도 상승을 방지하기 어려워 우선적으로 급액 EC를 낮춰 근권에 양분이 집적되는 것을 막을 필요가 있었다.

오이 시설재배지에서의 토양수분 소비특성 분석 (Soil Moisture Extraction Characteristics of Cucumber Crop in Protected Cultivation)

  • Water for crop growth were supplied by irrigation in protected cultivation and these are accumulated in the soil and utilized for crop evapotranspiration. The study for analyzing soil moisture characteristics is necessary for adequate irrigation water and soil water management in protected cultivation. Soil moisture content, irrigation water quantity and meteorological data were monitored to analyze soil moisture increment and extraction characteristics in terms of soil layers and cucumber crop growth stages. In first cropping period, the total amount of irrigation water was 5.07 mm/day, soil moisture increment was 4.82 mm/day and soil moisture extraction was 5.56 mm/day. In second cropping period, the total amount of irrigation water was 4.82 mm/day, soil moisture increment was 4.65 mm/day and soil moisture extraction was 4.73 mm/day. Soil moisture extraction rate from 0 to 75 cm is 90.3 % in first cropping period and 79.1 % in second cropping period. The majority irrigation water were consumed in root zone, however, about 15 % of soil moisture were losses by infiltration in lower soil layer. Soil moisture extraction and extraction pattern of cucumber crop calculated in this study can be utilized as a basic data for irrigation water management in protected cultivation.

QGIS를 이용한 InVEST 모델 서식지질 분석 및 평가 - 21개 국립공원을 대상으로 - (Habitat Quality Analysis and Evaluation of InVEST Model Using QGIS - Conducted in 21 National Parks of Korea -)

  • 보호지역 중 국립공원은 생물다양성이 풍부한 곳으로 다른 곳에 비해 인간에게 제공되는 생태계서비스 혜택이 높은 편이다. 이러한 국립공원의 가치를 객관적이고 과학적인 데이터를 기반으로 관리하기 위해 생태계서비스 평가가 활용되고 있다. 생태계서비스는 공급, 조절, 문화, 지지의 4가지 서비스로 분류되며, 본 연구에서는 지지서비스 중 서식지질을 평가하였다. 서식지질 평가는 InVEST의 Habitat Quality 모델을 활용하였으며, 선행연구 분석 및 국내 보호지역 실정을 반영하여 인자별 민감도 및 서식지질 초기값 계수를 재설정하였다. 한라산국립공원을 제외한 21개 국립공원의 서식지질을 분석하고 지도화하였다. 서식지질은 0과 1사이의 값으로 나타나며, 1에 가까울수록 자연성이 높은 것으로 평가한다. 서식지질 분석결과 설악산·태백산국립공원(0.90), 지리산·오대산국립공원(0.89), 소백산국립공원(0.88) 순으로 높게 나타났다. 해안-해상형 국립공원을 제외한 18개 국립공원의 면적과 서식지질을 비교한 결과 면적이 넓을수록 전반적으로 서식지질이 높게 나타났다. 용도지구별 서식지질을 비교한 결과 공원자연보존지구, 공원자연환경지구, 공원문화유산지구, 공원마을지구 순으로 서식지질이 높게 나타났다. 서식지질 분석과 용도지구별 법적인 규제를 함께 고려하였을 때, 인위적인 행위가 제한될수록 서식지질은 높아지는 것으로 판단된다. 본 연구는 국내 보호지역 상황에 맞게 매개변수를 조정하여 21개 전 국립공원을 대상으로 서식지질 분석을 실시한 것에 의의가 있다. 적확한 수치와 지도화를 통해 직관적으로 파악이 용이하며, 향후 보호지역의 개발 및 보전에 관련한 정책 결정에 유용할 것으로 기대된다.

Public Perception of establishing Marine Protected Areas in Guimaras Province, Philippines using Contingent Valuation Method

  • Philippine fisheries code of 1998 (Republic Act 8550), which is enacted to achieve food security by managing, conserving and protecting fishery resources, obliges local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection zone. Accordingly, Marine Protected Areas (MPAs) are the most extensively established as fisheries management and conservation tool and over 1,500 MPAs are reported in the Philippines. But there has been debate on the pros and cons of implementing MPAs because of the positive and negative impacts on local communities and fishermen. A dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. For the benefits and costs of MPAs, 43.6% of respondents thought the costs would be larger than the benefit, but 91% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, the estimated Turnbull lower-bound mean WTP (36.75ha) was php 493.6(US$ 11.3) per household to establish the additional MPA (36.75ha) in their municipality waters.

