A Study on the necessity of development for the Curriculum related to Marine Transportation of Radioactive waste (방사성폐기물 해상운송과 관련된 교육과정 개발의 필요성에 대한 연구)

  • Since the export of Korean-type APR 1400 in 2009 to the UAE, Korea has been achieved management performance, quality inspections, training, nuclear fuel exports for the nuclear power plant. Despite this apparent growth, there are lacking of the research on the marine transportation of radioactive waste. And the terrible accident at the Japan nuclear power plant in 2011 has caused another reconsideration such as emergency response training and plan, reinforcement of safety regulation. According to the Korean government aims to rebuild the appropriate regulation, training, education that is necessary in order to ensure the safety of marine transportation of radioactive waste. Therefore, this study analyzed the various problems identified by the team of experts for the radioactive waste and marine field, the investigation of relevant legal basis, the need for emergency response training for the person in charge of radioactive waste and suggested the simulation-based interactive curriculum during the process of safety verification related to the marine transport of mid- and low-level radioactive waste generated at the Yeon-ggwang nuclear power(Hanbit) plant in 2015.

The Design of Training Contents for Marine Accident Investigators (해양사고조사관 교육 콘텐츠 설계)

  • The Korea Maritime Safety Tribunal is an institution that investigates marine accidents in accordance with the maritime safety adjudication procedure when marine accidents occur. It requires its investigators to be capable in specializing in marine accidents, including possessing the following: a level 2 or higher maritime license, experience on boarding, and specialized knowledge on ships. It also requires separate training for technical competency related to maritime accident investigations. However, the current education for marine accident investigators mainly consists of administrative tasks, which is not suitable to improving the investigator's technological competency, making its development urgent. This study aims to design training contents for marine accident investigators to strengthen their technical competence. To this end, we analyzed the contents of current investigator training, and reviewed the relevant laws and regulations, and training contents of investigators in advanced maritime countries and similar transportation institutions in Korea. According to the results, the training contents were designed to focus on strengthening technical competency, and proposed as a five-day course for basic and professional training. Based on the designed training contents, if in-depth research is conducted by sufficiently reflecting the working conditions of marine accident investigators in Korea, it will greatly help in improving the investigators' skills.

  • 본 논문은 2014년 세월호 사고 이후 해양재난사고에 대한 국민들의 경각심이 고조되었으며 해양레저인구증가로 인한 해양사고가 증가되는 상황에서 사고예방 및 해양안전문화 고취를 위한 해양안전교육센터 구축하고자 수요추정을 수행하였다. 특히, 우리나라 대부분의 해양안전체험관과 유사한 체험관들은 대부분 전라, 경기지역에 분포하고 있어 지역 편향을 해소하는 차원에서 동남권 안전센터 구축이 필요한 상황이며 해양레저 및 해양산업의 중심이 영남권에 위치하고 있기 때문에 안전교육센터의 구축의 정책적인 타당성이 있다. 본 논문에서는 해양안전교육센터 수요추정을 중력모형을 활용하여 수행하였으며 사회경제적인 타당성의 근거로서 활용이 가능할 것으로 기대된다.

  • In 2010 the Manila Amendments established the highest practicable standards for officers and engineers. This amendments includes knowledge, understanding, skills, and proficiency required for a deck officer in terms of the BRM (Bridge Resource Management) to reduce human errors, stated in the International Convention on Standards of Training, Cerification and Watchkeeping for Seafarers (STCW). This paper proposes a proper direction to improve BRM education program in Korea. In relation to the BRM program, its contents and education method were analyzed through the satisfactions survey for cadets and the experienced officers. As a consequence, this research gives several suggestions to improve the current BRM course.

