The Awareness and the Challenges about Protection and Access Control of Record (기록정보의 안전한 보호와 접근통제에 관한 인식과 과제)

  • The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

A Study on Improvement of Safety Management by Port Stevedoring Industry (항만하역업 안전관리 개선방안에 관한 연구)

  • Recently, the increase of international trade volume is leading to risk exposure and safety accidents in the port terminal industry. In addition, as Serious Disaster Punishment Act came into effect on January, 2021, various guidelines and laws to protect safety and life in port terminals are being enacted. However, despite these efforts, medium-to-large safety accidents in the port terminal industry have occurred. According to the Korea Occupational Safety and Health Agency, from 2016 to 2019, the number of casualties in the port handling industry increased by 4.2%. To build some effective follow-up management of port accidents and preparation of related safety laws/systems, a risk analysis in consideration of causes and damage of accidents should be conducted. Therefore, in this study, major risk factors and preventive measures were derived by conducting risk assessment based on 1,039 cases of port terminal accidents collected by the Korea Occupational Safety and Health Agency for five years. Priorities for preventive measures were then determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.

A Study on the Improvement of the Disaster Prevention and Control System for Underpasses by Analytic Hierarchy Process (계층분석법을 통한 지하차도 재해 예방 및 제어 시스템 개선 연구)

  • Purpose: Increase in the size and number of underpasses rises occurrence of disasters such as fire and flooding inundation in underpasses. In the occurrence of disasters, the underpasses are more vulnerable to expose of crucial disasters than the general roads due to they are built underground. Therefore, The purpose of this paper is to derive system improvement items to prevent and control disasters in underpasses. Method: A hierarchical model of disaster impact factors and alternatives was developed based on prior researches and expert advices on disaster analyses and impact factors in the underpasses. The developed model was employed for surveys of pairwise comparison, and rankings of improvement were determined by applying the AHP method. Result: With a consistency of the surveys, results of relative weights of evaluation criteria(traffic accidents, fire, flooding inundation) and alternatives(law, system/planning, maintenance/human factor/environment) shows that improvement of laws and system related to the fire disaster is a top priority to prevent and control disaster of the underpasses. Conclusion: From experts' point of view, strengthening laws and systems related to disater prevention facilities such as water spray facilities, external(ground) exit in relation to fire in underpasses showed that it is an alternative to prevent disasters and minimize damage to underpasses.

  • Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".

A Study on Status Analysis and Improvement of Heavy Cargo Logistics (중량물 물류 실태 분석 및 개선 방안에 관한 연구)

  • Interest and demand in heavy cargo logistics is increasing and becoming more diverse as economic scales have expanded and manufacturing activity has increased. Although cargo moves via maritime and/or land transportation, there is currently insufficient research on the actual condition of heavy cargo logistics. The purpose of this study is to carry out an in-depth analysis of heavy cargo laws, systems, logistics patterns, and current transportation status. By proposing measures to solve existing problems, this study aims to make an important and ongoing contribution to the scarcely studied field of heavy cargo logistics. The result of regression analysis on the main seven factors show that transportation frequency and law/system structure have a positive effect on working conditions. Furthermore, the result of correlation analysis on the main seven factors show that the cargo weight variable is highly positively correlated with cargo size. Also, the working conditions variable is highly positively correlated with the law/system structure. Detailed proposal measures to solve existing problems are summarized as follows. First, it is necessary to establish a clear concept of heavy cargo as numerous existing definitions differ. Second, laws and provisions relating to maritime and land transportation of heavy cargo need to be established and consolidated as current applicable legislation is insufficient. Third, the classification system for heavy cargo transportation needs improvement. Fourth, it is necessary to improve transportation performance statistics and the aggregate criteria system. Finally, the management system of heavy cargo also needs improvement.

A Comparative Analysis of Major Oil Spill Compensation Systems in France, Spain, and Korea - In the Case of M/T Erika, Prestige, and Hebei Spirit - (프랑스.스페인.한국의 대형유류오염손해배상제도에 관한 비교연구 -에리카호.프레스티지호.허베이스피리트호를 중심으로-)

  • In this study, the authors analyzed the limit of IOPC Fund system, such as limit of compensation, amount of FC, long period of assessment by IOPC Fund, issue of non verification by poor claimant or small business, issue of poor claimant subsistence in early stage of accidents, and comparatively analyzed how the three countries resolved these limits by enacting special laws and government policy. Until recently most governments have carried out prevention policy for maritime safety, oil spill response, investigation of maritime accidents, and restoration of marine environment when oil spill accidents happened. However, governments have not actively participated in the oil spill compensation process because it is a matter of private sectors between the polluter and claimant. The governments have only limited their role in ratifying Civil Liability Convention and Fund Convention and enacted relevant domestic laws. However, the governments of France, Spain, and Korea have actively participated in the compensation process of oil pollution incidents of M/T Erika, M/T Prestige, and M/T Hebei Spirit. This is because they had experiences of unsuccessful compensation in M/T Amoco Cadiz, M/T Agean Sea, and M/T Sea Prince.