비무장지대(DMZ) 자연유산 남북 공동협력의 의의와 과제 (South and North Korean Collaboration for Natural Heritage Conservation across Demilitarized Zone : Its Significance and Challenges)

  • 비무장지대(Demilitarized Zone : DMZ)는 군사분계선(Military Demarcation Line : MDL)을 경계로 남북으로 각각 2km씩을 비무장지대로 설정하기로 협정으로 정했지만 지난 65년 동안 무장이 가득한 지대로 유지되어왔다. 남쪽의 경우 민간인 통제선(Civilian Control Zone : CCZ) 이북 지역과 그 배후의 접경지역은 사람들의 출입이 오랫동안 제한되어 오히려 비무장지대보다 자연이 상대적으로 더 잘 보전되어왔다. 자연유산(natural heritage)은 자연생태계의 보호할 가치가 있는 생물과 그 서식지, 그리고 무생물 자원으로 정의된다. 비무장지대에서는 다양한 생물들과 습지를 비롯한 서식지와 지형들이 있음이 여러 조사를 통해 확인되고 있다. 비무장지대는 완벽하고 보전이 잘 되어 있는 서식 공간은 아니었다. 하지만 한반도에서 그만한 다양성과 규모를 가진 공간이 없고, 향후 관리 방향에 따라 복원이 가능한 최적의 장소로서 의의가 있다. 그러므로 비무장지대와 잘 보호된 일부 민통선 이북 지역을 포함한 그 일원의 서식지 유형(habitat type)을 파악하고 지도를 만들어 관리한다면 한반도에서 멸종 위기에 있는 종들이나 멸종한 종들을 서식하게 하는 최적 장소가 될 것이다. 이때 한강 하구와 동해의 석호(lagoon) 등을 포함하는 것이 필요하다. 비무장지대 일원의 조사와 보호 노력을 남북 공동으로 진행해야 하므로, 특히 비무장지대 내부를 남북 과학자와 국제 전문가를 포함하여 국제 과학조사를 추진하고 장기 계획을 세워 보전과 지속 가능한 이용 방안을 모색하는 것이 필요하다.

신두 해양생태계보호구역 해빈과 조하대의 퇴적물 특성 (Sediment Characteristics of the Beach and Subtidal Zone in Shindu Marine Protected Area)

  • 신두 해양생태계보호구역의 퇴적환경을 파악하기 위해 조하대 20개와 해빈 9개 지점에서 여름철과 겨울철에 시료를 채취하여 물리화학적 특성을 분석하였다. 퇴적물의 입도평균은 전체적으로 겨울철보다 여름철에 작아지는 경향이 나타났다. 여름철에는 신두리 해안의 서쪽과 해빈에서 멀어질수록 세립해지는 경향이 나타났고, 겨울철에는 뚜렷한 공간적인 경향이 없이 대체로 조립질 퇴적물이 분포하였다. 이러한 계절적-공간적인 퇴적물 입도 패턴이 나타나는 원인으로 계절별 파랑의 세기에 영향을 미치는 수심의 공간적 차이와 여름철 다우기에 남쪽 하구역으로부터 공급될 수 있는 세립질 퇴적물의 영향을 들 수 있다. 양이온 함량은 1차에서 $Na^+$>$Ca^{2+}$>$Mg^{2+}$>$K^+$, 2차에서 $Na^+$>$Mg^{2+}{\fallingdotseq}Ca^{2+}$>$K^+$의 순으로 나타났다. $Na^{2+}$, $Mg^{2+}$, 그리고 $K^+$는 입도평균이 작고 세립질 함량이 높은 곳에서 높았으며, 상호 간에 높은 상관관계를 보였다. 그렇지만 $Ca^{2+}$은 이러한 패턴이 나타나지 않았다. 이 연구를 통해 조하대-해빈-해안사구로 이어지는 신두 해안시스템의 시공간적으로 독특한 퇴적환경을 확인할 수 있었다. 환경적으로 건전한 해안관리를 위해서 이러한 특성들이 고려되어야 할 것이다.

