  • This paper describes EDM testing, Magnetic particle testing and Ultrasonic testing results of carbody structure for EMU. Carbodys are subject to vibration, impact and wear which can cause severe defects leading to a fatal accident. The purpose of the test is to prove the endurance of Korean EMU for the commercial operation.

  • Traffic accidents involving agricultural machinery have been decreasing, but mortality is still high due to a lack of safety devices such as seat belts. Furthermore, secondary damage, such as abdominal impalement injury caused by loaded materials, is more likely to occur, and this type of injury leads to a poor prognosis. Impalement with pipes is often more fatal than other penetrating injuries because the diameter of the pipe is usually larger in size than other loaded materials. We report a case of a 72-year-old man with secondary abdominal impalement injury caused by a scaffolding pipe following a traffic accident.

도로 곡선부의 안전 등급화 모형에 관한 연구 (A Study on the Model for Classification of Safety in the Curved Section of Road)

  • 본 연구는 사망률이 높은 도로 곡선부를 대상으로 도로설계요소를 기반으로 안전도 판단지수를 설정하고 이로부터 사고율을 산정하는 모듈과 곡선부와 곡선부 진입전 직선부에서의 속도차를 추정하는 모형을 개발하고 이로부터 곡선부의 안전도를 판단하는 등 두 개의 모듈을 제시하고 있다. 그리고 이러한 두 개의 모듈을 통합한 통합모델을 통해 곡선부의 안전도를 등급화 할 수 있도록 하는 것을 목적으로 한다.

  • Safety in the nuclear facility has been a growing interest due to recent recurrences of the fatal accidents such as Fukushima accident and Chernobyl accident. It is not easy to determine the extent to what technical requirements of nuclear facility such as nuclear power plant are be likely applicable to the laboratory for use of nuclear material. All of workers in nuclear shall be recognized for the generic features of safety according to the related laws. This study surveys a status of safety control laws to enhance safety in laboratory for use of nuclear material.

가설공사 비계의 정적구조 해석에 관한 연구 (A Methodology of the Static Analysis for Scaffolding Structure)

  • Accidents, especially fatal accidents in construction work are being not reduced, but increased, despite of more concerns of related authority and companies themselves. It is investigated that major reasons of which these accident increase are caused to set up wrong temporary structures : scaffolding with insufficient components or safety guards. Approximately 50% of falling accident, one of three major accidents; falling collapsing of structures or soil, accidents from heavy equipments, are due to defects of temporary structures. Therefore, technical standards for these temporary structures made by the ministry of labour in 1984, should be promptly revised because of its insufficient considerations for structural concepts. A method to effectively ensure the construction safety are shown through an experimental method, mathematical analysis structural planning against overturning and collapsing of scaffold-ing components, consideration of safety factor in loading, formulations of safety structure against falling or dropping from schaffolding.

전통적 사고예측모형의 한계 및 개선방안 : Hauer 사고예측모형의 소개 및 적용 (What goes problematic in the Existing Accident Prediction Models and How to Make it Better)

  • 사고예측모형은 도로에서 발생한 교통사고자료를 통계적으로 모형화한 것으로 종속변수는 과거의 사고건수가 되고 설명 변수로는 주로 사고가 일어난 장소의 도로 기하구조 조건, 교통조건, 운영조건 등 도료의 속성자료가 이용된다. 기존의 사고예측모형의 한계를 극복하고자 새로운 방안인 Hauer의 연구를 구체적으로 소개하고 이를 국내 고속도로 사망사고자료를 통해 적용하였다. Hauer의 방법론에 의한 사고예측모형을 구축한 결과 AADT와 종단구배를 통해 사고예측모형의 적합도를 상당히 높일 수 있었으나, 곡선반경은 사고건수와 직접적 인 관련이 있는 것으로 파악되지 않았다. 이러한 사고예측모형은 기존의 모형과 비교 시 여러 설명변수 중 어떤 변수가 모형에 도입되어야 하는지를 결정할 때 분명한 근거를 지니기 때문에 중요한 변수가 누락되거나 혹은 중요하지 않는 변수가 도입될 가능성 이 낮아지는 장점을 지니고 있다.

