The purpose of this study is to review and evaluate the proper planning for 2030 Incheon Urban Parks & Green Space Master Plan. Some of the plans are aimed at multiple small districts within the city's old town, as local governments are planned to be sub-subsidized by Incheon Metropolitan City. However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.

With the world in financial recession, the general trend of global trade is declining. As a result, the world leading shipbuilding industries are confronted with an even more difficult task of mitigating various risks associated with the industries. How well the three shipbuilding industries, Japan, Korea and China, can adapt and manage the risks will be crucial. As the youngest of the top three, the Chinese industry faces greater risks. As it happens to share many factors with that of South Korea in 2004-2005, it is necessary to review and evaluate the risk management plan used by South Korea. This paper presents an evaluation of the risk management plan for shipbuilding industry in South Korea during 2004-2005, considering the financial and political environments at that time. This will help us to structure a plan of risk management for the future.

본 연구에서는 지적재조사 책임수행기관 체계로 운영되고 있는 사례지역을 선정해 운영 실태를 분석한 후 운영의 효율화 방안을 제시하고자 하였다. 연구성과는 다음과 같다. 지적재조사대행자 선정 평가에 있어서는 정성평가 점수를 상향하는 방안을 제시하였다. 지적재조사대행자 지원 확대는 랜디고 프로그램 업데이트를 할 경우 자동으로 연계 설치가 가능하도록하고, 관련 규정에 사전교육에 관한 사항이 규정되어야 함을 제시하였다. 지적재조사측량 업무수행 및 업무분장에 있어서는 임시경계점표지와 확정경계점표지 설치 작업을 통합하고, 공동수행을 통해 지적재조사대행자의 사업비를 보전해 주는 방향을 제시하였다. 또한 장·단기적인 관점에서 책임수행기관의 업무위탁 확대와 연계한 사업비 배분의 현실화 방안을 제시하였다. 본 연구성과를 반영하여 책임수행기관 체계를 운영할 경우 사업참여자의 만족도 향상이나 사업기간의 단축이 기대된다.

Purpose: In the meantime, studies on the measurement methods of service quality have mainly been conducted in views of the service recipients. In this study, we introduce a co-orientation model that compares the perceptions of service provider and recipient and examine the applicability in service quality field. Methods: In this study, we conducted a case study on the specific service called 'National R&D Project Plan Evaluation Service' to examine the applicability of the co-orientation model in the service quality field. Results: We could identify the phenomenon of how service providers and recipients perceive differently about specific services introduced in the case study. This study confirms that it can be used to identify problems in mutually oriented service quality activities and to take practical measures to improve them. As we have seen in this case study, the co-orientation model is expected to be of great help in exploring opportunities for quality improvement in the area of service quality. Conclusion: The service quality co-orientation model allows the service provider to distinguish between what they think of differently with the service recipient and what they have in common, so the service provider will be able to find the agenda of service quality improvement.

정부의 각종 R＆D사업의 성패 결정은 어떠한 과제를 선정하느냐에 달려있다. 이렇듯이 중요한 과제선정을 위해서는 선정평가의 투명성, 객관성 및 신뢰성이 확보되어야 한다. 정보화촉진기금을 관리하면서 연구과제 선정평가 등을 담당하고 있는 정보통신연구진흥원은 90년대 말부터 전자평가시스템을 개발하여 평가에 적용을 신중히 고려하여 왔다. 1999년 대학기초연구지원 사업에 원격 평가를 기본으로 하는 전자평가를 시범적으로 적용하였고, 2n2년에는 전자평가시스템을 적용하여 특정장소에 모여 평가하는 방법으로 전자평가를 진행하여 그 결과를 서면 평가와 비교 분석하였다 1999년에 처음 시도한 전자평가시스템은 과제 제안자관점에서는 과제접수가 용이하고, 과제 공고부터 결과 정리 시 소요되는 총 소요기간 단축으로 과제 선정을 조속히 확정 가능하여 대민 서비스 제고 차원에서 유용한 평가시스템으로 판단되며, 과제관리 차원에서도 인력투입 및 업무량이 46%에서 78%까지 개선되는 것으로 분석되었다. 이와 같은 결과를 바탕으로 전자평가시스템이 적용 가능한 사업을 발굴하여 점진적으로 확대 적용하는 것이 타당하며 향후 추진 과제로 산업체가 제안하는 과제내용에 대해 제안자 동의 없이 자료의 외부유출 방지 등 보안성과 평가자의 전문성 확보 방안에 대한 검토가 필요하다.