용도 지역 행위 제한을 고려한 국토환경성평가지도 법제적 평가 개선 (Improvement in Legislative Assessment of the Environmental Conservation Value Assessment Map Considering the Restriction on Acts of Special-Purpose Areas)

  • In terms of environmental friendly land use and objective environmental assessment, legislative assessment items of Environmental Conservation Value Assessment Map (ECVAM) consists of designated areas related to conservation and protection, and areas that are planned to be designated in the future. However, the gap with the reality due to omission of several protection areas and land use regulations, and assessment grades according to 3 division land use map of forest, agricultural land, and urbanized area, results in low application and utilization of ECVAM. Therefore in this study, the legislative assessment of the ECVAM was performed with new assessment items and its new ratings, to suggest an improvement in legislative assessment items of the ECVAM. As a result, legally protected areas of inhabited islands under absolute conservation, special wildlife protection districts, protected marine areas, environmental preservation sea areas, scenic spots, forest protection zone, traditional temple preservation zone, and 45 zone or district related to regulation of land use were additionally designated as new legislative assessment items. New grade ratings were given to each additional assessment items in consideration of the restrictions on acts. As a result of the legislative assessment based on the new assessment items and new grades, the 1st grade area increased by 3.47%, and the 2nd grade area increased by 19.35%. The 3rd grade area decreased by 8.54%, the 4th grade area increased by 2.95%, and 5th grade increased by 2.91%. In addition, the out-of-grade area decreased by 20.14%, considered to be a realistic assessment based on land use. With the improved legislative assessment, it is possible to provide a more accurate environmental assessment map. Increase usage of ECVAM is expected in providing regulations of land use and base data for integrated land management of land environmental planning.

어업자원 관리수단으로서의 해양보호구역제도에 관한 연구 (A study on Marine Protected Areas as Fisheries Management Tools)

  • Marine protected Areas(MPAs) are specially designated zones of the sea that are designed to secure operation of ecosystem function and to restore marine ecosystem to the original state by excluding all detrimental human activities. MPAs have been proposed in many countries as means of realizing sustainable fisheries and recently MPAs are newly receiving attention as precautionary measure for global warming and climate change. The purpose of this paper is to examine the possibility of MPAs as fisheries management tools through a wide range of literature analysis and to suggest necessity of fisheries purpose of MPAs in Korea. Establishment of marine protected area can accompany various economic benefits such as restoration of marine environment, preservation of habitats, promotion of marine tourism and so on. Especially, a lot of case studies suggested that MPAs may bring out benefits to the fishing industry as a result of enhanced stocks. Fisheries benefits of MPAs on targeted species include increased abundance, increased mean individual size and age, increased reproductive output, enhanced recruitment inside and outside refuge, maintenance of genetic diversity of stocks, and enhanced fishery yields in adjacent fishing grounds, so called spill-over. MPAs for ecosystem conservation and protection of coastal wetland have been applied appropriately and effectively, however, the Korean MPAs system is still detective due to absence of fisheries purpose MPAs. Finally, suggestions for Korean MPAs can be summarized as following four recommendations; to establish number of small-scale MPAs rather than few large MPAs, to designate island and its surrounding areas as reserve, to consider MPA design with stock enhancement program, and to undertake co-management with Eochon-Gye, the traditional coastal community in Korea.

서해연안 접경지역 현황 및 남북한 협력관리 방안 (Cooperative Management Framework for the Transboundary Coastal Area in the Western Part of Korean Peninsula)

  • As a result of very limited access due to the military confrontation between South and North Koreas for the last five decades, ecosystems in the transboundary coastal area in the western part of Korean Peninsula have been protected from intensive developments in both Koreas. In the core of the recent two military collisions lies the fishery resources represented as blue crabs as well as the politico-military aspect. Increasing development pressures from both sides as reflected in the South Korea supporting the construction of an industrial complex in Kaesung, North Korea, is the main factor which threatens the sustainable resource base in this region. This research is aimed to develop a cooperative management system for the well-preserved transboundary coastal area between South Korea and North Korea. The Pressure-State-Response (PSR) framework of OECD was used to assess environmental conditions, socioeconomic pressures on the environment of the region, and policy responses of both Koreas to those pressures. Protection of ecosystems, peace settlement, and prosperity of the region and the entire peninsula were proposed as the management goals of the cooperative management system. The designation of the area as a Co-managed Marine Protected Area System (COMPAS) through close cooperation among South Korea, North Korea, and international entities was suggested as a way to achieve those goals. Revision of legal and institutional mechanisms, strengthening knowledge base for optimal COMPAS management, integration of the marine protected area and DMZ (demilitarized zone) ecosystem, enhancing stakeholder participation, building international partnership, and securing financial resources were presented as six management strategies.
