Emerging New Industrial Cluster along the Cheonggyechon-ro and Its Social Capital (청계천로변 전문상가의 신산업집적체형성과 사회적 자본의 특성)

  • This paper introduces a new type of industrial cluster developed at the CBD of Seoul. Conventionally, clusters are said to be consisted of hi-tech, often If activities, manufacturing industries or artisan craft industries with increasing vertical integration and performance usually supported by venture capitals and favorable business infrastructure, not to mention governments', be it central or local, incentive plans. The study area, Cheonggyechon region has long been a traditional CBD frame of Seoul, Korea, being troubled by deterioration, traffic jams, and environmental degradation as most inner cities experience. Recently. this region has transformed to the most dynamic and productive area not by IT industries but by apparel and fashion activities. The study of the developmental trajectory and key characteristics for this kind of industrial cluster can give us insight both for the transition of inner city and for the cluster theory. This Paper firstly briefly Profiles the growth of the Cheonggyechon region over the past decade. It then shows the current spatial and business structure of the new industrial cluster, focusing on the fact that transactions costs are reduced, the creation and flow of information improves. and the local institutions are prone to be most responsive to the new cluster's specialized needs. The third section presents the key components of the customized production-distribution-shopping cluster development process, emphasizing the localized networking. social capital, spontaneous institutionalization of associational economic climate, and cultural economy based on place-specific inertia. The paper concludes with some comments about the prospects and perils of the new industrial cluster of Seoul.

Fast GPU Implementation for the Solution of Tridiagonal Matrix Systems (삼중대각행렬 시스템 풀이의 빠른 GPU 구현)

  • With the improvement of computer hardware, GPUs(Graphics Processor Units) have tremendous memory bandwidth and computation power. This leads GPUs to use in general purpose computation. Especially, GPU implementation of compute-intensive physics based simulations is actively studied. In the solution of differential equations which are base of physics simulations, tridiagonal matrix systems occur repeatedly by finite-difference approximation. From the point of view of physics based simulations, fast solution of tridiagonal matrix system is important research field. We propose a fast GPU implementation for the solution of tridiagonal matrix systems. In this paper, we implement the cyclic reduction(also known as odd-even reduction) algorithm which is a popular choice for vector processors. We obtained a considerable performance improvement for solving tridiagonal matrix systems over Thomas method and conjugate gradient method. Thomas method is well known as a method for solving tridiagonal matrix systems on CPU and conjugate gradient method has shown good results on GPU. We experimented our proposed method by applying it to heat conduction, advection-diffusion, and shallow water simulations. The results of these simulations have shown a remarkable performance of over 35 frame-per-second on the 1024x1024 grid.

An Introductory Research for Development of Soil Ecological Risk Assessment in Korea (토양생태 위해성평가 제도 국내 도입방안 연구)

  • Human activities have resulted in soil pollution problems to us. Human and ecological risk assessment have been suggested as an efficient environmental management strategy for protecting human and ecosystems from soil pollution. However, Korean environmental policy is currently focused on human protection, and fundamental researches for ecology protection are required for institutional frameworks. In this study, we developed a schematic frame of Korean soil ecological risk assessment, and suggested the basic information for its application. This study suggested a soil ecological risk assessment scheme consisting of 4 steps for derivation of Predicted-No-Effect-Concentration (PNEC): 1) ecotoxicity data collection and reliability determination, 2) data standardization, 3) evaluation of data completeness for PNEC calculation, and 4) determination of ecological-risk. The reliability determination of ecotoxicity data was performed using Reliability Index (RI), and the classification of domestic species, acute/chronic, toxicity endpoint, and soil properties was used for data cataloging. The PNEC calculation methodology was determined as low-reliability, middle-reliability, and high-reliability according to their quantitative and qualitative levels of ecotoxicity data. This study would be the introductory plan research for establishment of Korean soil ecological risk assessment, and it can be a fundamental framework to further develop guidelines of Korean environmental regulation.

