A study on the improvement of the basic safety education system for fishing seafarers (어선원 기초안전교육제도 개선방안에 관한 연구)

  • This study attempted to solve the problem that the current safety education contents of Korean fishing vessels are not consistent with the STCW-F Convention and do not properly reflect the actual operating environment of the fishing vessels. Despite the reinforced duty of safety education for fishing vessels after the Ferry Sewol accident, the problem has been pointed out that the effectiveness is still low due to merchant-oriented education contents and uniform education methods. Therefore, this study compared and analyzed laws related to safety education for fishing vessels and the STCW-F Convention, and derived improvement measures by collecting voices from the field through a survey of fishing vessels. As a result of the study, it was confirmed that the current fishing vessel safety education does not take into account the reality of fishing such as fishing vessel type, navigation distance, and ship output, and that the core curriculum required by STCW-F Convention is omitted. In addition, it was found that education content on major accident types that frequently occur along the coast was also insufficient. In order to improve this, this study proposes to re-establish the target of safety education for fishing vessels based on STCW-F Convention related to fishing vessels, and to prepare a segmented education system by reorganizing the training contents to suit reality. In addition, the need to clearly distinguish the education of merchant and fishing vessels through the revision of the Seafarers Act and the Ship Employees Act was suggested, and to establish a safety education system for fishing vessels that meets STCW-F Convention and domestic conditions.

Comparison and analysis of Marine Officer License System for Fishing Vessels between Republic of Korea and New Zealand (한국과 뉴질랜드 어선 해기사 면허제도 비교 분석)

  • This study aims at comparison and analyzing of marine officer license system for fishing vessels between South Korea and New Zealand. It is urgently required to establish Republic of Korea-New Zealand mutual certification system for marine officers who are on board ships within applicable area given that New Zealand will force foreign fishing vessels within New Zealand area to reflag from 2016 in accordance with the amendment of Fisheries Act. Secondly, to compare and analyze systems between two countries will contribute to the preparatory work related to ratification STCW-F convention as New Zealand already have completed law amendment to adapt the convention. Maritime law of New Zealand, Seafarers Act and Ship Personnel Act of Republic of Korea were compared and analyzed as references. The result showed that an improvement to corresponding level to the international convention and development of safety training by vessel type, and job descriptions according to the license class are needed to Republic of Korea system. Furthermore, it is suggested to prepare specialized training for deckhands as required in STCW-F convention and standard fishing vessel officer training record for designated institute of education. Therefore institutional complementarity and framework is required as it is expected that the nations of fishing in piscary demand to reflag Korean deep-sea fishing vessels or to ratify the STCW-F convention.

Operating Performance of hair-tail angling vessel using the LED and metal halide fishing lamp combination (LED와 메탈핼라이드 집어등을 겸용한 갈치채낚기 어선의 조업 성능)

  • One of representative Korean fisheries, jigging and angling has 5,700 vessels for squid and hairtail. Hairtail angling is the most typical fishery in Jeju and has an enormous impact on regional economy. However, the price hike in oil and labor costs triggered the necessity of developing a high efficient and energy saving fish luring lamp in recent times. For that reason, this study aimed to analyze the fishing performance of the aircooled LED lamp targeting hairtail angling fishery. The experiment was conducted from September through October in 2009-2011 for a 9.77 ton of fishing vessel setting up 100 lamps. The fishing performance was tested compared with 6 vessels using metal halide lamps in the same waters. As the LED lamp's performance goes up, different lamps were used in 2008 for 80W, 2009 for 120W and 2011 for 180W respectively. The catch and CPUE of the experimental vessel have gradually increased respectively taking the $4^{th}$ and $6^{th}$ place in 2009, the $4^{th}$ and $2^{nd}$ place in 2010, the $1^{st}$ and $1^{st}$ place in 2011 among the 7 vessels. In summary, the LED fishing lamp showed higher fishing performance than comparison groups. It saved 33% of oil consumption and cut down on operating expenses and greenhouse gases emission.

Analysis of occupational accidents for fisher's on gillnet fishing vessel using the written verdict (재결서를 이용한 자망어선 어선원의 어로작업 중 안전사고 분석)

  • We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.

Stabilization of ship's heading in AIS of fishing vessel by a hybrid GPS/EM compass (어선 AIS에서의 하이브리드 GPS/EM 컴퍼스에 의한 선수방위 안정화)

  • The ship's heading information of hybrid GPS/EM compass were applied to the AIS of fishing vessel and examined the possibility of accuracy improvement. It is observed 453 each in AIS receiver of land among 3,982 each in AIS Rx/Tx transponder of the test ship at sea, and transmission interval according to the speed of ship is determined the 11.4% good transmitting data of the all information. In results, maximum compass error for the ship's heading of an EM compass was $19.1^{\circ}$. The variance of ship's heading owing to the speed of ship is surveyed. The COG (Course Over Ground) was changed extremely in $180^{\circ}W-179^{\circ}E$ range under 4.9knots, and in $24^{\circ}W-23^{\circ}E$ range over 4.9knots. Finally, using the ship's heading of EM compass and the COG from GPS for the autopilot system of a small fishing boat and the ship's heading information of AIS results in danger on the own ship's navigation safety and leads to make confusion both the others and VTS (Vessel Traffic Service) center. Therefore, the hybrid GPS/EM compass is identified as the best system for a small fishing boat and is allowed to offer continuously a ship's heading information with high accuracy and stability.

