Foundation of Management Innovation and a Success Model of Micro Enterprise by Increasing Entrepreneurship and Organization Relationship Analysis

  • After the rapidly changing business management environment and financial crisis, high prices and domestic recession in Korea posed threats to the business survival of small and medium enterprises (SMEs). This paper looks at the potential of micro business owners for sustainable development: those who have a spirit of entrepreneurship and the potential to be a hidden champion. Our study of micro business values uses structure equation modeling by LISREL. We have done so in order to understand the foundation of management innovation and success model of micro enterprise by increasing the entrepreneurship and management performance relationship analysis. A micro-enterprise is a type of small business, found only in Korea, often registered as having ten or fewer employees. We examine the successful type of hidden champions and the influence of entrepreneurship on start-ups in business. As compared to past research on the SME entrepreneurship, this study segments small businesses even further. Small business entrepreneurship was classified into three forms that are most appropriate for the Korean situation today: innovation, risk-taking, and pro-activeness. This research is meaningful as it is Korea's first empirical analysis on four business types: wholesale and retail sales, food and lodging business, service business, and manufacturing business. Thus far, research on small business entrepreneurship was carried out using small-scale investigative analysis. However, this research attempted to develop a model that can explain a cause-effect relation of the motivational level when it comes to the difference of entrepreneurship by each business type and small business start-up success factors. Various conceptual and operational definitions could be developed in a diverse and precise manner. Independent variables that are related to the success of small businesses can be developed additionally to examine the success factors related to the systematization in detailed manner. The research showed that the innovation, risk-taking and pro-activeness of the manifested difference in the degree of perception depending on the type of small businesses. Among the four business types, the ones that manifested the highest successful start-up rates were food, service, wholesale and retail sales and manufacturing. Results after conducting the regression analysis are shown on, which proves that the small business entrepreneurship exerts direct effect on the financial management performance of small businesses. In other words, small business entrepreneurship exerts a positive effect on the small business financial success and management performance. The R2 value is 0.61. It is possible to know that the perception of systematization and variables on attitude explains the 61% of the success for small self-employed businesses management performance. We define start-up key factors that are helpful to achieve internal growth of firms by finding business survival strategies. The results also focus on Korean government policy for micro enterprise and small business support.

A Comparative Study on the Business and Financial Structure of Public Housing Agencies in Asia: Korea, Japan, Singapore and Hong Kong (아시아 공공주택기관의 사업특성 및 재무현황 비교 연구 : 한국, 일본, 싱가포르, 홍콩을 중심으로)

  • Recently, one of the critical issues in Korea is the huge debt and future role of Korea Land and Housing Corporation. In this regards, the purpose of this study is to get implications from other public housing agencies in Asian countries such as UR of Japan, HDB of Singapore and HA of Hongkong. The changes of housing policy since 1960s, business and financial structure of housing agencies in each nation are investigated and compared. As a result, some policy directions can be proposed as follows : review of current mass housing program, relaxing qualifications for public rental housing, promotion of urban renewal projects, reinforcing cooperation with private sector and local governments, more government's support to LH's financing and loss from businesses for public interests and re-evaluation of LH's debt. The contribution of this study is that suggestions to improve housing policy and to alleviate financial problem of LH are based on the actual conditions of public housing agencies in Asian countries where the housing policy implementation system is similar to Korea, not on the theoretical basis.

Exploring the Model of Social Enterprise in Sport: Focused on Organization Form(Type) and Task (스포츠 분야 사회적기업의 모델 탐색: 조직형태 및 과제)

  • The purpose of this study is to diagnose various problems arising around social enterprises in the sport field from the perspective of the organization and derive necessary tasks and implications. In order to achieve the purpose of the study, the study was largely divided into three stages, and the results were derived. First, the main status and characteristics of social enterprises in the sport field were examined. The current status was analyzed focusing on aspects such as background and origin, legislation and policy, organizational goals, organizational structure and procedures, and organizational characteristics. Social enterprises in the sport sector were in their early stages, and the government's social enterprise policy goal tended to focus on increasing the number of social enterprises in a short period of time through financial input. In addition, it was found that most individual companies rely on government subsidy support due to insufficient profit generation capacity. In the second stage, we focused on the situational factors that affect the functional performance of social enterprises in the sport field. As a result of reviewing the value, ideology, technology, and history of the organization, which are situational factors, it was derived that when certified as a social enterprise in the sport field and supported by the central government or local governments, political control is strong to some extent and exposure to the market is not severe. In the last third step, tasks and implications were derived to form an appropriate organization for social enterprises in the sport field. After the social enterprise ecosystem in the sport sector has been established to some extent, it is necessary to gradually move from the current "government-type" organization to the "national enterprise" organization. This is true in light of the government's limited financial level, not in the short term, but in order for the organization of social enterprises in the sports sector to survive in the long term.

