Air quality in Daegu area is lower compared to many other cities, since Daegu is a basin surrounded by mountains. Accordingly, the present study investigated the location of carbon monoxide(CO) monitoring stations for systematic CO pollution management on the basis of the CO emission distribution in Daegu area. In order to achieve this purpose, the location of CO monitoring stations, which can be used for the establishment of CO management, were assessed. Emission map in Daegu area was prepared using numerical map and Clean Air Policy Support System(CAPSS) data supplied by the M inistry of Environment. Average emissions were estimated by dividing emission sources into four subgroups(roadway, apartment, industry, and municipal incineration facility) according to legal division. The CO emission intensities were subdivided into 10, which a high number represents a high emission intensity, and the current monitoring stations were evaluated for the determination of their steps in CO emission intensities. As a result, additional installation of monitoring stations were suggested for the high CO emission areas rather than the low CO emission areas. A systematic CO management strategy would be established by the supplying various principle CO data when the CO monitoring stations are additionally installed at Kukwudong and other six sites on the basis of analyses of data obtained from 1999 to 2007.

Urban park planning has become difficult due to the lack of municipal funds. Thereupon, a special scheme was imposed for city park planning. Since then, a legal amendment was made for economical improvement and more active participation. However, there are a lot of questions about whether it was a suitable direction for parks and where it should be emphasized for public interest. Base on these concerns, this study examined the basis and characteristics of location, creation, and maintenance of private development parks in Japan, which was the policy model of Korean private parks. Location and space planning of private development parks was made up considering an effective green network and disaster prevention function, and a minimum area was about 1.42ha. The minimum area, 1ha, was established on the basis of considering realistic possibilities, disaster protection, and universal validity. It was also amended to consider the standard of type two mid- to high-rise exclusive residential areas and consultation with regional governance. Finally, it was built on the lowest limit of ordinance of the relevant city; for example, 100% of the floor area ratio, 30% of the building coverage ratio, and the maximum height of 11 stories, etc. For maintenance, private and public sectors were working together. Maintenance fees for 35 years (based on $300yen/m^2$ per month) were paid en bloc by the licensee. However, the city was paid for facilities that accompanied excessive maintenance costs. Meanwhile, it seemed difficult to introduce attractive profit facilities because of the limitations in location, usage permission, and introduction equipment; furthermore, there were problems with management authority, and the burden of expenses was deducted. For creating private Korean parks, this study suggested that we should build priority of creating city parks and select appropriate locations first; also, we need to make criteria for location, creation, and standard management rules that are relevant to the whole nation of Korea.
The role of admissions officers in universities is to evaluate applicants from a comprehensive perspective on the basis of diverse bases and materials for evaluation that include not only quantitative, but also qualitative information about applicants. Therefore, the crucial key to ensuring the success of the admissions officer system is to ensure the fairness of admission-related decisions and the integrity of individual admissions officers by urging them to render impartial evaluations based on professionalism and avoidance of bias. This study selected the major realm of the ethical education for admission officers on the basis or experts' opinions, and documentary research, and tried to secure the validity of the composed educational contents through the in-depth interviews and discussions with the incumbent admissions officers. The program must handle subjects that are intimately related to the actual experience of many admissions officers, and must be capable of inducing voluntary compliance from the officers. Therefore, the program suggested by this study focuses on three core areas of ethics: that is, 'interaction with society,' 'ethics and responsibilities involved in admission,' and 'legal obligations and roles of admissions officers.' To this end, it provides twelve sub-topics and learning materials. Providing this kind of ethical education programs for admissions officers will help not only to enhance the professionalism and ethical commitments of admissions officers, but also broadly to establish a fairer and more reliable admissions officer system.

The government has recognized the importance of smart city indicators and prepared the legal grounds for the certification of smart cities in the recently revised "Act on Smart City Development and Industrial Promotion." This study derived smart city indicators adequate for the domestic conditions and compatible with the overseas trends by examining and complementing the indicators through an AHP analysis based on consultations and interviews (surveys) with experts and local government officials, who are actually carrying out related projects. In addition, the adequacy and reliability of the indicators were confirmed by verifying and certifying the Korean local governments' smart city plans through demand surveys on a trial basis. This study is meaningful in that it systematically studies the smart city indicators that have gained in importance and reviews their application. The findings of this study can be used as a basis for implementing a smart cities certification system in the future. Recently, the Special Committee on Smart Cities was established under the Committee for the Fourth Industrial Revolution. This committee is composed of civilian members and is working with the Ministry of Land, Infrastructure, and Transport, the Ministry of Science and ICT, etc., to promote the creation of smart cities. It is expected that smart city indicators that include the levels of both domestic and overseas smart cities will boost the active spread of such cities in Korea.

