A Study on Policy Making for e-Navigation from the Viewpoint of a Maritime Digital Communication Network (e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구)

  • In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

A Relative Importance Analysis of Promoting Factors for Technological Commercialization of Small and Medium Enterprises Manufacturing Railway Car Parts (철도차량부품 제조 중소기업의 기술사업화 촉진요인에 대한 상대적 중요도 분석)

  • Regarding the small- and medium-sized enterprises in Korea that manufacture the railway vehicle parts, there are over 250 related companies. And they have been surviving in the form of producing and delivering the parts of the railway vehicles by importing the technologies and the products of the foreign countries rather than possessing their own technological abilities. Due to this, regarding the industry of the core components of the railroads, the dependence on the overseas has been high. As such, although, for supporting the small- and medium-sized enterprises that manufacture the railway vehicle parts, the government has been strengthening the diverse policy supports, it is a fact that the effectiveness of the support is not high. And, in order to effectively support these, there is a need to understand clearly and definitely what the important promotion factors are in the process of the technology commercialization. Accordingly, through the precedent researches regarding the factors that promote the technology commercializations of the small- and medium-sized enterprises that manufacture the railway vehicle parts, this research had extracted 10 main items. And the level of the importance of these indices was analyzed by using the AHP (Analytic Hierarchy Process). As a result of the AHP analysis, the factors within a corporation appeared to be the most important factor. And, as for the lower-ranking item, the commercialization capability was analyzed to be the most important item. It is highly expected that the contents and the results of this research will be usefully used when formulating the planning of the support program and the support policy for the technology commercializations by the public research organizations and the railroad management organization, which is an organization that supports the small- and medium-sized enterprises that manufacture the railway vehicle parts.

A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City (서울시 일반폐기물의 통합적 관리체계에 관한 연구)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

From Hobby to Profession: A Phenomenological Study of the Emergence of Hobby-preneurs and its Impact on Arts and Cultural Ecology (취미에서 직업으로 - 하비프러너(hobby-preneur)의 출현과 문화예술 생태계 구조 변화에 관한 현상학적 연구 -)

  • This study focuses on the emergence of "hobby-preneurs" and the ways in which they are transforming the virtuous cycle of arts and cultural ecology. The hobby-preneur pursues and expands his or her favorite hobby into a professional job and/or arts business. Hobby-preneurs are the new driving force in the arts and cultural industry. Their activities enhance the arts as a public good even as they build valuable social capital for arts organizations and have a profound impact on supply and demand in the arts and cultural marketplace. Thus we found that by injecting and potentiating certain values that professional artists cannot directly deliver to arts consumers, hobby-preneurs function as major intermediaries in the virtuous cycle of arts and cultural ecology. To understand more about these emergent actors we examine their personal, social, and economic values and how these values guide their arts-related activities and thereby impact the ecology of the arts and cultural sector. In this study we use a phenomenological approach to investigate five hobby-preneurs and the particular ways their acquisition of professionalism is transforming the arts education node of the virtuous cycle in the creative sector.

Building technical and institutional capacities towards new river maintenance (새로운 하천 유지관리를 위한 기술적·제도적 역량 강화 방안)

  • Laws, administrative rules, and task manuals have been revised to build a modern river maintenance system in Korea for the last decade. And various researches and technology developments have been carried out to resolve related issues. However, the recent enactment of the new Act and the catastrophe of flood damage in 2020 have accelerated more emphasis on the reorganization and reinforcement of the river maintenance system in terms of political and social aspects. In this study, we suggested promising directions for strengthening the technical and institutional competencies of river maintenance with respect to policy, R&D, planning, and technology. The open discussion was held with the participation of industry, academia, research institutes, and government officials, and all participants conducted the related survey to collect their opinions effectively. These results are expected to be used as a reference to secure the justification for integration of government organizations, planning of R&D, the introduction of new river maintenance, and related technology development when reestablishing and reinforcing the river management system in the future.

A Study on the Site-Level Assessment Criteria of OECM in Korea for Achieving Kunming-Montreal Global Biodiversity Framework - Focusing on the National Gariwangsan Natural Recreation Forest - (쿤밍-몬트리올 글로벌 생물다양성 프레임워크 목표 성취를 위한 우리나라 OECM의 개별 평가 기준 연구 - 국립가리왕산자연휴양림을 중심으로 -)

  • In order to achieve the management goals (30by30) mandated by the Kunming-Montreal Global Biodiversity Framework, this study established the site-level assessment criteria for OECMs, tailored to domestic circumstances using the Delphi analysis. Subsequently, a site-level assessment was conducted on the National Gariwangsan Natural Recreation Forest. As a result of the study, the initial step involved presenting criteria for the site-level assessment of OECMs, with 'consent for the assessment and recognition of OECM by competent and management authority' proposed as a prerequisite. Subsequently, seven evaluation criteria were established, including 'other than a legally protected area', 'spatially separated area with defined boundaries', 'effective in-situ conservation of biodiversity', 'sustainable management based on the competent and management authority', 'long-term sustainability of conservation outcomes', and 'provision of ecosystem services'. The results of applying site-level assessment criteria to the National Gariwangsan Natural Recreation Forest indicate that six criteria were met, while one criterion (sustainable management based on the competent and management authority) requires further improvement. Specifically, the key competent and management authorities for the National Gariwangsan Natural Recreation Forest are the Korea Forest Service and the National Natural Recreation Forest Management Office, with competent and management organizations established. However, the management focus is primarily on providing forest recreation services centered on users and facilities, making it difficult to confirm the long-term biodiversity conservation plans and implementation by the competent and management authorities. Therefore, it is deemed necessary to improve the long-term biodiversity conservation plans and implementation for the recognition of the National Gariwangsan Natural Recreation Forest as an OECM.

