In this study, fire and evacuation safety of environmental energy facilities using fire and evacuation simulation was examined as part of performance-oriented design. The worst-case fire scenarios in which fire-fighting facilities such as sprinkler fire extinguishing and smoke control systems are not working, and the FDS analyzes the visibility, temperature distribution, and carbon monoxide concentration distribution through FDS. The safety was examined. As a result, it was proved that evacuation could limit the visibility, temperature, and carbon monoxide concentration in a smooth range, based on the safety standards set by relevant laws. In other words, it was possible to verify the safety of fire and evacuation for environmental energy facilities where a large amount of combustibles and fires coexist.

이 연구는 아파트 시설물 유지관리 및 화재안전시설관리가 입주자의 주거만족도에 미치는 영향에 대한 해결방안을 제시하였다. 연구결과는 다음과 같다. 첫째, 시설물 유지관리는 주거만족도에 부(-)의 영향을 미치는 것으로 나타났다. 이는 시설물의 고장이 많을수록 입주자의 주거만족도는 낮아지는 것으로 분석되었다. 즉 관리주체 직원들은 반복적인 업무이기 때문에 입주자 민원 요청에 소홀할 때 주거만족도에 부정적인 영향을 미치므로 관리주체에서 결코 가볍게 지나치면 안 되는 사항으로 관리교육지원과 시설물 유지관리를 높여 입주자들의 주거만족도를 높여야 함을 보여준다. 둘째, 화재안전시설은 주거만족도에 부(-)의 영향을 미치는 것으로 나타났다. 이는 화재안전시설에 대한 작동불량이 많을수록, 소방용품의 교체가 많을수록 입주자의 주거만족도는 낮아지는 것으로 분석되었다. 즉 아파트 단지 내에는 안전문화인식 수준이 낮을 수 있기 때문에 이에 대한 대응력이 취약할수록 화재안전시설에 대한 의존도가 높고 안전을 중요함을 보여주어 관리주체에서는 화재안전시설에 대한 피해를 저감시켜 입주자들의 주거만족도를 향상시켜야 할 필요가 있다. 마지막으로, 입주자의 화재안전의식 강화방안으로 소방계획서에 의한 화재진압과 피난 대처요령에 관한 입주자의 교육과 훈련을 반복적으로 시행할 필요가 있다.

한국은 고도의 산업화 또는 지식정보화 사회로 접어들면서 소방업무도 변화 발전에 따라 업무범위가 점점 확대 되고 있다. 그러나 그에 따른 근무환경 등은 과거에 비해 크게 개선되지 않았다. 또한 생명을 위협하는 상황에 노출되어 다른 직업과 비교해볼 때 많은 스트레스를 받고 있는 것으로 보인다. 더욱이 소방공무원의 직업성 스트레스는 소방공무원의 안전은 물론 국민의 안전과 직결되어 있다. 본 연구에서는 소방공무원의 직업성 스트레스의 경감대책으로 구성원들 간의 활발한 커뮤니케이션 활동, 업무직능별 인사시스템 도입, 처우 및 복지시설의 개선, 소방공무원 안전 및 보건규칙 제정, 소방 전문병원 설립 및 소방전문의 위촉 등을 제안하였다.

This study is to suggest a performance assessment model for fire safety protection of office building 34 asessment elements were chosen by interviewing with experts, reviewing several codes and existing relevant models, assessment elements included in this model are comprised of five categories which are 'performace of protected area', 'performance of fire partition', 'safety performance of fire escape', 'performace of smoke control system' and 'performace of fire fighting equipment'. The weight of each element was computed by systematic approach like an AHP (analytical hierarchy process), which was conducted by experts who work in the field of fire protection. This model would be utilized as a part of assessment model for the overall performace of domestic office building.

This paper describes the development of an INS (Inertial Navigation System) integrated positioning system, which can monitor and track the firefighter's position for assisting effective fire-fighting activity and rescue services. The INS consists of highly accurate three-axis gyro sensor and three-axis accelerometer. By integrating an INS to positioning system, it is also possible to obtain the information of firefighter's physical state (e.g. standing, collapse and crouch) of posture including velocity. Consequently, this research would obviously make a contribution to effective rescue activities and safety of firefighters. Besides, this paper presents results from field tests conducted at Tokyo University demonstrating its viability and utility. We also summarize the overall system requirements and architecture, and describe the hardware and software used in the prototype system in detail.

