  • Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

  • The 6th industrialization is one of the most important policies for Korean agricultural sector, and Korean government allocates the large portion of policy budget to promote the 6th industrialization. However, recently, Korean government has experienced the confusion and inefficiency due to too many policy programs for the 6th industrialization. The purpose of this paper is to analyze the current policy programs for the 6th industrialization and to suggest the several guidelines for the more efficient policy system, including the priority of policy programs for the 6th industrialization. The results of studies present a few findings as follows: First, Korean government should evenly promote the 1st, 2nd, and 3rd industry in agricultural sector. Second, the main agent of the 6th industrialization needs to be the ministry of agriculture, food and rural affairs. Third, the policy resource for the 6th industrialization should be focused on the prominent farmers or enterprises. Forth, the policy programs for the 6th industrialization need to be grouped.

  • Rice blast, caused by a fungus Magnaporthe oryzae, is one of the most devastating diseases of rice worldwide. Analyzing the valuable genetic resources is important in making progress towards blast resistance. Molecular screening of major rice blast resistance (R) genes was determined in 2,509 accessions of rice germplasm from different geographic regions of Asia and Europe using PCR based markers which showed linkage to twelve major blast R genes, Pik-p, Pi39, Pit, Pik-m, Pi-d(t)2, Pii, Pib, Pik, Pita, Pita/Pita-2, Pi5, and Piz-t. Out of 2,509 accessions, only two accessions had maximum nine blast resistance genes followed by eighteen accessions each with eight R genes. The polygenic combination of three genes was possessed by maximum number of accessions (824), while among others 48 accessions possessed seven genes, 119 accessions had six genes, 267 accessions had five genes, 487 accessions had four genes, 646 accessions had two genes, and 98 accessions had single R gene. The Pik-p gene appeared to be omnipresent and was detected in all germplasm. Furthermore, principal component analysis (PCA) indicated that Pita, Pita/Pita-2, Pi-d(t)2, Pib and Pit were the major genes responsible for resistance in the germplasm. The present investigation revealed that a set of 68 elite germplasm accessions would have a competitive edge over the current resistance donors being utilized in the breeding programs. Overall, these results might be useful to identify and incorporate the resistance genes from germplasm into elite cultivars through marker assisted selection in rice breeding.

  • The Government is putting efforts to enhance efficiency and productivity of performances of National R&D Programs by enacting 'Law on Evaluation and Management of Performances of National R&D Program'. This study is the result of development of evaluation model and indices for analysis of efficiency through meta evaluation method for the specific evaluation among evaluation systems for National R&D Program that are being carried out at government-wide level. Meta evaluation model for analysis of efficiency of evaluation system for National R&D Program designed evaluation indices by categorizing compositional factors into 5 categories, namely, evaluation context factor, evaluation resources factor, evaluation process factor, evaluation result factor and evaluation utilization factor. Furthermore, the result of verification of reliability on evaluation composition factors and evaluation indices analyzed to select evaluation items displayed Cronbach' $\alpha$ coefficient of 0.933, thereby illustrating that there is no major problem in the evaluation index system. In addition, computation of weight for each evaluation composition factor and evaluation index was analyzed by using analytical hierarchy process (AHP) technique. The result of analysis displayed overall consistency index of less than 0.1 for the investigators, thereby enabling analysis that there is consistency in investigators.

  • DNA probes for the l6S rRNA have been designed for the detection of Edwardsiella tarda. In order to accomplish this purpose, the l6S rRNA gene from E. tarda has been cloned and sequenced. Two highly feasible oligonucleotide probe sites have been determined by the database analysis programs presented by PCGENE and BLAST. These two probes have been evaluated by slot blot hybridization analysis. Hetero- and homo-trimeric templates have been synthesized using these two probe sites. The templates have been further multimerized by PCR to generate between 150 and 300 bp long DIG-11-dUTP labeled probes. Unlike 3' end labeled oligonucleotide probes or templates, multimerized probes showed no crosshybridization in the given experimental condition. Furthermore, a significant increase in sensitivity has been observed with these probes. This method, we presented here, may be useful for the designing of probes for the detection of other fish pathogenic microorganisms also.

  • The scale of research and development (R&D) investment is increasing to strengthen national competitiveness through technological innovation, leading to an increased interest in investment efficiency. In records management, the National Archives of Korea has been leading the national research and development project since 2008. Accordingly, this study analyzed R&D projects in records management regarding implementing organization, performance or outcomes, and subjects, targeting 111 National Archives of Korea contract research projects from 2008 to 2022. The analysis showed that small and medium-sized enterprises (SMEs) were the most likely to conduct research, the majority of the research outcomes were academic publications, and there were some discrepancies between the reported performance in research and the actual performance. In terms of research subjects, the most common type of records are paper or print documents, establishing an electronic management system among the National Archives' works. In terms of the frequency of keywords in the records management process and research projects, it was found that research was mainly conducted on "preservation." Meanwhile, only 10 cases, or 9% of the 111 projects, were found to be relevant in terms of utilizing big data and developing intelligent technologies related to digital transformation. Therefore, the effectiveness of the R&D project must be improved through follow-up management of the results even after the research project is completed. In addition, in terms of research topics, it was identified that aside from "preservation," studies focusing on "transfer," "classification," "evaluation," and "collection," as well as research that responds to digital transformation, are needed.
