도시생태현황도의 활용효과 측정지표 개발 및 효과분석 (Development of Measurement Indicators and Effective Analysis for Utilizing Effects of Biotop Map)

  • This study aims at choosing indicators to measure the effect of utilizing biotop map, and analyzing its effect by an indicator from the perspective of performer. The Primary performance indicators are made through specialist survey using SMART. As a result, three indicators are chosen: "Discussion of the period of an environmental effects evaluation(reduced effect)", "Plan and execution of environment and ecology plan in an urban development site", "Minimizing ecological damage in an urban development." The result in each indicator is as follows. The indicator of discussion of the period of an environmental effects evaluation(reduced effect), the average reduction rate in statistically meaningful level reduced 6.08% and 11.64% respectively in 2004-2005. In this period, environment information system was established and the reduction effect is shown in this period by reinforcing environment effect estimation using biotop map. As to the indicator of utilizing biotop map in an urban development site, the Seongnam P site case shows that biotop map was used when they set up an development plan. In case of minimizing ecological damage in an urban development, the Gwangjingu G-dong case shows that it was used to appoint preservation sit, and mediate development restrict area. Accordingly, the biotop map utilizing effect is confirmed through core performance indicators and verification of the indicators using SMART. The further research is encouraged to find evaluate indicators and verify the effect quantitatively to increase the use of biotop map.

구획정리사업 부지내의 제척지 주거환경 실태 - 대구시를 중심으로 - (The Living Environments of Leave-out lands in the Land Readjustment Project Area - Focused on Daegu City -)

  • This study is designed to suggest future development guidelines for leave-out lands in the land readjustment project area. For this purpose, physical conditions which affect living conditions were surveyed. The findings are follows. First, the living conditions in the lands are low with shortage of parking space and green area, narrow and low-performance road conditions, disordered fence and roof. Furthermore, illegal waste disposal made the condition even worse. Second, it is desirable to make separated plan for the leave-out lands because they have quite different living conditions from those of the land readjustment project area. Third, it is suggested that urban planning and architectural laws should pay attention to the leave-out lands to improve living conditions. It is also recommended that planning obligations for the leave out land should be imposed on land developers.

새만금지역의 관광자원 가치와 개발방안에 관한 연구 (A Study on Evaluating Tourism Value and Presenting Development Strategies for the Saemangeum Project)

  • 본 연구는 1991년부터 정부 주도로 개발하고 있는 새만금 개발프로젝트의 기본계획이 어떻게 변경되었는지 조사하여 새만금 개발이 가지고 있는 미래가치와 관광자원가치를 분석하여 새로운 개발 전략을 제시하고자 시행되었다. 연구의 방법은 새만금 개발을 총괄하는 새만금개발청에서 발표한 시계열 연구자료 및 보도자료 등을 심층 분석 연구방법론을 활용하였다. 정부는 다기능 융복합기지 조성을 위해 농업용지를 대폭 줄이고 비농업 용지의 비율을 70%까지 확대하는 수정계획을 발표하였다. 그 이후에도 정부는 2014년 새만금 기본계획을 수정하여 투자수요육성차원에서 투자수요자 맞춤형으로 계획을 변경하여 세계적인 경제협력을 위한 경제협력특구 제도를 도입하였다. 그러므로 본 논문의 연구 목적은 정부가 변경한 새만금개발사업 마스터 프랜을 중심으로 현재까지 새만금 개발의 추진과정을 분석하고, 새만금 개발의 관광자원으로서의 가치를 평가하고자 한다. 이러한 분석의 결과를 토대로 국제관광의 트렌드 및 유사사례 등을 참고하여 새만금의 주변관광지 환경과 용지특성을 고려한 새만금 관광개발비전을 제시하고자 한다.

But realization of plan hazard the execution of the public section which stands will be important, it will reach and the public section execution plan of the autonomous nine dimension for must be prepared. The next research that the individual globe plan and development actual condition actual proof and the research which it analyzes system is necessary with base, sees the general operation evaluation of Seoul District unit plan.

  • Owing to the mass-housing policies of high-density and high-rise, the residential environments in Korea have come to be uniform and monotonous. Nevertheless, the design competitions introduced for the first time in 1980s have Played significant roles in developing the fresh ideas and concepts in housing design. And in our country, the land of the gradient $0-9^{\circ}$ that is able to plan as level sites come up to 32.5% of the total land and the land of the gradient $10-29^{\circ}$that should be designed by considering the characteristics of the sloping sites is 53.2% of the whole. For that reason, the development of the apartment housing in the sloping site has been done largely to solve the issues associated with the scarcity of the land. Therefore, it is very meaningful job to see the various design methods on the basis of the characteristics of the sites, particularly gradient, by analyzing the prizewinners in the design competitions. In this context, the research analyzed the works that won the design competition after 1990, and organized the types of the block plans and the design characteristics applied in our residence housing. Secondarily, it classified that types by the gradient and analyzed statistically and compared the numerical value.

