  • In the recent years, a rigid pavement composed of a flat concrete slab has ken constructed due to the desirable structural strength of concrete, durability and economy. However, despite of precise design and construction of concrete highway pavement, some sections of the 88 Olympic express highway, Jung-bu express highway, and Kyung-bu express highway, which have shown premature cracking, faulting, and pumping before the end of their intended service life, have already been viewed with great concerns by highway officials and engineers. Since environmental variations and traffic loads might be considered as major factors to cause pavement failure problems, the thermal load due to temperature variations between top and bottom surface of the concrete slab was highlighted to verify analytical behavior of concrete slab using the finite element method.

한국의 고속국도 운영기관의 효율성 분석 (Efficiency in Express highway operation agency in Korea)

  • 한국도로공사는 40년간 육상교통의 대동맥인 고속국도의 건설 및 운영 대부분을 담당하고 있다. 90년대 이후부터 민영에 의한 고속국도가 건설 및 운영중에 있다. 하지만, 2001년부터 2008년까지 최소운영수입 보장금 명목으로 중앙정부와 지방자치단체가 2001년-2008년까지 민자사업자에게 1조 5,896억원을 지급하였다. 이와 같은 현실에서 한국고속국도 대부분의 건설 및 운영을 담당하고 있는 한국도로공사의 비용구조 파악이 중요한 의미가 있을 것이다. 분석결과 노동과 자본 운영이 높은 교차탄력성을 나타내 높은 대체성이 존재하며, 자본과 운영은 자본의 상승(고속국도 연장 증가)과 고속국도 노후화에 따른 대체성은 다소 존재하지만, 낮은 대체 탄력성을 나타내고 있다. 한국도로공사는 대체적으로 투입요소가 효율적으로 이용되고 있으며, 노동과 자본 운영의 대체탄력성이 높게 나타나 한국도로공사는 전략적으로 아웃소싱 활성화(영업부문)와 영업과 건설(유지관리 포함) 재무적 분리가 필요할 것으로 판단된다. 또한, 고속국도 운영기관의 통합과 함께 하이패스를 활성화 시킨다면, 보다 우리나라 고속국도의 운영의 효율성은 상승시킬 것으로 판단된다.

도로시설물 자산관리를 위한 서비스수준체계 개발 (Development of Level of Service System for Road Infrastructure Asset Management)

  • PURPOSES: The aim of this paper is developing user-oriented flexible Level Of Service (LOS) system for integrated asset management of various road facilities. It is essential to overcome limitations of general management systems which only focus on a type of assets (e.g. pavement, bridge etc.), and to serve a customizable LOS platform for smooth implementation and future improvement of the LOS considering various managerial environments of road agencies. METHODS: This study suggested a total framework of the LOS system as a process for self-development, operation and improvement of LOS system to conduct the PDCA (Plan-Do-Check-Act) in management process. In the process, we adopted user-customizable elements regarding asset definition, service index and evaluation method to match with the managerial environment of road agencies. In addition, we conducted an empirical study on the entire process of the suggested LOS system with a real road agency (Korea Express Highway) to prove applicability of the LOS system. RESULTS: From the empirical study, we confirmed that the suggested LOS system framework were suitable for development of customized LOS system. In addition, evaluation of asset conditions by LOS ratings, and quantification of vision achievement of the Korea Express Highway were successfully made. It would be the first trial in integrated management approach with LOS systems for numerous road facilities. CONCLUSIONS : It was recognized that easy application and sustainable improvement of the LOS was the most critical point in asset management. The suggested LOS system would be a powerful weapon as a managerial tool in preparing tight budget, aging infrastructures, and increased demands for more accountability both in Korea and internationally. Implementation of the LOS system needs to be expanded to the other infrastructure members to serve satisfactory level of service to taxpayers.

경사가로줄눈을 가진 콘크리트포장구조의 유한요소법에 의한 해석 (A Finite Element Analysis for the Concrete Highway Pavements with Skew Joints)

  • 20세기에 들어서 포틀랜드 시멘트 콘크리트를 이용한 강성포장은, 콘크리트재료의 구조적인 휨강성과 큰 탄성계수 그리고 내구성을 고려한 경제성 등으로 세계 여러 나라에서 널리 이용되어져 왔다. 그러나, 완벽한 설계 및 시공에도 불구하고, 일부 콘크리트 포장도로에서는(예: 미국 Interstate-10 and 75, 한국의 88고속도로 및 중부 고속도로) 심각한 종적, 횡적 균열 및 침하현상 등으로 보수, 유지의 큰 어려움을 겪고 있는 바, 이러한 문제점을 구조역학적인 입장에서 유한 요소법을 이용한 콘크리트 포장구조의 해석을 통해, 차량 위치 및 온도변화에 따른 최대 파괴응력과 위치, 그리고 최대 처짐등을 고려 하므로써, 콘크리트 포장도로의 구조적인 문제점을 해결하는 데 있다. 본 논문에서는 요즘 미국에서 널리 이용되고 있는 경가가로줄눈(skewed joint)의 효과를 구조역학적으로 해석을 하였다.

