Enormous losses of shareholders and consumers caused by the risks threatening today's business (e.g., accounting fraud and inside trading) have ignited the necessity of international regulations on corporate ethics and internal control, such as Basel II and SOX. Responding to these regulations, companies are establishing governance system, applying it consistently to the core competency of the company, and increasing the scope of the governance system. Recently occurred security related incidents require companies to take more strict accountability over information security. One of the results includes strengthening of legislation and regulations. For these reasons, introduction of information security governance is needed. Information security governance governs the general information security activities of the company (establishment of information security management system, implementation of information security solutions) in the corporate level. Recognizing that the information security is not restricted to IT domain, but is the issue of overall business, this study develops information security governance framework based on the existing frameworks and systems of IT governance. The information security governance framework proposed in the study include concept, objective, and principle schemes which will help clearly understand the concepts of the information security governance, and execution scheme which will help implement proper organization, process and tools needed for the execution of information security governance.

Corporate information has great value, but also poses great risk. Information governance is an organization's coordinated, inter-disciplinary approach to satisfying information compliance requirements and managing information risks while optimizing information value. This study aims to suggest the directions of implementing information governance in business firms based on analyses of Sedona Conference Principles of Information Governance. After analysing and reformulating the principles into control standards, and they are investigated and interpreted in terms of practicing information governance.

Nowadays, information security governance which is an integral part of corporate governance has become an important issue in protecting valuable business information assets. However, there are few organizations which have implemented information security governance because of its abstract concept. The objective of this paper is to develop CSFs for implementing information security governance. Ten CSFs were developed based on the ISO/IEC 27014 Information Security Governance Framework.

Internet has changed global information society in many ways. Among others, combination of internet's technological characteristics and internet ecosystem has altered global information governance. This paper argues that internet governance is rooted in the multistakeholder model in which diversified actors including government, private sector, and civil society are connected closely. Players have increased a lot in the global information governance. In particular, civil society have more involved in the decision making process. In the international politics arena, power shift from intergovernmental organizations to civil international organizations has increased. ICANN and IGF(Internet Governance Forum) have played critical roles in internet governance. Internet governance shows new phenomena of global information governance.

As modern public administrations are constructing homepages based on GIS and enhancing public services through interactive communication with their citizens, cyber governance and internet GIS have been conglomerated more than before. As such, the transformation from 'GIS for public management' to 'Internet GIS for cyber governance' is in progress. In the future, cyber governance based on Internet GIS can be a new paradigm for public management. The aim of this study is to look for the applications of internet GISs for cyber governance. For this purpose, the study examines characteristics of cyber governance and internet GIS and analyses similarities between them. Based on this analysis, the study proposes various ways of applying internet GISs for cyber governance.

In order to strengthen the protection of information, public institutions have introduced information security governance system. Public institutions recognizes the importance of information security governance system, and have striven to establish information security governance by establishing institutions and making policies. In this paper, in order to investigate ways that will be the basis for the establishment of information security governance in public institutions, we studied the necessity and model of information security governance. Also, by studying the government policies and cases, we proposed the direction of the policy.

To solidate information security, Korea government introduces information security governance. The public institutions and agencies in korea have begun to recognize the importance of information security governance. For solidating information security governance, the government has tried to establish and solidate an information security policy and information security systems. This study suggests factors affecting the level of information security governance in the public agencies and institutions through the factor analysis and the linear regression analysis. The results of this study show that the CEO's support is able to elevate the level of information security governance. The level of information security governance has relation with the number of the staff in information departments, and the budget in the public agencies and the institutions. This study provides directions for the public agencies and the institution for elevating the levels of information security governance.

This study aims to analyze the characteristics of the smart city governance through the multi-layer governance model, which includes administrative governance(AG), technological governance(TG), and global governance(GG). The results of the smart city governance are as follows. Multi-layered governance was modeled to enable cross-checking of each element of the propelling process and types of governance. AG has transitioned from a public partnership to a public-private people partnership(pppp) through a public-private partnership(ppp). TG has the characteristics of information communication technologies(ICTs) - eco technologies(EcoTs) - Spatial technology convergence including physical center, information software platforms such as the CCTV convergence center, and virtualization such as the cloud data center. GG aims at developing killer applications and ICTs-embedded space with intelligent buildings such as a smart city special zone to enable overseas exports. The smart city roadshow and forum have been developed as a platform for overseas exports with competition as well as cooperation.

Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

The flow of time, depending on the company's ongoing business link to guarantee the proportion of much greater importance, it in the organization as part of an enterprise-wide level, rather than acting on the information society has been considered as the topic of race. Information Security Governance, the integrity of the information, service continuity, the three kinds of information asset protection purpose begins. It is essential for corporate governance, transparency should be part, must be aligned with the IT framework. Existing information security governance framework that small businesses a wide range of governance issues and interests have never had. Therefore, we simplified the information security governance framework is proposed, and solve problems, and propose a framework for analysis of the safety and efficiency through the analysis of the effectiveness of the proposed method were discussed.