An Exploratory Study on the Care Farm Governance: Focusing on the Netherlands and Belgium Cases (케어팜 거버넌스에 대한 탐색적 연구: 네덜란드와 벨기에 사례를 중심으로)

  • Recently, there has been growing social interest in the use of care farms as part of therapy for neurological or mental patients and regional innovation for rural areas. Care farm, which combines the health treatment and rural innovation perspectives, is important to establish a proper governance system for mutual collaboration with various stakeholders. However, there is still a lack of research on this. Therefore, this study designed the care farm governance framework and comparatively analyzed the governance between Netherlands paradise care farm and Belgium blue farm, which are major successful care farm cases. The results showed different governance system between Netherlands and Belgium care farm in terms of institutional and financial support, regional characteristics, structure, operation, and strategy. In Netherlands, as the central government-initiated therapy-centric, care farm governance is concentrated in treatment of patient mainly supported by Ministry of Health, Welfare and Sports under the law on social support. Whereas, in Belgium, as local government-initiated agriculture-centric, care farm governance is mainly focused to lead voluntary participation of agricultural cooperatives and medical institutions in regional area. This study provides a theoretical foundation of governance type and system for the care farm research and suggests guidelines of care farm governance for the governments like South Korea consider activating care farm.

Perception of Health Center Staff on Health Promotion Programme Using Traditional Korean Medicine (보건소 한방공공보건사업에 대한 사업담당자의 인식)

  • Objectives : The purpose of this study was to explore the perceptions of health promotion programmes using traditional Korean medicine among public health centre staff in charge of running such programmes. To do so, we examined and analysed the current situation of implementing the programmes in the public health centre. Methods : A survey was designed to collect information on perception of the health promotion programmes using traditional Korean medicine by public health centre staff in charge of running such programmes. The survey, using a structured questionnaire designed for this study, was conducted on 161 public health centre staff attending an annual meeting to presenting the results of activity evaluation related to public health programmes using traditional Korean medicine in public health centres. The participants were asked about the most successful programme, the benefits of the programmes, the positive aspects of the programmes, the most desirable outcomes of the programmes and so on. The data were analysed using SPSS system 12.0 for Windows. Results : Of the 161 questionnaires, 121 were analysed. The main findings of this research were as follows. Of the health promotion programmes using traditional Korean medicine implemented in public health centres, qigong and stroke preventive health promotion programmes were perceived as the most successful. The major benefits of the programmes were having merit for health promotion and expecting a positive performance outcome. The major positive aspects of the programmes for health promotion were cultivating community citizen's support and showing consistency between the philosophy of the programmes and the direction of existing health promotion programmes. The most desirable outcomes of the programmes were spreading community understanding of the programme and establishing an effective and unique health promotion model for implementing the programme. Two major causes of implementation difficulties were lack of material resources such as manpower, facility, and equipment, and methods of performance evaluation. One of the most urgent needs for activating the implementation of programmes was continuing financial and technical support from the central government. Conclusions : To promote the role of traditional Korean medicine in the public health sector in order to integrate traditional medicine into the public health system, government should develop some measures for solving the identified causes of implementation difficulties and coping with the most urgent needs for activating the implementation of programmes.

  • Since railway industry is becoming important globally, Korea government and private enterprises invest huge amount of R&D expenditure to develop railway technologies. However, ratio of successful commercialization of technology is very limited. establishment strategy of specialized institution for commercializing railway technologies is very important research issue. For example, France and Japan support railway commercialization through the specialized organization in leading the global railway industry. This study propose the critical success factors of the establishment of railway commercialization and suggest relative importance of CSF's through the hierarchical analysis. As a result, the financial resource plan(0.505) and the commercialization strategy(0.193) are important factors at the first level, and the government funding plan(0.220) and the legal/institutional support(0.150) are important factors for the commercialization organization at the second level.

