The incidence of flood damage by global climate change has increased recently. Because of the increased frequency of flooding in Korea, the technology of flood prediction and prevalence has developed mainly for large river watersheds. On the other hand, there is a limit on predicting flooding through the most present flood forecasting systems because local floods in small watersheds rise quite quickly with little or no advance warning. Therefore, this study estimated the flood warning rainfall using a flood forecasting model at the two alarm trigger points in the Suamcheon basin, which is an urban basin with backwater effects. The flood warning rainfall was estimated to be 25.4mm/120min ~ 78.8mm/120min for the low water alarm, and 68.5mm/120min ~ 140.7mm/120min for the high water alarm. The frequency of the flood warning rainfall is 3-years for the low water alarm, and 80-years for the high water alarm. The results of this analysis are expected to provide a basic database in forecasting local floods in urban watersheds. Nevertheless, more tests and implementations using a large number of watersheds will be needed for a practical flood warning or alert system in the future.
Background: NPAS2 is a product of the circadian clock gene. It acts as a putative tumor suppressor by playing an important role in DNA damage responses, cell cycle control and apoptosis. Chronic lymphocytic leukemia (CLL) appears to be an apoptosis related disorder and alteration in the NPAS2 gene might therefore be directly involved in the etiology of CLL. Here, the Ala394Thr polymorphism (rs2305160:G>A) in the NPAS2 gene was genotyped and melatonin concentrations were measured in a total of seventy-four individuals, including thirty-seven CLL cases and an equal number of age- and sex-matched healthy controls in order to examine the effect of NPAS2 polymorphism and melatonin concentrations on CLL risk in a Pakistani population. Materials and Methods: Genotyping of rs2305160:G>A polymorphism at NPAS2 locus was carried out by amplification refractory mutation system-polymerase chain reaction (ARMS-PCR). Melatonin concentrations were determined by enzyme linked immunosorbent assay (ELISA). Statistical analysis was performed using Statistical Package for Social Sciences software. Results: Our results demonstrated no association of the variant Thr genotypes (Ala/Thr and Thr/Thr) with risk of CLL. Similarly, no association of rs2305160 with CLL was observed in either females or males after stratification of study population on a gender basis. Moreover, when the subjects with CLL were further stratified into shift-workers and non-shift-workers, no association of rs2305160 with CLL was seen in either case. However, significantly low serum melatonin levels were observed in CLL patients as compared to healthy subjects (p<0.05). Also, lower melatonin levels were seen in shift-workers as compared to non-shift-workers (p<0.05). There was no significant difference (p>0.05) in the melatonin levels across NPAS2 genotypes in all subjects, subjects with CLL who were either shift workers or non-shift-workers. General Linear Model (GLM) univariate analysis revealed no significant association (p>0.05) of the rs2305160 polymorphism of the NPAS2 gene with melatonin levels in any of the groups. Conclusions: While low melatonin levels and shift-work can be considered as one of the risk factors for CLL, the NPAS2 rs2305160 polymorphism does not appear to have any association with risk of CLL in our Pakistani population.
In this study, a seismic vulnerability map of Gyeongju city, where the 9.12 Gyeongju earthquake occurred, was produced and evaluated using analytic hierarchy process(AHP) and geographic information system (GIS). Geotechnical, physical, social, structural, and capacity factors were selected as the main indicators and 18 sub-indicators to construct a spatial database. Weights derived using the AHP were applied to the 18 sub-indicators, which generated a vulnerability map of the five main indicators. After weighting the five generated maps, we created seismic vulnerability maps by overlaying each of the five maps. The seismic vulnerability map was classified into five zones, i.e., very high, high, moderate, low, and safe. For seismic vulnerability, the results indicated that 3% of Gyeongju area is characterized as having very high vulnerability, while 19% was characterized as safe. Based on district standards, Jungbu-dong, Hwangoh-dong, Hwangseong-dong, Seonggeon-dong, and Dongcheon-dong were high-risk areas, and Bodeok-dong, Gangdong-myeon, Yangbuk-myeon, Yangnam-myeon, and Oedong-eup were characterized as safe areas. The seismic vulnerability map produced in this study could possibly be used to minimize damage caused by earthquakes and could be used as a reference when establishing policies.

Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.

