This paper aims to discuss and develop theories of social sustainability as an alternative of urban development, recognizing that urban development paradigm needs to turn to the qualitative perspective. Urban development in Korea has mainly focused on quantitative expansion disregarding qualitative development so far. Korean cities has achieved the quantitative accumulation of wealth due to the strategy. However, as a result, it is also certain that socio-economic problems such as urban poverty, social polarization, deterioration of welfare and quality of life are getting more serious. In the context that social sustainability meets social needs of urban residents based on equity and focuses on social development, it has an important meaning in relation of social and economic problems such as inequality and distribution of urban development. Furthermore, social sustainablity can foster urban residents' endogenous capability and governances. The importance of social sustainablity has been standed out and its concept and practical problems have been discussed diversely among researchers in the Western advanced countries for the last decade. However, social sustainability is still unattractive and its institutional strategy are insufficient in Korea. Concepts and practical problems of social sustainability have implications on the development path of Korean cities which have been accumulated contradiction due to the quantitative development for a long time.
This study was to analyze a total of 18,068 farm reservoirs in Korea with their basic measures, and estimate their average characteristics. These characteristics have also been compared with those of foreign countries. Histograms of seven measures(approval area, beneficial area, watershed area, effective storage, full water area, dam length, and dam height) of reservoirs are made to characterize their distributions and to apply the Pareto analysis with the power law to evaluate their inequalities. The histogram analysis shows that the measures of dam(channel cross-section) characteristics follow the log-normal distributions, on the other hand, those of the basin characteristics the exponential-type distributions. Pareto analysis was done for the five measures of having exponential distribution. The Pareto exponents estimated are 0.38 for the approval area, 0.42 for the beneficial area, -0.19 for the effective storage, 0.30 for the watershed area, and 0.22 for the full water area, so the inequality of the beneficial area is the highest and that of the effective storage is the lowest. Analysis of morphology index versus watershed area shows that most reservoirs are categorized into deep or normal ones. These characteristics are also found to be similar to those of foreign countries.
The purpose of this study, in which 573 students from 2 high schools in Kang Nung city participated was to identify the attitude and experience of sexual harassment. This information will provide useful data, and promote a more systematic sexual harassment education program. The subjects of this study were 278 male students and 295 female students. The data was collected from September 25 to October 6. 2000. The data was analyzed using the statistical Computer package. SPSS to manipulate the data along with frequency, percentage, and mean t-test. The results from this study were summarized as follows. 1. The results from this comparison between two groups were significant in their attitude on sexual harassment(t=-2.26. p=0.024). Female students had higher scores than male students. 2. As a cause of sexual harassment. 'A man's misjudgement regarding a women as sexual objects(n=130: 22.7%)'. 'Patriarchal system of unequal distribution of power and status between the sexes(n=105: 18.3%)'. 'The effect of sexual stimulatives. (pornography. pornovideo. TV program ect.)(n=89: 15.5%)'. 3. As a countermeasure for prevention, 'Punishment, law and regulation of the sexual harasser(n = 151; 26.4%)', 'A preventive education of sexual harassment in adolescence (n = 125: 21.8%)'. 'Reformation of gender inequality and sex discrimination in the socio-structure(n=76; 13.3%)'. 4. Out of 573 students who participated in this study, 209(36.5%) students reported experiencing an incident of sexual harassment. For 278 males who participated in this study, 88(31.7%) had experienced an incident of sexual harassment. For the 295 females who participated in this study, 121(41.0%) had experienced an incident of sexual harassment. The type of sexual harassment is reported physical sexual harassment(n = 248: 40.5%), verbal sexual harassment(n = 226; 36.7%), and visual sexual harassment(n=139: 22.6%). 5. Their age in which they had experienced harassment was usually 'after 16 years of age(n=122: 58.4%)'. The age of harassers were mostly teenagers(n=112; 53.6%). The relationship to the with sexual harasser was a stranger (n=85; 40.7%), or a friend(n=78: 37.3%). After the incident of sexual harassment occurred, some students informed friends (n=114: 54.5%), 63(30.1%) told no one. Male students' feelings after the experienced harassment ranged from: 'be interesting', 'be pleasant'. Female students' feelings after the experienced harassment ranged from; 'be surprised', 'get a shock', 'fear', 'shame'.