The dentists' perceptions and current prosthodontic treatment status for the disabled in Korea (치과의사의 장애인 보철 진료 실태와 인식)

  • Statement of problem: In spite of increasing dental treatment for the disabled, there was no collected data on prosthodontic treatment status and dentists' perceptions in Korea. Purpose: The purpose of this study was to research the dentists' perceptions about current prosthodontic treatment status for the disabled in Korea and to suggest public health policies for the disabled. Material and methods: Total of 68 dentists who have regularly treated the disabled were asked to fill questionnaires regarding prosthodontic treatment for the disabled. Results: 1. 45.6% of dentists felt the necessity of an esthetic prosthesis for the disabled. However, 54.3% of dentists reported the improvement of access to implant,orthodontic and esthetic treatment is needed. 2. Most (79.4%) of the dentists thought it is imperative for the government to support the disabled to maintain adequate oral health by providing at least 50% of charge in their prosthesis. Conclusion: Through this research, 97.1% of dentists answered that the current prosthodontic treatment status for the disabled in Korea is poor. This indicated the necessity of the financial support from the government for the disabled.

Indonesia's REDD+ National Strategy between Ideal and Reality (인도네시아 REDD+ 국가 전략의 이상과 현실)

  • The Cancun Agreements under the United Nations Framework Convention on Climate Change require developing countries aiming to undertake REDD+ activities to develop a national strategy or action plan, addressing the drivers of deforestation and forest degradation, a measurement, reporting and verifying (MRV) system including forest monitoring system, and safeguards to ensure equity and co-benefits for local communities and indigenous peoples, and biodiversity. The Government of Indonesia and the Government of Norway established REDD+ cooperation through signing a 'Letter of Intent' in May, 2010. Indonesia agreed on 'a two year suspension on all new concessions for conversion of peat and natural forest'. In turn, Norway agreed to support Indonesia's REDD+ implementation efforts up to one billion United States dollars. Indonesia's REDD+ national strategy (June, 2012) accepted most of the requests included in the 'Letter of Intent'. The REDD+ national strategy, however, does not reflect requests of the Cancun Agreements which noted identification of the drivers of deforestation and forest degradation and guarantee of real greenhouse gas emissions reductions. Indonesia lays emphasis on Norwegian requests which includes expected financial support rather than the Cancun Agreements which have a weak legally-binding requirements.

An analysis of Chinese Policy for Establishing the World Class University and the characteristics of 'Double First Class University Plan' (중국의 세계일류대학 육성정책의 성과 및 '쌍일류' 건설의 주요 내용과 특징 분석)

  • This study examines the contents and characteristics of 'Double First Class University Plan', which is conceived by Chinese government in 2015, following the current 211, 985 projects to develop comprehensively a group of elite Chinese universities and individual university departments into world class universities and disciplines by the end of 2050. For this study, we used the literature analysis method and collected various policy documents, research papers, newspapers and books published in China regarding this plan. First, this study looks at the development process, performance and limitations of 211, 985 projects. Second, it defines the concept of the world class university mentioned in China, and looks at the objectives and highlights of the plan. Finally, this study summarizes the characteristics of 'Double First Class University Plan' and the results such as focusing on the university's tradition and characteristic, cultivation and attraction of human resources, intensive financial support, and the introduction of a competitive system. Based on the results, this study proposes several implications such as establishing and implementing long-term and comprehensive higher education policies, inducing local government participation and support, focusing on fostering talents and developing disciplines, and putting emphasis on Korean characteristics in developing world class universities.

An Empirical Study on the Adoption of Online Direct Marketing in Agricultural Firms (농업경영체의 온라인 직거래 마케팅 수용에 관한 실증적 연구)

  • This study analyzed the factors that affect acceptance of online direct marketing in agricultural companies. Empirical analysis was conducted using the research model based on the individual's technology acceptance model (TAM) and the information technology adoption models in organizations. These models have four dimensions: 1) technology characteristics, which include perceived usefulness and perceived ease of use of TAM 2) CEO characteristics, which including the innovativeness and IT capability of CEOs; 3) organizational readiness, which include financial, technological, and human resources capabilities and 4) environment and external pressure, which include government support and changes to the Internet environment. These concepts were empirically tested. A total of 209 valid data were collected through questionnaires and analyzed using confirmatory factor analysis and path analysis through the application of structural equation modeling. Results show that perceived usefulness, IT capability of CEOs, and changes to the Internet environment have significant effects on the adoption intention of online direct marketing. However, perceived ease of use, CEO innovativeness, government support, and the variables of organizational readiness dimension did not have significant effects on adoption intention. This study suggests practical implications for adoption of online direct marketing in agricultural companies.
