정비구역 해제 후 주거환경 변화 양상에 관한 연구 - 대구광역시를 중심으로 - (A Study on the Aspect of Change of Residential Environment after the Cancellation of Housing Renewal District - Focusing on Daegu Metropolitan City -)

  • Under the guise of a residential environment improvement, distendedly designated Pre-Housing Renewal districts and Renewal Districts by Basic Plan for Renewal Projects are not promoted and leaved for a long-term so that residential problems have become worse. In case of the canceled Housing Renewal district, at the time when the district are canceled, the residential environment has become already superannuated for more than 10 years but there is no follow-up plan to manage that problem so that the exact management plan for those neglected districts is urgently needed. Therefore, the purpose of this study is to analyze the aspect of change of residential environment after the cancellation and indicate appearing problems by conducting on the case of Canceled districts of Daegu Housing Renewal District. This study will be the first step to seek practical management measures for canceled districts, and on the basis of this, the research will become a precedent to seek the sustainable planning measures for the designation and management of Renewal Projects from now on.

  • The purpose of this research was to evaluate rural housing environment through evaluation of the two parties, public officials, the interest group and residents, the beneficiaries surveying general understanding and measuring difference in understanding between public officials and residents. Through the difference in understanding, this study was to propose effective promotion method and desirable direction of rural housing environment. For progress hereafter, by seeking active involvement of residents, this study proposed possible renewal plan of residential environment. Process of this study was first, research documents to examine several rural housing environment related promotions, and several analysis techniques like principal component analysis, multiple regression analysis used to understand different ideas Opinion of Public Officials and Inhabitants. Then take surveys of residents living in renewal zone, and surveys of public officials of borough, which already performed renewal projects to evaluate comprehensively as either residents' or administrators' view.

농촌주거환경개선사업에 따른 농촌주거환경실태와 주민만족도 (Study on Rural Living Environment and Satisfaction by Improving Rural Hosing Renewal Project)

  • The aim of this study is to analyze the improvement of housing renewal project and suggest the conditions of rural housing environment filled with the resident's desire, requirements concerning about characteristics of a rural environment and temporal and social requirements. The project for improvement of rural housing environment has been executed in a few ways: reform of the rural housing environment and the development of territories for settlement of a desolate region. To analyze and assess the accomplishments, we considered codes and process related to the project for improvement of rural housing environment and analyzed present conditions and problems through many reference books and administrative data. According to these results, devices in future business for improvement of rural housing environment are as follows; It should required a rational allocation of working space, living space, cultural activity space suitable for rural area characteristics and changed into uniformed system in various projects governed by different institutions.

The Problems of Housing: The Case of the Marginalized in the City of Bangalore, India

  • Deficiency in access to housing is a major manifestation of poverty. In the city of Bangalore, the poor and the marginalized constitute nearly 30 percent of the 8.47 million population (2011 Census) and are living in the nearly 640 slums in addition to squatter settlements and pavements. The city sprawls over an area of 741 sq. kms (2007 estimates) and the poor have very little access to personal living space. According to the Integrated Housing and Slum Development Program guidelines, each household with four average members should have 25 sq. meters of living space. In the case of poor of Bangalore, the attainment of even this minimum is a far cry. In recognition of this acuteness with regard to the problem of housing, the government has introduced schemes like the Jawaharlal Nehru National Urban Renewal Mission and the Rajiv Awas Yojana. And these schemes have witnessed only a limited success. Whenever the problem of housing for the urban poor is considered, the state and location of slums get into focus. The people living in slums are a crucial and inevitable support to the city economy. Relocation of slum people is fraught with loss of productivity and strain on the transport system and on the incomes of the poor. Their needs like housing, schooling, health centers, creches, hospices etc. have to be provided for. Financial support to the poor with regard to their housing needs will have to be imaginatively provided by banks and related institutions.