This paper is to conceptualize the urban social circulation of water from the social constructivism and political ecology, and to analyze the history of development of social circulation of water, that is, the modernization process of water in Daegu. The development of social circulation system of water in Daegu can be divided into 4 stages, that is, the beginning stage of modernization of water mainly during the period of Japanese colonization, the take-off stage from the 1960s to the mid-1980s, the stage of reflexive modernization from the late 1980s to the 1990s, and that of neoliberalization of water since the 2000s. It can be seen that the development of social circulation system of water in Daegu has contributed the increasing urban population and economic development, especially supporting the spatial expansion of the city and the way of modern way of urban life. But the social circulation system of water in Daegu seems to meet with a lot of problems such as relocation of the water intake station, over-equipment of filtration plants, distrust on tap water, inequality of water use, readjustment of water charge, liquid waste from industrial complexes within the urban area, creative destruction of waterfront environment, and privatization of water.
In general, the linear regression model has been used to estimate trip generation in the travel demand forecasting procedure. However, the model suffers from several methodological limitations. First, trips as a dependent variable with non-negative integer show discrete distribution but the model assumes that the dependent variable is continuously distributed between -$\infty$ and +$\infty$. Second, the model may produce negative estimates. Third, even if estimated trips are within the valid range, the model offers only forecasted trips without discrete probability distribution of them. To overcome these limitations, a poisson model with a assumption of equidispersion has frequently been used to analyze count data such as trip frequencies. However, if the variance of data is greater than the mean. the poisson model tends to underestimate errors, resulting in unreliable estimates. Using overdispersion test, this study proved that the poisson model is not appropriate and by using Vuong test, zero inflated negative binomial model is optimal. Model reliability was checked by likelihood test and the accuracy of model by Theil inequality coefficient as well. Finally, marginal effect of the change of socio-demographic characteristics of households on trips was analyzed.
Purpose: The relativity of factors between low vision and socioeconomic status were investigated. This study represented the preliminary data for establishment of public eye health policy. Further, this report would encourage people to change the social attitudes about the eye health equity of the nation. Methods: The number of people (2,514 people) who have been tested the forced visual activity were examined as it was referred the Korea National Health and Nutrition Examination Survey (KNHNE) of 2009-year data. The prevalence rate of low vision of subjects which are related with house income, education level and occupations were conducted with ttest and chi square test. Besides, the Binominal Logistic Regression was conducted to measure the odds ratio of the subjects. Results: In outline, the prevalence rate of low vision was high with low house income, low education level and low function. The odds ratio represented that 2.77(95% CI, 1.72-4.47) at low house income group and 4.02(95% CI, 1.75-9.23) at the case of below primary school education level. Moreover, the results of unemployed group showed 3.65(1.14-11.68) from the odds ratio measurement. Conclusions: The eye health policy need be instituted which is broad and meticulous support to ease the eye health equity of low eye sight patients. For instance, the education about eye health, examination business of eye disease, and education of assistant units which are useful for low eye sight would suggest practical solution.
Objectives : This study was conducted to examine the relationships of the several socioeconomic position indicators with the mortality risk in a representative longitudinal study of South Korea. Methods : The 1998 National Health and Nutrition Examination Survey was conducted on a cross-sectional probability sample of South Korean households, and it contained unique 13-digit personal identification numbers that were linked to the data on mortality from the National Statistical Office of Korea. Of 5,607 males and females, 264 died between 1999 and 2003. Cox's regression was used to estimate the relative risks (RR) and their 95% confidence intervals (CI) of mortality. Results: Socioeconomic differences in mortality were observed after adjustments were made for gender and age. Compared with those people having college or higher education, those people without any formal education had a greater mortality risk (RR=2.21, 95% CI=1.12-4.40). The mortality risk among manual workers was significantly greater than that for the non-manual workers (RR=2.73, 95% CI=1.47-5.06). A non-standard employment status was also associated with an increase in mortality: temporary or daily workers had a greater mortality risk than did the full-time workers (RR=3.01, 95% CI=1.50-6.03). The mortality risk for the low occupational class was 3.06 times greater than that of the high and middle occupational classes (95% CI=1.75-5.36). In addition, graded mortality differences according to equivalized monthly household income were found. A reduction of monthly household income by 500 thousand Korean Won (about 400 US dollars) was related with a 20% excess risk of mortality. Self-reported poor living standards were also associated with an increased risk of mortality. Those without health insurance had a 3.63 times greater risk of mortality than the insured (95% CI=1.61-8.19). Conclusions: This study showed the socioeconomic differentials in mortality in a national longitudinal study of South Korea. The existence of socioeconomic mortality inequalities requires increased social discussion on social policies in Korean society. Furthermore, the mechanisms for the socioeconomic inequalities of mortality need to be explored in future studies.

