The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

일반적으로 프로젝트 감리는 프로젝트 관리 점검 항목을 기반으로 정보 시스템 프로젝트의 관리 활동을 검토하고 문제점을 지적하여 개선 사항을 반영하게 함으로써 프로젝트를 성공적으로 수행하기 위한 관련 서비스를 제공하고 있으며, 프로젝트 수행 조직은 프로세스 기반의 조직 성숙도 모델들을 적용하여 프로젝트를 관리하고 있다. 그러나, 실제 프로젝트 수행 단계에서는 기대 만큼 효과가 크지 않다. 본 논문에서는, 이를 해소하기 위한 방안으로 프로젝트감리검토항목을 조직 성숙도 모델 설문 항목과 연계하여 조직 성숙도 평가 모델을 설계함으로써 감리 결과뿐만 아니라 프로젝트 전이나 이후에도 평가를 가능하게 하여 프로젝트 발주기관 및 개발 기관의 프로젝트 평가와 프로젝트 수행에 대한 조직 수준의 평가를 통해 프로젝트 수행 역량 개선이 가능한 모델을 제시하였다.

A perfect evaluation for scientists and engineers is impossible unless the R&D process is fully explored. But the study in this area is being intencified, and consequently progress is being made. In this paper an evaluation method for scientists and engineers in project-oriented R&D organizations is developed. That is, a method that the evaluation for the job performance directly influences personnel management such as promotion, and the evaluation for their potential, characteristics influences indirectly. Further systematization of evaluation process, which is no less importatant than evaluation itself, is attempted.

최근 정보화에 대한 성과평가는 투자성과에 미치는 효과를 정량적, 정성적으로 분석하여, 전통적인 투자 수익률에 근거한 가치평가방법의 한계를 극복하기 위한 다양한 성과평가방법이 응용되고 있다. 하지만 공공분야의 성과평가는 평가영역에 대한 정성적 평가 중심의 성과여부를 도출하는데 머무를 뿐, 정보화 품질을 향상시키는 데까지는 이르지 못하는 단점이 있다. 따라서 본 논문에서는 기존 공공분야 성과평가의 한계점을 개선하고 품질평가와 정량적 평가를 반영함으로써, 정보화 품질 향상과 평가결과의 객관성 및 신뢰성을 보장하는 통합성과평가모델을 제안한다. 그리고 정보화사업으로 추진된 행정정보DB구축사업을 대상으로 사업목적을 고려한 평가영역별 반영비율 및 가중치를 적용한 평가결과를 도출하였다.

This study aims to analyze the effect of urban ecosystem restoration projects by evaluating the short-term restoration performance of the project sites, from both qualitative and quantitative evaluations. In this study, for the qualitative evaluation, we derived the evaluation frame from previous studies and literature. For the quantitative evaluation, the changes in ecological connectivity after the restoration project were described using landscape permeability and network analysis. In addition, changes in habitat quality after the restoration project were evaluated by using InVEST Habitat Quality Model. These evaluations were applied to the three natural madang (ecological restoration) projects and two ecosystem conservation cooperation projects. As a result, three categories, 10 indicators, and 13 sub-indicators were derived from literature as the evaluation frame for this study. In the case of quantitative evaluation of restoration performance, habitat quality increased by 45% and ecological connectivity by 37% in natural-madang, and habitat quality by about 12% and ecological connectivity by about 19% in ecosystem conservation cooperation projects. This implies that the ecological restoration project can increase the ecological connectivity and the habitat quality of degraded sites even in a short period of time by improving the land-cover and land use. The results by applying the evaluation frame indicated that ecological and environmental factors and the ecological functions were improved by the restoration works, even though the magnitude of performances were diverse depending on the specific evaluation items, project type, and site characteristics. This study clarified that the success of ecological restoration project should be assessed by both of the short-term and long-term goals, which can be achieved by the maintenance and sustainable management, respectively.

