A Model for Real-time Reservoir Operations during Flood Period.II : Single Reservoir Operating Rules at Daecheong Dam (홍수기중의 실시간 저수지운영 모형(II) - 대청댑의 단일저수지 운영 방안 -)

  • Real-time reservoir operation models during flood period require optimization of hourly releases from the input data through on-line system. And predicted values. An algorithm of the simulation model to resolve the problem has already been reported with formulation of objectives to minimize the flood damage in downstream reaches and to conserve water at the end of operation for the later use. This paper presents an application of the model to a single reservoir system at the Daecheong Dam during flood and the results are reviewed. This paper also reviews measured inflows and releases in the past. The model is applied to the flood hydrographs of several return periods assuming different reservoir levels at the beginning of the operation. Also it demonstrates the simulation of test run with inflow forecasts obtained by rainfall-runoff model and compares the results. As a result, the model can use efficiently the flood control capacity with consideration of risk factor for the uncertainties associated with inflow forecasts.

  • Flood damage is one of the most important and influential natural disaster which has an effect on human beings. Local concentrated heavy rainfall in urban area yields flood damage increase due to insufficient capacity of drainage system. When the excessive flood occurs in urban area, it yields huge property losses of public facilities involving roadway inundation to paralyze industrial and transportation system of the city. To prevent such flood damages in urban area, it is necessary to develop adequate inundation analysis model which can consider complicated geometry of urban area and artificial drainage system simultaneously. In this study, an urban flood analysis model adopting the unstructured computational grid was developed to simulate the urban flood characteristics such as inundation area, depth and integrated with subsurface drainage network systems. By the result, we can make use of these presented method to find a flood hazard area and to make a flodd evacuation map. The model can also establish flood-mitigation measures as a part of the decision support system for flood control authority.

Hydrological Stability Analysis of the Existing Soyanggang Multi-Purpose Dam (소양강 다목적댐의 수문학적 안정성 검토)

  • This study aims at suggesting an alternative to improve current capacity of flood control for the existing Soyanggang multi-purpose dam which was constructed 20 years ago as a largest dam in Korea. The newly estimated value of the probable maximum precipitation(PMP) is 760.0 mm which is based on the hydrometeorological method. The peak inflow of 1000 years return period at the time of construction was 13,500$m^3$/s. However, the newly estimated peak inflow of the PMF is 18,100$m^3$/s which is 1.34 times bigger than the original one. In order to adopt the newly estimated PMF as a design flood, following four alternatives were compared; (1) allocation of more flood control space by lowering the normal high water level, (2) construction of a new spillway in addition to the existing one, (3) raising the existing dam crest, (4) construction of a new dam which has relevant flood control storage at the upstream of the Soyanggang multipurpose dam. The preliminary evaluation of these alternatives resulted in that the second alternative is most economical and feasible. So as to stably cope with the newly estimated PMF by meeting all the current functions of the multi-purpose dam, a detailed study of an additional spillway tunnel has to be followed.

  • Sudden intrusion of a large amount of surface water into a flood defensive tunnel or pipeline system can compress the residual air. The compressed air may explode along with water through the inlet or air vent, resulting in hydraulic capacity degradation or safety hazards. This study aims to investigate the behavior of compressed air body in pipelines according to the residual air condition with a series of laboratory experiments measuring pressure variation. It has been found that flow characteristics and residual air conditions have a dominant influence on the magnitude and periodicity of the pressure variation. A proper measure to effectively control the residual air is required for securing the design capacity of flood defensive pipeline systems, since the peak pressure is predominantly affected by residual air conditions.

