Educational changes of library and information science (L & IS) at Keio university in Japan, standard of L & IS established by Japanese university educational committee, and trend of library science education in three Korean university were comparatively studied. For the efficient conduct of investigation, the art of states of L & IS was also considered. By the influence of American education, public library-oriented Japanese curriculum had changed to special library-oriented curriculum. Late 60's information science was introduced to their curriculum, library science which based upon information science theory endeavor to make its own field in a n.0, pplied science as harmonized library and information science now. Korean library science education begun with university library-oriented curriculum, accepted special library and information science at almost same time in late 60's. It gave rise to many problems to organized systematic library science. Consequently, it have needed to harmonize these two fields in near future, reorganize curriculum based on this harmonized knowledge and acquire the consensus about fundamental essence of library science education further.

As information technology has been evolving, digital library emerges as a vision of future library. Many authors on digital library describe that the problems that today's libraries face would be completely solved by using digital technology. But it is su n.0, pposed that such technology oriented papers do not take care of what the library has been and should remain. This paper is prepared to identify what core elements of library services being provided in traditional environment must be transferred to the digital library. For this purpose, firstly historical transition from traditional library to digital discussed. Secondly, library's fundamental service functions are analysed from three points of view-library as cultural and social institution, library as intellectual reality, library as a collection. And 'control zone' concept is also investigated as a new possibility of academic digital libraries. In contrast to open zone in which information is not controled at all as in internet, in control zone, information is selected and maintained by academic library community, retaining such essential library functions as selection.

This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it's apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn't conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.

This present study purposed to propose a plan of building a future oriented school library that supports teachers' teaching with various multimedia and Internet materials applicable in class immediately, helps students' self directed learning activities, and plays its role as a cultural center of the local community. As for research methods, this study examines the basic directions and characteristics of school libraries defined by the Ministry of Education and Human Resources Development, and investigates the current state of school libraries. In addition, we survey cases of library plans in Incheon, and suggest standards for planning and propose a plan. Ultimately, we establish a library plan for S Elementary School in Incheon and execute the plan and, in the course, derive ideas for satisfying students' demands with regard to their sentiment, stable and flexible layout and flow lines, facilities and space within the library, etc. What is more, we create indexes for library planning so that school libraries can contribute to various cultural activities and the development of local community beyond their functions as school library facilities.

In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.

In this study, we analyzed the current situation of court libraries and aimed to propose a future-oriented strategy for preserving and managing their collections. Based on literature and status analysis, the study presents the future preservation strategy of court library collections in three main categories: First, securing space for the long-term preservation of court library collections; second, establishing a system for collecting and preserving court library collections; and third, performing digital archiving for the permanent preservation and utilization of court records, valuable legal volumes, administrative materials, and other judiciary-specific resources. Through this, court libraries, including those in various courts, should resolve the issue of insufficient collection storage space, preserve holdings systematically and efficiently, and activate library use.

The goal of this study is to suggest policy tasks for the public library in Seoul. For this goal, researcher compared macroscopically the gap between the Seoul city and the global competitiveness city using the core index of the public library, and analyzed microscopically the level of the Seoul city and the metropolitan cities and provinces focusing on the public library infrastructure and service index. Next, researcher evaluated the public library policies by linking the "2030 Seoul City Master Plan" and the "Library and Reading Culture Revitalization Plan". Based on the results, researcher proposed branding for global knowledge culture capitals, advancement of core competencies and systems of libraries, composition of citizen centered knowledge culture ecosystem, maximization of citizen's service satisfaction and expected benefits as future-oriented policy tasks of public libraries in Seoul.

The problem of library space has long been discussed in various aspects such as library relations, architecture, and space design. The purpose of this study is to examine the change of the concept of the complex space of the library according to the development of advanced technology and the social paradigm, and to present the direction of constructing the complex space of the future library by analyzing each case. All concepts such as mediatheque, information commons, larchiveum, and the maker space that is recently introduced into the library are important elements of the complex space presented as a problem of library construction and space. The future library reflects these concepts and serves as a mediator between information and users, users and users, users and media to support reading, information, learning, rest, community-oriented culture and creation, start-up and collaboration. The basis of public libraries as a service organization dependes on the customer's needs and expectation. Recently, public libraries have faced an existence crisis attacked from the development of Internet and the various cultural programs of other organizations. Thus, public libraries required continuos effort in order to get the existence necessity from community and customers. This paper investigates and compares with the public Service Charter provided a customer oriented public service, public library evaluation indexes by the Ministry of Culture & Tourism Gyeonggi Province, and a public satisfaction survey by Seoul Metropolitan. Thus this paper can provide the basis materials fur future public library evaluation.

The purpose of this study is to investigate the principles of school library media center program and to finds out present level and future outlook of the program implementation in primary and middle school. The fundamental objective of school is learning and school library functions as a link to support this objective. Therefore quality of education must always be linked to the library media programs. A questionaire which consists of 13 questions covering school library media center operation was designed to final out how learning-teaching media program is being practiced in Korea. Based on this study, it is concluded that there is significant difference between present practice level and desired future-oriented practice. It is hoped that this study will help planners in formulating school library policy to achieve educational goal of the school.
