국제주의 질서나 지역주의 및 쌍무주의 질서가 일응 무역자유화를 지향하는 점에서 양자는 일치하면서도 후자가 역내 자유주의와 역외 보호주의라는 양면성을 가지므로 갈등과 모순이 있을 수 밖에 없다. 그러나 차선 이론이나 GATT나 WTO의 현실인정의 예외 규정으로 보완내지 공존관계에 있음이 현실이고 나아가 지역주의와 쌍무주의가 국제주의의 실험장이 될 수도 있다. 우리나라의 통상현안과 관련하여 볼 때 WTO출범에도 불구하고 이처럼 국제주의질서와는 별개로 지역주의 및 쌍무주의 질서가 현실적으로 공존함으로써 우리의 어려운 통상환경의요인으로 작용하고 있으므로 대국적인 통상정책으로 이에의 적절한 대응이 요구된다. 요컨데 우리경제가 OECD에 가입했고 선진경제대열에 진입하고 있음을 감안할 때 범세계적 시각에서 통상관련제도를 국제주의 질서의 측면에서 최대한 개편 보강하여 통상협력 하는 한편, 지역주의나 쌍무주의 측면에서도 권역별로 충화된 수단의 최적 Mix를 도출함으로서 조화로운 통상관계를 정립시켜 나가야 할 것이다.

최근 국제화 추세와 함께 통상 관련 분야의 확대로 인하여 국제통상 분야에서 많은 자료가 나오고 있다. 현재 각 도서관이나 정보센터에서 주로 사용하는 분류표는 듀이십진분류법(DDC), 한국십진분류법(KDC), 미 의회도서관분류법(LCC)이다. 그러나 기존 분류 체계에서 국제통상 분류항목들이 학문의 학술적 분류와 일치하는지를 살펴보고 효과적인 자료 분류와 검색이 이루어질 수 있도록 재구성할 필요가 있다. 본 연구에서는 구내외의 분류표 중 DDC, LCC, KDC에서 국제통상에 관한 자료의 분류기호 비교를 통하여 분류표 안에서 국제통상이란 주제의 분산과 그 주제가 있는 류, 강, 목, 강목의 차이를 보았다. 세개의 분류표안에 주제 분산과 서로 중복되는 부분이 있었으며 강, 목, 세목에 차이가 있었다. KDC의 경우, 국제통상 분야의 전 분야가 한 부부능로 균형있게 전개되지 못한 점이 있었고 항목가느이 관계가 유기적으로 설정되지 못하여 새로운 항목의 신설이나 항목 명칭의 합리적 변경이 필요했다. 문헌분류의 목적인 동일한 주제는 한데 모으고 그 안에서 일정한 순서로 배열시켜 검색의 효율성을 갖게 하는 분류표의 개발을 위해 주제분야 전문가\ulcorner 실무 담당 사서의 의견 수렴을 바탕으로 한 끊임없는 개정이 필요하다.

본 연구에서는 세계화의 조류 속에서 지역화의 조류도 명확하게 나타나고 있는 현실을 지리교육에 반영하고자 국가 교육과정의 운영과 편성의 자율화에 대한 의미와 필요성을 살펴보았다. 국가 교육과정의 자율화와 지리교육의 지역화에 따른 새로운 지리교육 학습내용 선정과 구성 및 교수 학습을 하기 위한 사례지역으로서 화천지역을 대상으로 적용해 보았다. 지리적인 사실을 단순히 학습내용으로 구성하기보다는 지리교육적인 관점에서 학령수준에 맞게 내용을 재구성하여 현재 초 중학교에서 제작 운영하고 있는 지역교과서의 차원에서 지역학습을 해야만 한다. 학습 내용도 일상생활이 이루어지고 있는 학습자들의 생활공간을 대상으로 하여 구성되어야만 하겠다. 아울러 학습 지역의 규모에 따른 교수 학습 방법도 고려되어야 함으로 본 연구에서는 생활권 범위내의 일상적인 사실을 중심으로 한 소규모지역을 학습 내용으로 하였기에 야외조사 학습방법을 중심으로 하였다.