Objectives: We examined whether the neighborhood socioeconomic position predicts the smoking rates after adjusting for individual socioeconomic position indicators. Methods: Data were obtained from the 2001 Seoul Health Indicators Survey. The neighborhood socioeconomic position was the residential distribution of the high class (power elites), as measured by the location quotients (LQ) for each administrative dong (district). A high LQ denotes a high neighborhood socioeconomic status. The individual socioeconomic position included education, occupation and income. Age-adjusted smoking rates according to the LQ level were computed with the direct method. The total number of subjects in this study (26,022 men and 28,007 women) was the reference. A multilevel logistic regression analysis was conducted with the individuals at the first level and the neighborhoods at the second level to estimate the odds ratios of smoking with 95% confidence intervals. Results: For men, the age-adjusted smoking rates increased with a decrease in the LQ. For women, the relationship between the age-adjusted smoking rate and the LQ was not clear. The odds of smoking for both genders were greater among those subjects with lower incomes and lower education. The manual occupational class had greater odds of smoking than the non-manual class for the males, while the odds ratio of smoking among females with a manual occupation tended to be lower than those females with a non-manual occupation. For the males, the LQ levels independently predicted smoking after adjustment for individual income. However, this relation between the LQ and smoking in males was explained by full adjustment for the individual socioeconomic position indicators (education, occupation and income). Conclusions: A low level of neighborhood socioeconomic position was associated with higher smoking rates among the men residing in Seoul. This association between the neighborhood socioeconomic position and smoking in men was explained by the individual socioeconomic position. Anti-smoking efforts to reduce geographical inequality in smoking should be directed at reducing the smoking rates between the individuals with different socioeconomic backgrounds in the metropolitan city of Seoul, South Korea.
Objectives : The aim of this study is to identify factors determining the purchase of private health insurance under the mandatory National Health Insurance(NHI) system in Korea. Methods : The data were collected by the National Cancer Center in Korea. It includes cancer patients who were newly diagnosed with stomach (ICD code, C16), lung(C33-C34), liver (C22), colorectal cancer(C18-C20) or breast(C50) cancer. Data were gathered from the hospital Order Communication System (OCS), medical records, and face-to-face interviews, using a structured questionnaire. Clinical, socio-demographic and private health insurance related factors were also gathered. Results : Overall, 43.9% of patients had purchased one or more private health insurance schemes related to cancer, with an average monthly premium of \65,311 and an average benefit amount of \19million. Females, younger aged, high income earners, national health insurers and metropolitan citizens were more likely to purchase private health insurance than their counterparts. Conclusions : About half of Korean people have supple-mentary private health insurance and their benefits are sufficient to cover the out-of-pocket fees required for cancer treatment, but inequality remains in the purchase of private health insurance. Further studies are needed to investigate the impacts of private health insurance on NHI, and the relationship between cancer patients' burden and benefits.
Since the Gifted and Talented Education Promotion Law was enacted 15 years ago, in Korea, gifted education in Korea has continued rapid and quantitative growth. The number of gifted classes or institutes for the gifted have increased, as well as the number of gifted education teachers increasing their participation in professional development training and educational activities. However after 2014, gifted education is somewhat shrinking. Due to the controversy of private education and expansion of social welfare in Korea, administrative and financial support for gifted education is being reduced. This study reviewed the gifted education policies promoted by successive governments and analyzed the relationship between politics and support for gifted education efforts by the government. In addition, the phenomenon of the recently shrinking gifted education in Korean society was analyzed in various aspects. These aspects include: decreasing quantitative growth due to the weakening of administrative and financial support from central and local governments on gifted education, regulations on suppressing private education, social inequality to gifted education access, and lack of solidarity in the gifted education scholastic community. Based on this analysis of gifted phenomenon, ways of developing the ideological and practical aspects of future-oriented gifted education were suggested. In the ideological dimension, it was emphasized that gifted education must move away from insularity and the adhesive perspective of Korean society on the concept of giftedness, the concept of intelligence and the recognition of the legitimacy of gifted education. On the other hand, in the practical dimension, the following points were identified: the collection of empirical data on the economic impact of gifted education, gifted education amendment of the statutes, adaptation of the gifted education program with gifted identification, diversification of gifted education service system, and actively promoting new research topics in relation to the Gifted and Talented Education.