There is no special law of Landscape architecture in Korea. So, examining the concept from the legal basis of LA with the viewpoint of a natural scientist not a jurist, this study was conducted to grasp the present condition of the name and the related text of the foreign laws in force which were connected with LA.. And those foreign laws were arranged in the name and the text and classified by nations of regional groups and it was considered to the mutual relation with lots of laws which are scattered with the various laws. Current domestic regulations to the various fields of LA are assembled with the many related rules. The governmental organization conducting those business is nonexistent up to now and it is generally known to except the dept. of LA from the office organization in Korea. Being at a disadvantage as mentioned above, this study was progressed under the necessity of the scientific basis for the expected organic law of LA proposed to establish it by every field of LA. Though feels inconvenience if the study for the items itself of LA had been proceeded prior to the study of laws relating to LA throughout the study, such a extensive study will be a subject to be attempted constantly hereafter by all part of landscape architects. The contents of the study are as follows ; 1. The present condition of the foreign laws connected with LA 1. The proposal & analysis of the problems and the solutions to the domestic laws connected with LA 3. The proposal of the reasonable application pklan in order to establish the organic law for LA. Among the items relating to LA such as engineer, contract, planning, design and supervision, construction, maintenance, plant and planting, open space, facilities, aesthetics and sight, park, land use and development planning, urban and regional planning, leisure space planning, environmental conservation and ecology, structural engineering of construction, administration, right and penal regulations, the laws dealing with the matter relating to LA directly or indirectly are prescribed dispersedly in the many other related laws and it is concluded to be impossible for the independent law of LA is likely to be establish with not only selecting and arranging the matter having closed connections to LA directly but also being recognized as the systematic equipment of the LA business. It was to be analyzed the present condition of the collected foreign laws relating to LA. After pointing out the problems to the domestic related laws being at issue, the remedies for it were presented through the questionnaire of the landscape specialist in which the supporting opinions to the recognition to the problems and the solutions were come to a major portion. Three types of application such as applicable, non-applicable, applicable after examination were presented to decide whether or not the foreign related laws were applied to the domestic one. The result of analysis shows that 42 statutes and 9 ordinances are applicable, 4 statutes and 7 ordinances are non-applicable, 1 constitution, 81 statutes and 48 ordinances are applicable after examination.

Recently the entertainment and sports/advertisement industry have developed rapidly, and the name or identities of celebrities such as entertainers or athletics for the advertisement so that following troubles are occurred continually. Some celebrities actually started a suit for there right of publicity was violated, and won the case. Meanwhile, the right of publicity has become a growing issue in the society. In the States, the right of publicity which controls using one's identity for commercial use, and it is recognized as a right of property separated from the right of privacy. But in Germany, the right of publicity is protected as a human right. On the other hand, in Korea, there is an argument that the mental human right and the right of publicity which has property-characteristic are not separated clearly, and also the attitude of precedent toward the right of publicity is not unified. Especially in Korea, where it is taking the written laws principally, it is not easy to recognize the right of publicity which is a monopoly and exclusion without basis such as any actual laws such as regulation of agreement or any conventional laws. Therefore, as the right protection of celebrities is becoming the social state and there is an agreement with the constituents of the society, now Korea shall progress legislation about the right of publicity, and prepare a legal basis which regulates the remedies for the realization condition, alienation, inheritance, objectives, duration and violation of the right of publicity.
The country using factoring actively today is England. The history of factoring could throw back to the Middle Ages, but modern factoring was developed in colonial age of the United States and it was known throughout England in 1960s. At the beginning, it performed mercantile agent who works in local area in order to get rid of uncertainty and inconvenience of a distant trade, but it was getting developed into a today's factoring system which focusing more on financial function. The factoring is called 'account receivable financing' in the United States and it is started out as sales agent and getting developed to 'del credere agent' who guarantee the payment. The activities of factors have been expanded to not only consignment sale and payment guarantees but also advance financing service. However, at the end of the 19th century, the direct sales(direct marketing) was expanded by the development of telecommunication and transportation technology, and then the marketing service by factor was degraded, but the collection of payment and advance finance had been maintained until now and developed into today's factoring system. Especially, the establishment of Uniform Commercial Code in 1931 had formed the basis for activating factoring in the United States through preparing a legal basis of factoring. Due to changes of international trade environment, most of commercial bank in Korea have to deal with export factoring as a trade finance service and it is desirable to specialize as a financing for small and medium company.

