R&BD Performance Analysis of Defense Venture Program Using DEA (DEA를 활용한 국방벤처 지원사업 연구개발 및 사업화 성과 분석)

  • The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

  • This study is a study on ways to revitalize traditional markets in the era of the 4th Industrial Revolution, and a total of 188 of the 2021 Cheonan City traditional market and shopping district fact-finding data were used for research and analysis. In order to revitalize the environment improvement of traditional markets, it can be seen that environmental changes suitable for the times are primarily required. The traditional market is an underdeveloped space, and through the parking environment improvement project and facility modernization project (toilet, facility equipment, etc.), space is improved through a specialization and subdivision process to meet the needs of the times, thereby increasing operational convenience, increasing visitor use, and improving natural perception. can promote In addition, the efficiency and effectiveness of the traditional market vitalization project can be increased when differentiated management vitalization contents and facility modernization projects are organically harmonized. This study is meaningful in that it analyzes the environmental improvement of facilities among the traditional market vitalization factors for the vitalization of the traditional market, and proposes a plan that can be a practical alternative to the government support policy for the traditional market.

Automated Prioritization of Construction Project Requirements using Machine Learning and Fuzzy Logic System

  • Construction inspection is a crucial stage that ensures that all contractual requirements of a construction project are verified. The construction inspection capabilities among state highway agencies have been greatly affected due to budget reduction. As a result, efficient inspection practices such as risk-based inspection are required to optimize the use of limited resources without compromising inspection quality. Automated prioritization of textual requirements according to their criticality would be extremely helpful since contractual requirements are typically presented in an unstructured natural language in voluminous text documents. The current study introduces a novel model for predicting the risk level of requirements using machine learning (ML) algorithms. The ML algorithms tested in this study included naïve Bayes, support vector machines, logistic regression, and random forest. The training data includes sequences of requirement texts which were labeled with risk levels (such as very low, low, medium, high, very high) using the fuzzy logic systems. The fuzzy model treats the three risk factors (severity, probability, detectability) as fuzzy input variables, and implements the fuzzy inference rules to determine the labels of requirements. The performance of the model was examined on labeled dataset created by fuzzy inference rules and three different membership functions. The developed requirement risk prediction model yielded a precision, recall, and f-score of 78.18%, 77.75%, and 75.82%, respectively. The proposed model is expected to provide construction inspectors with a means for the automated prioritization of voluminous requirements by their importance, thus help to maximize the effectiveness of inspection activities under resource constraints.

  • In order to The certification of CMMI level is positioned as the most important part of software development company competitiveness. From that point, you will be able to find the various CMMI based process improvement activities of the companies in the above. This paper presents the activity method, such as organization, process application method for the CMMI based process improvement, through the field application. Based on that, this paper enables you to understand the model application method. And we also carry out the application case analysis of defect management with the schedule/effort analysis and colleague's check activity to show the improvement effectiveness, based on the quantitative analysis. And we present the problem and improvement part of real application. The result of this paper will be used to understand the effectiveness of quantitative process management, mentioned in the CMM. And furthermore, we also expect this paper to be useful for the organization to improve the process based on CMM in the future.

  • The Fish Stock Rebuilding Plan (FSRP) is evaluated as one of the most effective fisheries policies domestically and internationally. FSRP is a comprehensive fisheries policy, including target stock size, rebuilding period, application of management measures, and participation of fishermen. The performance outcomes of FSRPs have been partially evaluated for recommendation for stock rebuilding in Korea, while they are fully evaluated in other countries that have implemented FSRPs. The performance evaluation system for FSRP is very needed to enhance its effectiveness as one of fisheries policies. That is, the system where problems can be reconsidered, achieving targets can be evaluated, and the plan can be modified should be implemented. This study classified the performance evaluation of FSRP into the economic evaluation as a quantitative analysis and the policy evaluation as a qualitative analysis. In the economic evaluation, the sustainability of fishery resources, the stability of fishing business, the efficiency of fishery production, and efficient utilization of fishery resources can be considered. As analytical methods for the economic evaluation, the bioeconomic model, efficiency estimation model, the dynamic MEY model can be utilized. The qualitative evaluation is to assess the qualitative performances of FSRPs, including interviews and surveys with fishermen and fisheries experts. In the survey, many different items can be included by evaluation factors which are related to policies such as timeliness, transparency, effectiveness, etc. In addition, the study suggested the performance evaluation system and procedures for objective and efficient evaluation of FSRPs. In order to practically apply the developed performance evaluation model, the pilot project is needed. That is, from the application of pilot project, detailed research methods, effective procedures, and evaluation factors can be investigated.