  • As local flash flood exceeding planned capacity occurs frequently, localized preparedness and response to flood inundation are increasingly important. Using XP-SWMM model and GIS techniques, this study analyzes inundation areas by local flash flood and develops rainfall standards for evacuation with the case of Sadang-Cheon area, a local stream and its nearby highly populated watershed in the southern part of metropolitan Seoul, Flood inundation areas overflowed from drainage systems are analyzed and mapped by amount of rainfall that is derived from reference levels of stream flow. Rainfall standards for evacuation are comprised of 'watch' (40mm/hr) in preparing for near-future inundation and 'evacuation' (65mm/hr) in responding to realized inundation. The methods suggested by this case study may be applied to other urban areas for sound flood prevention policy measures and thus risk minimization.

  • The Water resources utilization pattern of Jangsung reservoir was studied. The observed precipitation and existing reservoir operation data such as irrigation amount, reservoir storage, river maintenance requirement, flood control discharge were collected for ten years period and analyzed. Major findings of this study are as follows: The observed average, minimum, maximum annual precipitation were 905.1mm, 1,977.3mm, 1,554.3mm during study period, respectively. The average annual irrigation amount was 554.5mm, irrigation amount of drought years of '92 and '94 was 604.6mm, 679.2mm, respectively. However, irrigation amount of extended drought year '95 was 384.9mm. It showed that supplying capacity of Jangsung reservoir was limited when consecutive 2 year drought occurred. The main water resources usage of Jangsung reservoir was irrigation, but flood control discharge exceed irrigation amount exceptionally when high precipitation occurred. The reservoir operation record revealed that discharge for river maintenance was delivered even drought years.

  • This study aim is to establish the suitability analysis of a constructed wetland using Geographic Information System. A constructed wetland is a flood control reservoir that is able to control flows and conserve a preserving integrity of nature maximum. It has been did that DB construction of flood area, socioeconomic analysis, and space analysis using GIS. Achieved reiteration arithmetic function from results of several elements, it has been did analysis for possibility space of constructed wetland. Through the analysis of flood area and a constructed wetland capacity, it has been established the estimation where is possible to build wetland. This study is applied suitability analysis method where has been choose the basin of To-Phyeong river in Kyongsang-namdo with methodology presentation about suitability analysis.

  • Urban flooding is usually caused by the surcharge of storm sewers. For that reason, domestic studies about urban flooding are concentrated on the simulation of urban drainage system. However these approaches that find the pipes which have insufficient drainage capacity are very approximate and unreasonable ways. In this study, an accurate mathematical modeling is developed to analyze the impacts of an urban inundation for both flood prevention and flood-loss reduction planning and it is verified by using the simulation of July 2001 flooding in Seoul. The result of this study can be used to construct fundamental data for a flood control plan and establish a urban flood forecasting/warning system.

  • Urban flooding is usually caused by the surcharge of storm sewers. For this reason, previous studies on urban flooding are mainly concentrated on the simulation of urban drainage systems. However these approaches that find the pipes which have insufficient drainage capacity are very approximate and unreasonable ways in establishing both flood prevention and flood-loss reduction planning. In this study, a two-dimensional model linked the existing ILLUDAS model is developed to calculate the accurate and resonable solution about urban flood inundation and it is verified by using the simulation of July 2001 flood in Seoul. In the urban area with a small difference of ground elevations, the two-dimensional flood propagation phases must be considered to make a accurate analysis for inundated area and depth. The result of this study can be used to construct fundamental data for a flood control plan and establish a urban flood forecasting/warning system.

  • Because it is difficult to install new large hydraulic structure, washland is considered as alternatives of hydraulic facility. As flood reduction effect of washland is dependent on flood, hydrograph, capacity of washland and spillway height, applying adequate spillway height is very important to maximize flood reduction effect of washland. In this study, effect of variation of spillway height on flood reduction effect of washlands is analyzed. The existing model developed to make decision for optimal location of washland using flood reduction effect as evaluation function and location of washland as decision variable was revised for this purpose. The spillway height of washland is added as decision variable and revised model finally give optimal location and spillway height of washland as result. The developed model has been applied to the Ansung River basin and application result was compared with that of existing model. The application result shows that developed model can give more efficient result than existing model.