The information security management system (ISMS) and the personal information management system (PIMS) have been integrated into a personal information & information security management system (ISMS-P) certification scheme in response to requests to reduce the time and cost to prepare certification schemes. Integration of the certification system has made it possible for the system operator to gain the advantage of easy management of the ISMS-P certification system, and the certification target organization can enjoy the advantage of easy acquisition and maintenance of certification. However, ambiguity in the application criteria of the target organization, and ambiguity in the certification criteria control items require the target organization to operate an excessive management system, and the legal basis to be applied to the certification target organization is ambiguous. In order to improve these problems, this paper uses case studies to identify the types of certification bodies that apply the certification criteria, and to change the control items applied during certification audits based on the types of certification bodies. Institutions that wish to obtain only ISMS certification have proposed three solutions, excluding controls covered by the ISMS-P. This paper suggests ways to operate an efficient certification system, and can be used as a basis for improving problems in the ISMS-P certification system.
The purpose of this descriptive study was to identify the homecare needs of patients with cancer and to provide a basis of interventions. One hundred and two patients at one general hospital in Gyeongnam responded to a questionnaire developed on the basis of care needs perceived by nurses caring for hospitalized patients with cancer. The questionnaire was a Likert type 5 point scale with 56 items on five need categories ; 1) informational 2) physical care : 3) emotional care 4) socioeconomic care and 5) special care needs. Internal consistency of this questionnaire was Cronbach's $\alpha$=.9101 for total items. The data was collected from March 1st to May 31th, 1998, by two graduate nurses. In the data analysis, mean & standard deviation were calculated to identify the degree of care need of each item, and the t-test & ANOVA were done to determine the effects of patients' demographic background on their care needs. The findings are summarized as follows ; 1) The mean score of total of need items was 3.048. Of the four need categories the highest score was informational at 3.4, followed by emotional care, 3.063, physical care, 2.623, and socioeconomic care, 2.599. 2) In the informational need category there were four subcategories with 19 items. Medication and pain control had the highest score, 3.755 ; second was diet and exercise, 3.613 ; third was disease and treatment process, 3.337 ; and last was personal hygiene and infection prevention at 2.687. 3) In the physical care need category there was nine items, IV infusion for nutrition and management of treatment complication was above 3.2 points and the remaining items were in the 2.847-2.070 score ranges. 4) In the emotional care need category there were seven items. The highest need was in support for relationships with health personnel, 3.673. The need for support of religions beliefs and support for having a religion were low at about 2 points. 5) In the socioeconomic care need category there were six items. Support for medical insurance expansion and financial support were above 3 points. Legal support and support for caring of children were low in the care needs. 6) In the special care need category the there were 15 items. Informational need about immunization and informational need about effects of disease on growth and development were high, above 4.1 points. Need for decubitus care and prevention, sitz bath and incontinence care were low, below 2 points. 7) There were significant differences in degree of care need according to admission rate, education level, marital status, religion and caregiver's religion. In conclusion, homecare needs perceived by hospitalized patient's with cancer was moderate, but informational need was higher than direct care need, leading to the conclusion that the provision of sufficient information to patients with cancer at discharge is needed. Nursing interventions should be developed considering the patient's background.
Korea's trade balance in service showed surplus in 2012 on the basis of BPM5. This is recorded by 14 years since 1999. This owes to decrease of deficit in tourism balance, increase of surplus in construction and transportation, and shift from deficit to surplus, even in small portion, in personal cultural recreational services balance. While externally the global economic growth becomes inactive and the Korean Won has appreciated, internally Korean service industry is very weak and is not equipped with international competitiveness. This study intends to look into service surplus items and services deficit items and to present measures that will be able to strengthen competitiveness in service industry. As a short case study, German and Japan was benchmarked, as they are the countries which are developed on the basis of manufacturing like Korea. And in this study, by analyzing surplus items and deficit items in trade balance sheet, it is attempted to suggest policies which would be available for strengthening service industry. As the service industry is a highly value-added one, it is necessary to designate promising categories and intensively foster as strategic industry. Service industry has their own characteristics distinguished with manufacturing goods. It has very different logistics and payment system with manufacturing industry. It means there must be independent support systems which reflect the nature of industrial classification in service industry. It is necessary to provide export support system, to organize export market development group, to support marketing, to set common logistics center, to support diplomatic means, to provide legal service and so on.