A Study on the Requirement to the Fishing Vessel for Reducing the Collision Accidents (충돌사고 감축을 위한 어선의 대응 방안에 관한 연구)

  • In spite of being reduced the numbers of vessel registered, there are increasing the numbers of total marine accidents and collision accidents. For recent 5 years from 2008 to 2012, it was analyzed that the collision accident is highest rank by 37 % among the marine accidents and the fishing vessel is highest by 58 % in these collision accidents and also the small fishing boat under 20tons is highest by 26 % on them. Over the half of the collision accidents by 56 %, they couldn't find each other to just before the collision situation. In this result, it was known that collision accidents almost to be occurred by the poor look-out in each other. Therefore, it was suggested the requirements to the fishing vessels in a side of crew, education and exercise, and navigation equipments to reduce the collision accidents by examining the navigation patterns and concerning laws of them.

Study on Performance of High Efficiency Series Propeller (KF Series) for Fishing Vessels (어선용 고효율 시리즈(KF 시리즈) 프로펠러에 대한 성능 연구)

  • The MAU series has been usually used for the fishing vessel's propeller, which has been improved in consideration of the efficiency as well as the cavitation point of view in Pusan National University. The high efficiency standard series propeller(KF series) has been applied to the design of 52ton class fishing vessel's propeller in the previous study. The experimental study for the performance of the design propellers called KF series for 52 ton class fishing vessel has been conducted with five cases in Korea Ocean Research & Development Institute towing tank. The model tests have been carried out at different pitch ratio and expanded area ratio in comparison with the standard propeller to make the series chart. The KF series chart and the formula for performance expression have been completed on the basis of the experiment result.

Estimation of the Willingness to Payment of Sea-anglers about Increase in Abundance of Fish Resources Using CVM (CVM을 이용한 바다낚시 자원풍도 증가에 대한 지불의사액 추정에 관한 연구)

  • The purpose of this study is to estimate the Willingness To Payment (WTP) of sea-anglers regarding the increase in the abundance of fish resources resulting from the Korean vessel buy-back program using the contingent valuation method. Data was collected through sample surveys of 352 sea-anglers across the nation in 2015. If a 20% increase in the abundance of fish resources resulted from the vessel buy-back program, WTP estimates of sea-anglers per recreational fishing trip were 9,570 won on truncated mean, 16,528 won on mean, and 35,830 won on median, respectively. Additionally, when the number of annual total recreational fishing trips in Korea were estimated as 22,700 thousand trips, the annual increase in national welfare through recreational fishing was estimated to be 217.2 billion won on the truncated mean, 375.2 billion won on the mean, and 813.3 billion won on the median, respectively.

Investigation for Purification of Japanese Style Terminology Used in the Korean Fishing Vessels (어선에서의 일본식 용어 순화에 관한 연구)

  • In contemporary society, shipping and fishery industry tend to use Japanese language or Japanese style terminology extravagantly. It becomes a reason of preventing the communications between crews who have been working for many years and the beginners in the ships. Also the crews cannot easily understand the contents of the manuals that is explained in only Korean language. For this reason, the foreign employee have to study Japanese style terminology before begin start their work. I strongly believe that this is one of the major national contempt. It is reasonable to expel Japanese style terminology from the vessel if possible to enable free communications to each other. I inspected and examined about purification of 125 Japanese style terminology that is already examined in the fishing vessels 11 years ago. So, I expect this paper is a research for the eradication of the Japanese style terminology in the Korean fishing vessels.

Characteristics of Korean Trawl Fisheries in the Southwest Atlantic Ocean (남서대서양 한국트롤어업의 조업특성)

  • Trawl fishing is a major concern worldwide, and there is considerable debate about its impact on marine ecosystems. In this study, we used the vessel monitoring system (VMS) data collected in the southwest Atlantic Ocean from 2016 to 2019 to estimate the fishing effort and trawled area. Spatial distribution of trawl activities according to the latitude and longitude and the hotspots where fishing was concentrated each year were identified. Trawling activities of the Korean vessels were mainly distributed between 40-52°S and 56-63°W. The species caught during the fishing period comprised five Cephalopoda, three Chondrichthyes, ten Osteichthyes, and other fish. The Argentine hake Merluccius hubbsi and Argentine shortfin squid Illex argentinus were the dominant species in the catch.
