A Study on the Traffic Improvement at an Approach Area of Busan Harbor (부산항 제1항로 진입 해역의 통항 개선에 관한 연구)

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

A Study on the Risk Assessment by Obstacles in Ship's Passage (선박 통항로 내 장해물에 따른 위험도 평가에 관한 연구)

  • Recently, installation projects of structures such as offshore wind farms have been increasing, and the installation of such marine obstacles could affect ships that pass nearby. Therefore, the purpose of this study was to quantitatively evaluate the risk posed to passing ships due to obstacles in their passage. Hence, parameters that affected the risk were selected, and scenarios were set based on the parameters. The scenarios were evaluated through the ES model, which is a risk assessment model, and we confirmed that the risk ratio increased as the size of the obstacle increased, the safe distance from the obstacle increased, the speed of ship decreased, and the traffic volume increased. Additionally, we found that when the traffic flow direction was designated, the risk ratio was lower than that of general traffic flow. In this study, we proposed a generalization model based on the results of the performed scenarios, applied it to the Dadaepo offshore wind farm, and demonstrated that the estimation of the approximate risk ratio was possible through the generalization model. Finally, we judged that the generalization model proposed in this study could be used as a preliminary reference for the installation of marine obstacles.

  • The fairway within the area of Yul-do and Songdo located near the Myeongnyang-sudo approaches south of Mokpo harbor is well guided by traffic separation scheme and other navigational aids. However, that part of the waterways where Yul-do is located sits at the cross-roads of marine traffic and is subjected to some potential risks in the voyage navigation: the effect of climatic phenomenon, the disregard of most ships in using the western sector of the fairway creating a congestion in the eastern sector, and lastly, the disadvantageous erect of the location and height of Yul-do island that hinders good lookout. This study investigates the environmental conditions that prevailed in the area in the span of 5-year period and the marine traffic situation taken from the data within the 72-hour period The navigational hazards and marine casualties are also be presented. The results are analyzed and are made the basis of a proposal for an improved separation of traffic. Thereafter, an evaluation is carried out by using the components of marine traffic flow simulation and ES modeling index. It is evaluated through simulation by the use of full-mission ship handling simulator.

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vesse's movement, South Korea is operating with a Vessel Traffic System, which is monitoring its flow 24-7. However despite these efforts of the VTS (Vessel Traffic System) officers, marine accidents are occurring continuously in their control area. VTS Officers are controlling subjectively based on their experience due to no VTS control guideline of dangerous situation among vessels. On this paper, we listened to Busan VHF channel for 3days and analyzed the message. With collision risk model, We analyzed a moment of risk which officers advise or recommend to vessel in encounter situation, VTSO's career, and day&night.

  • There are enormous challenges in the Istanbul Strait- one of the most important, congested and narrow waterways in the world - from the view point of risk determination and risk mitigation for the local traffic. Previously several traffic parameters such as; traffic volume for local vessels, traffic flow and potential encounters of local traffic, in addition to the possibility of collision, were investigated in order to determine the degree of dangers in the southern entrance of the Istanbul Strait. Furthermore, risky zones were also determined in this waterway. On the basis of the results of those, a group of expert was surveyed. These experts were pilots, Vessel Traffic Services Operators (VTS-O), Local Traffic Vessel Captains and Master Mariners who had several experience of navigation through the Istanbul Strait. In order to assess experts perceptions of danger and to propose further studies based on this survey. The questionnaire was analyzed by using SPSS (Statistical Package for the Social Sciences) program version 13.0. Finally, some differences and/or shares on risk perceptions of expert in the Istanbul Strait are considered.

  • Recently, many ships such as VLCCs, dangerous cargo ships, high speed ferry boats are visiting Yeosu, Gwangyang harbor. The traffic volume of the year 2003 has increased as many as 2.5 times of 1988. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area This study aims at the settling of hazardous factors to mitigate the danger to vessels in Yeosu${\cdot}$Gwangyang bay and to secure the safety of maritime environment.

  • Recently, vessel's average speed in the sea becomes fast because of the increasing of high-speeds vessel like a container ship and ferry. So, it is considered that speed control in the korean narrow waterway isn't the proper vessel traffic management, now. And, there is a rare paper studied about speed control quantitatively and numerically, especially speed control is discussing continuously, as abrogation of Incheon Port's speed control and alleviation of Kwangyang Port's speed control a according to navigating mariner's request. After this paper replayed the navigation traffic flow in the straight waterway using marine traffic flow simulation, the Environmental Stress Model is introduced to evaluate difficulty of each vessel's traffic.

  • Traffic risks in fairway and harbour area increase lately according to be a sharpe change of ship's size and speed. It becomes hot issue to design a fairway, which's width is important to lower traffic risk and ensure navigational safety. The current design making a fairway and width do not focus on maneuvering motion of a large ship, but traffic risks are clear on reflecting the design of fairway, specially on width. To contact with these problems, this research proposes how to determine fairway' width in consideration of traffic volume. it suggests several situations of marine traffic congestion as like narrow channel and harbour area. here uses 162 simulations in MTS Ver.1 developed. Acquired simulation's results, environmental stress dates, figure in a model that relates with required fairway' width and allowable traffic volume. In added, suggested model compares current design with an width.

  • Daesan Harbor is developing under the Industrial Complex or Petrochemistry Development Plan making the port the main hub-port in the West coast. Because of this development. the traffic volume is expected to increase to 9,1.95 incoming vessels by 2020, an increase of 167% compared to 2008 figure. This study thoroughly analyzes and evaluates a systematic and comprehensive use of the fairway in the Daesan Harbor. It establishes a future oriented and safe marine transportation environment upon appropriate examination of the total fairways and sailing assistance facilities.

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is the one of reasons for marine safety accidents, when vessels encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate weather anchorage. The situations of fishing nets areas were investigated Marine vessel traffic flow was also examined. Through these research the optimal anchorage was suggested in the approaching waters of Wan-do port.
