Public Managers' Decision-Making and Their Psychology on Managing Ecosystems (생태계 관리에 대한 공무원의 의사결정과 그 심리)

  • Many ecosystems in Korea are currently managed by government organizations. Thus, public managers' decision-making has great influence on the management of ecosystems in Korea, and their decision-making could influence the matter of whether the ecosystems of Korea are managed effectively. This paper regards the goal of management of ecosystems as securing the sustainablilty of target ecosystems, and investigates public managers' decision-making and their psychological attitude on the management of ecosystems. Basically, managerial activities on ecosystems have uncertainties and usually public managers utilize the knowledge of law, science, intergovernmental relations, and local governance as their references for decision-making. To elucidate public managers' managerial decision-making on ecosystems, this paper adopts some psychological theories in explaining the judgment of human beings under uncertainties. Effective ecosystem management by public managers can be judged by how public managers adopt and utilize all of the above mentioned four kinds of knowledge on ecosystem management. An important factor in order to let them utilize the four kinds of knowledge is policy support. Therefore, as conclusion, this paper recommends some relevant policy measures that can support the ecosystem management of public managers.

  • With the introduction of smart devices as a new channel of information distribution, the mass tourism that has been dominating the travel scene is being transformed into individual tourism. Therefore, it is more than important to establish an advanced smart tourism environment using cutting-edge ICT technologies in order to go into one of tourism developed countries. In line with that, this study draws both local and international cases to show where smart tourism stands now by mapping out problems and solutions by category. Firstly, in terms of infrastructure, establishing distribution platform and big data analyzing systems were suggested. Secondly, to fit the needs of consumers, converged tourism content and user experience based content development are in need. Lastly, in terms of governance forming public-private consultative body and incubating creative tourism companies are suggested. The study results will serve as a fruitful reference to those who want to establish business strategy related to smart tourism.

  • The purpose of this study is to analyze comprehensively Jeju Self-Governing School Policy (JSSP) by using the four dimensional views of policy theory frame and to suggest its improvements. The results are as follows: First, JSSP should improve differentiation of curriculum and locality centered on local basis, wide application of the special laws, and professional accountability. Second, JSSP should improve the policy structure of educational governance and differentiated standard of students achievement assessment, resolve equity issue, and secure the self-finance of the schools. Third, JSSP should improve localization of educational administration, administrative and financial support for teachers, parent's empowerment, and students understanding of the policy, and expand principal invitation system, Fourth, JSSP should improve public relations, the roles of the Council and professionalism of assessors, and adopt efficiency approach into the assessment system.

Imaginative Construction of a Global City as a Strategy for the Growth of Knowledge-based Economies: A Critical Evaluation of the Place-marketing in Singapore (세계도시 이미지 형성과 지식기반경제 육성 전략: 싱가포르의 장소마케팅에 대한 비판적 고찰)

  • This paper aims to examine the ways in which the Singaporean government has promoted the "global city" imaging strategy as a means for marketing Singapore. Since the 1990s, Singapore has pursued a place-marketing strategy that aims at imaging itself as a "creative", "culturally vibrant" and "cosmopolitan" global city by utilizing various cultural, tourist and spatial policy measures. It argues that the Singaporean government has promoted this particular imaging strategy under a broader economic resoucturing program, aiming at transforming the Singapore's economy into a "knowledge-driven" one, under which the attraction of international knowledge workers is seen as crucial for the competitiveness and innovation. This paper also discusses the limitations of this strategy, focusing on growing tensions between the global and the local in the Singaporean society and the ways in which the authoritarian and top-down nature of governance have restricted the genuine development of the "culturally vibrant" environment in Singapore.

  • The purpose of this study was to investigate if an community forestry programme (HKm) could be one of the main tool for REDD+ in Indonesia. Recently, considerable numbers of countries including Norway, England, Korea and etc. have invested 69 million US$ in total to Indonesia for implementation of REDD+. However, forest dependent people without a communal right are subject to poor forest governance during a stream of REDD+ in Indonesia. This study suggest that HKm are needed to be a tool for REDD+ in order to achieve the objects of REDD+ in terms of Equity, Efficiency, and Effectiveness (3Es) by stimulating local and Indigenous peoples to participate in REDD+. As a result of our study, Indonesia government have designated only 200,000 ha for HKm area by 2007. Indonesia government have a week political will to extend its area to give a communal right to those peoples who dwell in state forests and HKm application process is complicated and slow. HKm has a potential to be main tool for REDD+ in Indonesia. However HKm will be difficult to be main tool for REDD+ without resolving current obstacles.

