선진국과 한국의 소음저감정책 비교 (Comparison of Noise Abatement Policies in Advanced Countries and Korea)

  • One of the main objectives of noise control act is to define and ensure application and respect of noise exposure limits. Most advanced countries have prepared a legal framework for noise limits either by national laws, ordinances or municipal by-laws. A large number of advaced countries have adopted the Leq index for the main sources of noise(road, railway, industry). The exception is aircraft noise for which regulatory practice is highly disparate. These differences in the indices adopted, the periods and areas to which regulations apply, definitions of measurement conditions and ways in which noise levels are calculated make it difficult to compare the current advanced countries standards. This study presents the current noise abatement policy of the advanced countries and proposes the improvement of the current noise abatement policy of Korea to catch up with it of the advanced countries.

  • The final purpose of this study is to develop noise abatement procedures for minimizing damages caused by aircraft noise, to establish appropriate noise limits and to suggest a plan for imposing surcharges and penalties on aircraft infringing the noise limits. This study establishes noise abatement procedures and suggests a plan to complement and improve upon NMS in Gimpo International Airport by reviewing the NMS structure. In addition, this study establishes a noise limit at each noise monitoring system and a verification system to discriminate infringing aircraft. Finally, this study suggests a control plan for aircraft infringing the noise limit.

  • These Days a lot of Noise Complaints in vicinity of Railway has been more increase than before. Almost 1/3 Residences who lives in Railway side are Exposure to Noise Pollution. Since the Apartment Buildings around Railway are getting more higher, so those of the Noise Barrier are not best solution anymore. We are going to make a New Plane with the state of the art technology for Railway Noise Abatement Control. Our Goal are focus on a development of Light Weight Noise Tunnel designed by new absorption mat'l and tunnel Stucture on the Overbridge and Viaduct of existing Railway. New Noise Tunnel will be reducing their weight more than 30% against Road Traffic One and also 10dB(A) Noise Reduction against Noise Barrier.

  • The road traffic noise has emerged major noise as the overcrowding of the urban population and the explosion of car storage capacity. There are limits for establishing the measures to meet noise standard because of the increase of high-rise building and insufficient distance between residential areas and road in urban center areas. Therefore, this study analyze the problem of the application of national road noise standard, and present the alternatives to achieve environmental standards in conjunction with the soundproofing measures. To reduce the population ratio exposed to road noise on seoul motorway, we suggest some action plane are as follows: i) Roadside noise standard of nighttime beside daytime is the first noise reduction goals ii) Noise standard of Noise and vibration control act is priority in case of existing area iii) Noise standard of basic environmental policy act is priority in case of new area.

  • Development of light-weight high speed train (HST) based on distributed motor control with the top speed of 350 km/hr has engendered a need for abatement of the interior noise of the train cabin. The development of noise abatement measures is crucial at the design stage of the train car since the noise transmission characteristics of the car structure directly influences the cabin interior noise. Since the transmission loss measurement using the entire car structure is often not feasible, especially at the initial stages of the train development, investigation of transmission characteristics using small-scale reverberation chamber can furnish useful alternative source of predicting the noise level. In the present study, white noise is generated at source and transmission loss estimated by performing measurement of a specimen in a scaled reverberation chamber. Comparison of measured values with the previously derived numerical values show good agreement in the overall trend but appreciable quantitative differences still remain.

  • The extensive increase of the rotating speed of HDD (hard disk drive) has improved the performance of HDD. One of drawbacks, however, is that it increase noise level. For the systematic noise control of HDD, it is important to know the way in which each source of HDD contributes to resulting noise. A conventional method for contribution analysis by using statistical information, however, is not proper for HDD. This paper reviews the conventional method, and explains the reason why the method is not proper for HDD, even though it is possible to find the number of independent sources by using statistical information. This paper also shows an experimental result for the identification of the number of independent sources of HDD.

  • 최근 현대 사회는 다양한 영상시스템이 발전함에 따라 영상처리의 중요성이 대두되고 있다. 하지만 영상데이터를 전송, 처리, 저장 하는 과정에서 다양한 이유로 열화가 발생하게 된다. 열화는 원 영상을 훼손하게 되며, 대표적인 잡음으로는 Salt and Pepper 잡음이 있다. 이러한 잡음을 제거하기 위한 방법으로 A-TMF, CWMF, 선형보간법 등이 있다. 하지만 이러한 방법들은 고밀도 잡음 영역에서 잡음 제거 성능이 다소 미흡하게 나타난다. 따라서 본 논문에서는 변형된 선형보간법을 이용하여 잡음을 제거하는 알고리즘을 제안한다. 제안한 알고리즘의 타당성을 증명하기 위해서 PSNR, 프로파일 등을 사용하여 기존의 방법의 알고리즘들과 비교하였다.

  • Acoustic response control of a corner-pinned plate using piezoelectric wafers was studied, both theoretically and experimentally. Three different sizes of aluminum alloy plates were used and available ball joints were employed to hold the plate at the four comers. The plate with the largest aspect ratio showed the largest and most clear responses to the acoustic excitation in the range of frequencies $(0\sim200Hz)$, and sound pressure levels $(80\sim100dB)$ as predicted. The reduction of the acoustic response of the plate by piezoelectric actuator was very significant, more than expected, but abatement of the sound transmission through the plate was only slightly altered by the piezoelectric actuator. This work is an original work extending earlier work with doors excited by acoustic fields. The important difference is the used of ball joints to simulate the joints.
