This plan is for a different type of welfare facilities devised by analyzing problems with existing welfare centers and focusing on connection with residents and link between culture and welfare and among generations. In terms of re-development plan of Youngsun-2-dong, Youngdo-gu, Busan and the neighborhood under this plan, Youngsun-dong, Youngdo-gu is one of the densely populated districts of the aged, with lower growth rate and poor housing and welfare facilities. However, the district has a blessed natural environment and historical site of cultural relics of the Neolithic Age as well as growth potential as a logistics center with broader network of roads linking with Bukhang Bridge when Namhang Bridge construction is complete, showing the aspiration for change toward hi-tech maritime city in the 21st century of Youngdo-gu. This plan is expected to promote unity between the old and children, protection from social marginalization, and re-socialization education and set the stage for participation and solidarity of residents in the community.

The provision of onboard Internet services is recognized as one of the measures to enhance the appeal of seafarers and improve seafarer welfare. This study aims to investigate the influence of seafarers' leisure activities using the Internet on shipboard culture. Shipboard culture was examined using Hofstede's cultural dimensions theory. An empirical analysis was conducted on crewmembers regarding their Internet-based leisure activities and the shipboard culture. As a result, it was observed that sociability activities through the Internet while onboard significantly influenced power distance, uncertainty avoidance, and long-term orientation. The investigation of shipboard culture revealed uncertainty avoidance, masculinity, and long-term orientation, along with low power distance and individualism cultures. In addition, an analysis of shipboard culture according to seafarers' characteristics showed significant differences in certain shipboard cultures based on seafarers' attributes.

In line with the transformation of the shipping industry, the number of mixed-manning ships is on the rise - bringing foreign sailors aboard with their local sailors. During on-board work, a culture is formed according to mixed-manning, which leads to changes in on-board living environment. This causes various problems such as communication problems, and lack of education and training. In order to identify and solve problems caused by mixed-manning, this study presented a plan for systematic education of foreign seafarers. The officials in charge of the affairs of foreign sailors conducted questionnaire surveys at various shipping lines. The questionnaire survey results were analyzed using the IBM SPSS Statistic 26 program. Three improvement measures were proposed to solve the problems after identification of the types of education, education methods, and problems of foreign employees. This study revealed that it is imperative to systematize related education of foreign seafarers based on the results of the survey.

In the recent years, there has been attempts to try to understand the urban waterfront in diverse aspects. This article aims to understand basically the port-city's waterfront by the cultural interpretation of it in the basis of the concept of Water Culture. Water has the attribute that put down the border between inside and outside. This attribute of water leads to the attributes of Sea, such as dynamism, collectivity, and openness. The perimetric quality, openness, hybridity, and passage quality of the sea-port city's waterfront are resulted from these attributes of water and sea. These cultural attributes of urban waterfront exert a effect upon the residents' cultural identity of sea-port city. Thus the correlation between waterfront's attributes and the cultural identity should be reflected in the stage that its development is planned.

A PCB degrader, Ralstonia eutropha H850 was shown to induce bphC gene encoding 2,3-dihydroxy-biphenyl-1,2-dioxygenase in a carvone-amended pure culture in our previous study (Park et al.,1999). The present study was carried out to examine how plant terpenes, as natural substrates, would cause an expression of a PCB degradative gene in soil that was amended with terpenes. The population of Ralstonia eutropha H850 was maintained at least around 10$\^$8/ (CFU/g fresh soil) in the soil amended with carvone or limonene in the presence of succinate as a growth substrate at 50 th day. The gene expression was monitored by RT-PCR using total RNA directly extracted from each soil and bphC gene primers. The bphC gene expression of the seeded strain H850 was observed in the soil amended with biphenyl (4 days) but not with succinate, carvone and limonene. These results indicate that terpenes widely distributed in nature could be a potential inducing substrate for effective PCB biodegration in the soil but their bioavailability and specific induction behavior should be taken into account before PCB bioremediation implementation.

On the analysis of the regional organizations of coast guards in USA, Japan and BK, the ideal organization of area coast guard of Korea is proposed. It is composed of three area coast guards in West, South and East sea and special units in order to carry out missions and to response requirements and needs in the maritime fields in object oriented way. The proposed regional organization can be actualized as the model of development by improving the listed tasks.

A total number of 31 types of seaweed were assessed with regard to their effects on the proliferation of mouse spleen and thymus cells in a culture, using an MTT reduction assay. Acetone:dichloromethane (1:1) extracts of three seaweed plants: Derbesia marina, Sargassum sp., and Hisikia fuziformis, exhibited significantly positive effects on the survival of mouse spleen and thymus cells in vitro. The acetone:dichloromethane (1:1) extracts of Sargassum sp., in particular, much more potent effects on thymus cell activation than did any of the other types of seaweed. However, the methanol extracts of Sargassum ringgoldianium and Chondrus crispus exerted a stimulatory influence only on the proliferation of mouse spleen cells, whereas the methanol extracts of Grateloupia lanceolata exhibited significant cell proliferation properties in both spleen and thymus cells.

The common Knowledge Management System has been constructed to increase the organization's competitiveness based on the objective of support on knowledge activities of individuals. But not many of cases have been success with constructing the magnificent concept of several of knowledge management. This case research is based on the constructed strategies, constructed concept and operating case on Knowledge Management System of Ministry of Maritime Affairs & Fisheries which was selected to the year 2004 outstanding operating organization among the government organization. This case research is suggesting that to have successful knowledge management, needs to have a reliable objective and goals prior to the abducting the Knowledge Management System and should establish the propulsion strategies that meets the organization and the culture. Also, it indicated that all the individuals should forward first in order to move organization and the system further more based of consider the constructed content, activity plan, evaluation and preview which the special feature of Knowledge Management System has.

Korea has a systemic problem with lack of engine maintenance, especially among the Commercial Fishing Vessel fleet. This results in a inordinate percent of SAR call-outs for vessels with engine failure. These SAR call-outs lead to a free tow to shore by KCG or by one of its volunteer associates. Although these tows are not a terrible economic burden on KCG, it is a burden in terms of time and resources mis-allocated. This paper proposes a Commercial Fishing Vessel Examination (CFVE) program modeled after the program run by USCG. It is expected that adopting the CFVE program, KCG may be able to create a culture of safety among fishermen; thus, replicating the USCG's success rates.