지난 문민정부이후 지리정보시스템은 새로운 사회간접자본으로 인식될 뿐만 아니라 국가경쟁력을 제고하고 행정의 생산성을 제고하는 수단으로 인식되었으며, 국가GIS정책의 규모와 범위가 확장됨에 따라 이에 대한 평가는 중요한 과정으로 부각되기 시작하였다. 그러나 「국가지리정보체계구축및활용등에관한법률」 에 규정된 평가체계를 국가지리정보체계추진위원회에서 적용하고 있으나 국가GIS사업에 대한 종합적인 조정 및 평가를 하기에는 부족함이 없지 않다. 이러한 관점에서 본 연구의 목적은 현재 국가71S평가제도를 비판적으로 검토하고 이를 토대로 평가체계의 개발방향을 모색하는데 있다

Objectives: This study was to compare two healthy cities, Liverpool in England and Wonju in Korea, which evaluated healthy city projects and to reorient evaluation strategy which fits into Korean Healthy cities. Methods: Comparatives analysis was used by reviewing documents, healthy city plan and evaluation report, of two cities. Results: Healthy city projects in two cities, fifteen programs were identical items among twenty-seven but there were differences in seven items for Liverpool and five items for Wonju. In Liverpool evaluation was done by a stakeholder group called Liverpool Local Involvement Network(LINK), while in Wonju by Yonsei Healthy City Research Center. The evaluation tool was two types; quantitative and qualitative analysis. Liverpool mostly used qualitative and added quantitative, vice versa in Wonju. Conclusions: Evaluation plan for Healthy city projects need to be made in the first phase of the projects, instead of in the end. Moreover, it is important to include stakeholder in conducting qualitative analysis for unquantifiable evidence of effectiveness, as well as quantitative analysis.

본 연구는 4차 산업 혁명시대로의 진입에 따른 교육환경 변화와 독서문화 진흥의 직접적 수혜자인 어린이청소년의 독서문화프로그램 요구변화를 면밀히 분석하고, 국립어린이청소년도서관에서 추진했던 어린이청소년 대상 독서문화진흥사업을 종합적으로 평가하여, 시대의 요구에 맞는 독서문화진흥사업을 제안하였다. 다양한 국내외 독서문화진흥사업의 사례를 조사하여 그 경향을 파악하고, 사업참여 경험이 있는 공공도서관과 학교도서관 전문가를 초빙하여 포커스 그룹 인터뷰(FGI)를 실시하였으며, PDCA 방법(Plan, Do, Check, Act)에 의거 각 독서문화프로그램 사업에 대한 개별 사업 평가를 수행하였다. 사례조사와 전문가 평가를 통해 도출된 데이터를 기반으로 향후 국립어린이청소년도서관에서 지향해야 할 독서문화진흥사업의 발전방안 및 새로운 사업의 추진전략을 제시하였다. 연구 결과를 취합하여 '인터랙티브 전자책 만들기 플랫폼 제작/보급 사업', '게임형 독서 프로그램 제작/보급사업', '거꾸로 학습법을 활용한 하브루타 독서문화 보급 사업', '청소년 코딩 브랜딩 "Teen-Start-Up"' 등을 새로운 서비스로 제안하였다.

In general, similar or previous projects are mainly referred to in order to derive operational test and evaluation(OT&E) items after acquiring weapon system. The idea that a more systematic method is needed is spreading because some of OT&E items derived in this process are redundant or unnecessary. Therefore, in this topic, we plan to use WBS, a tool that classifies components into a hierarchical structure and manages development easily to achieve the weapon system development goal. In addition, the WBS tool is applied to the medium-sized standard vehicle project, which is currently being research and developed, to effectively derive OT&E items. As a result of deriving OT&E items by applying WBS to the vehicle development field and electric devices of the medium-sized standard vehicle project, the operability and relationship were judged early, and then contents of the evaluation items could be written substantially while working on environmental adaptability. In the future, it is judged that the efficiency will be increased if the method discussed in this paper is applied when deriving the OT&E items from the R&D development project.

최근 공공기관 및 금융권에서는 경쟁력 향상을 위한 정보시스템의 통합으로 프로젝트 규모가 대형화되고 있으며, 프로젝트 수도 나날이 증가하고 있어 적절한 소프트웨어 프로젝트 관리 방안이 필요하다. 그러나 프로젝트 관리 영역간의 미치는 영향에 대하여 체계적인 연구가 부족하였다. 따라서 본 연구는 선행 연구를 통하여 프로젝트 관리에 중요한 영역을 도출하였고, "범위, 일정, 품질, 인력, 위험"의 각 영역들 간의 상호 미치는 영향도 분석과 각 영역의 진행 상태를 계획, 실행, 완료 단계로 구분하여 수행도를 분석하였다. 이 영향도와 수행도의 결과를 분석하여 프로젝트 관리 수준을 평가하는 모델을 제시하였다.