Empirical Analysis on the Apportionment System of Causation Ratio in the Ship Collision (선박충돌사고 원인제공비율 산정제도에 대한 실증적 고찰)

  • In December 1998, Act on the investigation and inquiry into marine accidents was amended by inserting new Paragraph (2) of Article 4, which states "Where two or more persons are related to the occurrence of a marine accident when the Maritime Safety Tribunal(hereinafter referred to as the "MST") examines the causes of a marine accident as provides for under Paragraph (1), the MST may disclose the extent to which each responsible person is related to the cause of the marine accident". Based on this new Paragraph, the apportionment system of causation ratio in the ship collision was introduced in February 1999. However the apportionment system is adopted 12 years ago, public debate has continued about the positive and negative aspects of the system. Thus some groups advocate the system for the advantages, but other groups argue that this system should be abolished. Therefore, at first, this study analyzes the adopting background and the main reasons of the pros and cons discussion on the apportionment system of causation ratio in the ship collision. Then we conduct a survey analysis to investigate stakeholder's satisfaction of this new system in the ship collision cases. Finally this study suggests the policy proposal to improve the apportionment system of causation ratio in the ship collision.

  • 해상에서 사고 선박을 신속하게 예인하는 것은 현장에서 일어날 수 있는 2차적인 피해를 사전에 예방할 수 있는 중요한 조치이다. 이를 위해서는 예인선을 이용하여 사고선박을 이동시켜야 하고 예인선과 피 예인 선박은 예인삭에 의해 연결되게 된다. 자력운항이 불가능한 상태에서 피 예인 선박은 예인선의 예인력에 의해 거동이 좌우되고 예인력은 해상환경 및 피예인 선박의 저항력을 고려하여 결정되어야 한다. 본 연구에서는 피 예인 선박 예인 시 예인저항과 이로 인해 예인삭에 걸리는 장력해석법에 대해 검토한다. 본 연구를 통해 얻어진 결과는 사고선박 예인지원시스템에 효율적으로 활용 가능할 것이다.

  • A huge marine accident causes a loss of valuable lives, property and the serious marine environment pollution. IMO adopted resolution A.949(23) to provide Places of Refuge(PoR) to 'Ship in need of assistance', which is to minimize the secondary environmental pollution caused by marine accidents. If the level of risk exceeds a certain range, it is necessary to be designated as Places of Refuge(PoR) after evaluation of potential risk, which is based on the database of several marine environmental factors. Also, it is necessary to develop skills about quantification/standardization of vessel traffic safety, complexity and risk. Because there is the close relation between the problem of designating Places of Refuge(PoR) and the policy of nation for protecting the natural environment of coastal state, it is important to prepare related legislation. In this paper, introduction of Places of Refuge(PoR) in domestic areas have been suggested based on the analysis of several foreign designating cases.

A Study on the Development of Marine Traffic Risk Model for Mariners (선박운항자 해상교통위험도 모형 개발에 대한 연구)

  • Although Korea's coastal areas increasingly experience marine accident due to frequent ship encounters, increased vessel traffic and large vessel, there is a no specific model to evaluate the navigating vessel's risk for the given situation. The maritime transport environmental assessment is necessary due to the amended marine traffic law. However, marine safety diagnosis is now evaluated by foreign models. In this paper, therefore, we suggest a domestic model catering to and reflecting the characteristics of Korea's costal areas as well as those of vessel navigator's risk. We can evaluate subjective risks using this model, and can establish the model output as maritime risk exposure assessment system. We have performed analyses of variance and multiple comparison to identify the factor affecting subjective risks. As a result, measurable subjective risks of maritime traffic accident based on our suggested model can be expressed using the maritime risk exposure assessment system with geographic information system.

  • Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation This paper aims to build a model of the rouses and improved policy for marine accident using SD(System Dynamics) approach and to measure a effect which is risk control countermeasures of marine accident The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method, and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.

  • Recently Bridges crossing waterway are constructed in navigable waterway, so marine accidents near bridges navigable waterway often occurred bemuse that has affect dangerous element for. This paper analysed the necessary environmental factors to navigate safely near bridges and how to set up the environmental factors. Marine accidents elements occurred near bridges relate to span of bridge, size of navigating ship, length of straight way and traffic volume except mistake of mariners. As results of marine accident parameter analysis, Span of bridge is necessary more than 300m at least based on marine accident's analysis, and in case of more than ship's Length 150m, span of bridge is necessary more than 500m, $3{\sim}4L$(L; Ship's Length). Length of straight way before bridge is necessary more than 8L to minimize the marine accident.
