우편물을 배달순서대로 정렬하는 순로구분의 자동화를 위해서는 우편물에 표기된 주소를 인식해야 하며, 이 과정에서 표준화된 우편주소 데이터베이스는 필수적이다. 우편주소 데이터베이스는 주소인식뿐만 아니라 우편물 정보처리 등 다양한 측면에서 사용 가능하여 우편물 처리의 자동화와 정보화에 매우 중요하다. 본 연구는 우편주소 데이터베이스에서의 정보체계 표준을 위한 스키마 및 이에 따른 우편주소파일의 설계 방법과 설계된 스키마에 따른 주소해석 과정 및 방법에 관한 것이다. 주소를 표준화된 형태로 변환하는 데에 필요한 정보를 분석하여 이를 우편주소파일 설계과정에 포함시킴으로써 향후 순로구분 자동화를 위한 한글 주소인식 시스템과 고객 바코드 인증을 위한 주소 데이터베이스 매칭 및 주소검색 시스템에 활용할 수 있도록 하기 위해 우편주소파일을 설계하였다.

Recently, ordinary mail is decreasing continuously by the development of ICT (Information and Communications Technology) including E-mail, messenger service, and etc. On the contrary, parcel post is increasing by the increase of online shopping, home shopping, and etc. Aside from these changes, the demand for various mail acceptance and delivery means is increasing with the increase of single households and dual-income couples. To overcome these environmental changes, Korea Post installs unmanned post offices which are composed of various unmanned mail acceptance and delivery postal systems. In this paper, we propose the methodological approach for the site selection of unmanned post office among the existing post offices and the installation standard of unmanned postal system considering the operation cost by the mail volume.

In the postal delivery service, both the standardization of business process and the workload measurement is very important part of saving the cost and improving the efficiency. However, these are not easy to apply to real situation because of the labor-intensive and diversification of delivery environment. In this study, we develop the methodology for the standardization of business process and workload measurement model of the postal delivery service. Firstly, we introduce the work factor analysis on the postal delivery process. Then, we propose the methodology workload measurement model based on diversification of delivery environment.

Among national properties of various governmental offices and departments, we focused on the public finance. Because the financial balance of national properties of governmental offices and departments has been in deficit. This study focuses on postal administration business which faces the financial crisis. The purpose of our study is to show devices for value improvement of postal administration business headquarters of Ministry of Information and Communication. Research was based on case researches and domestic post offices which were decided to rebuild. Problems of domestic postal administration business were first found out. And for its solutions, research on domestic and foreign cases were carried out, superior cases for benchmarking was regulated so that these can be applied to the post offices to be built or to be remodeled.

As facing the rapid advance of information technologies, the postal service is required to have capabilities of real-time logistics characterized by collaboration, ubiquity and intelligence which are necessary to the organizational management. In this study we discuss the design of the next generation information system based on real-time enterprise strategy to achieve real-time integrity and upgrade of postal information system. After briefly addressing the issues on developing information system and current situation, we provide the design direction and the framework of the to-be system. We develop detailed specification of each subsystem and provide an operational scenario. We believe when this framework is put into use, it can contribute to competitive performance by giving the integrity and consistency in implementing information systems of the Korea Postal Service.

최근 무선인식기술을 물류분야 적용하여 생산성 증대를 위한 일련의 국가사업이 활발히 진행되고 있다. 본 논문에서는 물류 분야를 중심으로 최근에 국가 시범사업을 포함하는 국내 동향을 살펴보고 향후 방향에 대하여 제언하고자 한다.

본 논문에서는 시간 및 공간 마이닝 기술을 적용한 다이렉트 마케팅 지원 시스템 프로토타입을 개발하였다. 개발한 프로토타입은 서울시를 대상으로 약 인구 500명 크기의 블록단위 e-Commerce 구매 패턴과 유사블록 그룹핑 및 기타 마케팅에 유용한 외부 공개 자료의 검색 기능을 포함한다. 또한, 마케팅 캠페인에 프로토타입의 활용도를 높이기 위해서 상품선호도 기반 검색, 라이프스타일 기반 검색 및 복합정보 기반 검색 모듈 등의 다양한 서비스를 제공한다.

우편물 접수 대기시간 개선과 업무부하 경감을 위해 개발된 무인우편접수시스템의 창구형 무인우편접수 장치의 효율성을 위하여 실시간으로 우편물 접수 정보를 우체국 우편물류시스템에 전송하기 위한 인터페이스를 설계하고 REST 방식을 이용하여 개발하였다.

현재 우리나라의 일반 서장우편 물량은 매년 증가하고 있는 추세이며 특히 월말이나 연말에 집중화되는 계절적, 순환적 특성을 보인다. 그러나 집배원의 인력 부족으로, 우편물량의 증가와 계절적, 순환적 우편물 집중 현상에 적절히 대응하지 못하고 있으며, 이에 따라 서비스의 질적 저하 업무 부하량 증가 등의 문제가 점점 더 가시화되어가고 있다. 이러한 상황에서 신속한 우편물 처리와 집배원의 업무 경감 등을 위해 우편물 자동 처리를 위한 순로구분 시스템의 도입을 검토하고 있으나, 우편물에 기입되는 주소 기재 방식이 일관적이지 않고 표기 방식이 다양하여 이러한 자동처리시스템의 효율이 떨어질 것으로 예상된다. 따라서 본 논문에서는 향후 도입될 예정인 순로구분 시스템의 자동처리 효율을 높이기 위해 우편물에 기입하는 주소의 표기 표준화 방안을 제시하고자 한다. 이를 위해 우선 국내 우편주소 체계와 주소 표기의 현황을 살펴보았으며, 자동주소인식에 적합한 주소 표기를 위한 고려사항들을 주소 표기 표준화 관점에서 제시하였다.

본 논문에서는 우편 물류 환경에서 실시간 소포 처리 및 파렛 관리를 위한 RFID 적용 모델과 시스템 구조를 제시하였다. 또한 제시한 RFID 응용 모델과 시스템 구조에 기반하여 RFID 기술을 우정 물류 현장 도입에 앞서 사전에 문제점을 파악하여 그 해결 방안을 모색하고 시행착오를 줄이기 위해 우편 물류용 RFID 응용 시스템 Testbed를 구축했고, 구축한 우편용 RFID 응용 시스템을 이용해 매체별 RFID 태그 인식 성능에 대한 시험 결과를 보였다. 실험에서 종이와 알미늄호일에 대한 인식성능이 물과 캔에대한 인식성능보다 높음을 알 수 있었다.