Integration of Laser Scanning and Three-dimensional Models in the Legal Process Following an Industrial Accident

  • Background: In order to obtain a deeper understanding of an incident, it needs to be investigated to "peel back the layers" and examine both immediate and underlying failures that contributed to the event itself. One of the key elements of an effective accident investigation is recording the scene for future reference. In recent years, however, there have been major advances in survey technology, which have provided the ability to capture scenes in three dimension to an unprecedented level of detail, using laser scanners. Methods: A case study involving a fatal incident was surveyed using three-dimensional laser scanning, and subsequently recreated through virtual and physical models. The created models were then utilized in both accident investigation and legal process, to explore the technologies used in this setting. Results: Benefits include explanation of the event and environment, incident reconstruction, preservation of evidence, reducing the need for site visits, and testing of theories. Drawbacks include limited technology within courtrooms, confusion caused by models, cost, and personal interpretation and acceptance in the data. Conclusion: Laser scanning surveys can be of considerable use in jury trials, for example, in case the location supports the use of a high-definition survey, or an object has to be altered after the accident and it has a specific influence on the case and needs to be recorded. However, consideration has to be made in its application and to ensure a fair trial, with emphasis being placed on the facts of the case and personal interpretation controlled.

초보 및 일반운전자의 교통사고유형별 위험도 비교분석 (The Analysis of Risk according to Traffic Accident Types by Novice and Experienced Drivers in Korea)

  • 초보운전자와 일반운전자의 교통사고 유형별 위험도를 비교분석 하기 위해 우리나라에서 2005년부터 2006년까지 2년간의 발생한 교통사고 자료를 바탕으로 초보운전자에 의한 사고와 일반운전자에 의한 사고로 구분하여 분석하였다. 이를 위해 초보운전자와 일반운전자의 구분을 신규운전면허 취득 후 경과연도가 1년 이하인 운전자를 초보운전자 그룹으로, 1년이 초과한 운전자를 일반운전자 그룹으로 구분하였다. 두 그룹간의 위험도 비교는 사고발생 빈도와 심각도를 함께 반영할 수 있는 위험도 모형을 설정하여 비교분석 하였으며, 이 때 사고건수와 사망사고 건수의 적절한 적용비율 산정을 위해 가중치를 설정했으며, 가중치는 두 그룹간의 $x^2$값이 가장 작을 때의 값으로 도출하여 적용하였다.($\omega=0.6$) 교통사고 유형별 위험도 분석결과, 사고위험도가 높은 사고유형은 측면직각 충돌사고, 횡단 중 보행자와의 사고, 주정차 중 추돌사고로 분석되었고, 일반운전자 그룹에 비해 상대적으로 초보운전자 그룹의 위험도가 높은 사고유형은 공작물 충돌사고와 측면직각 충돌사고 등으로 분석되었다.

감전재해 분석을 통한 배전선로의 위험성 저감에 관한 연구 (A Study on the Risk Reduction of Distribution Line through Analysis of Electric Shock Accident)

  • In this study, we analyze the current status of major disasters in distribution works and propose safety measures through the distribution live-line work method and electric shock risk assessment. The result of analyzing the ratio of electric shocks to the occurrence of industrial accidents in the recent 13 years shows that the death rate is higher than other industries, especially the construction industry occupying most of the disaster, and it is higher than the collapse disaster. We analyze statistic data of 101 victims selected as core words of live work, distribution line, pole and 22.9 kV in the investigation report of major accident of electric shock fatal from 2001 to 2014. The safety measure was established through the risk assessment of the distribution method using the standard model of the risk assessment based on the results of electric shock analysis on the distribution line. In order to prevent the electric shock accident which is recently being discussed, the risk assessment procedure were carried out in the above-mentioned 22.9kV special high voltage live-line operation method. We derived the risk reduction plan for the distribution line from the results of the major accidents statistic and demonstration of the line works.

바지선 구조변경이 계류력 변화와 안정성에 미치는 영향 (Changes of Mooring Force due to Structural Modification of a Barge Ship)

  • Structural modifications of a ship may cause a fatal accident such as sinking and wrecking of ship. Especially, barge ship can be easily reconstructed to load more bulk cargo. In this study, for a real accident case, change of mooring force due to structural modification was analyzed to evaluate accident risk. A two dimensional dynamic model for the barge ship was constructed to compute mooring forces with related to floating motion. The equation of motion was established in Matlab code and buoyancy was calculated by using direct integration of submerged volume. The results showed that wind force, current force, and mooring force after rebuilding was approximately 4.3 kN, 14 kN, 1,561 kN respectively. The maximum force of mooring force according to the length of mooring cable were 1,614 kN at 30 m of mooring cable. Thus, an arbitrary modification of ship lead instability and unreliable result so that illegal rebuilding of ship should be avoided.