Study on Norovirus Genotypes in Busan, Korea (부산지역에서 분리된 norovirus 유전자형 연구)

  • Norovirus (NoV) causes major acute non-bacterial gastroenteritis in humans. NoV genus is a member of the family Caliciviridae, which is transmitted by contaminated food and water or from human to human. Many genotypes of genogroups I and II have been reported because of their high genetic diversity. To obtain molecular epidemiological information on gastroenteritis sporadic cases in Busan, Korea, we analyzed the nucleotide sequences of NoV strains detected during 2008~2010. We performed one step RT-PCR amplifying the open reading frame (ORF) 2 (capsid region) followed by semi-nested PCR. Fecal samples were collected from 4,071 acute gastroenteritis, and genotypes of the 421 positive samples were determined by sequence analysis. Based on partial sequence of capsid region, 7 NoV were categorized into genogroup I and 13 into genogroup II. Prevalent genotypes among gastroenteritis patients within Busan were GII.4, GI.6, GII.5 in 2008~2010. The results of this study will contribute to the currently available epidemiological data and improve public health and hygiene via development of diagnostic methods and sustainable surveillance.

Voting-based Intra Mode Bit Skip Using Pixel Information in Neighbor Blocks (이웃한 블록 내 화소 정보를 이용한 투표 결정 기반의 인트라 예측 모드 부호화 생략 방법)

  • Intra coding is an indispensable coding tool since it can provide random accessibility as well as error resiliency. However, it is the problem that intra coding has relatively low coding efficiency compared with inter coding in the area of video coding. Even though H.264/AVC has significantly improved the intra coding performance compared with previous video standards, H.264/AVC encoder complexity is significantly increased, which is not suitable for low bit rate interactive services. In this paper, a Voting-based Intra Mode Bit Skip (V-IMBS) scheme is proposed to improve coding efficiency as well as to reduce encoding time complexity using decoder-side prediction. In case that the decoder can determine the same prediction mode as what is chosen by the encoder, the encoder does not send that intra prediction mode; otherwise, the conventional H.264/AVC intra coding is performed. Simulation results reveal a performance increase up to 4.44% overall rate savings and 0.24 dB in peak signal-to-noise ratio while the frame encoding speed of proposed method is about 42.8% better than that of H.264/AVC.

Understanding Characteristics of the Gifted in Invention for Establishing the Concept of the Gifted in Invention (발명영재상 수립을 위한 발명영재의 특성 이해)

  • Educating gifted students in invention is a totally new area for researchers as well as educators. Establishing the theoretical concept of the gifted in invention has been a challenging task to many education researchers in Korea for last several years. This study was conducted to understand characteristics of the gifted in invention with the eventual purpose to conceptualize 'giftedness in invention.' The Future Mind by Gardner was adopted as the frame for categorizing the characteristics of the gifted in invention. Based on Five Minds, this study listed 25 factors with their 80 characteristics after intensive literature review and field surveys. The findings of this study are expected to contribute to establishing the theoretical base of educating the gifted in invention, to identifying gifted youngsters to be great inventors, and to designing the educational programs for them.

Risk-Targeted Seismic Performance of Steel Ordinary Concentrically Braced Frames Considering Seismic Hazard (지진재해도를 고려한 철골 보통중심가새골조의 위험도기반 내진성능)

  • The risk-targeted seismic design concept was first included in ASCE/SEI 7-10 to address problems related to the uniform-hazard based seismic concept that has been constructed without explicitly considering probabilistic uncertainties in the collapse capacities of structures. However, this concept is not yet reflected to the current Korean building code(KBC) because of insufficient strong earthquake data occurred at the Korean peninsula and little information on the collapse capacities of structures. This study evaluates the risk-targeted seismic performance of steel ordinary concentrically braced frames(OCBFs). To do this, the collapse capacities of prototype steel OCBFs are assessed with various analysis parameters including building locations, building heights and soil conditions. The seismic hazard curves are developed using an empirical spectral shape prediction model that is capable of reflecting the characteristics of earthquake records. The collapse probabilities of the prototype steel OCBFs located at the Korean major cities are then evaluated using the risk integral concept. As a result, analysis parameters considerably influence the collapse probabilities of steel OCBFs. The collapse probabilities of taller steel OCBFs exceed the target seismic risk of 1 percent in 50 years, which the introduction of the height limitation of steel OCBFs into the future KBC should be considered.