쇠퇴한 구도심 주거지의 개발여건별 재활성화 방법 제안 - 광주광역시 구도심을 사례로 (The proposal of urban regeneration methods for deteriorated downtown residential area, considering the development condition of urban blocks - A case study of Kwangju City)

  • The purpose of this study was to suggest urban regeneration methods for deteriorated downtown residential area, considering the development condition of urban blocks. Through the research that are based on literature, field survey, urban planning map and local experts consulting, it found out suitable sites for development such as a deteriorated residential zone or a unused site and it was deduced eight development types from analyzing the characters of developable sites. And then it is suggested various housing forms which were applied to eight development types of developable sites. The consequences of this research are summarized as follows. There are various housing forms by eight development types; block housing, low rise-high density court housing, medium low rise-high density housing, urban housing for low-income groups belong to T1-development of urban strategic position; block housing, housing on hilly site, semi-detached house, lodging house, urban housing for low-income groups, elderly housing belong to T2-development for living benefit; block housing, low rise-high density court housing, housing on hilly site, low rise housing, lodging housing, urban housing for low-income groups, elderly housing belong to T3-development of a small-scale rental housing; block housing, low rise-high density court housing, medium low rise-high density housing, terrace-house, housing on hilly site, low rise housing, block-typed detached house, semi-detached house, cluster-typed low rise housing, town house, urban housing for low-income groups belong to T4-residential environment renewal development; terrace-house, housing on hilly site, low rise housing, block housing, semi-detached house belong to T5-development of a small-scale housing; terrace-house, housing on hilly site, low rise housing, cluster-typed low rise housing belong to T6-development to adapt natural environment; block housing, low rise-high density court housing, low rise housing, block-typed detached house, town house belong to T7-development for community; block housing, low rise-high density court housing block housing, medium low rise-high density housing, terrace-house, housing on hilly site, low rise housing, elderly housing belong to T8-development of environment-friendly.

AHP분석을 통한 가로주택정비사업의 개선방안 (Improvement of Small-size Multi-housing Area Reconstruction Project Using AHP Analysis)

  • 최근에는 '빈집 및 소규모 주택정비에 관한 특례법'을 제정하여 정부정책사업으로 가로주택정비사업을 활성화하기 위해 노력하고 있다. 그라나 이 정책은 원도심의 노후 불량 건축물이 밀집한 가로구역에서 소규모 정비사업보다 대규모정비사업 이 더 적용돼서 실적이 매우 미흡하고 제도개선이 필요한 실정이다. 그래서 본 연구에서는 전문가 간담회와 설문조사를 통해 대규모 정비사업과 차별화된 법적인 공공지원 방안을 도출한다. 연구결과는 '층 면적 비율'과 '건축물의 높이제한 기준 완화'가 가장 효과적인 반면 '지자체에서 주민공동시설 유상매입 후 운영'은 미미한 것으로 나타났다. 이러한 결과는 그 지역의 사회환경을 파괴하지 않고 노후한 주택 지역을 정비사업을 하는 동시에 취약계층에 임대 주택을 제공함으로 공공기관에 큰 이익이 될 수 있다는 전망이다. 그리고 소규모 정비사업인 가로주택사업을 활성화하기 위해 효과적으로 도입하여 적용 가능한 특례항목을 제시함으로서, 도심지내 임대주택건설을 유도하고 세입자 우선공급을 통한 둥지내몰림 현상을 방지하며 신혼부부나 청년 등의 젊은 층 입주를 통해 노후주거지에 새로운 활력을 도모하는데 도움이 될 것으로 기대한다.

아파트 단지의 보행효율성에 관한 연구 - 단지 내 보행로를 중심으로 - (An Study of Pedestrian Efficiency in Apartment Complexes - Focused on Pedestrian Path in Apartment Complexes -)

  • This study aims to investigate how easy pedestrians get around within/through the "Apartment Complexes (AC), " a common style of high-rise multi-family housing in Korea. Over the past six decades, the AC has been the most conventional way to provide standardized housing efficiently to address the problems of the shortage of housing and the substandard housing, due to the explosion of urban population with the rapid industrialization. The AC is a huge chunk of homeogenous multi-family housing, mostly condos with decent infrastructure, including parks, pedestrian passages, schools, ect. Both in the new town development and urban renewal programs have utilized the advantages of the AC. Since the design principals of AC tend to adopt the "protective design" to prevent cars and pedestrians coming outside from passing it, it has been criticised for dissecting the continuity of socioeconomic context in neighborhoods. The neo-traditional planning urbanists, including Jane Jacobs, emphasize that smaller blocks and grid road newtworks are the key in improving social, cultural, and economic vitality of the neighborhoods, because these design concepts allow more pedestrians and different types of people to be mixed in a neighborhood. In this study, we first adopted objective measures for pedestrian accessibility and pedestrian efficiency. These measures were used to calculate the lengths of shortest paths from residential buildings to the edges of AC. We tested the difference in shortest paths between the current pedestrian networks of AC and hypothetical grid networks on the AC, and the relative difference is considered as the pedestrian efficiency, using the network analysis function of Geographic Information Systems (GIS) and Python programming. We found from the randomly selected 30 ACs that the existing non-grid road networks in ACs are worse than the hypothesized grid networks, in terms of pedestrian efficiency. In average, pedestrians in AC with the conventional road networks have to walk than 25%, 26%, and 27% longer than the networks of $125{\times}45m$, $100{\times}45m$, and $75{\times}45m$, respectively. With the t-test analysis, we found the pedestrian efficiency of AC with the conventional network is lower than grid-networks. Many new urbanists stress, easiness of walking is one of the most import elements for community building and social bonds. With the findings from the objective measures of pedestrian accessibility and efficiency, the AC would have limitations to attract people outside into the AC itself, which would increase dis-connectivity with adjacent areas.

