보행자안전지수 개발 - 경남도를 중심으로 - (Development of Pedestrian Safety Index - Focused on Gyeongnam Province -)

  • 보행은 인간의 기본적이면서 중요한 교통수단이다. 최근 보행자 사고와 관련하여 보행안전이 중요시 되고 있지만, 보행자안전에 대한 노력과 관심은 매우 미미한 실정으로 경남의 보행안전의 계획 수립과 보행사고의 감소 및 예방을 위해 사용될 보행자안전지수를 개발할 필요가 있다. 이에 본 연구는 보행자 안전에 영향을 크게 미치는 인구10만명당 5년 평균보행자사고, 인구10만명당 2009년 보행자사고, 횡단보도 신호 준수율, 무단 횡단율, 14세 이하 어린이 및 65세 이상 노인인구 2009년 보행자사고의 5개 인자를 사용하여 경상남도의 10개시를 대상으로 보행자안전지수를 개발하였다. 이 지수는 100점 만점으로 환산하며 점수가 높을수록 보행자안전이 양호함을 나타낸다. 창원시, 김해시, 마산시의 보행자안전이 양호한 반면 사천시, 통영시의 보행자안전은 열악한 것으로 분석되었다. 통영시의 보행자안전지수가 낮은 것은 높은 보행자사고율에 기인하며 사천시는 5년 평균보행자사고와 어린이 및 노인 보행자사고율이 높고 무단 횡단율이 높은데 기인함을 볼 수 있다. 경남도 10개 군의 보행자안전지수를 산정하면 함양군과 합천군의 보행자안전이 양호한 반면 함안군, 하동군, 고성군의 보행자 안전이 열악한 것으로 분석 되었다.

  • Presently, pedestrian's signal time models in korea are not considering Vulnerable-Pedestrian. So, the safety of Vulnerable-Pedestrian is being threatener and the number of accidents is increasing. Besides, the existing operational system for pedestrians can't offer the cross signal time in road corresponded the changing environment when the school zone is revitalized and the Silver zone is introduced for Vulnerable-Pedestrian. Conclusively, Vulnerable-Pedestrian's signal time models which are able to consider classified Vulnerable-Pedestrian speed, Vulnerable-Pedestrian perception-reaction time, Vulnerable-Pedestrian Spare(congestion-delay) time are suggested by the result of experiment in virtual crosswalk. the application of suggested models in this study to the site. It is possible to use as a basic stuff on study of pedestrian's signal time and expected to contribute the safety and mobility in future.

보행신호를 대기하는 보행자의 안전에 관한 연구 (A Study on the Safety for Pedestrians Waiting for Signal)

  • The number of big traffic accident cases of pedestrian death appeared to be minor, however compared to death rate in car to car accidents is very high and quite a few of the pedestrian death rates among all traffic accidents are counted to be almost 40%. Previous pedestrian safety studies were mostly aimed at reducing the degree of pedestrian injuries from a vehicle to pedestrian collision, and less at preventing a collision itself. This research was conducted with a method of using road facilities to prevent vehicles from rushing into the sidewalk. This research used one of the collision analyzing programs, called PC-Crash to simulate the vehicle rushing into the sidewalk. Based on the program, it could derive an optimal safe zone location where the pedestrian can wait for the pedestrian light safely. Also, changing road facilities such as pedestrian light pillars or signal controllers can widen 440% compared to the present safe zone. Accordingly, researchers have to consider a method to analyze and apply pedestrian safe zones along with road facilities location when designing a road.

  • Although automotive safety technologies have been developed steadily, the efforts for pedestrian protection still seems to be insufficient. In a car-pedestrian accident, the structures such as the engine under a hood, the lower part of a windshield and the A-pillar are the major causes of fatal pedestrian injuries. Recently, there have been several studies on the active safety system to reduce the pedestrian injuries. The safety system consists of an active hood lift system and a pedestrian airbag. In this research, the safety performance of the active hood lift system and the pedestrian airbag is investigated by using the finite element method. The finite element model of the system is set up based on the head impact test, and the impact analyses are performed. The necessity and the usefulness of the safety system are verified.

  • The mortality rate of car-pedestrian accidents is quite high compared to the frequency of accident. Recently, governments and insurance companies tend to establish and implement new safety standards for pedestrian protection such as EURO-NCAP and K-NCAP. The performance for the pedestrian protection has been gradually improved, but it is still insufficient. Therefore, various studies for the pedestrian protection are being carried out. The car-pedestrian accident is simulated in order to study to the upper legform test of the EURO-NCAP protocol. A pedestrian dummy model is employed and the results are discussed.

실차평가시험을 기반으로 한 액티브 후드 및 보행자 보호 에어백 효과 (Effectiveness of Active Hood and Pedestrian Protection Airbag Based on Real Vehicle Impact Test)

  • Pedestrian to vehicle traffic accidents show a very high mortality rate compared to the frequency of occurrence. In order to improve the pedestrian protection performance of the vehicle, the korean government added a "pedestrian safety" entry from the year 2007. The performance for pedestrian protection of current vehicles gradually improved compared to the past, but it is still insufficient. It was found that the pedestrian protection performance was very weak, such as the top of the bonnet, the A-pillar and under the front windshield. A application of an active hood and pedestrian protection airbags can be countermeasures for these weak points of pedestrian safety. The active hood and pedestrian protection airbags are designed and manufactured to apply to the top of the hood and to the bottom of the windshield. The manufactured system is equipped in a test vehicle and evaluated based on the Korea New Car Assessment Program(KNCAP) test procedures for the performance of pedestrian safety. As a result, the outstanding effect of pedestrian protection has been achieved by the active hood and the pedestrian protection airbag. The rates of pedestrian injury are reduced by 82.2% and 95.4%, respectively.