A Design Aspects of Historic Parks Preserving Buried Cultural Heritages - In the Case of Neunggok Prehistoric Remains Park, Ansan Singil Historic Park, Yongjuk Historic Park - (매장문화재 보존형 역사공원의 설계 양상 - 능곡선사유적공원, 안산신길역사공원, 용죽역사공원을 대상으로 -)

  • This study derived the design aspects by carrying out the case study of Neunggok prehistoric remains park, Ansansingil historic park and Yongjuk historic park to which are taken measures to preserve undesignated cultural heritages after studying the related laws & regulations and the systems as the design conditions of historic park preserving buried cultural heritages. The results of the study are as follows. First, according to the laws & regulations related to the historical parks, the historic sites should be preserved and utilized at the same time and can have history-related facility spaces, squares, rest spaces, exercise spaces, education & culture space, and convenience spaces. Second, by the space organization and the circulation system emphasizing only the preservation of buried cultural heritages, the feature-preservation space and the functional space are separated and due to not accepting the usage behavior considering peripheral land use, the effectiveness of the historical park was low. Third, the passive feature-preservation methods such as the preservation of the exposed site in architectural methods, the reproduction of the dugout hut, and the planting Royal azaleas or displaying stone after covering up the location of the pit dwellings with soil and the usage mainly for viewing have weakened the identity of the historical park. Fourth, the fence preventing users' access interferes experiencing the features, and the vertical structure protecting the upper part of the exposed features has overwhelmed the landscape of the historical parks. Fifth, it was difficult to figure out the feature space only by the texts mainly on terminologies and the excavation photographs presented on the information signs which introduce the buried cultural heritages.

After that, the priorities for preventive measures were determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.

A Review of China's Endangered Species Protection Act and Suggestions for Improvement (중국의 멸종위기종 보호법에 대한 검토와 개선책)

  • The purpose of this study is to analyze endangered species laws and systems in China from the viewpoint of the importance of protecting biodiversity and to propose suggestions for existing wildlife protection laws in China to improve efficacy. Since the People's Republic of China Wildlife Protection Act was promulgated and enforced in 1988, China has found that urgent amendments are necessary because of neglected management of the act. The content of the Wildlife Protection Act of China is not only monotonous and unsystematic, but also needs modification and supplementation because it is pre-modern and does not meet current demands. In comparison with other countries, the purpose of China's legislation, supervision system, scope of protection and public participation system differ. China's Wildlife Protection Act is also hindered by confusion in the legislative protection system, lack of an administrative compensation system, difficulties in implementation, deterioration of legal efficiency, lack of content and operations, and lack of a list of species that should be is protected. This paper proposes measures for improvement to solve this confusion in the legislative system for the endangered species protection law to establish a legal system suitable for the current situation in China.

Dynamic Control Allocation for Shaping Spacecraft Attitude Control Command

  • For spacecraft attitude control, reaction wheel (RW) steering laws with more than three wheels for three-axis attitude control can be derived by using a control allocation (CA) approach.1-2 The CA technique deals with a problem of distributing a given control demand to available sets of actuators.3-4 There are many references for CA with applications to aerospace systems. For spacecraft, the control torque command for three body-fixed reference frames can be constructed by a combination of multiple wheels, usually four-wheel pyramid sets. Multi-wheel configurations can be exploited to satisfy a body-axis control torque requirement while satisfying objectives such as minimum control energy.1-2 In general, the reaction wheel steering laws determine required torque command for each wheel in the form of matrix pseudo-inverse. In general, the attitude control command is generated in the form of a feedback control. The spacecraft body angular rate measured by gyros is used to estimate angular displacement also.⁵ Combination of the body angular rate and attitude parameters such as quaternion and MRPs(Modified Rodrigues Parameters) is typically used in synthesizing the control command which should be produced by RWs.¹ The attitude sensor signals are usually corrupted by noise; gyros tend to contain errors such as drift and random noise. The attitude determination system can estimate such errors, and provide best true signals for feedback control.⁶ Even if the attitude determination system, for instance, sophisticated algorithm such as the EKF(Extended Kalman Filter) algorithm⁶, can eliminate the errors efficiently, it is quite probable that the control command still contains noise sources. The noise and/or other high frequency components in the control command would cause the wheel speed to change in an undesirable manner. The closed-loop system, governed by the feedback control law, is also directly affected by the noise due to imperfect sensor characteristics. The noise components in the sensor signal should be mitigated so that the control command is isolated from the noise effect. This can be done by adding a filter to the sensor output or preventing rapid change in the control command. Dynamic control allocation(DCA), recently studied by Härkegård, is to distribute the control command in the sense of dynamics⁴: the allocation is made over a certain time interval, not a fixed time instant. The dynamic behavior of the control command is taken into account in the course of distributing the control command. Not only the control command requirement, but also variation of the control command over a sampling interval is included in the performance criterion to be optimized. The result is a control command in the form of a finite difference equation over the given time interval.⁴ It results in a filter dynamics by taking the previous control command into account for the synthesis of current control command. Stability of the proposed dynamic control allocation (CA) approach was proved to ensure the control command is bounded at the steady-state. In this study, we extended the results presented in Ref. 4 by adding a two-step dynamic CA term in deriving the control allocation law. Also, the strict equality constraint, between the virtual and actual control inputs, is relaxed in order to construct control command with a smooth profile. The proposed DCA technique is applied to a spacecraft attitude control problem. The sensor noise and/or irregular signals, which are existent in most of spacecraft attitude sensors, can be handled effectively by the proposed approach.