  • The objectives of not-for-profit organizations including government supported research institutes are, by definition, to achieve socially desired nonfinancial goals. Current reporting focuses on providing information to meet the needs of users. This information may be provided in the annual research report, financial report, and other reports. An objective of current reporting is to provide users with information that will assist them in evaluating the performance(efficiency and effectiveness) of reporting entity. The evaluation of R&D project's performance requires information not only about the acquition and use of resources, but also about the outputs and outcomes of R&D activities, This study aims to recommend that R&D Service Efforts and Accomplish- mints(SEA) reporting is useful for performance evaluation in national R&D programmes. To achieve this aims, I attempt to develop the R&D SEA measures with reference to the Concepts Statement No. 2 of the Governmental Accounting Standards Board. R&D SEA measures consist of five categories : (1) input measures, (2) outcome measures, (3) output measures, (4) re1a1e efforts to accomplishments, (5) explanatory information.

Statistical Analysis on Application of External Solar Shading Devices (외부 차양장치의 적용실태에 관한 통계적 분석)

  • Purpose : The solar shading device carries out roles in a reduction of the cooling load and an improvement of the thermal comfort of occupants by adjusting incident solar radiation. In addition, The shading device enhances the visual sensation comfort by controlling the optical properties. In order to improve building performance and comfort of occupancy, interests in application of the shading devices are getting increasing. This study investigated the application and effectiveness of the external shading device design using statistical analysis. The outcome of this paper could be utilized for the realization of status quo and for an estimation of effectiveness of the shading device Method : The period of data gathering was between 2003 and 2014 and total 459 cases of practical building project were investigated. Firstly, this study defined qualification of the shading devices; the shading device should have minimum protruding lengths of 150mm to outside and have the function of shading control. This paper investigated application rate of the shading device in real project, regional rate of application, annual change of application, materials and types. Result : The statistical analysis showed that the application rate of shading devices was 25.7% in total 459 building design projects. The application rate in central and southern region was 25.3% and 27.0% respectively. Meanwhile, Jeju region showed 22.2%, which was the lowest rate although this area needs more shading devices. The application number of the shading device was the smallest in 2007, but the rate gradually increased after that. The applications was the largest in 2014 due to growing interest of the shading devices in the building.

Cost-Benefit Analysis on the Economic Effectiveness of Safety and Health Ledger (비용편익분석을 통한 안전보건대장의 경제적 효과성 분석)

  • The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system's effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

  • Intelligent Transport Systems(ITS) has been currently growing attention in industry as hightech traffic system and ITS infrastructure has been built not only on expressway but also on national highways. Although the effect of ITS installation on national highways is not easy to measure with quantitative methodology, it is necessary to develop the quantitative method to verify the effect accurate analysis of ITS effect. In this study, the analysis of cost efficiency of ITS project carried out by Iksan Regional Constriction Management Administration(IRCMA) was conducted. Analysis period and discount rate were assumed as 10 years and 5.5%, respectively. Several measures of the effect including reduction of travel time, CO2 discharged and fuel and the value of Variable Message Sign(VMS) information were proposed. Concludingly, ITS project implemented by IRCMA appeared to be cost effective, indicating 1.20 of B/C ratio, 12.4% of IRR and W1.48 billion of NPV.

An Empirical Study on the Effect of Laboratory Start-up Support Projects on Start-up Performance (창업지원사업의 창업성과에 미치는 효과 실증 연구)

  • This research aims to validate the effectiveness of the "Specialized Entrepreneurship University Program," which was conducted as part of government entrepreneurship support initiatives from 2018 to 2022. Based on previous studies, a research model was derived consisting of three laboratory entrepreneurship support factors that influence program satisfaction and entrepreneurial outcomes (infrastructure support, educational mentoring support, and business linkage support). Surveys were collected and analyzed from 126 laboratory entrepreneurship firms participating in the program, and empirical analysis of the research model was conducted using SPSS 23.0 statistical software. The analysis results indicated that the three variables, namely infrastructure support, educational mentoring support, and business linkage support, were significant factors affecting program satisfaction, and program satisfaction was confirmed to influence entrepreneurial outcomes. Furthermore, it was found that the three business operation factors indirectly influenced entrepreneurial outcomes by partially mediating program satisfaction. This study is considered significant as an empirical study for the initial stage of the second-phase program enhancement, verifying the effectiveness of laboratory entrepreneurship support factors. The findings can be applied to similar government entrepreneurship support initiatives and contribute to the effective strategy and planning of stakeholders involved. The limitations of this study include the need for further research on the perception of the extent to which it contributes to entrepreneurial outcomes, emphasizing caution in interpreting the research model, and the necessity for expanding the survey population and improving survey items in future research.
