A Study on the Effects of Social Enterprise Government Subsidies for Social and Economic Performance (사회적기업 정부지원금이 사회적·경제적 성과에 미치는 영향)

  • The purpose of this study is to analyse on the effect of social enterprises governmental subsidies for social and economic performance. For this analysis, the sample is listed to the disclosure data from Korean Social Enterprise Promotion Agency from 2016 to 2018. First, the governmental subsidies of Social Enterprises are negatively related to the social performance and economic performance. The personnel expenses and social insurance expense in governmental subsidies components are positively significant related to the social performance of social enterprises. The professional manpower expenses and business development expenses are positively significant related to the economic performance of social enterprises. This can be interpreted as contributing to the creation of results according to the purpose of social enterprises for each item of government subsidies, and through this, it is judged that it is necessary to establish specific and customized support policies in order to increase the effectiveness of the government subsidies and increase the satisfaction of social enterprises.

Determining Subsidies for Banks in Policy Loans to Innovative SMEs (혁신형 중소기업 정책금융에 대한 금융기관 지원금 결정모형)

  • In this paper, we develop theoretical game models to determine the level of government subsidies for banks to provide policy loans to Innovative SMEs(small and medium sized enterprises) through banks, which otherwise would not finance them for the sake of their own profitability. For this, we compare net cash flows of each bank using different strategies against high risk innovative SMEs. A bank can decide whether to provide them loans or not In each period. Following Kim(2003)'s Infinite horizon model on the soft budget constraint, we introduce a situation in which banks compete against each other for higher net long-term payoffs from their loans to innovative SMEs and non-innovative SMEs. From the models, we show that competition among banks in general leads to a tighter decision against innovative SMEs, as a Nash equilibrium. It is not because the government bank is simply loose in providing loans, but because competition among commercial banks for fewer riskier borrowers results in tighter loan decisions against innovative SMEs. Thus, the competitive market for policy loans to innovative SMEs fails to reach the socially optimal level of loans for innovative SMMs. Commercial banks in the competitive market may require additional supports from the government to make up for the differences in their payoffs to support innovative SMEs, possibly much riskier due to moral hazards and poor discounted cash flows. The monopolistic government bank might also request such supports from the government to fund otherwise unqualified SMEs. We calculate an optimal level of governmental support for banks to guarantee funding such high-risk innovative SMEs over periods without deviating from their optimal Nash equilibrium policies.

  • France is the country who maintains a strong protective policy in her culture area. Under the famous slogan of 'Cultural Diversity' or 'Cultural Exception,' France stands against the globalizing policy of USA. Also in the area of audiovisual contents, France maintains her protective policy in order to protect her cinematic territory against the invasion of Hollywood movies. Among the various supporting systems of French Government, we would like to pay closer attention to the supporting system for young film makers and the role of CNC (Centre National $Cin\`{e}matographique$) in this system. So, this article will examine how CNC, as a governmental agency, controls the supporting system in French audiovisual area, and what kinds of process it operates to offer the substantial aid to French young film makers' work.

A Study on the Relationship between R&D Information Support Programs and SME Performances: With Focus on ICT SMEs (중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로)

  • Recently, to overcome the global economic recession and stimulate the sluggish economy, Korea government has adopted various policies designed to strengthen the innovative capabilities of its small or medium sized enterprises (SMEs). With our focus on ICT technology companies, this study empirically analyzes both the potentials and the limitations of the R&D information support programs which are part of these governmental efforts. Our goal is to generate insights and help develop policies based on evidence. In this study, we used statistics from 2014 on small or medium business technologies to analyze the effect that the government's R&D information support policy has had on the technological or economic performance of small or medium businesses. According to these research results, R&D support programs (assistance with R&D planning and provision of technological information) made available to small or medium businesses did have a significant correlation to technological investment. By contrast, R&D information supporting programs were found to have no direct, significant correlation to technological or economic performance. One exception was that programs that gained the benefits of R&D planning support did have a significant correlation to technological performance in the case of companies engaged in ICT research. The results of this study will provide various insights for policymakers designing policies to support technologically-driven small or medium businesses, including ICT-based companies. We anticipate that this study will be a particularly helpful guide to policy development for corporations or researchers that provide supportive information to small or medium businesses.

Policy-making Process of Artists Welfare Law: Based on Kingdon's Policy Streams Model (예술인복지법 정책결정과정 연구: Kingdon의 정책흐름모형을 중심으로)

  • This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

A Study on the Policy for Free Child Care for 0-2 Year old Children (영아 무상보육 정책 분석)

  • This study has attempted to suggest the direction for child care policy for 0-2 year old children in Korea from analysis on the issues included in the policy for free child care services of the Korean Government. For the analysis, such materials as governmental statistical reports of child care and policy and articles regarding free child care service in daily news papers during 2012 have been collected. From this study, it has been suggested that the policy for free child care for 0-2 year old children, in future, should take into account reliably carrying out matemity leave and parental leave arrangements, equity childcare support for working couples, realization of parental subsidies, expand parental choice, introduction of a small family day care system, providing information and knowledge on the development of infants and parenting. The suggestions of this study will contribute to the development and practice of an effective child care policy for 0-2 year children, which consider the needs and requirements of young children and their parents.

  • Numerous countries promote business programs to revitalize local economy, increase employment, and nurture high-tech industries. Recently, a number of business incubators have been established and operated with aims to adapt to changing environment and increase economic competitiveness in Korea. To give satisfactory results of governmental policy, the requirement to develop the evaluation model to support effective operations of business incubators using the objective and rational criteria is growing. The purpose of this study is to develop evaluation model in Business Incubator using Data Mining Process. We suggested the evaluation model of business incubator, 'Score-5 RS' consists of making evaluation factor process using weighted sum and 5-grade classification and analyzing process by Decision Tree algorithm.

  • 한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

  • 중소기업의 정부지원 정책에 대한 만족도를 분석하여 정부지원 정책을 수립할 때 참조할 수 있도록 연구하였다. 정부지원 정책으로 자금지원, 기술개발지원, 인력양성지원, 판로 지원 등 4개 분야로 구분하여 각각 만족도롤 분석하였고, 사업성과, 기술개발 성과, 정부 정책의 성과를 분석하여 상관성 분석을 실시하였다.

Strategy for the Promotion of Exportation of Korean Processed Food (가공식품 수출 활성화를 위한 정책 방향)

  • Korean government has endeavored to increase the exportation of agro-food, and the exporting processed food is one of the main concerns. However, there is little research to promote the exportation of Korean processed food, which is discussed in this paper. This paper analyzed the current situation of the exporting processed food and the government policy in Korea, and presents the strategy to increase the exporting. First, government programs should consider the market efficiency. Second, specified marketing strategies need to be developed after the overall analysis about the world market. Third, governmental support for product development and promotion should be expanded. Forth, efforts to increase the efficiency of logistics and food safety need to be magnified.