개발제한구역 모니터링체계 개선방안 연구 (A study on The Improvement Plan of The Restricted Development Zone Monitoring system)

  • 본 연구의 목적은 현행 개발제한구역 단속 및 관리체계의 문제점을 진단하고 데이터 기반 모니터링 체계로 전환할 수 있도록 구축방안을 마련하는 것이다. 개발제한구역은 타 용도지역지구와 달리 최소한의 유지 외 모든 개발행위를 금지하고 지자체에서 엄격히 단속 및 관리해야 하는 구역이다. 그러나 현재의 개발제한구역 관리체계는 지자체별 여건에 따라 분산 운영되고, 설문 결과와 같이 전체 개발제한구역의 변화를 모니터링하기보다 민원(신고)에 의존하거나 단속업무 수행에 어려움을 겪는 등 데이터 기반의 모니터링체계를 필요로 하고 있다. 특히 본 연구에서는 AI 기반 모니터링체계를 도입하여 국토교통부에서 매년 정기적 시점(월별·분기별)을 두고 동일한 단속 기준으로 전국 권역별 변화를 탐지한 결과를 지자체에 송부하고 지자체에서는 단속 결과를 입력하면서 신뢰할 수 있는 개발제한구역 관리현황 통계정보가 생산될 수 있는 체계로의 전환 방법을 구체적으로 제안하였다. 이러한 방법론 제안을 위해 첫째, 지자체와 관련 전문가를 대상으로 설문조사 및 인터뷰를 수행하였다. 설문 결과 현장 단속과 인허가 관련 행정업무에 어려움을 겪고 있으며, AI 기반 모니터링체계 도입에 대해서는 긍정적 답변이 우세하였다. 둘째, AI 영상분석을 통한 객체 검출 방법론을 실증 지자체에 적용한 사례를 분석하여 모니터링체계 도입에 따른 단속업무 효율화 방안을 제안하였다. 셋째, (현(現))개발제한구역관리정보시스템의 고도화를 기반으로 한 개발제한구역 모니터링체계 구축방안을 마련하였다. 지자체업무 수요에 기반해 드론 촬영 및 분석, 모바일 단속지원체계 등 필요한 서비스들이 지원될 수 있도록 프레임워크를 구성하였다. 이러한 모니터링체계는 향후 주기적 단속과 관리가 필요한 토지를 대상으로 확대 적용이 가능하며 본 연구에서는 이를 실현하기 위한 방법론과 정책을 제안하고자 하였다.

  • 지금까지의 기반시설부담금 관련 기반시설설치비용 산정방식은 표준비용모델을 응용한 획일적 단위설치비용을 적용한 것으로서 이러한 획일적 원단위 적용은 비용산정에 있어 지역적 차별화와 개별사업단위 특수성 반영 등이 어렵다는 문제점이 있었다. 최근 국토연구원 연구를 통해 국토해양부는 새로운 표준단위설치비용 산정방식을 제안한 바, 본 연구는 이러한 개선안에 대해 국가지리정보체계 공간정보를 활용해 사례분석 최적지를 선별하고 GIS 기능을 통해 사례 토지이용계획안을 정밀 구축하여 표준단위설치비용 산정 전 과정을 계량적으로 분석해 보았으며, 특히 안성시를 사례대상지로 하여 시가화지역 외곽에 산업시설이 산재한 지자체 특성을 감안해 주거지역과 공업지역이 혼재한 복합형 단지개발방식을 설정해 사례를 분석해 보고 이를 통해 제도 개선사항의 특장점과 시의성을 확인해 보았다는 데 실증적 의미가 있다.

한강유역 환경보전 종합계획 사업의 개요 (The Outline of Han River Basin Environmental master Plan Project)

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

제주도 해안경관보전을 위한 토지이용규제와 보상방안에 관한 연구 (A Study on the Land Use Control and Compensation Plan for Jeju Island Coastal Landscape Conservation)

  • Jeju coastal landscape has been changed from 1980's. Construction of coastal road, rearing fm, restaurant and condominium are main reasons of destroying the Jeju coastal area. Recently, the law for preserving coastal landscape is effective to prevent diverse construction activities, the land is comparatively restricted in the coastal landscape preservation districts. The resident's attitude toward restricted landlord has been carried out in Jeju province and compensation program has been developed for landlord in the coastal landscape preservation district. To speak compensation programs, First, land compensation as if cash compensation and right of purchase claim, Second, incentive as if tax reducement or regional support, Third, assignment of development right.

비오톱 유형을 고려한 산림지역 생태계 평가기법 개발 (Development of Forest Ecosystem Evaluation Considering Biotope Type)

  • The purpose of this study is to analyze of biotope types and to develop assessment for forest ecosystem evaluation method. Vegetation types divided into 27 types. Considering the vegetation types, vegetation structures, DBH, potentials, and disturbance, it was decided to apply 58 biotope types and survey site's biotopes were divided into 24 biotope types. Assessment indicators were naturaliness, diversity, rarity, stability, potential, and disturbance. The areas given the first grade in ecological value included 9.2% of the site's total land. Areas with the second grade accounted for 43.0% of the total land. Areas with the third grade made up 47.8% of the site and mostly they were areas with dominance of fired area and artificial forest. To plan to build naturally-development for Site, there should be plans to conserve areas with the first grades. For the areas with the second, and third grades, plans for ecological land use based on conservation and restoration in terms of securing biodiversity are needed.