제7차 교육과정은 '21세기의 세계화 정보화 시대를 주도할 자율적이고 자율적이고 창의적인 한국의 육성'을 목표로 삼고 있다. 그러나 이를 위해 요구되는 창의력이나 문제 해결력과 같은 고등 사고 능력 신장을 위해서는 종래의 평가방법을 개선해야할 필요성이 있다. 학교 현장에서는 이를 인식하고 있음에도 불구하고 평가방법을 개선하는 것에 어려움을 느끼고 있다. 본 연구는 현장의 문헌조사 및 사례분석을 통하여 과학과의 평가영역을 선정하고, 계층화분석법(AHP)을 이용하여 과학과 평가영역의 중요도를 산출하였다. 이를 바탕으로 평가 영역을 중심으로 하여 과학과 평가를 개선하기 위한 방향을 제사하였다. 평가영역간의 중요도는 탐구능력, 인지적 영역, 창의력, 정의적 영역 순으로 나타났으며 특히, 전체 세부항목간의 중요도는 문제인식 및 가설 설정, 탐구의 설계, 이해 순으로, 평가의 가장 중요 영역으로 탐구능력, 그 중에서도 문제인식 및 가설 설정과 탐구의 설계의 중요도가 가장 높은 것으로 나타났다. 연구 결과를 고려 할 때 인지적 영역 중심의 학교 현장의 평가 실태는 개선되어야 할 것이다.

In this world of globalism, achieving the winning position in the competitive international market is essential in the area of fashion industry. For this reason, we should accomplish this task by adapting our own traditional beauty to the modern fashion design through the modernization of the Korean traditional style. Therefore, this study attempted to analyze the fashion design works of the active Korean fashion designer, Sul Yoon-Hyung, focusing on the subject how she incorporated the modern fashion design with the traditional motives. In order to study this research subject, both quantitative and qualitative research methods were used to collect and analyse the textile motives used in the designer's works found from the major fashion magazines, Bazaar, Vogue, Marie Claire, ELLE, WWD, and Fashion Today during the last seven years(1993-1999). The collected research data, 68 works, was counted and analyzed in terms of the categories of Korean traditional motives they were adapted from, the application techniques, and the aesthetic characteristics. As a result of the study, it was found that Sul Yoon-Hyung has adapted different kinds of Korean traditional motives including motives borrowed from the nature such as flowers and animals, geometrical forms, and Chinese letters with different specific symbolic meanings for each motif and many different techniques were utilized to apply these motives. It was apparent to note that the Korean traditional motives were successfully incorporated into her fashion design works expressing the beauty of oriental grace, naturalism, sophistication, and above all, the modern sense.

인터넷의 등장에 따른 사이버스페이스의 확장이 많은 변화를 야기하고, 특히 법 영역에서 현실세계의 법체계와 충돌하면서, '사이버스페이스와 법'에 관련된 문제는 우리나라 뿐만 아니라 세계 각지에서 21세기의 가장 중요한 이슈 가운데 하나로 부상하고 있다. 인터넷이나 컴퓨터와 관련된 기술발전의 속도가 빨라지고, 디지털화와 그 결과물인 디지털콘텐츠의 중요성이 증대되고, 전자상거래가 현실세계의 거래에 버금가는 영향력을 갖게 되면서 지적재산권 관련분야의 환경도 급변하고 있다. 특허, 상표, 저작권 등 지적재산권 이용형태의 다양화와 정보 유통형태의 혁신적 발전은 더 많은 정보의 자유로운 이용을 요구하는 이용자와 그러한 환경변화에 부응하는 보호를 요구하는 지적재산권자간의 충돌을 야기하고 있으며, 새로운 유형의 정신적 창작물에 대한 보호와 규율에 대한 논의가 활발히 이루어지고 있다. 이런 상황에서 세계 정치, 경제, 법률을 이끌고 있는 미국의 지적재산권관련 법제의 전개상황을 면밀히 살펴보는 것은 우리의 이익을 지키기 위하여 필수 불가결한 활동이다.

