The Great Western Woodlands TERN SuperSite: ecosystem monitoring infrastructure and key science learnings

  • Ecosystem observatories are burgeoning globally in an endeavour to detect national and global scale trends in the state of biodiversity and ecosystems in an era of rapid environmental change. In this paper we highlight the additional importance of regional scale outcomes of such infrastructure, through an introduction to the Great Western Woodlands TERN (Terrestrial Ecosystem Research Network) SuperSite, and key findings from three gradient plot networks that are part of this infrastructure. The SuperSite was established in 2012 in the 160,000 km2 Great Western Woodlands region, in a collaboration involving 12 organisations. This region is globally significant for its largely intact, diverse landscapes, including the world's largest Mediterranean-climate woodlands and highly diverse sandplain shrublands. The dominant woodland eucalypts are fire-sensitive, requiring hundreds of years to regrow after fire. Old-growth woodlands are highly valued by Indigenous and non-Indigenous communities, and managing impacts of climate change and the increasing extent of intense fires are key regional management challenges. Like other TERN SuperSites, the Great Western Woodlands TERN SuperSite includes a core eddy-covariance flux tower measuring exchanges of carbon, water and energy between the vegetation and atmosphere, along with additional environmental and biodiversity monitoring around the tower. The broader SuperSite incorporates three gradient plot networks. Two of these represent aridity gradients, in sandplains and woodlands, informing regional climate adaptation and biodiversity management by characterising biodiversity turnover along spatial climate gradients and acting as sentinels for ecosystem change over time. For example, the sandplains transect has demonstrated extremely high spatial turnover rates in plant species, that challenge traditional approaches to biodiversity conservation. The third gradient plot network represents a 400-year fire-age gradient in Eucalyptus salubris woodlands. It has enabled characterisation of post-fire recovery of vegetation, birds and invertebrates over multi-century timeframes, and provided tools that are directly informing management to reduce stand-replacing fires in eucalypt woodlands. By building regional partnerships and applying globally or nationally consistent methodologies to regional scale questions, ecological observatories have the power not only to detect national and global scale trends in biodiversity and ecosystems, but to directly inform environmental decisions that are critical at regional scales.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

A UTMI-Compatible USB2.0 Transceiver Chip Design (UTMI 표준에 부합하는 USB2.0 송수신기 칩 설계)

  • The architecture and the implementation details of a UTMI(USB2.0 Transceiver Macrocell Interface) compatible USB2.0 transceiver chip were presented. To confirm the validation of the incoming data in noisy channel environment, a squelch state detector and a current mode Schmitt-trigger circuit were proposed. A current mode output driver to transmit 480Mbps data on the USB cable was designed and an on-die termination(ODT) which is controlled by a replica bias circuit was presented. In the USB system using plesiochronous clocking, to compensate for the frequency difference between a transmitter and a receiver, a synchronizer using clock data recovery circuit and FIFO was designed. The USB cable was modeled as the lossy transmission line model(W model) for circuit simulation by using a network analyzer measurements. The USB2.0 PHY chip was implemented by using 0.25um CMOS process and test results were presented. The core area excluding the IO pads was $0.91{\times}1.82mm^2$. The power consumptions at the supply voltage of 2.5V were 245mW and 150mW for high-speed and full-speed operations, respectively.

Transition of Service Paradigm from Service Recovery to Proactive Service (사후 서비스에서 선제적 서비스로 서비스 패러다임의 전환)

  • In this study, we used the big data of Voice of Customer (VOC) related to high-speed Internet products to look at the causes of perceived quality and the possibility of proactive service. In order to verify the possibility of proactive service, we collected VOC data from 13 facilities and equipment of a mobile communication service company, and then conducted 𝒙2 test to verify that there was a statistically significant difference between the actual VOC observation values and expected values. We found statistical evidence that proactive service is possible through real-time monitoring for the six disability alarms among the 13 facilities and equipment, which are FTTH-R Equipment ON/OFF, FTTH-EV Line Error Detection, Port Faulty, FTTH-R Line Error Detection, Network Loop Detection, and Abnormal Limiting Traffic. Companies are able to adopt the proactive service to improve their market share and to reduce customer service costs. The results of this study are expected to contribute to the actual application of industry in that it has diagnosed the possibility of proactive service in the telecommunication service sector and further suggested suggestions on how to provide effective proactive service.