Performance Enhancement of the Attitude Estimation using Small Quadrotor by Vision-based Marker Tracking (영상기반 물체추적에 의한 소형 쿼드로터의 자세추정 성능향상)

  • The accuracy of small and low cost CCD camera is insufficient to provide data for precisely tracking unmanned aerial vehicles(UAVs). This study shows how UAV can hover on a human targeted tracking object by using CCD camera rather than imprecise GPS data. To realize this, UAVs need to recognize their attitude and position in known environment as well as unknown environment. Moreover, it is necessary for their localization to occur naturally. It is desirable for an UAV to estimate of his attitude by environment recognition for UAV hovering, as one of the best important problems. In this paper, we describe a method for the attitude of an UAV using image information of a maker on the floor. This method combines the observed position from GPS sensors and the estimated attitude from the images captured by a fixed camera to estimate an UAV. Using the a priori known path of an UAV in the world coordinates and a perspective camera model, we derive the geometric constraint equations which represent the relation between image frame coordinates for a marker on the floor and the estimated UAV's attitude. Since the equations are based on the estimated position, the measurement error may exist all the time. The proposed method utilizes the error between the observed and estimated image coordinates to localize the UAV. The Kalman filter scheme is applied for this method. its performance is verified by the image processing results and the experiment.

An Algorithm for Segmenting the License Plate Region of a Vehicle Using a Color Model (차량번호판 색상모델에 의한 번호판 영역분할 알고리즘)

  • The license plate recognition (LPR) unit consists of the following core components: plate region segmentation, individual character extraction, and character recognition. Out of the above three components, accuracy in the performance of plate region segmentation determines the overall recognition rate of the LPR unit. This paper proposes an algorithm for segmenting the license plate region on the front or rear of a vehicle in a fast and accurate manner. In the case of the proposed algorithm images are captured on the spot where unmanned monitoring of illegal parking and stowage is performed with a variety of roadway environments taken into account. As a means of enhancing the segmentation performance of the on-the-spot-captured images of license plate regions, the proposed algorithm uses a mathematical model for license plate colors to convert color images into digital data. In addition, this algorithm uses Gaussian smoothing and double threshold to eliminate image noises, one-pass boundary tracing to do region labeling, and MBR to determine license plate region candidates and extract individual characters from the determined license plate region candidates, thereby segmenting the license plate region on the front or rear of a vehicle through a verification process. This study contributed to addressing the inability of conventional techniques to segment the license plate region on the front or rear of a vehicle where the frame of the license plate is damaged, through processing images in a real-time manner, thereby allowing for the practical application of the proposed algorithm.

Multi-View Color Video and Depth Map Coding based on HEVC (HEVC 기반 다시점 컬러 영상 및 깊이 정보 맵 부호화 방법)

  • This paper proposes a method to efficiently encode multi-view color videos and depth maps. The proposed coding method for multi-view color videos and depth maps can improve the coding efficiency by additional inter-view prediction, as well as inter-frame prediction. By means of the proposed method, we achieved the coding gain of approximately 55% for 2-view color videos and approximately 12% for 2-view depth maps. For 3-view case, we found that the proposed system yields 54% of coding gain from outer view color videos and 56% of coding gain from center view color videos, respectively. Moreover, for 3-view depth map case, approximately 11% of coding gain from outer view and 13% of coding gain from center view are obtained with the proposed coder, respectively.
