An Analysis of Changes in Social Issues Related to Patient Safety Using Topic Modeling and Word Co-occurrence Analysis (토픽 모델링과 동시출현 단어 분석을 활용한 환자안전 관련 사회적 이슈의 변화)

  • This study aims to analyze online news articles to identify social issues related to patient safety and compare the changes in these issues before and after the implementation of the Patient Safety Act. This study performed text mining through the R program, wherein 7,600 online news articles were collected from January 1, 2010, to March 5, 2020, and examined using keyword analysis, topic modeling, and word co-occurrence network analysis. A total of 2,609 keywords were categorized into 8 topics: "medical practice", "medical personnel", "infection and facilities", "comprehensive nursing service", "medicine and medical supplies", "system development and establishment for improvement", "Patient Safety Act" and "healthcare accreditation". The study revealed that keywords such as "patient safety awareness", "infection control" and "healthcare accreditation" appeared before the implementation of the Patient Safety Act. Meanwhile, keywords such as "patient safety culture". and "administration and injection" appeared after the act's implementation with improved ranking of importance pertaining to nursing-related terminology. Interest in patient safety has increased in the medical community as well as among the public. In particular, nursing plays an important role in improving patient safety. Therefore, the recognition of patient safety as a core competency of nursing and the persistent education of the public are vital and inevitable.

Study on Perceptions for Establishing Mid-to Long Term Comprehensive Development Plan for Libraries in Dong-gu, Incheon (인천광역시 동구 도서관 중장기 종합발전계획 수립을 위한 인식조사 연구)

  • This study was conducted as basic research for establishing a mid-to long term comprehensive development plan for libraries in Dong-gu, Incheon. It attempted to draw the vision, operation strategy, and service directions by administering questionnaires to local residents and analyzing the needs of library officials, professionals and local residents. From the findings, following issues can be suggested: First, it is necessary to activate the management of small libraries in Dong-gu, Incheon. Second, local residents' needs for improving library facilities and constructing new libraries were found to be higher. Third, it needs to qualitatively and quantitatively enhance library materials for various age groups. Fourth, customized reading and cultural programs should be developed by considering the demand of various age groups. Fifth, the needs for items regarding external cooperation among expected roles of libraries. Sixth, it is necessary to consider how to promote complex cultural space by improving library facilities. Seventh, the librarian personnel should be complement to balance between the internal management of libraries and externally related businesses. Eighth, the space for collecting and keeping materials should be promoted. Ninth, it is necessary to seek the establishment of policies for activating small libraries.

  • Recently, natural and social disasters in Korea are increasing, and new disasters such as COVID 19 and sinkholes, and large-scale disasters that combine natural and social disasters are occurring frequently. In order to reduce damage caused by disasters and effectively respond to disasters, the importance of disaster safety education is emerging because it is necessary to understand the awareness of disaster situations and the functional response process. Ministry of Public Interior and Security is providing disaster safety education for emergency managers through 54 specialized disaster safety education institutions. There is also a lack of experience facilities. This has a problem in that it makes it difficult for disaster safety personnel to effectively respond to disasters due to lack of experience in actual disaster sites. Also, unlike other education fields, the connection between disaster safety education contents and new technologies such as AI is still lacking. In this study, focusing on natural disaster, the current status and problems of domestic disaster safety education institutions and their contents are investigated and analyzed, and based on this, this study suggested improvement plans for domestic disaster safety education contents such as establishment of a unified disaster safety standard curriculum, production and distribution of disaster safety education experience contents using virtual reality technology and infotainment technology, and development of mobile AI tutoring service.

  • The Republic of Korea is a country in which coastal surveillance is an imperative national task as it is surrounded by seas on three sides under the confrontation between South and North Korea. However, due to Defense Reform 2.0, the number of R/D (Radar) operating personnel has decreased, and the period of service has also been shortened. Moreover, there is always a possibility that a human error will occur. This paper presents specific guidelines for developing an AI learning model for the intelligent coastal surveillance system. We present a three-step strategy to realize the guidelines. The first stage is a typical stage of building an AI learning model, including data collection, storage, filtering, purification, and data transformation. In the second stage, R/D signal analysis is first performed. Subsequently, AI learning model development for classifying real and false images, coastal area analysis, and vulnerable area/time analysis are performed. In the final stage, validation, visualization, and demonstration of the AI learning model are performed. Through this research, the first achievement of making the existing weapon system intelligent by applying the application of AI technology was achieved.

A Study on Improvements of Incheon International Passenger Port Management System (인천항 국제여객부두 관리체계 개선에 관한 연구)

  • Over the past 20 years, Korea's number of international passengers and freight transportation records has increased by 8.6% per year, respectively. However, despite the development of sea lanes and increased voyages, there have been constant calls for improving the inefficient management of international passenger ports. Hence, this paper presents improvements and further directions for international passenger port management. Focusing on the Incheon International passenger port as a representative case study, the main results show that the most important, urgent, possible measures for improving the port management include (i) the expansion of customs personnel and implementation of a 24-hours customs clearance system in operation, (ii) installation of buffer facilities between the ferry and ferry cargo and establishment of hinterland specialized in car ferry freight in a facility, and (iii) clear standards for cost-bearing subjects and limitation of high cost related to terminal use in institution. These results imply the need for government policy access and investment reflecting stakeholder opinions at various levels, such as operation, facilities, institution, and so forth, for efficient management of international passenger ports.