고속·시외버스 터미널 및 고속도로 휴게소의 통폐합 운영에 따른 편익가치 산정에 대한 연구 (Integration of Express·Intercity Bus Terminal and Highway Service Area: A Study of the Estimated Tangible Value Addition)

  • PURPOSES : This study intends to estimate the tangible benefits derived from the integration of operations of an Express Intercity Bus Terminal and a Highway Service Area. METHODS: For the study, a highway service area was chosen to function as a bus terminal, integrating its services with that of a nearby bus terminal plagued by operating losses. The exercise also helped improve mobility owing to the introduction of local buses between the terminals and utilization of the existing infrastructure such as rest areas. Thus, a terminal that was not being utilized for its intended functionality was integrated with an existing facility to improve the utilization of both and subsequently aid local development. The impact of the exercise was then measured by evaluating the variation in utilization efficiency, operating costs, travel time between two regions (Seoul-Jeomchon and Seoul-Geumsan), and the social costs before and after the integration of the two facilities. RESULTS :The impact of the integration was an increase in utilization efficiency, a decrease in operating cost, a decrease in travel time, and a decrease in social cost in both the regions. The benefits of improved utilization and cost saving can be passed on to the citizens in the form of discounts. A local power generation facility will eventually replace the bus terminal, which can revitalize the local economy. CONCLUSIONS :The integration of the highway service area with the bus terminal is expected to have a win-win effect on the passengers as well as the operators. The study also proposes a sustainable strategic plan for existing terminals and rest areas to implement a method to compete with KTX transportation.

고속도로 절·성토 비탈면 녹화 공법의 적용 실태 연구 (An Analytical Study on the Revegetation Methods for Highway Slopes)

  • A variety of revegetation methods are being utilized and developed. However, most of revegetation methods used on highway slopes in Korea are based on foreign-introduced plant varieties to stabilize road surfaces and to administer afforestation for surface covering at an earlier phase. Therefore. it results in various problems. such as failure to achieve harmony with the surrounding vegetation and 10 cause re-denudation of slopes as the foreign-in introduced plant varieties wane out from 2~3 years after hydro-seeding, etc. In addition, some of the revegetation plants seeded in the earlier phase grow excessively high, thus causes successional problems, such as to inhibit the invasion of the secondary vegetation from the surrounding areas, etc. Therefore, in this study, 160 slopes located in the nationwide express highways have been investigated and analyzed in order to produce basic data for restoration of ecological environment in slopes created on a long-term basis by investigating and analyzing locational characteristics of cut and filled slopes in express highways, status of revegetation methods, characteristics of soil and plant-ecological environment. 1. Investigation on cut and embanked slopes in express highways was carried out in the total of 160 locations, which include 108 cut slopes and 52 embanked slopes. As a whole, the most frequently used revegetation method was seed spray, which was found to be used in the total of 55 target slops investigated. 2. Planting method of Wistaria floribunda applied to some of the blasted rock zones was found to cause damages as Wistaria floribunda trailed up the surrounding vegetation and the secondary invaded trees. In order to prevent this, this method must be used only in the lowest parts of large-sized slopes. Also, it will be required to administer continuous management and maintenance in the areas already planted with this plants. 3. The areas of blasted rock and ripping rock slopes were applied with coir net (net + seeding) method. However, many of these areas failed in achieving ground covering. Most areas where revegetation was in progress, they were covered with Eragrostis curvula(Weeping lovegrass) only. In areas with soil, such as decomposition of granite, where afforestation is difficult. In this slopes, soil base must be improved by hrdroseeding with thin-layer vegetation base application methods in order to achieve success in afforestation with native plants. 4. Woody species, rather than herb species, are more helpful in stabilization of slope surfaces. Therefore, it is important to be able to grow and protect woody species on highway slopes. Growth of woody vegetation is most largely influenced by soil depth. Thus, when hydro-seeding woody plants, it is recommended to apply at the upper layer of the slopes, which is capable to sufficiently provide the fundamentals required in plant growth.