국민학교 어린이의 보행자 교통안전교육에 관한 연구 - 교통안전 지식, 태도 및 실천을 중심으로 - (A Study on the Pedestrian Safety Education for Elementary School Children)

  • Pedestrian injury have been the most important cause of death in children 1 to 14 years of age. This study was attempted to analyze the status and factors of the pedestrian safety education for primary school children. The purpose of this study was to provide the baseline study on pedestrian safety education. The data were collected from 313 respondents of 5th grade elementary school children in Seoul during April 26 through May 6, 1993. The data were cross tabulated for percent distribution and analyzed by multiple regression using SAS for personal computer program package. Major findings are as follows: (1) 50% of the respondents had never received any safety education for Pedestrian. The primary provider of pedestrian safety education was parent. (2) Respondents' knowledge on traffic rules, traffic signals, natures of motor vehicle is high(above 88%). (3) Respondents are very negative to the attitude of playing on the street and transversing under d1e overpass(about 80%). (4) 58% of respondents had never played on the street and 49% of respondents had never run on the street. (5) Factors affecting the knowledge of traffic safety was respondents' sex and job of their mothers(p<0.05). (6) Factors affecting the attitude of traffic safety was economic status(p<0.01). (7) Factors affecting the practice of traffic safety was education of respondents' fathers. (8) The multiple regression analysis showed that sex was statistically significant in affecting traffic accident of pedestrians (p=0.05). In order to prevent children's traffic accidents, education for pedestrians' safety by both parents and teachers should be strengthened.

설계방법론을 이용한 보행자 보호 시스템의 최적설계 (An Optimal Design of a Pedestrian Safety System Using a Design Scenario)

  • 차대 보행자 교통사고는 발생빈도에 비하여 사망률이 매우 높은 특징이 있다. 전세계적으로 정부 및 보험사에서는 보행자 보호를 위한 새로운 안전기준을 수립 및 강화하는 추세이다. 보행자 보호 성능을 향상시키기 위하여 한국정부는 2007 년부터 신차안전도평가에서 보행자 안전을 평가하고 있다. 보행자 보호 성능은 점진적으로 향상되었으나 여전히 미흡한 상태이다. 전개형 후드 및 보행자 에어백 등으로 구성되어 있는 보행자 보호 시스템은 보행자 보호를 위한 대안이 될 수 있다. 보행자의 머리상해기준값을 감소시키기 위하여 새롭게 정의된 설계방법론을 바탕으로 보행자 에어백 설계 절차를 제안하였다. 제안된 설계방법론을 실용적인 측면에서 검토하였고 보행자 보호 시스템의 제작에 적용이 가능하다.

횡단보도의 교통사고 범위 설정에 관한 연구 (The Setting in the Range of Traffic Accident on the Crosswalk)

  • Under the current law or system, the range of traffic accident on the crosswalk does not reflect the characteristics of traffic accident and the pedestrian's walking pattern. Thus, this study conducted a video recording survey on the 250 spots which are high to traffic accident rate of pedestrian-vehicle to reset the range of traffic accident on or near the crosswalk considering the characteristics of traffic accident and the pedestrian's walking pattern. Based on the collected data through a video recording survey, this study analyzed the pattern of pedestrians and extracted the variables influenced in the pedestrian's walking pattern. After conducting the regression analysis, this study made the model of measuring the range of traffic accident on the crosswalk. Through all processes these, this study reset the range of traffic accident on the crosswalk which could minimize the disadvantages of pedestrian when they have an accident on the crosswalk and ensure the right of way of pedestrian.

도시 시설 특성을 반영한 고령 보행자의 사고 심각도 모형 개발 (Development of Severity Model for Elderly Pedestrian Accidents Considering Urban Facility Factor)

  • This study analyzes the influence factors on elderly pedestrian accident. Elderly people are easy to be badly injured by car accidents compared to younger people. Therefore, various plans and measures are required to protect elderly pedestrian from accidents. However, pedestrian accidents studies only focused on microscopic factors such as attribute of driver, pedestrian, road design. In order to prevent pedestrian accident and reduce the severity of the accident, not only microscopic factors but macroscopic variables such as urban planning and facility should be considered. In this regard, this study develops an ordered probit model introduced the characteristics of urban facility which were not considered in the previous studies. The result shows that there is higher level of accident severity in such areas as large commercial area, well-developed area with transportation infrastructure service and non-pedestrian safety zone. Thus, various and appropriate countermeasures should be prepared in order that pedestrian accident can be prevented in the areas mentioned above. In addition to the aforementioned variables, it is revealed that other variables including vehicle speed, gender and age of pedestrian, weather condition, type of vehicle, etc. partly affect the severity of pedestrian accident.
