This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

Location management is very important in location-based services to provide services to the mobile users like banking, city guides and many more. Ubiquitous and mobile devices are the source of data in location management and its significant operations are update and search method. Some studies to improve these were presented by using optimal sequential paging, location area scheme and hierarchical database scheme. In addition, not all location services have the same access methods on data and it lead to difficulties of providing services. A proposed location management of multi-agent architecture is presented in this study. It shows the coordination of the agents on the distributed database of location-based services. The proposal focuses on the location management of the mobile object presented in a hierarchical search and update. Also, it uses a nearest neighbor technique for efficient search method of mobile objects.

The first thing to be prioritized is to set the scope of the management system when establishing an information security management system for systematic and effective information security management. It is important to set the scope for an organization's information security goals due to the scope affects the organization's overall information security activities. If the scope is set incorrectly, it might become impossible to protect important services and therefore, the scope of the management system should be determined in consideration of the core business services of the organization. We propose a core service selection model based on the organization's mission-critical service and high risk service in order to determine the effective information security management system scope in this paper. Core service selection criteria include the type of service, contribution to sales, socio-economic impact, and linkage with other services.

Capabilities of information technology to overcome the time and space limitations enables efficient storage and processing of a large volume of data shared by many users in geographically dispersed areas. As the users ask for more useful information services, it is necessary to develop information services tp meet the needs of users. Value Added Network(VAN) services have a tremendous growth potential and its economic and social impact would be great as the information society matures. The purpose of menu labeling is to offer eating environments with improved healthy food selection. Similar to U.S. policies, the Korea government enforces the Special Act on Children's Food Safety and Nutrition for provision of nutritional labeling in chain restaurants. Considering the importance of dining services for college students and their interests in health, this study examined college students' perception toward nutrition information provided by university dining services. A survey was conducted for university students. Students' recognition of nutrition information for university dining services was lower than recognition of nutrition information for commercial food services. The most common reason cited by students for considering nutrition information of university dining services was customer rights, followed by health maintenance. Students showed a high tendency to use nutrition information of university dining services. College students' motivation for knowing nutrition information of university dining services included health and value interests. Students' knowledge of nutrition had a positive effect on their intention to know nutrition information. The findings of this study offer university administrators and contract food service management companies directions for developing menu labeling for university dining services.

Information technology and the need for timely and effective communication during the Covid-19 have made most governments adopt technological approaches to provide their services. E-government services have been adopted by most governments especially in developed countries to quickly and effectively share information. This study discusses the reasons why governments in the Gulf region should develop a new model for information technology knowledge management practices. To achieve this, the author identified possible benefits of adopting information technology knowledge management practices and why most governments in the Gulf find it hard to adopt them. Knowledge management allows for learning, transfer as well as sharing of information between government organizations and citizens and with the development of technology, the effectiveness of electronic services can easily be achieved. Also, effective adoption of information technology can improve knowledge management with the help of techniques that enhance capture, storage, retrieval as well as sharing of information. The author used systematic literature review to select 28 journals and articles published post 2019. IEEE, Google Scholar and Science Direct were used to select potential studies from which 722 journals and articles were selected. Through screening and eligibility assessment, 21 articles were retained while the back and forward search had 7 more articles which were also included in the study. Using information gathered from these articles and journals a new conceptual model was developed to help improve information technology knowledge management for governments in the Gulf region to effectively deliver e-services during Covid-19. This model was developed based on the process of KM, Theory of Planned Behavior and Unified Theory of Acceptance and Use of Technology. Based on the developed model. From UTAUT model, performance expectancy, effort expectancy as well as social influence had a great impact.

본 연구의 목적은 연구데이터 관리서비스 구현 시 성공적인 서비스를 위한 고려사항을 도출하는 것이다. 이를 위해 선행연구를 활용하여 연구데이터 관리서비스의 영역을 파악하였고, 미국, 독일, 호주에서 연구데이터 관리서비스를 시행중인 대학도서관 6곳과 1개의 기관에서 담당자 8명을 대상으로 연구데이터 서비스에 관한 질문의 답변을 이메일을 통해 수집하였다. 또 해외서비스를 대상으로 수집한 고려사항이 국내에 적용가능한지 국내 연구데이터 관리서비스 전문가와 검토하였다. 연구데이터 서비스 영역은 총 9개의 카테고리로 구분하여 분석하였는데, 연구서비스와 연구데이터 관리서비스 연계, 국가/대학/기관 차원의 협약, 메타데이터 입력주체 및 필수 요소, 직원의 전문화 방안, 이용자 요구분석을 통한 주요서비스 영역 선정, 연구데이터와 연구결과물의 효과적인 연결방안, 이용자와 유관기관과 긴밀한 공조 등의 연구데이터 관리서비스 구축 시 고려사항을 도출할 수 있었다.

The key issue in providing fast and reliable access on cloud services is the effective management of resources in a cloud system. However, the high variation in cloud service access rates affects the system performance considerably when there are no default routines to handle this type of occurrence. Adaptive techniques are used in resource management to support robust systems and maintain well-balanced loads within the servers. This paper presents an adaptive resource management for cloud systems which supports the integration of intelligent methods to promote quality of service (QoS) in provisioning of cloud services. A technique of dynamically assigning cloud services to a group of cloud servers is proposed for the adaptive resource management. Initially, cloud services are collected based on the excess cloud services load and then these are deployed to the assigned cloud servers. The assignment function uses the proposed proportional ordering which efficiently assigns cloud services based on its resource consumption. The difference in resource consumption rate in all nodes is analyzed periodically which decides the execution of service assignment. Performance evaluation showed that the proposed dynamic service assignment (DSA) performed best in throughput performance compared to other resource allocation algorithms.