21세기에 들어 지방화에 대한 인식이 세계화의 중요한 부분으로 재해석되고, 고유한 지방문화의 가치가 진정한 의미에서 도시의 경쟁력을 높일 수 있는 방안으로 인식됨에 따라 국내 ·외적인 환경변화에 능동적인 대응과 일관성 있는 도시의 발전상 모색을 위하여 도시마다 도시의 이미지정체성 개발을 모색하고 있다. 이에 지난해 광주시의 도시이미지정체성을 수립하기 위한 기초 연구를 통해 '빛과 생명의 도시, 광주'라는 이념적 슬로건과 CI기본 요소를 개발하였다. 본 연구는 이상의 기초 연구를 토대로, 도시이미지를 구성하는 디자인 요소를 중심으로 도시 현황을 분석하고, 도시의 발전 가능성을 고려하여 장기적인 도시환경디자인개발 전략을 수립하고, 광주시에 적합한 가시적 정체성이미지 수립을 위한 사례 개발에 연구의 목적을 둔다. 본 연구에서는 광주시의 실제적 도시환경디자인 요소개발 사례를 제시하였고, 연구결과는 현재 광주시에 적용되었거나, 일부 보완을 통하여 적용되어질 예정이며, 이를 기반으로 도시 이미지정체성 수립을 위한 장기적인 전략에 따라 향후 지속적인 연구가 이루어질 것이다.

안재홍은 다사리주의(主義)를 통해 좌(左) 우(右)의 대립을 지양시키고 통일민족국가(統一民族國家)를 건설하고자 했다. 다사리주의를 이념적 차원에서 논하자면, 민족주의(民族主義)라는 점과 중도노선(中途路線)이라는 점이 주목된다. 안재홍의 민족주의는 민족적 정체성(正體性)과 민족적 주체성(主體性)을 표리의 관계로 인식했다는 점과 민족주의와 세계주의를 지양시키려 했다는 점이 주목된다. 또 안재홍의 중도노선은 자유주의(자본주의)와 급진주의(공산주의)를 지양시킨 '진정(眞正) 민주주의(民主主義) 노선'이라는 점과 미(美) 소(蘇)의 간섭을 막을 수 있는 '민족자주(民族自主) 노선'이라는 점이 주목된다. 그러나 안재홍의 다사리주의는 당시의 현실에서는 아무런 결실도 거두지 못한 '실패한 노선'이기도 했다. 그러나 안재홍의 다사리주의와 중도노선(中途路線)은 오늘날에도 여전히 중요한 의의를 지닌다. 첫째, 민족(民族)과 세계(世界)를 균형있게 조화시키려 했던 안재홍의 '신민족주의(新民族主義)'는 오늘날 세계화시대(世界化時代)에 더욱 중요한 과제로 부각되고 있다. 둘째, 균등경제(均等經濟)와 평권정치(平權政治)를 추구한 안재홍의 '신민주주의(신민주주의(新民主主義))' 역시 약자(弱者)의 생존권(生存權)이 근본적으로 위협받는 오늘날 신자유주의(新自由主義)시대에 더욱 중요한 과제로 부각되고 있다. 셋째, '해방공간'에서 중도노선(中途路線)의 실패가 민족의 분단(分斷)을 뜻하는 것이었다면, 오늘날 우리는 거꾸로 중도노선(中途路線)에서 통일(統一)의 기반을 모색해야 할 것이다.

