농촌경관계획수립 기준 정립 연구 (A Study for Rural Landscape Planning Criteria)

  • The purpose of this study is to propose the rural landscape planning criteria for Korean rural area. For this, the meaning of rural landscape is defined, and the legislative framework and several legal processes are surveyed, including the deliberation system for natural landscape impacts and the Landscape Law recently legislated. Through literature studies and analysis, the rural landscape planning criteria are proposed, which have step-by-step processes; goals and objectives, analysis and estimation for present conditions, basic planning concept, landscape planning for different visual landscape types, landscape designing for visual elements, and practical action plans. Each processes are designed considering the existing legislative framework, so it can be well-matched to current systems. But, because there are few rural landscape plans so far, comparing to the urban landscape plans, the validity of this criteria should be verified in the future studies.

조망점의 선정기준과 경향에 관한 연구 (A Study on the Criteria and Trends in Selecting Viewpoint)

  • The purpose of this study is to construct the fundamental data for setting a valid viewpoint as the base of landscape planning and management practices. To do this, we analyzed the preceding dissertations and landscape plan reports which presented the selection criteria of viewpoint. 37 research samples containing the criteria of viewpoint were investigated. The selection criteria and trends of viewpoint were analyzed as follows : Firstly, by analyzing the preceding researches we were able to grasp the criteria that had been used to set viewpoint. Secondly, we investigated the differences in criteria of selecting the viewpoint according to the research type, research time and view object. Finally, we analyzed the trends of viewpoint selection criteria and classified the characteristics and selection criteria of viewpoint based on an overview of the research content. It can be concluded that the criteria of viewpoint are intimately linked to the view object, the purpose and role of viewpoint which is related to the landscape planning and management practices. According to this study, we can find that the selection criteria and trends of viewpoint have been used in the research related to the view plane following the 1990's. Hereafter, additional research and the comparisons with researches abroad is necessary to set the objective selection criteria of viewpoint.

도시경관계획을 위한 경관유형 분류기준에 관한 고찰 (A Study on the Classification Criteria of Landscape Type for Urban Landscape Planning)

  • 본 연구의 목적은 도시경관계획의 효율적 실행수단 확보 차원에서 도시경관 유형화를 위한 기초자료를 구축하는데 있다. 이를 위해 국내 주요 학술지 논문과 경관계획 보고서 중 경관유형과 분류기준을 구체적으로 제시한 기존 연구를 분석하고, 이를 토대로 현행 도시계획의 근간이 되는 용도지역지구제에서 활용 가능한 도시경관 유형화 분류기준을 제시하였다. 연구결과는 다음과 같다. 첫째, 분석과 평가 관점의 경관유형화 방식은 생태학적 접근과 형식미학적 접근에 기반하여 경관요소들의 특성을 분석하며 이를 토대로 경관을 유형화하는 것이 큰 특징이라고 할 수 있다. 둘째, 우리나라 경관계획에서 보여지는 경관유형은 분석을 위한 경관유형과 계획을 위한 경관유형의 혼용에 의해 논리적인 경관유형 분류체계가 확립되지 않았으며, 이로 인해 경관관리대상에 대한 명확한 규정이 없다는 것이다. 이는 결국 경관관리를 위한 경관제어요소와 관리방안에 대한 구체적인 지침 부족으로 연결되고 있다. 본 연구에서는 경관계획 과정상의 효용성을 고려하여 활용 가능한 경관유형 분류기준을 크게 경관구성의 1차적 기준과 2차적 기준으로 제시하였다. 1차적 기준은 지형과 용도지역지구, 경관자원의 성격, 경관요소가 있고 2차적 기준은 경관계획 대상지 외부에서 경관을 구성하는 조망점, 조망점과 경관대상과의 거리, 도시공간의 형태적 특성 등으로 구분할 수 있다. 이를 이용한 도시경관 유형화는 도시 전반에 대한 경관관리가 가능하게 할 것이며, 향후 도시경관유형을 토대로 한 용도지역지구의 운용에 있어 기초자료로 활용될 수 있으리라 판단된다.