  • Frequency resource value is growing more and more with the development of the wireless communication. With the advent of the current information society comes a serious shortage of frequency resource, as the amount of supply is far from meeting its demands. Thus, cognitive radio (CR) technique is receiving more attention as a way to make use of the temporarily unoccupied frequency resource. In this paper we propose a novel out-of-band spectrum sensing and dynamic channel access scheme for frequency hopping-based cognitive radio ad-hoc networks. At the beginning of each current channel hopping time, member nodes perform spectrum sensing for the next hopping channel. Based on the proposed collision free primary detection notification, member nodes can determine whether they should execute a hopping time extension procedure of the current channel or not. When the primary detected hopping channel is re-idled, the hopping pattern recovery procedure is performed. In this paper we evaluated the performance of the proposed dynamic sensing and hopping channel extension mechanism for the various wireless network conditions. As a result, we show that the proposed method can increase channel utilization and provide reliable channel management operation.

An Enhanced Greedy Message Forwarding Protocol for High Mobile Inter-vehicular Communications (고속으로 이동하는 차량간 통신에서 향상된 탐욕 메시지 포워딩 프로토콜)

  • Geo-graphical routing protocols as GPSR are known to be very suitable and useful for vehicular ad-hoc networks. However, a corresponding node can include some stale neighbor nodes being out of a transmission range, and the stale nodes are pone to get a high priority to be a next relay node in the greedy mode. In addition, some useful redundant information can be eliminated during planarization in the recovery mode. This paper deals with a new recovery mode, the Greedy Border Superiority Routing(GBSR), along with an Adaptive Neighbor list Management(ANM) scheme. Each node can easily treat stale nodes on its neighbor list by means of comparing previous and current Position of a neighbor. When a node meets the local maximum, it makes use of a border superior graph to recover from it. This approach improve the packet delivery ratio while it decreases the time to recover from the local maximum. We evaluate the performance of the proposed methods using a network simulator. The results shown that the proposed protocol reveals much better performance than GPSR protocol. Please Put the of paper here.

  • Due to the cases of recent global warming and unusual weather etc., large-scale natural disasters such as typhoons, floods, snow damage occur frequently across the continents such as Southeast Asia and North America, South America etc. and risks of earthquakes and tsunami are also increasing gradually in Korea which has been regarded as a safe zone and disaster types are also being diversified such as typhoons, floods, heat waves, heavy snow and damage scale is also enlarged. In addition, due to geographical characteristics or lack of infrastructure, disasters tended to occur intensively around a specific region or city in the past but disasters occur throughout the country in recent years so preparation for disaster prevention has emerged as an urgent challenge issue. Therefore, considering that the plan of obtaining the effective feedback function of disaster Information is very important in the proactive and software aspects for disaster reduction, this paper analyzed this three aspects of contents, procedural and contextual aspects and proposed the plan. First, in the content aspect, building disaster prevention information communication Infrastructure, building urban and regional disaster prevention system, obtaining concurrency and sharing of information and second, in the procedural aspect, active utilization of ICT(Information and Communication Technology) of the prevention stage, disaster prevention information collection and analysis reinforcement of the preparation stage, improvement of decision-making structure and field command system of the response stage, recovery system related information promotion of the recovery stage were proposed as alternatives and finally, in the contextual aspect, if disaster prevention information is effectively managed through maintenance of disaster prevention information related systems, obtaining domainality by disaster prevention work, improvement of the ability to judge the situation, obtaining comprehensive and feedback function etc, it is considered to significantly contribute to reducing natural disasters.

