A Study on the Analysis of Results on 'Contracting Out' of Public Library Services in Korea (우리나라 공공도서관 민간위탁의 성과 분석에 관한 연구)

  • The purpose of this study is to analyze the performance of contracting out public libraries. in order to contribute to the promotion of their effective operation in Korea. Three public libraries which are currently operated by 'contracting out' are selected to be reviewed for this study. Their performance are analyzed by means of literature search, questionnaires, and on-the-spot-survey. Investigated in detail are the following issues: First, the need for and background of 'contracting out' public library services, and their present state in Korea: Second. the pros and cons of 'contracting out' public library services; Third, the outcomes of public library services which have been currently contracted out. Finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed, Also suggested are the strategies for furthering the effective management of public libraries.

A Study on the Effect of Readingmaraton Program of Public Library on Reading Volume & Library Use Frequency (공공도서관 독서마라톤 프로그램이 독서량과 도서관 이용빈도에 미치는 영향)

  • The purpose of this study is to investigate the effect of Reading Promotion Program of Public Library on Reading Activity. For this purpose, this study carried out carried out literature review, readingmarathon program development and operation. It was followed by the questionnaire survey and interview about reading activity of readingmarathon program participants. The findings are as follows 1) People of high satisfaction increased reading volume and frequency of library use 2) Book talk with family members increased after participating in readingmarathon program. The readingmarathon program had a positive effect on reading activity.

Analysis of Local Laws and Regulations Related to the Library (지방자치단체의 도서관 자치법규 분석)

  • This study was to investigate and analysis the library-related laws and regulations enacted by local governments. As a result, library regulations are investigated all 629 cases in nationwide survey. Among them, library-related ordinances are 393 cases, library-related regulations are 187 cases, and library-related anweisung are 43 cases, such as the order was followed. The Library ordinance 393 cases consist of library management ordinance(205 cases), small library ordinance(101 cases), reading promotion ordinance(49 cases), and so on. The 32 local governments did not enact the Library laws and regulations. And the 40 local government did not enact Library management ordinance. It is suggested that local government did not enact library-related laws should be established the library laws as soon as possible.

  • This research is aimed at contributing to the education related to library space planning by carrying out a questionnaire survey on the recognition of libraries related to the education related to library space planning and supporting libraries in charge of library space planning through the result analysis. The following is a report on the direction and improvement of education based on a survey on the impact on subjects related to library space planning. First of all, education on library space planning should be centered on practical work of space planning. Second, the participation of librarians in the planning process of library space must be considered important for smooth communication with users and experts. Third, it is expected to be necessary to plan education methods and curriculums related to the planning of library space according to the size and budget of the library. Fourth, active public relations regarding library space planning education is necessary. The active promotion of library space education will emphasize the participation and necessity of librarians in space practice, and further contribute to the operation of libraries and the provision of library services to users.

A Study on the Strategic Plan of Korea School Library Association (한국학교도서관협의회의 전략계획 수립에 관한 연구)

  • KSLA(Korea School Library Association) is a representative professional association related to school libraries and teacher librarians in Korea. This study tried to propose the strategic plan of KSLA. To do this, major works of KSLA are defined after analyzing current issues of school libraries and the internal environment. Among them, 12 works are selected as strategic works. The survey was carried out to decide which works are regarded as more important or less. After all, this study proposed the strategic plan for 4 works, which are the revision of school libraries promotion law, the revision of elementary and secondary education law, the investigation of teacher librarians' grievance cases and the collection of outstanding educational cases in school libraries.

A Comparative Study on the Job Performance Between Librarian Director and Non-librarian Director in Public Libraries. (공공도서관 관장의 사서직과 비사서직간 직무성과 비교연구)

  • This study has compared the job performance of librarian director with that of non-librarian director, by making use of the public library evaluation research executed by Ministry of Culture & Tourism. The result was that the performance score of librarian director is much superior to that of non-librarian director. It is found that the more director's librarianship level is high, the more director's performance score is high. Moreover, it is confirmed a clear relationship between director's performance score and his librarianship level. And so it is evaluated that 'the Library and Reading Promotion Act' which regulates only a librarian to be a public library director is absolutely right.

  • This study aims to draw implications on development of service quality evaluation criteria for academic libraries in Korea. First, this study review recent academic research trends on service quality evaluation criteria for academic libraries. Second, This paper diagnosed result of 'the pilot evaluation of academic libraries in Korea' conducted from 2010 and 2011 and prospect the direction on the evaluation of academic library according to 'Library Promotion Act' established in march 27, 2015. Finally, this article was performed comparative analysis of studies or criteria on service quality evaluation for academic libraries.

An Study of Operational Strategy for Special Libraries on Social Network Service (SNS) (전문도서관의 소셜네트워크서비스 운영방안 연구 - 해양과학도서관 사례를 중심으로 -)

  • This study proposes a customized SNS operational strategy for special libraries based on a case study on the Ocean Science Library (OSL) of South Korea. The study conducted an in-depth analysis on an organizational structure, manpower, contents, and promotion. The outcome of SNS operational strategy deducted from this study can be categorized into several items, including: (1) a selection of an appropriate SNS channel, which meets the objective of the operation; (2) a formal division of works for SNS operation; (3) a designation of full-time managers and an establishment of a task force team; (4) a specialization of contents according to specific subjects; (5) on/off-line promotions focused on events, which encourage participations; (6) an improvement of contents through regular log analyses; and (7) a promotion of library website access through SNS, and so on. This research also suggested the strategies for the development of SNS operation: strengthening of communication and cooperation among librarians; distribution of academic and research outcomes of the umbrella organization; enhancement of a role as a communication channel between librarians and users, and carry out a role as a 'social curator.'

A Study on the Operation of Book Curation in Elementary School Library (초등학교 학교도서관의 북 큐레이션 운영 현황 연구)

  • The purpose of this study is to discuss the improvement plan of book curation service by examining the current status of book curation, necessity and effectiveness of book curation, targeting librarian teachers. A questionnaire survey was conducted targeting 51 librarians in the Gyeonggi region. The main results are as follows. First, 86.3% of respondents had experience in book curation operation. Second, the most important reason for book curation service was to introduce resources of various subjects to students. Third, the subject of curation were selected by book event and social issues. Fourth, there were many cases where librarians performed services without receiving training on book curation. Lastly, although the recognition that book curation services are necessary is high, they are experiencing operational difficulties due to lack of space and budget. Based on the results, Based on the results, we suggested that this study has academic contributions as data that reports the reality of book curation, and that in order to actively match library resources with users without disappearing, professional education and curriculum of librarians should be able to eliminate common problems in previous studies.

Current Issues and Future Tasks for Book Purchases in Public Libraries by Fixed Book Price (도서정가제 시행에 따른 공공도서관 자료구입의 쟁점과 과제)

  • This study intends to analyze issues of purchasing process in public libraries by the 2014 revised Publication Industry Promotion Agency of Korea and fixed book price. Furthermore, this study suggests future tasks for restoring the intent of revising the laws and toward a better book purchases. The main contents of this study are as follow: 1) preparing the effective methods for selecting book vendor with evaluating the performance not price competition, 2) establishing concept and scope of local bookstore as book vendor for restoring the intent of the activation policy of local bookstore, 3) establishing the well-defined regulation about benefit of the economic dimension.