Study on Improvement in Operation and Management of Ultra-light flying device Civil Complaints Management System for Ultralight Aircraft (초경량비행장치의 민원처리시스템 운용 및 관리 효율성 개선을 위한 연구)

  • The background of the research is the following: As a result of ultra-light flying device industry development, the utilization of drones and their efficiency have been increasing. However, problems regarding flight permission·approval procedure have not been improved, resulting in increased number of civil complaints. Thus, the purpose of this research is to minimize such civil petition according to the required standards of the two government organizations through enhancing the procedure for managing and employing the system. The research methods entail pinpointing the problems by analysing ultra-light flying device related literature review and by holding focus-interviews with field experts, thereby verifying and providing improved solutions. Under (MLIT) Ministry of Land, Infrastructure and Transport supervision and in accordance with aviation security law, the research provides various updated functions such as improved civil petition processing system's employment and management system, flight approval, integration of names, process, format regarding aviation photographing approval, tool buttons such as the 'Main' button in the system's homepage. This research has the following expected effects : Firstly in the law and regulations section, the clear distinction in the missions and roles of each organization enhances cooperations in tackling civil petition. Secondly the integration of civil petition process reduces time and improves efficiency. And lastly, the improvement of supplementary tools for the public is expected to minimize civil petitions. Future research needs to be conducted under the supervision of the Ministry of National Defense(MND). Factors such as systematic infrastructure for flight photography approval, related unit's reorganization following the defense reform 2.0, and guaranteed conditions for field security action units need to be ameliorated.

A Need Analysis of Teachers regarding the Operation of Vocational Education and Training High Schools Participating in the Apprenticeship System (산학일체형 도제학교 운영에 대한 교원의 교육요구도 분석)

  • The purposes of this study are to derive supportive measures for the effective operation of vocational education and training high schools participating in the apprenticeship system (apprenticeship schools) and make policy suggestions by analyzing the need analysis and investigating the importance and the difficulty of teachers regarding the operation of those schools. To achieve these purposes, the study developed a questionnaire by deriving the areas and items for the operation of apprenticeship schools, and analyzed 121 completed questionnaires of head and senior teachers who manage the apprenticeship programs across the nation after conducting a survey. The findings of this study can be summarized as follows: First, the teachers of apprenticeship schools found all the operation areas of the schools are important but difficult. Out of the operation areas, teachers had relatively high needs for 'promotion, selection and management of enterprises', 'student management', 'development of apprenticeship programs, formation of the curriculum, and establishment of operation plans of the curriculum'. Second, the teachers found all the detailed items of the operation areas of apprenticeship schools are important but difficult generally. According to the results, it is required to relax the criteria for forming apprenticeship organizations; operate the local government-oriented apprenticeship system; establish information systems between schools and enterprises; improve the support methods of relevant agencies; and increase incentives of teachers who are in charge of apprenticeship programs. It is also necessary to operate exclusive agencies supporting for OJT; operate apprenticeship education centers of local small and medium-sized business associations; provide exclusive supervision of students; cultivate teachers who support industry-academia cooperation; and legislate on the NCS-based qualifications.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

A Study on the Impact of the COVID-19 Pandemic on the Rights and OSH of Seafarers and Tendency in 2022 Amendments of Maritime Labour Convention (팬데믹이 선원의 권리 및 안전보건에 미친 영향과 2022년 해사노동협약 개정 동향 연구)

  • The COVID-19 pandemic can be deemed one of the greatest hardships faced by mankind in the 21st century. All industries have been severely affected and workers are still experiencing deep difficulties due to the changed working and living environment. Seafarers have been recognized by the international community as key workers since the pandemic began. They are also working internationally to establish a Level Playing Field through the protection of their rights through the Seafarers' Employment Agreement and the implementation of international labour standards. However, despite the obligations under international conventions to be implemented by State parties and the recommendations by international organizations, the rights of seafarers under the Maritime Labour Convention were violated were violated and their occupational safety and health of seafarers were further threatened throughout the pandemic. This article analyzes the impact of the international shipping industry and the implementation of the Maritime Labour Convention based on each country's measures during the COVID-19 pandemic. Furthermore, the amendments of the Maritime Labour Convention adopted through the fourth Special Tripartite Committee were analyzed based on the conference documents and reports to comprehend the implied meaning. The adopted eight amendments to the Maritime Labour Convention are expected to positively affect the seafarers' rights, safety and health in the future, but the international community's efforts should continue because the issues of maximum working hours, maximum service period on board, and the repatriation of seafarers still remain unsettled.