긴급제언 - 대심도 광역지하급행철도 네트워크 효과 (Deeper Underground Greater Metropolitan Express Train Network Effect)

  • The modal split structure of the Korea's transportation system has been dominated by road-oriented structure. The shortage of the inftrastructure to accommodate the rapidly increasing travel demand has brought about socio-economic losses such as severe traffic congestion and high logistic costs, and thereby weakened the competitiveness of the country. Highway transportation sector is more vulnerable to energy consumption comparing with railway sector since the highway sector is dependent mostly on fossil fuels for its energy source. In 2006 annual road cogestion costs in Korea reached 24.6 trillion won, with an average annual growth rate of 5.4%. The annual road congestion cost of intercity highways were 9.2 trillion won. As the new cities that recently developed are located far from Seoul area, the boundary of commuting in Seoul metropolitan area is extended. It makes passengers have longer trips with longer travel time, and the congestion problem to be more serious. In this regards, Gyeonggi Provincial Government proposed a deeper underground metropolitan express train system for the greater Metropolitan area. which is named as GTX. Gyeonggi Province suggested 3 key underground lines, based on the outcome of the feasibility study conducted by the Korea Society of Transportation, and submitted to the Ministry of Land Transportation and Maritime Affairs for its review. If the project is approved for construction and completed in 2016, the daily volume of surface traffic bound for Seoul will be reduced substantially and therefore the users will be benefitted for time savings by an annual amount of 2 trilion won every year.

Coverage Extension of the Highway Dedicated Short Range Communication System based on a Fixed Relay

  • 도심지역에서 사용되는 DSRC 통신시스템은 노변기지국과 차량간 100미터의 통신거리를 갖고 있으며, 이 특성을 이용하여 DSRC시스템에서 RSE(Road Side Equipment)는 차량으로부터 교통정보를 수집하거나 차량에 교통정보를 제공한다. 그러나 고속도로상에서 100미터 통신범위를 갖는 RSE를 사용하는 것은 장비가격 및 설치비가 고가이어서 현실적으로 많은 어려움이 있다. 본 논문에서는 RSE의 표준 셀 범위를 100미터에서 300미터로 확장하고 차량단말기가 RSE와 통신할 수 없는 불감지역을 Cover 하기 위하여 Fixed Relay를 도입하였으며, 이로 인해 Fixed Relay를 사용하는 것이 RSE 만을 사용하는 것 보다 더 경제적인 것을 보인다.

Fundamental thermodynamic concepts for the constitutive modeling of damaged concrete

  • Many damage models has been developed to express the degradation of materials. However, only minor damage model for concrete has been developed because of the heterogeneity of it unlike metals. To model the damaged behavior of concrete, this peculiarity as well as a load-induced anisotropic feature must be considered. In this paper, basic concepts of the thermodynamic theory is investigated to model the behavior of the damaged concrete in the phenomenological viewpoint. And the general constitutive relations and damage evolution equations are investigated too.

트윈제트공법을 이용한 교대 배면 기초보강 사례 (A Case Study of Reinforcing Ground behind Abutment using Twin-Jet Method)

  • 본 원고에는 $\bigcirc\bigcirc$ 고속도로 연약지반상에 시공된 교량의 교대 배후부지를 트윈제트공법을 이용하여 보강한 사례를 소개하였다. 대상지역은 교대 배면 성토구간에 제체하중을 줄이기 위하여 EPS를 시공하였으나 그 하부기초 구간이 연약점성토로 구성되어 소성변형과 지반변동이 지속적으로 발생되었다. 당시발생한 층별 침하량은 각각 20~30mm의 침하가 발생하였으며, 2010년 4월23일 포장덧씌우기 실시후 급속한 침하가 발생하였고 이후 10mm의 융기가 발생하였다. 이에 EPS 성토구간을 관통하여 하부연약지반에 트윈제트 그라우트 컬럼공사를 실시하였다. 지반 개량 후 Core 채취하여 시험실시결과 압축강도는 2.3~8.6Mpa, TCR 92.5%, RQD 64.6%로서 시험 분석결과 Twin-Jet공법에 의한 지반개량은 전석자갈층을 포함한 모든 층에 있어서 양호하게 보강 시공 되었음을 알 수 있었다.
