Because of a recent trend of the open and globalized world economy, international trade is getting bigger and there is a trade competition among many countries, resulting in competition between harbor industries. Therefore, as hub-port development of China, Japan and Taiwan is more actively progressing than any other times, Korea should prepare a powerful management system to take the initiative over them. Above all, a new recognition of the governmental officers in charge of political management about hub-port industry and early development of the northeast hub-port are needed. To maximize its distinctiveness from competitive ports, port sale should be actively managed. As well, as port functions are diverse, accompanied site development should be prepared. In conclusion, in order to improve functions of a port and develop the port as a general complex of physical distribution, the government should encourage the accompanied site development and support preparation of a customs-free area and a general system of physical distribution.

Currently, the consumer pattern is directed to small quantity and high variety these days. World market is led by technological innovations and changes rapidly. To survive in this environment, the raising of small and medium enterprises is highly desirable. In the context of nationwide restructuring, competitive medium and small industries which are in good financial status should lead the nation's economy. But general ignorance of the safety issues could lead to a miss management of this industry in this field. In this study, actual condition and improvement of safety management are as follows; We have to 1) find out the factors which endangers this industry, and set a proper guideline for safety management. 2) encourage safety management of these industries by themselves, and advertise and provide technical support for using PC and internet. 3) set a higher standard of safety issue when accrediting a prospective medium and small industry, and have a firm control of this issue once accredited. 4) supply more governmental financial aids to terms of safety issues for medium and small industries.

Numerous countries promote business programs to revitalize local economy, increase employment, and nurture high-tech industries. Recently, a number of business incubators have been established and operated with aims to adapt to changing environment and increase economic competitiveness in Korea. To give satisfactory results of governmental policy, the requirement to develop the evaluation model to support effective operations of business incubators using the objective and rational criteria is growing. The purpose of this study is to develop evaluation model in Business Incubator using Data Mining Process. We suggested the evaluation model of business incubator, 'Score-5 RS' consists of making evaluation factor process using weighted sum and 5-grade classification and analyzing process by Decision Tree algorithm.

As researches of on scientific technology are considered as a pivotal factor of a national competitiveness, the central and local governments have extended assistance for commercialization-linked technology development (CLTD) and accordingly various outputs are coming out now. However, the valuable findings from painstaking researches are not sufficiently distributed to or shared with other governmental and public organizations, and businesses. As a result, it could be possible for them to become unknown and unused. Therefore, it is being sensed that a measure to coordinately and systematically manage the information and outputs derived from the research projects is urgently needed. Hence, this study designs PIMS to manage CLTD efficiently and transparently.

한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

중소기업의 정부지원 정책에 대한 만족도를 분석하여 정부지원 정책을 수립할 때 참조할 수 있도록 연구하였다. 정부지원 정책으로 자금지원, 기술개발지원, 인력양성지원, 판로 지원 등 4개 분야로 구분하여 각각 만족도롤 분석하였고, 사업성과, 기술개발 성과, 정부 정책의 성과를 분석하여 상관성 분석을 실시하였다.

The electric demand increase, financial need for new power plant constructions and environmental problem have led to search for more efficient energy Production and energy conservation technology. To minimize the construction of power plants and reduce total power consumption include installation of inverters to motors used for pumps and fans. However, the high price of inverters is the biggest obstacle to their wide use. Accordingly, to maximize the effect of energy saving by the expanded use of inverters, governmental economic support as ell as the analysis of energy saving effect. his paper presents he present state analysis of inverter DSM program and propose he improvement for activation of inverter DSM program.

Though weight manufacturing has in national gross production is decreasing, it has still a decisive role in economic growth of Korea, and foreign competitiveness of manufacturing has a great influence on our whole economy. Therefore, as this study speculates export competitiveness of manufacturing item by item, the results can be used for selection of strategic export-oriented products. The results of the analysis are summarized as follows: first, products that are found as competitive through analysis of trade specialization indexes are plastic, rubber, fabric, home electronic appliances, computers, communication equipment, automobiles and their spare parts. Second, electronic-electric industry such as semi-conduits, communication equipment, home electronics, computers was decided as advantageous through analysis of comparative advantages at present, while paper, print and publishing, and leather industries were classified as comparatively disadvantageous. Its political implications are presented as follows: Private corporations should develop more advanced technology and government should give more support to secure export competitiveness of manufacturing toward America. Governmental policies should be prepared to induce consistent and daring investment to technology-intensive products for export products with high-added value.

Due to the increase of the number of farmers who have entrepreneurial intentions and the expansion of governmental support to invigorate the regional economy, the interest in manufacture of high-quality agricultural processed food is increasing, and the study of the method to realize it efficiently is continuing. Especially, the method to visualize a manufacturing process by simulation and analyze it to extract an improved scheme has advantages of saving time and cost in comparison with trial and error method. In this study, the current manufacturing environment was analyzed by applying simulation on Korean traditional sweets, which is typical agricultural processed food. By extending this kind of method into small businesses processing other agricultural products, as well as Korean traditional sweets, it can draw strengthening of comparativeness through the improvement of productivity and product quality.

The citrus industry represents a major sector of agribusiness in Jeju successfully nurtured by the local governmental farm bureaus for the past three decades. However, in the face of increasing imports effected under the international free trade agreement, the continuous economic viability of the island’s citrus industry is no longer assured. Thus, it entails exploration and development of new agribusiness potentials that are supplemental and/or alternative to the citrus industry. In this presentation, I will discuss two projects of such potentials. (i) Under the tripartite collaboration among Kumho Life and Environmental Science Laboratory, Cheju National University and South Jeju County, genetically engineered turfgrass cultivars possessing both herbicide- and shade-tolerances (gene pyramiding) are currently at final phase of phenotype evaluations and environmental safety assessments. (ii) Fig fruits with longer shelf-life are being developed with support from Jeju HiTech Industrial Development Institute (HiDI) and at its initial phase of development.