농촌경관의 보전.형성.관리를 위한 정책제안 연구 (A Proposal of Rural Landscape Policy for Preservation, Formation and Management)

  • The purpose of this study is to propose the policies for preservation, formation and management of Korean rural landscape. For this, the current rural landscape policies are examined and recent legislative changes are also surveyed. The Landscape Law and the Comprehensive Countermeasures for Rural Landscape Improvement are the most significant changes. The proposed issues are as follows: 1. the establishment of rural landscape planning system, 2. the arrangement of the criteria and guideline for rural landscape planning and design, 3. the re-arrangement of the rural landscape index and landscape map, 4. the survey and management of the rural landscape amenity, 5. the revitalization of the landscape projects for rural area, 6. the pragmatic connection with other law and system(especially the Landscape Law), 7. the education and cultivation of the rural landscape expert groups.

곤충류 공간 분포를 활용한 농경지 경관구조 분석 (Landscape Structure Analysis Based on Insect Spatial Distribution in Rural Area)

  • Landscape structure is important to understand a complex patterns and interaction with adjacent habitat in rural area. The aim of this study is to analyze relationship between landscape structure and insect spatial distribution in rural area to suggest applicable possibility of landscape structure as biological indicator. For this purpose, first, four landscape structure criteria such as distance from the forest; density of farmland-forest ecotone; landscape continuity; and field size are selected. Secondly, these criteria are applied to Gangsang-myeon, Yangpyeong-gun where mosaic feature are conserved at various spatial scale. Thirdly, application of landscape structure criteria is verified using correlation with species number, species diversity, and species richness of insect. As a result, it could be suggested that the landscape structure criteria are useful for explaining insect spatial distribution.

도시개발의 경관생태적 성능 평가를 위한 경관생태관리시스템(LEMS) 구축에 관한 연구 (The Landscape Ecological Management System (LEMS) for Assessing the Landscape Ecological Performance of Urban Developments)

  • Studies on landscape ecology have focused on conceptual aspects, while empirical focus for spatial planning has been rarely conducted. This study conducted an empirical analysis to enhance landscape ecological performance of urban developments using landscape ecology. To do so, concrete criteria and standards to analyze structural, functional and variational mechanisms of urban landscape ecology were developed. An integrated landscape ecology assessment model that can be applied to urban development planning was established by combining the criteria. Next, Landscape Ecological Management System (LEMS) was developed to implement an integrated assessment using GIS. To verify the effectiveness of the system, a case study was conducted using LEMS on Byulnae City in the Seoul Metropolitan Area. The LEMS can be useful for urban planners and policy makers in their selection of desirable planning alternatives. Moreover, the LEMS developed in this study can be a useful tool for academia in terms of the implementation of further related studies, and for planning professionals in their environmental impact assessment tasks.

환경성 평가시 도시보전용도지역 확보기준에 관한 연구 (A Study on the Environmental Assessment Criteria for Designation of Conservation Zones in Urban Area)

  • The environmental conservation-targeted zoning in urban planning process has been functioned as securing a ecological core in urban green spaces management. Hence, the designation of conservation zones in land use planning is considered as a key task to achieve the sustainability of urban planning. The recently introduced pre-environmental review system for the proposed urban plan, by which the conservative measures for urban ecosystem and landscape are suggested in aspect of environmental impact mitigation, has played an active role in enhancing the environmental performance degraded by wide range of development pressure. This study is aimed at drawing out of objective criteria for designation of environmental conservation zones, which can be applied to urban planning establishment and also to environmental assessment process. To achieve this goal, the study adopted the following methods; pre-study review, analysis of existing official opinion statements released by the Ministry of Environment, contents analysis of related laws, and experts' panel discussions on the finally arranged criteria. The results of this research can be summarized as follows: First, the total criteria of 48 are drown out with categorizing into environment-ecological and socio-cultural sectosr. Second, the environment-ecological part is composed of 33 criteria such as vegetation, animal, geomorphology, watershed, environmental land suitability, and etc. Here, the Degree of Ecological Function, Degree of Environmental Land Suitability, and Vegetation Map are mainly utilized. Third, the 15 socio-cultural criteria relating to the history, social ecology and landscape have such components as forest around relics, Seo-won(school), castle, tomb, landmark, skyline, natural landscape, and etc. Forth, these individual criteria can be applied to designation of each conservation zones among total of 11 conservation areas(or districts).

