The tensions between the U.S and China, which form the two pillars of the G2 era, seem to have persisted even after the Trump administration inaugurated. The strong confrontation between the two in recent foreign security issues may drive to develop an inadvertent military conflict, and it is high likely to occur in the maritime are. The purpose of this study is not only to analyze the balance of modernized naval forces in the PLAN through naval strategy changes and weapons system modernization trend, but also to predict the impact of the geographical proximity difference on the balance of naval forces in the disputed areas. It examined the impact of distance and geography on naval power by assessing the modernization pattern of the PLAN and capabilities in the context of two scenarios at different distances from China by 2020: one centered on Taiwan and the other on the Spratly Islands. The PLAN's strategy had impact on operational concept and forces construction. First, from the viewpoint of operation operational concept, it can be seen that the passive defense is changing into active defense. Second, in terms of power construction, it can threaten the surface and submarines of U.S power from a distance. And they generated follow three features; The ocean is not the focus of Chinese submarines, Horizontal and vertical expansion of Chinese naval vessels, The improvement of the suppression ability as the Chinese naval modernization ratio increases. The strength of the PLAN is dominant over the U.S in terms of reserves, and it can complement the qualitative deterioration by utilizing nearby bases in the vicinity of the mainland, such as the Taiwan Strait. However, due to the shortage of aircraft carriers, there is a possibility that it will take some time to secure the advantage of air and ocean in the amphibious operation. Therefore, as the dispute is prolonged, China may fail to achieve its original goal. In addition, the lack of cutting edge Commanding Ships may bring to weaken the C2 capabilities. At results, it is expected that PLAN will not be able to have a superiority in the short term due to lagging behind U.S advanced technology. Nevertheless, PLAN has strengthened its naval power through modernization sufficiently and it is highly likely to use force. Especially, it is more likely in the region where the naval power operation like the Taiwan Strait is possible with the almost equality to that of the United States. China will continue to use its naval forces to achieve a rapid and decisive victory over U.S in the close area from the land.

Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

This paper gives an overview of the recent changes of global strategy that was put in place to support the development of a railway command / control system for the railway interoperability, The paper also outlines current projects regarding the future extension of railway management system and compares the train control system. This should enable the integration of operational, train command / control, traffic management, infrastructure and fleet management, and customer value-added services providing relevant information.

This paper examines the relationship between IT investment and the improvement of efficiency from the perspective of organizational contingency by the type of organizations and their maturity in IT use in terms of their history of e-commerce use. Organizations are divided into private and public in nature, and into experienced and inexperienced in e-commerce. An analysis was performed on data from 286 organizations in tourism industry. Comparison among the four groups showed differences in competitive and operational efficiency.

We consider BMAP/G/1 queueing system with N-policy and multiple vacations. We derive the vector generating functions of the queue length in a factorized form and interpret the factorization. We also derive the mean queue length.

CALS is a strategy to share integrated product data through a set of standards to achieve efficiencies in business and operational mission areas. In this research, we first studied current status for CALS standard and then analyzed the case of US DoD. The results can be summarized as implementing for two major standard in defense CALS system. They are STEP and XML. Our recommendations can be used to set direction for CALS standard implementation and standard selection process.

데이터 웨어하우스는 일상업무 처리를 위한 운영 데이터(Operational Data)의 관리를 목적으로 구현되는 전통적인 데이터베이스 시스템에 대응하는 새로운 개념으로서, 업무분석 및 의사결정을 위한 '정보 데이터(Informational Data)'를 효과적으로 제공하는 것을 목적으로 하고 있다. 최근 가트너그룹의 조사에 의하면, 데이터베이스 보유기업중 대부분이 향후 5년 이내에 데이터 웨어하우스를 구축할 것으로 전망하고 있어 국내외적으로 급격한 수요증가가 예상되고 있다. 데이터 웨어하우스에 대한 수요 증대와 더불어, 국내 연구 기관에서도 독자적인 데이터 웨어하우스 관리 시스템 또는 구현 도구들을 개발하기 시작하고 있으나, 주로 UNIX 시스템을 대상으로 하고 있다.(중략)

Cloud computing is rapidly increasing for achieving comfortable computing. Cloud computing has essentially security vulnerability of software and hardware. For achieving secure cloud computing, the vulnerabilities of cloud computing could be analyzed in a various and systematic approach from perspective of the service designer, service operator, the designer of cloud security and certifiers of cloud systems. The paper investigates the vulnerabilities and security controls from the perspective of administration, and systems. For achieving the secure operation of cloud computing, this paper analyzes technological security vulnerability, operational weakness and the security issues in an enterprise. Based on analysis, the paper suggests secure establishments for cloud computing.

A smart grid is a modernized electrical grid that uses information about the behaviors of suppliers and consumers in an automated fashion to improve the efficiency, reliability, economics, and sustainability of the production and distribution of electricity. In the operation of a smart grid, demand side management (DSM) plays an important role in allowing customers to make informed decisions regarding their energy consumption. In addition, it helps energy providers reduce peak load demand and reshapes the load profile. In this paper, we propose a new DSM scheduling scheme that makes use of the day-ahead pricing strategy. Based on the Rubinstein-Stahl bargaining model, our pricing strategy allows consumers to make informed decisions regarding their power consumption, while reducing the peak-to-average ratio. With a simulation study, it is demonstrated that the proposed scheme can increase the sustainability of a smart grid and reduce overall operational costs.

This paper addresses the operation, problems, and development policy of Gwangyang Port, Korea. This paper aims to analyze the operation condition and problems of Gwangyang Port and suggest long-term policies for developing Gwangyang Port as a logistic hub in northeast period. It is made up of three main sections: the operation, problems, and forecast of freight volumes; analysis of operational results of Gwangyang Port; development strategies of Gwangyang Port as a Logistics Hub. This paper was mainly based on a review of current papers/reports, an analysis of secondary data, and questionnaire survey. The major development strategies identified consisted of expansion regular service sea-route, formation of inter-modal transportation system, strengthening of port sales for Gwangyang port's recognition, securing operation-profits by fixed cargo volume, and promotion of free tread zone.