프로젝트의 평가란 프로젝트의 진행상황과 결과물을 평가하는 과정이다. 스마트시티 프로젝트들은 시스템 구성요소별(인프라, 서비스, 플랫폼)로 프로젝트가 나뉘기도 하고, 여러 가지 서비스별로 프로젝트들이 동시에 진행되기도 한다. 또한 추가 프로젝트를 통하여 서비스들이 개발되고 확장되기도 한다. 이렇게 여러 가지 프로젝트들이 복합적으로 진행되는 스마트시티가 목표 및 전략에 맞추어 진행되기 위해서는 프로젝트를 수행하는 과정에서 주기적인 프로젝트 평가가 필요하다. 본 논문이 제안한 스마트시티 프로젝트 평가체계는 스마트시티의 기획, 설계, 구축 및 운영의 전 단계에서 발생하는 프로젝트에 대해서 반드시 고려해야 할 다양한 요소를 반영하여 종합적이고 객관적인 지표를 제공하도록 설계되었다. 평가체계로부터 도출된 지표는 의사결정자가 스마트시티 프로젝트 개발 방향을 결정하는데 사용될 수 있다. 또한 프로젝트의 종료 이전에도 프로젝트의 성과를 중간 평가하고 이로부터 얻은 피드백을 반영할 수 있도록 설계하였다. 본 연구가 제안한 스마트시티 프로젝트 평가체계의 적용 방법을 소개하기 위해 인천경제자유구역청(IFEZ)의 스마트시티 프로젝트 사례에 개발된 평가체계를 적용하였다. 또한 평가결과를 바탕으로 스마트시티 프로젝트 항목별 개선효과를 극대화할 수 있는 항목을 제시함으로써 스마트시티 프로젝트 추진 방향을 제시하였다. 여러 가지 프로젝트들이 복합적으로 진행되는 스마트시티 프로젝트의 특성을 반영한 스마트시티 프로젝트 평가체계를 활용함으로써 스마트시티 프로젝트의 종합적인 계획 및 관리가 가능할 것이며, 프로젝트의 우선적인 개선 요소를 파악하는 데 본 연구가 참고가 될 것이다.

방송통신 연구개발 과제 관리 및 평가 체계의 개선 필요성이 증대되고 있다. 이미 해외 주요국과 국내 정부 및 연구기관에서는 개선에 대한 필요성을 공감하고 구체적인 지표 개발 방안을 모색 중이다. 이러한 추세에 부응하기 위해 본 연구에서는 연구개발 과제 성과평가지표 및 척도를 개발하여 현행 체계의 단점을 극복하고자 하였다. 본 연구의 특징으로 연구개발 과제의 가치에 대한 두 가지 관점을 정리하고 국내외 주요 기관들의 평가지표와 척도를 분류, 종합함으로써 보다 체계적이고 효율적인 지표를 개발하고자 하였다. 동시에 산/학/연의 전문가들의 참여를 통해 지표와 척도 내용을 방송통신 환경에 적합하도록 조정하였다. 본 연구에서 개발된 방송통신 연구성과 측정 지표 및 척도는 보다 객관적이고 체계적인 연구성과 평가에 기여할 것으로 판단된다.

This paper presents an evaluation model for the performance of Value Engineering Study (VES) for construction projects. The proposed model consists of 6 PEGs and 32 PEIs. The expertise of the proposed model was collected from VE experts in Taiwan using two-phase questionnaire survey. One real-life VES of construction projects was used to demonstrate how the proposed model works. The proposed model not only can be used by project owners to appraise the performance of VES team but also be used by the VES teams to conduct self-diagnosis, improvement, and motivation for achieving better performance. Additionally, the proposed model is capable of: (1) clarifying the defects of VES and avoiding committing same mistakes, (2) assisting inexperience team members to implement VES and catch the critical issues of a VES.

It is essential that the evaluation of official development assistance (ODA) projects is conducted based on empirical research for the performance and improvement of the project. This study intended to quantitatively figure out the actual status and performance of ODA projects. The performance of the Rumpin Seed Source and Nursery Center project implemented by the KOICA was evaluated in items of relevance, efficiency, effectiveness, impact, sustainability, which are OECD Development Assistance Committee(DAC) evaluation criteria. From August 26, 2019 to August 29, 2019, a survey was conducted on 50 visitors and 54 stakeholders of the Rumpin Seed Source and Nursery Center. Through on-site survey, problems in the donation project and operation in Indonesia were identified and measures for improvement was grasped. As a result of the study, the value scored by OECD DAC evaluation criteria of the Rumpin Seed Source and Nursery Center project based on the Economic Development Cooperation Fund(EDCF) evaluation grade was evaluated as a very successful class in all items. The average score of the recognition question was 4.08 points for visitors and 4.08 points for stakeholders, and the average score for the satisfaction question was 4.37 points for visitors and 4.11 points for stakeholders, which were high overall in both groups. The main factor that affects the project awareness of the visitors was the fact that the Rumpin Seed Source and Nursery Center was created based on Korean technology, and it was confirmed that Indonesia's own items related to similar projects had a great influence on the project satisfaction. In the case of stakeholders, project support in Korea affected their recognition, and it was found that relevance, efficiency, effectiveness items had the greatest impact on the level of project satisfaction of stakeholders derived from the DAC individual evaluation results. Efforts are required to increase the main factors by reflecting the results of each item and to preserve and maintain the project. This study is significant in determining the performance of the ODA project based on empirical data, and it is believed that it can be used as basic data for supplementing and strengthening the project in the future.

Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.