환경친화적 완충녹지의 기준설정 (Design and Planning Criteria for the Green Buffer Zone)

  • The purpose of the study is to analyze the existing situation of the green buffer zone in the large scale industrial site and other major residential apartment areas. In this study, it is specifically intended that the planning guideline be upgraded to adopt future landuse trends and thus to suggest design criteria for management of the buffer zone. The framework of the analysis is to review the current landuse, noise reduction, ecological implications and landscape in general. Although the major function of a green buffer zone is considered to protect the residential area from various hazards of industrial, traffic, and visual environment, the situation is that most of the zones are maintained at a minimum level of services by local government. The study carried out intensively almost every type of case studied throughout the country, which implies that the management of the green buffer zone should be expanded physically enough to function for its original objectives. The study recommends that ecological management of the green buffer zone be emphasized and therefore the criteria for this purpose as well as noise issue should be developed prior to the landuse aspects. The study suggests specific guidelines for planning and design for the green buffer zone development. This study should be verified positively through the sustainable monitoring and requires nationwide and overall examination so that it may be applied to whole green spaces.

농촌 어메니티 경관의 평가 체계 개발과 적용 - "2007 농촌 어메니티 100선"을 중심으로 - (Developing the Assessment System of Rural Amenity Landscape)

  • Amenity landscapes in rural areas are becoming increasingly important as a resource to enhance the (public) interest in rural landscapes and to vitalize the rural areas. Befitting the times, the objective of this project is to discover the amenity landscapes distributed throughout the rural areas and to produce material in the form of a publication for the promotion of the aforementioned landscapes. For such purposes, local autonomous bodies, rural amenity resource investigation team, and experts on landscape found rural amenity landscapes and entered them for a selection process, out of which the top 100 rural amenity landscapes were ultimately selected based both on the assessment system developed by the researchers and on the assessment process executed by the assessment committee. The following two categories of assessment criteria for the amenity landscapes were presented: village-related assessment criteria including value as resource and use value; landscape-resources-related assessment criteria, including aesthetic value, identity, adherence to traditionality, and sustainability. Assessment for each criteria item was made by applying a 5-point Likert scale throughout. The sum of the points for each landscape was then converted at a 100 point scale for ultimate use in selection of the top 100 landscapes. This paper is the outcome of such series of processes and systems.

Landscape Planning for Shiwha Migratory Birds Habitat

  • Shiwha Lake is an excellent example of a body of water restored from a state of heavy pollution to a cleaner and more ecological state. This paper will explore techniques and methods available to landscape planning for the creation of new migratory birds habitats in Shiwha Lake. Because Shiwha lake is located adjacent to a new industrial site on reclaimed land, any planning effort aimed at restoring bird habitats must carefully consider the existing context. This plan had 3 goals; (1) to restore the coastal environment, (2) to create a habitat for migratory birds, and (3) to administer environmental education programs. To achieve these goals, several objectives were determined and planning criteria were proposed for topology, water environment(fresh, brackish and salt water swamps), zoning(for experts and general visitors), circulations, planting and mounding. The flora and fauna of the site was surveyed, and 5 alternatives were suggested and compared in several aspects. Planting species were carefully selected considering target birds and habitat requirements. In order to increase bio-diversity of the site, the plan proposed multi-staired mounds and extensive drainage systems. Bird watching facilities with natural materials, and the remote observing system using CCTV and the internet were some of the ecological techniques recommended by the plan. The bird watching trails are divided into two different zones for experts and general visitors.