본 연구는 소방조직의 변혁적 리더십이 조직문화와 혁신에 미치는 영향을 알아보는데 목적을 갖고, 소방방재청과 서울소방재난본부 소방공무원을 대상으로 설문조사를 하였다. 분석결과 첫째, 소방조직 리더의 변혁적 리더십이 조직문화에 미치는 영향을 검증한 결과 리더의 변혁적 리더십이 소방 조직문화의 하위요인별 집단문화, 규범문화, 합리문화에 영향을 미쳤다. 둘째, 조직문화가 조직혁신에 미치는 영향을 검증한 결과 집단문화, 합리문화가 조직혁신에 영향을 미쳤다. 셋째, 소방조직 리더의 변혁적 리더십이 조직혁신에 미치는 영향을 검증한 결과 소방조직 리더의 변혁적 리더십은 조직혁신에 영향을 미쳤다. 이상의 연구결과 소방조직 내 리더의 변혁적 리더십이 조직문화와 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, 이는 기존 조직 및 신세대 중심의 신사고체제를 지닌 부하직원에 대한 조직 내 리더의 활력적이며 변화 추구적인 리더십이 집단 내 규범을 바탕으로 한 합리적 문화와 발전지향적 혁신에 기여할 수 있음을 시사한 것으로 평가할 수 있다.

The offshore installations and ships are the structures most likely to be exposed to hazards such as hydrocarbon fire and/or explosion. Developing proactive measures to prevent the escalation of such events thus requires detailed knowledge of the related phenomena and their consequences. $CO_2$ extinguishing systems are extensively used for fire accidents of on-and offshore installations because of outstanding performance and low cost. There is, however, the risk of carbon dioxide system which enumerates many of the fatalities by suffocation associated with industrial fire protection requirements. Therefore, the aim of this study is to perform the prediction of fire suppression characteristics of the carbon dioxide system in realistic enclosed compartment area of ships and propose $CO_2$ extinguish fire fighting system for preventing suffocation accidents during fire fighting. According to CFD calculations, it can be observed and assessed that various fire profiles with $CO_2$ and $O_2$ mole fraction in the target enclosed compartment area are applicable within the proposed system. Additionally, the design of fire safety system of ships and offshore installations can utilize ventilation system and/or layout arrangement through the proposed system.

소화활동설비 중 연결송수관설비는 출동한 소방대가 소화용수를 공급하는데 화재현장 활동에서 그 어떤 설비보다 중요하다. 본 연구에서는 연결송수관설비 화재안전기준(NFSC 502)을 바탕으로 연결송수관설비가 설치된 아파트에 대한 연결송수구 설치 위치를 조사하였다. 소방대원이 아파트에 설치된 연결송수관설비 송수구를 알고 있는 경우와 모르고 있는 경우 그리고 주간과 야간을 나누어 연결송수관설비 송수구 발견 시간을 측정하여 보았다. 실험결과를 바탕으로 소방대가 출동하여 활용하는 본격 소화설비인 연결송수관설비의 활용 극대화를 위하여 연결송수관 설치 위치에 대한 명확화 및 위치안내도 표지판 설치 등 연결송수관설비 화재안전기준(NFSC 502)에 대한 개선안을 제안하고자 한다.

Not only in Korea, but also in other countries, most helicopter accidents occur at low altitude. Analysis on accidents data collected both in Korea and other countries has brought two conclusions. Firstly, helicopter operations during the night hours carries a high risk. Secondly, the most common cause of night hour operations is loss of control due to the flight illusion. As an operation relying on a night vision in particular has a very high accident hazard, accompanying instruments such as NVG are ought to be provided. Hence, a thorough preparation and inspection on missions for night forest fire extinguishing should be required and perfect guidelines/road maps and enough training programs for the operation should be provided before the engagement in missions.

본 연구는 낙산사 및 숭례문화재 이후 전국에 많은 문화재의 안전 관리실태 및 개선을 위한 연구이며, 이러한 문화재를 보호하기 위하여 그간 문화재보호법과 소방 관련법으로 예방을 하고 있으나 아직 문화재 화재예방에는 부족함이 적지 않다. 따라서 이러한 문제점을 보완하기 위하여 적용하고 있는 수계시스템의 운영 및 적용기준에 대해 연구하고자 한다.