Priority for the Integrated Management of Infrastructure in Wirye New Town (위례신도시 기반시설 통합관리 우선순위에 관한 연구)

  • Wirye New Town is constructed as a new complex city with three municipalities. Infrastructure must be managed by administrative districts, but integrated management is also needed when considering the planned identity and efficient management and operation aspects of a new town. The purpose of this study is to establish why the integrated management of infrastructure is needed, to form a consensus of stakeholders and to set priorities of integrated management considering characteristics of each facility. This thesis analyzes the order of priorities for integrated management of the infrastructures in Wirye New Town. The study includes an analytic hierarchy process (AHP) survey that asked 95 local city officials and experts in city planning about important values to consider, such as efficiency, equity, and identity, for the integrated management of infrastructures in Wirye New Town. Another survey requested these same people to identify the priorities for integrated management in terms of different infrastructure types. The results are as follows. Those who were surveyed considered efficiency(0.442) to be the most important value for integrated management. Equity was deemed to be the next most important(0.369), followed by identity(0.190). The second step in the AHP survey revealed that "efficiency of management governance" (0.202) was considered to be the most important, then "equity of infrastructure quality among the sub-regions" (0.155), and finally "efficiency for improvement of quality and quantity of services" (0.133). The results of the survey about the priority for integrated management among infrastructure types and AHP shows that 'specialized facilities', 'Space facilities located in more than two municipalities', and 'linear facilities located in more than two municipalities.' are important.

Factors Interpersonal Relation Disposition and College Life Stress on College Life Adjustment of the Dental Hygiene Students (치위생과 학생들의 대인관계성향 및 대학생활 스트레스가 대학생활적응에 미치는 영향)

  • Objectives: The purpose is to prepare measures to effectively improve college life adaptation by identifying relevance between interpersonal relation disposition and college life adaptation, college life stress and college life adaptation for dental hygiene students. Methods: 375 dental hygiene students attending some local universities in Gyeonggi-do were sampled for convenience. The results of this study are as follows. Results: First, As a result of interpersonal relation disposition according to general characteristics, superiority-dominance tendencies were higher in first and third graders, in groups with grades above 4.0 and groups with lower subjective economic levels. And the stress of college life was high for second graders and students with lower grades than 2.0. Second, According to the correlation between factors, governance-dominance, independence-responsibility, sympathy-acceptance, sociable-friendliness, and ostentation-intoxication of interpersonal tendency factors had proportional relationship with college life adaptation, rebellion-distrust and college life stress had inverse relationship. Third, The results of multiple regression analyses to identify factors that affect college students' adaptation to college life were in the order of stress in college life, first grade, sociable-friendliness, second grade, rebellion-distrust. Conclusion: In order to improve college life adaptation, counseling and practical mediation programs should be developed and applied to effectively manage and control the negativity and positivity implied by interpersonal relationships and college life stress.

An Analysis on the Use of Hospitalization for the Elderly aged 65 or older in Yeongbuk, Gangwon-do (강원도 영북권역 65세 이상 노인인구 입원이용 분석)

  • This study analyzed all medical institutions located in the Yeongbuk area of Gangwon Province by dividing the use of medical institutions by "including nursing hospitals" and "excluding nursing hospitals" from 2003 to 2017. As a result, high blood pressure, dementia, musculoskeletal diseases, small-scale mechanical diseases, and other diseases were accounted for in the use of hospitalization for the elderly (including nursing hospitals) in the Yeongbuk region. In the case of hospitalization use of the elderly population (excluding nursing hospitals), blood and circulation machine diseases, digestive and urinary system diseases, mental diseases, and other diseases, including high blood pressure, were shown in the order. Therefore, the treatment and health care of the elderly are very important, and the expansion of public health organizations is necessary to establish governance with local medical institutions, organizations, universities, etc. Based on this, health projects should be carried out at a preventive level to maintain a healthy life for senior citizens in Yeongbuk, Gangwon-do.

Promotive Factors, Roles Analysis and Implications of Community Organization in Rural Areas in Sight of the Regional Innovation System Theory: focusing on the Case of "Songakdongnesaramdeul", a Social Cooperative Located in Asan City (지역혁신체제론 관점에서의 농촌지역 주민공동체조직 형성 촉진요인과 역할 분석 및 시사점: 아산시 사회적협동조합 '송악동네사람들' 사례를 중심으로)

  • The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

Future vision of the Korean society of water and wastewater in water sector (상하수도 미래비젼과 대한상하수도학회의 역할)

  • Since its foundation in September 1986, the Korean Society of Water and Wastewater has made a significant contribution to the water sector in Korea over the past 30 years. The 30th anniversary commemorative committee reviewed the establishment goal of the society and its development strategy for organization and present the "Future Vision of Korean Society of Water and Wastewater" for the next 30 years. The future vision of the society is defined as "Aiming for the healthy life and preservation of the environment through the development of water and wastewater technology and experience". Promotion strategies for implementing the future vision are as follows: 1. Leading water and wastewater technology, 2. Develop water and wastewater policy, 3. Strengthen water and wastewater capacity, 4. Reinforce institutional governance. The driving target to be achieved through the implementation strategy is "To lead the global standards of water and wastewater." We also presented national issue, policy issue, and technical issues in the water sector. Climate change, unified Korea, water safety, and national welfare were selected as national issues related to water and wastewater. This approach was taken from the perspective of policy consumers such as citizens, civil society, experts, and local government/industry. By presenting policy issues and technical issues that address national issues, authors have proposed a future policy direction for the Korean Water and Wastewater Society to make critical contributions to national development.