The purpose of this study is to recognize the aesthetic characteristics of the Maximalism depicted in contemporary costumes of new millennium. This is done by analyzing and examining the social and cultural background of fashion in the few years of 21st century. The fashion trend of the beginning of 21st century was coexisted conflicting factors with ultramodern factor and past recurrent factor. For that reason, new millennium is to be existence background of Maximalism style in contemporary costumes. The social and cultural background of Maximalism was regarded as characteristics of the Glocalism, fusion style, bobos. Glocalism means a compound word of Globalism and Localism, and used various fields of policy, economics, society etc. Consequently, the aesthetic formativeness of Maximalism of the contemporary costumes was investigated as the 'Romantic Hippie Look' and 'Romantic Sports Look' 1) Romantic Hippie Look New millennium fashion trend is affected by hippie style of 1970's. That is major reason that the antiwar consciousness of 9.11 terror, USA-Afganistan war and the economic depression is similar to 1970's situation. Accordingly, fashion trend is developed into bright, light, romantic style and fashion designers chose materials with flowers, butterflies, dragonflies pattern. Because the clothing of these material reflects well modern people's feeling to escape misgivings, unrest of political terror, war etc. The characteristics of hippie style expressed freedom as the greatest merit was raised new trend, so called 'Romantic Hippie Look' on new millennium. That is, the romantic hippie look of the contemporary costumes is depicted as the formative beauty of the multiculturalism and nationalism. 2) Romantic Sports Look : The beginning of new millennium, many fashion designers intend to graft the details of sports wear on order made or ready made clothing and try to show luxury and cheerful fashion design with combination of sporty and romantic factors. Accordingly, theses fashion trends expressed 'Romantic Sports Look' with a harmony or disharmony of unusual factors. The fashion trend of new millennium centering around special cities like New York, Paris, Milan moved to various regional culture. Accordingly, the features of fashion depicted not unique theme but multiplicity of the clothing of dissimilar style or material by the mixture of 2 or 3 factors like the fusion of femininity and masculinity and the combination of past and present of details. That is, the romantic sports look of the contemporary costumes is depicted as the formative beauty of the multi-functional and crossover.

Risk regarding the possibility of loss can be especially problematic. If a loss is certain to occur, it may be planned for in advance and treated as a definite, known expense. It is when there is uncertainty about the occurrence of a loss that risk becomes an important problem. The word risk is often used in connection with insurance. No one generally accepted definition of risk exists, however. Of the many definitions, two distinctive ones are commonly used. One defines risk as the variation in possible outcomes of an event based on chance. That is, the greater the number of different outcomes that may occur, the greater the risk. Another way of expressing this concept is to state: The greater the variation around an average expected loss, the greater the risk. The second definition of risk is the uncertainty concerning a possible loss. The definition of risk as a useful one because it focuses attention on the degree of risk in given situations. The degree of risk is a measure of the accuracy with which the outcome of an event based on chance can be predicted. For now, it will serve our purpose to note the more accurate the prediction of the outcome of an event based on chance, the lower the degree of risk. After sources of risks are identified and measured, a decision can be made as to how the risk should be handled. A pure risk that is not identified does not disappear, the business merely loses the opportunity to consciously decide on the best technique for dealing with that risk. The process used to systematically manage risk exposures is known as risk management. Some persons use the term risk management only in connection with businesses, and often the term refers only to the management of pure risks. In this sense, the traditional risk management goal has been to minimize the cost of pure risk to the company. But as firms broaden the ways that they view and manage many different types of risk, the need for new terminology has become apparent. The terms integrated risk management and enterprise risk management reflect the intent to manage all forms of risk, regardless of type. International trade transaction is called between countries has features of globalism, cultural gap, long distance and long terms for the transaction. It is riskier than domestic transaction has its specific risks, such as foreign exchange risk and political risk, and requires various active risk management skills. Risks in relation to the international trade transaction are the contract risk, transit risk and payment risk, etc. The risk management in relation to the international trade transaction is to identify and measure these risks. The purpose of this study is to analyse the practical problems and its solution plan by analyzing various cases related to the risk management of bill of lading in the international trade transaction.
