According to relevant laws, in the case of a construction project with a total construction cost of 30 billion won or more, a post-construction evaluation must be performed after completion. In addition, a post-construction evaluation report must be prepared and entered into the Continuous Acquisition & Life-cycle Support(CALS). As a result of reviewing the currently accumulated post-construction evaluation reports, since the report is not standardized, it is difficult for public project owners to write the report. It also hinders the post-construction evaluation and management center from verifying contents, analyzing data, and deriving meaningful results. In order to improve the convenience of the public owners who must conduct post-construction evaluations and the work efficiency of the center, evaluation factors were standardized and a standard post-construction evaluation report format for road construction was developed in Excel. Through this, the data in the reports will be effectively accumulated, managed, and analyzed, so that meaningful results will be produced and be helpful in future construction work.

The Post-Construction Evaluation and Management System has been operated over the past 20 years not only to analyze the performance of large-scale construction projects, and but also to provide useful reference data for future similar projects. Although the Post-Construction Evaluation and Management Center has been legally designated and operated since 2020, various problems have been occurring in the operation of the system. Accordingly, this study proposes strategies for facilitating Post-Construction Evaluation and Management System in terms of the following three aspects: (1) improving the implementation rate of post-construction evaluation; (2) improving the information management system related to post-construction evaluation; (3) improving the utilization of post-construction evaluation outcomes. Based on the results of this study, a specific action plan will be prepared, which is expected to contribute to the efficiency of construction project performance management in the future.

건설공사 사후평가 제도는 공공건설사업 수행결과를 반영하여 향후 유사한 공공건설사업의 계획 수립 시 활용되어져야 하나, 현행 제도는 당초 기획 계획 당시에 추정한 수요, B/C비율, 공사비, 공사기간 등 예측치와 건설공사 완공후 일정기간(3년 내지 5년) 경과후에 측정한 실제 결과치를 단순히 비교하여 제시하는 수준에 그치고 있다. 또한 대부분 공공발주기관에서는 수동적인 사후평가 업무수행에 그치고 있어 제대로 환류가 이루어지않고 있다. 이에 본 연구에서는 공공발주기관을 대상으로 설문조사를 실시하여 건설공사 사후평가 제도의 수행현황을 파악하였으며, 국내 사후평가 제도와 유사한 미국과 일본의 건설사업 평가체계를 벤치마킹하였다. 또한, 건설공사 사후평가 제도와 관련된 국토부 실무담당자와의 수차례 업무회의를 실시하여 사후평가 수행의 적시성 확보 및 활용성 강화방안을 제시하였다. 이와 같이 건설공사 사후평가 제도 개선을 통해 건설사업 수행과정에서의 목표 및 성과에 대한 확인 점검 분석 체계를 내실화하고, 건설공사 특성별로 평가내용 및 방법을 차등화함으로써 발주청의 사후평가 수행에 대한 실천력이 제고될 것으로 기대된다.

The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

현재 건설공사 사후평가시스템 입력과정에서 자료가 오류 및 누락이 발생되는 경우가 많아 데이터의 신뢰성이 떨어지는 경우가 많다. 이에 따라 본 연구에서는 사후평가 결과분석의 신뢰성 확보를 위해 건설공사 사후평가시스템의 입력누락 및 입력오류에 대한 세부적인 분석을 실시하였다. 분석결과, 건설사업 초기 단계일수록 자료의 미입력된 자료의 비중이 높게 나타났다. 그리고 분석된 등록오류로는 참고자료의 부정확, "원" 단위 오류, 입력항목에 대한 이해부족 등으로 나타났다.

The construction industry in South Korea is experiencing great changes: it is becoming developed on a larger scale, specialized to a high degree and rapidly incorporating with other industries. This development has resulted in higher demand of construction industry. Accordingly, the transparency and an objective method of evaluation in the process of projects in the construction industry are gaining more importance. Clients' and customers' needs also require more specific objective evaluation to find whether their projects are successfully performed or not. This study aims to discuss problems on the current post-evaluation items including the qualitative item analysis such as customer satisfaction. Moreover, this paper suggests the improved ways in which enable the application of the effective evaluation system to the construction industry.

Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

건설공사 사후평가는 공공건설공사의 효율성을 평가하고, 사업결과에 대한 적정성을 검증하여 추후 유사한 건설공사에 활용 가능한 정보를 제공하기 위해 도입되었으나, 인식 부족 등에 의해 활발한 제도 이행은 미흡한 실정이다. 이에 본 연구는 건설공사 사후평가 수행결과를 활용하여 추후 유사한 프로젝트 수행 시 참고자료로 활용 가능한 기본적인 틀을 제공하는 것을 목적으로, 건설공사 사후평가 수행결과의 효과적인 분석방법을 제시하고 이를 토대로 시범적인 분석을 수행하였다. 분석은 사후평가 결과가 건설CALS에 입력된 국도, 고속도로, 철도, 항만 등 293건의 건설공사를 대상으로 하였다. 분석결과, 철도 사업의 공사비 증감율이 고속도로, 국도, 항만공사 보다 높게 나타났다. 그리고 고속도로의 공사기간 증감율은 철도, 국도, 항만보다 큰 것으로 나타났다. 본 연구를 통해 제시된 사후평가 분석 프레임워크는 추후 프로젝트에 유용한 정보를 제공하고 벤치마킹 도구로써 유용하며, 지속적인 건설공사 사후평가 수행을 통해 다양한 분석이 가능하다는 점에서 큰 의미가 있다.

건설공사 사후평가 제도는 공공건설사업의 계획단계에서 예측한 이용수요 사업비 사업기간 등에 대한 예측치를 준공 후에 평가함으로써, 차후 유사사업 추진 시 그 평가결과를 참고하여 발주청의 시행착오를 줄이기 위한 목적으로 2000년도에 도입되었다. 그러나 객관성 및 신뢰성이 결여된 평가 수행체계 및 부재한 활용주체로 인하여 건설공사 사후평가 제도 정착 및 활성화에 걸림돌이 되고 있다. 이에 본 연구에서는 선진외국의 건설사업 평가수행 및 관리 활용 체계를 벤치마킹하여 국내 사후평가 체계 개선을 위한 시사점을 도출하였고, 공공 발주청 사후평가 담당자 및 사후평가위원회 활동경험이 있는 전문가를 대상으로 설문조사를 실시하여 사후평가 전문기관 설치의 필요성 및 전문기관에서 담당해야 할 기능 및 업무내용 등을 도출하였다. 도출된 분석결과를 바탕으로 최종적으로 본 연구결과가 실효성이 확보될 수 있도록 관련 법령 및 지침 개정안을 마련하였다. 본 연구 결과를 통해 향후 전문기관이 설치된다면 대규모 건설사업 시행과정을 면밀히 분석하여 차후 유사사업 수행 시에 많은 시행착오를 줄일 수 있으며, 관행적 반복적으로 적용되는 건설사업 수행방식을 개선하여 기술경쟁력이 제고될 수 있다.

공공복지를 위해서 다양한 공공 건설사업이 수행되었고, 이에 공공사업의 효과와 효율에 대한 적절한 평가에 대한 필요성이 요구되고 있다. 국토교통부에서 건설기술진흥법상에 공공건설공사 사후평가를 법제화를 통해 공공공사 중 공사비가 300억 원 이상인 사업은 사후평가를 수행하도록 규정하였다. 이를 위해 국토교통부는 사후평가를 정량적 평가와 정성적 평가를 포괄하고 이의 효율적 수행을 위해 사후평가 매뉴얼을 제공하였다. 그러나 사후평가 매뉴얼은 시설물별 특성 등을 반영하지 못하고 전반적인 사후평가 개념과 절차만을 제공하였다. 따라서 본 논문은 기존 연구와 사례를 분석하여 사후평가 중 정성적 평가를 위해 수행되는 설문조사 표준포맷을 제시하였다. 본 연구 결과, 표준화된 설문양식을 기반으로 대부분의 토목 및 건축 시설물의 사후평가에 적용할 수 있다. 그러나 시설물의 종류와 특성을 반영한 세부적인 설문항목의 개발과 피드백을 위한 데이터 저장 및 처리 시스템에 대한 추가 연구가 필요할 것으로 생각된다.