Future Tasks of the Law Forcing CCTV Installation in Operating Rooms (수술실 내 CCTV 설치 의무화 법안의 향후 과제)

  • On September 24, 2021, the new provisions(Article 38-2 of the Medical Service Act) mandatory CCTV installation in operating rooms where the unconscious patient is operating such as general anesthesia. The revised medical law aims to effectively prevent illegal activities that may occur in the operating rooms and to promote appropriate resolution to medical dispute. According to the law, medical institutions operating unconscious patients, such as general anesthesia, must install CCTVs in the operating rooms by September 25, 2023, and film surgical scenes only at the request of patients and their guardians, regardless of the consent of the medical personnel. The bill delegated the legislative device to minimize infringement of fundamental rights to subordinate statutes without stipulating it in the law.(Article 38-2(10)) The most realistic policy plan to minimize the infringement of the fundamental rights of patients is to prepare specific regulations. Therefore, this study examines the legislative background and main contents of the amended CCTV installation bill, and suggests issues to be reviewed when preparing subordinate statutes by analyzing major issues. It was reviewed based on compliance with the principle of minimizing infringement of fundamental rights of information subjects in the operating rooms. The information subjects of CCTV are health professionals and patients. Suggesting issues should be considered when preparing subordinate statutes so that the purpose of the CCTV installation law can be achieved while minimizing infringement of right of self-determination of personal information, personality rights, and human rights. It is hoped that this paper will be referred when discussing subordinate statutes and regulations to contribute minimizing infringement of fundamental rights.

  • The Korean military is preparing for successful manpower reduction using advanced science and technology, in addition to carrying out the initiative of the Defense Innovation 4.0. Accordingly, studies on core technologies related to defense reform have been conducted both internally and externally in the military, and the corresponding results have also been applied. Nevertheless, compared to the development of such technologies, it is considered necessary to have more preparation for the policies related to the operation of the newly introduced equipment. As for the placement of personnel and the organization of time in service (TIS) with respect to the operation of surveillance equipment, there has been a tendency to sustain the conventional practice. Therefore, this study intends to suggest the schemes for facilitating policy improvements in the operation of manpower and security regulations in the field of information for the purpose of introducing a successful next-generation coastal guard system. To do this, the approach of this study was focused on the policies for the operation of the guard system. This is in contrast to previous studies that centered on its equipment and technologies. In addition, how to efficiently operate the guard system was also studied in view of cognitive science by deriving the most efficient time for a person to execute surveillance through the monitor based on the previous studies.

  • Now In Seoul, about 75,000 CCTVs are installed in 25 district offices. Each ward office in Seoul has built a control center for CCTV control and is building information such as people, vehicle types, license plate recognition and color classification into big data through 24-hour artificial intelligence intelligent image analysis. Seoul Metropolitan Government has signed MOUs with the Ministry of Land, Infrastructure and Transport, the National Police Agency, the Fire Service, the Ministry of Justice, and the military base to enable rapid response to emergency/emergency situations. In other words, we are building a smart city that is safe and can prevent disasters by providing CCTV images of each ward office. In this paper, the CCTV image is designed to extract the characteristics of the vehicle and personnel when an incident occurs through artificial intelligence, and based on this, predict the escape route and enable continuous tracking. It is designed so that the AI automatically selects and displays the CCTV image of the route. It is designed to expand the smart city integration platform by providing image information and extracted information to the adjacent ward office when the escape route of a person or vehicle related to an incident is expected to an area other than the relevant jurisdiction. This paper will contribute as basic data to the development of smart city integrated platform research.

A Study on Forecasting Manpower Demand for Smart Shipping and Port Logistics (스마트 해운항만물류 인력 수요 예측에 관한 연구)

  • Trend analysis and time series analysis were conducted to predict the demand of manpower under the smartization of shipping and port logistics with transportation survey data of Statistic Korea during the period from 2000 to 2020 and Statistical Yearbook data of Korean Seafarers from 2004 to 2021. A linear regression model was adopted since the validity of the model was evaluated as the highest in forecasting manpower demand in the shipping and port logistics industry. As a result of forecasting the demand of manpower in autonomous ship, remote ship management, smart shipping business, smart port, smart warehouse, and port logistics service from 2021 to 2035, the demand for smart shipping and port logistics personnel was predicted to increase to 8,953 in 2023, 20,688 in 2030, and 26,557 in 2035. This study aimed to increase the predictability of manpower demand through objective estimation analysis, which has been rarely conducted in the smart shipping and port logistics industry. Finally, the result of this research may help establish future strategies for human resource development for professionals in smart shipping and port logistics by utilizing the demand forecasting model described in this paper.

The Effects of Contact with North Korean Residents on Trust and Acceptance by South Koreans (북한이탈주민과의 접촉이 남한 사람들의 신뢰와 수용에 미치는 영향)

  • This study investigated the factors that influence the attitude, trust, and acceptance toward the North Korean residents by South Koreans. Three hundred and ninety-two South Koreans, including 222 with no contact experience with North Korean residents and 170 with contact experience, answered a questionnaire. The experience group included police officers who provide protection and settlement service, labor counsellors, social workers, church people, college classmates and tutors, and teachers in alternative schools for North Korean youths. The results indicated that protecting police officers have highly negative attitudes in both cognitive and affective dimensions and also show low trust and acceptance. Teachers in alternative schools, on the other hand, were found to have both positive and negative cognitive evaluations of North Korean residents, but still maintained positive affect and high trust and acceptance. People with no contact experience had negative affect along with pity, and showed medium level trust and acceptance. The distinctive difference between the police officers and teachers were attributed to the individual characteristics such as authoritarian personality and uncertainty avoidance rather than to the frequency or depth of contact. The most important determinant of trust and acceptance were found to be the affective component. The implications of these findings on the selection and training of interface personnel and peace education were discussed.