A Multicast Middleware for the Remote Educational Systems (원격 교육 시스템을 위한 멀티캐스트 미들웨어)

  • By choosing Multicast for transmission of educational contents in the Remote Educational System, we can reduce the server load and increase network bandwidth utilization. We design and implement Multicast Middleware for the Remote Educational System in this paper. There are three characteristics in this Multicast Middleware: 1) Through Centralized Multicast Group Management for passive members, it allows a host to make multicast group, which is composed of receivers, called Group Member and who are chosen by the host, called group Maker. Because, all groups are created by the Group Maker in Centralized Group Management, Group Member's join action will be passive 2) Maintenance and recovery of multicast group information in order to restore from exception and crash; the maintenance and recovery mechanism of Group Maker is distinct from that of Group Member. 3) The mechanism which enables to transmit large size multimedia data through multicasting and remove additional copy operation through shared buffer. Fragmentation/de-fragmentation for large data delivery results in additional copy operation in user level. But by using user level shared buffer, it can be done without user Bevel copy operation. By applying to Remote Educational environment which consists of 30 PCs and Fast Ethernet, we can examine the efficiency of this middleware, which can transmit 18frames/sec movie which resolution 320 $\times$ 120 pixels, 128Kbps encoded sound data and some text data.

An Effective Error-Concealment Approach for Video Data Transmission over Internet (인터넷상의 비디오 데이타 전송에 효과적인 오류 은닉 기법)

  • In network delivery of compressed video, packets may be lost if the channel is unreliable like Internet. Such losses tend to of cur in burst like continuous bit-stream error. In this paper, we propose an effective error-concealment approach to which an error resilient video encoding approach is applied against burst errors and which reduces a complexity of error concealment at the decoder using data hiding. To improve the performance of error concealment, a temporal and spatial error resilient video encoding approach at encoder is developed to be robust against burst errors. For spatial area of error concealment, block shuffling scheme is introduced to isolate erroneous blocks caused by packet losses. For temporal area of error concealment, we embed parity bits in content data for motion vectors between intra frames or continuous inter frames and recovery loss packet with it at decoder after transmission While error concealment is performed on error blocks of video data at decoder, it is computationally costly to interpolate error video block using neighboring information. So, in this paper, a set of feature are extracted at the encoder and embedded imperceptibly into the original media. If some part of the media data is damaged during transmission, the embedded features can be extracted and used for recovery of lost data with bi-direction interpolation. The use of data hiding leads to reduced complexity at the decoder. Experimental results suggest that our approach can achieve a reasonable quality for packet loss up to 30% over a wide range of video materials.

A Study on the Automation of MVDC System-Linked Digital Substation (MVDC 시스템연계 디지털변전소 자동화 연구)

  • Digital substation refers to a substation that digitizes functions and communication methods of power facilities such as monitoring, measuring, control, protection, and operation based on IEC 61850, an international standard for the purpose of intelligent power grids. Based on the intelligent operating system, efficient monitoring and control of power facilities is possible, and automatic recovery function and remote control are possible in the event of an accident, enabling rapid power failure recovery. With the development of digital technology and the expansion of the introduction of eco-friendly renewable energy and electric vehicles, the spread of direct current distribution systems is expected to expand. MVDC is a system that utilizes direct current lines with voltage levels and transmission capacities between HVDCs applied to conventional transmission systems and LVDCs from consumers. Converting existing lines in substations, where most power equipment is alternating current centric, to direct current lines will reduce transmission losses and ensure greater current capacity. The process bus of a digital substation is a communication network consisting of communication equipment such as Ethernet switches that connect installed devices between bay level and process level. For MVDC linkage to existing digital substations, the process level was divided into two buses: AC and DC, and a system that can be comprehensively managed in conjunction with diagnostic IEDs as well as surveillance and control was proposed.