커뮤니티 활동의 주민참여에 대한 광주시민 의식 조사 (Citizens' Perception on Resident Participation in Community Activities of Gwangju City)

  • Citizen participation or resident participation is perceived as an effective way to correspond to the diverse urban problems, especially in the area of residential environment improvement projects and community activities. As the leading city of the Honam region and a core middle city leading the development of the southwestern region, Gwangju city is planning and under-developing new Housing Complexes and Urban Renewal Projects. The purpose of this study is to identify the perception of Gwangju citizens on resident participation in community activities to suggest diverse strategies for improving quality of citizen's life and making better living environment. For the research purpose, 1,380 questionnaires were distributed to the Gwangju citizens who live in 5 autonomous districts -Dong-gu, Seo-gu, Nam-gu, Buk-gu, and Gwangsan-gu- and 601 were used in data analysis. Although citizens in Dong-gu showed the lowest settlement consciousness, they required the highest level of need for resident self-help activities. Contrastingly, Seo-gu showed the highest level of settlement consciousness and the lowest need for resident self-help activities. Based on the results, high quality community facility should be provided to promote residential satisfaction and consciousness of residential participation and self-help activity must be improved. And also, diverse strategies for resident participation including development of resident education programs and search for regional resources should be covered in further research.

범죄로부터 안전한 다세대·다가구주택 계획기준 마련을 위한 시범평가 연구 (A Pilot Evaluation Study for the Establishment of CPTED Criteria of Flat or Multiple Dwelling Houses)

  • Flat or Multiple Dwelling Houses are relatively vulnerable to crime safety. Crime prevention measures are urgently needed because crime is 2.6 times higher than in real apartments. Through the analysis of domestic and foreign crime prevention design standards, field survey, and interviews with experts, 27 items of crime prevention design criteria for flat or multiple dwelling house were derived, and ten design criteria that should be considered first by the expert AHP were derived. As a result of the pilot evaluation of existing flat or multiple dwelling house, the houses completed after 2015 have relatively high level of crime prevention, but the houses constructed before that are very vulnerable. The policy and system improvement plan based on the analysis result is as follows. First, new housing should be promoted to meet minimum criteria by supplying and educating public officials, architects, and building owners in the short term to provide criteria for flat or multiple dwelling house crime prevention plans. Second, existing housing should be supported with basic crime prevention support projects such as security windows for flat or multiple dwelling house where security of residential environment such as urban renewal policy is poor. Third, the Enforcement Decree of the Building Act shall be revised to make the crime prevention environment design of flat or multiple dwelling house obligatory, and the criteria of flat or multiple dwelling house crime prevention plan should be reflected in the notice of crime prevention building standard.

다요소의사결정법에 의한 농촌마을담장정비의 기본방향 (Basic Renewal Directions of Boundary Barriers in Rural Villages by Multi-attribute Decision Making)

  • The value and functionality of boundary barriers in rural villages have been neglected in the aspects as the buffer zone(boundary barrier) that links between the inside space(housing site) and the outside space(road). On this understanding, this study evaluated conservation value, economical efficiency and durability by the types and materials of the boundary barriers in rural village through Multi-attribute Decision Making. By applying to the current situations of boundary barriers on total 21 case study villages, each factor value was measured. And using Matrix Analysis Technique, the boundary barriers are classified into 4 types and the improvement ways for each type were proposed. As a result, the durability of boundary barriers in rural villages showed similarity value(more than 0.85 out of 1). But economical efficiency of those was low(less than 0.5 out of 1) and those functionalities were very lacking(about 0.3 out of 1). In the conclusion, the maintenance of boundary barriers in rural villages requires the policy that is able to complement conservation value and economical efficiency and is proper to the characteristic of each village. These renewable policies would contribute to the increase of the value of rural amenity as well as creation of economical and social value.