This study presents an automated Python algorithm for analyzing rainfall characteristics to establish critical rainfall thresholds as part of a landslide early warning system. Rainfall data were sourced from the Korea Meteorological Administration's Automatic Weather System (AWS) and the Korea Forest Service's Automatic Mountain Observation System (AMOS), while landslide data from 2020 to 2023 were gathered via the Life Safety Map. The algorithm involves three main steps: 1) processing rainfall data to correct inconsistencies and fill data gaps, 2) identifying the nearest observation station to each landslide location, and 3) conducting statistical analysis of rainfall characteristics. The analysis utilized power law and nonlinear regression, yielding an average R2 of 0.45 for the relationships between rainfall intensity-duration, effective rainfall-duration, antecedent rainfall-duration, and maximum hourly rainfall-duration. The critical thresholds identified were 0.9-1.4 mm/hr for rainfall intensity, 68.5-132.5 mm for effective rainfall, 81.6-151.1 mm for antecedent rainfall, and 17.5-26.5 mm for maximum hourly rainfall. Validation using AUC-ROC analysis showed a low AUC value of 0.5, highlighting the limitations of using rainfall data alone to predict landslides. Additionally, the algorithm's speed performance evaluation revealed a total processing time of 30 minutes, further emphasizing the limitations of relying solely on rainfall data for disaster prediction. However, to mitigate loss of life and property damage due to disasters, it is crucial to establish criteria using quantitative and easily interpretable methods. Thus, the algorithm developed in this study is expected to contribute to reducing damage by providing a quantitative evaluation of critical rainfall thresholds that trigger landslides.
Recognition of liability for damages due to medical malpractice has been developed largely on the basis of two paths. First is the case where there is an error in a physician's medical practice and this infringes upon the legal interests of life and body, and the compensation for monetary and non-monetary damages incurred from such infringement on life and body becomes an issue. Second is the case where there is a breach of a physician's duty of explanation that results in a infringement on the patient's right of autonomous decision, and the compensation for non-monetary damages incurred from such infringement becomes an issue. However, even if there is a medical error, since it is difficult to prove the causation between the medical error of a physician and the infringement upon legal interests, the physician's responsibility for damage compensation is denied in some cases. Consider, for example, a case where a patient is already in the final stage of cancer and has a very low possibility of a complete recovery even if proper treatment is received from the physician. Here, it is not appropriate to refuse recognition of any damage compensation based on the reason that the possibility of the patient dying is very high even in the absence of a medical error. This is so because, at minimum, non-monetary damage such as psychological suffering is incurred due to the physician's medical error. In such a case, our courts recognize on an exceptional basis consolation money compensation for losing the chance to receive proper treatment. However, since the theoretical system has not been established in minutiae, what comes under the benefit and protection of the law is not clearly explicated. The recent discourse on compensating for damages incurred by patients, even when the causation between the physician's medical error and infringement upon the legal interests of life and body is denied, by establishing a new legal interest is based on the "legal principle of loss of opportunity for treatment." On what should be the substance of the new legal interest, treatment possibility argument, expectation infringement argument, considerable degree of survival possibility infringement argument and loss of opportunity for treatment argument are being put forth. It is reasonable to see the substance of this protected legal interest as "the benefit of receiving treatment appropriate to the medical standard" according to the loss of opportunity for treatment argument. The above benefit to the patient is a value inherent to human dignity that should not be infringed upon or obstructed by anyone, and at the same time, it is a basic desire regarding life and a benefit worthy of protection by law. In this regard, "the benefit of receiving treatment appropriate to the medical standard" can be made concrete as one of the general personal rights related to psychological legal interest.

This paper considers the acoustical characteristics of the closing click sounds of the mechanical valves employed in an implantable biventricular assist device (BYAD) and their re1evance to the Physical states of the valved. Bj rk Shiley Convexo Concave tilting disk valve was chosen for the study and acoustic measurement was made for the BYAD operated in a mock circulatory system as well as implanted in an animal (sheep). In the BYAD operated in the mock circulatory system. three different states of the valve were examined, ie. normal. mechanically damaged. pseudo-thrombus attached. Microphone measurement for the BVAD implanted in the animal was carried out for five days at a regular time interval from one day after implantation. Characteristic spectrum of the sound from the valve was estimated using Multiple Signal Classification (MUSIC) in which the optimal order was determined according to Bayesian Information Criterion (BIC) . It was observed that the mechanical damage of the valve resulted in changes of the structure of the acoustic spectrum. In contrast. the thrombus formed on the valve did not change much the basic structure of the spectrum but brought about altering the spectral Peak frequencies and energies. Maximum spectral Peak (MSP) with the greatest energy was seen at 2 kHz for the normal valve and it was shifted to 3 kHz for the calve attaching the Pseudo-thrombus. Unlike the normal valve, strong spectral Peak appeared around 7 kHz in the sound from the valve mechanically damaged. In the case of the BYAD implanted in the animal. as the thrombus grew, acoustic energy was reduced relatively more in the low frequency components (〈 2 kHz) and the frequencies of the 1st, 2nd and 3rd MSP were increased little. The thrombus formation would result in reduction in both the variability of the 1st, 2nd and 3rd MSP and the value of the BIC optimal order.

An adequate downscaling of synoptic forecasts is a prerequisite for improved agrometeorological service to rural areas in South Korea where complex terrains and small farms are common. In this study, geospatial schemes based on topoclimatology were used to scale down the Korea Meteorological Administration (KMA) temperature forecasts to the local scale (~30 m) across a rural catchment. Then, using these schemes, local temperatures were estimated at 14 validation sites at 0600 and 1500 LST in 2013/2014 and were compared with the observations. The estimation errors were substantially reduced for both 0600 and 1500 LST temperatures when compared against the uncorrected KMA products. The improvement was most notable at low lying locations for the 0600 temperature and at the locations on west- and south-facing slopes for the 1500 LST temperature. Using the downscaled real-time temperature data, a pilot service has started to provide the field-specific weather information tailored to meet the requirements of small-scale farms. For example, the service system makes a daily outlook on the phenology of crop species grown in a given field using the field-specific temperature data. When the temperature forecast is given for next morning, a frost risk index is calculated according to a known relationship of phenology and frost injury. If the calculated index is higher than a pre-defined threshold, a warning is issued and delivered to the grower's cellular phone with relevant countermeasures to help protect crops against frost damage.

Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.
