A Study on the Safety Management Practice of Child-Care Centers (보육시설의 안전관리 실천에 관한 연구 -전라북도 보육시설을 중심으로-)

  • The study intends to provide basic data on the safe environment of child-care centers as a measure to prevent safety accidents in child-care centers through examining the actual conditions of the safety management practice of child-care centers. By referencing previous studies which were carried out based on literature research relating to the safety management standards in the accreditation system guidebook (2005), the study divided the matters relating to safety management practices into 6 sub-categories and prepared a questionnaire composed of questions for each sub-category. The study carried out a questionnaire survey of 102 people engaged in child-care centers in the Chonbuk, and the findings of the study are as follows: 1. According to the survey of actual conditions of safety management by heads of child-care centers, it was found that the level of safety management practice is lower than other items in the sub-category of indoor facility safety management and measures against emergencies. 2. In the comparison of the averages of the sub-categories relating to the safety management practice of child-care centers, the item of safety direction and education received the highest practice score of 1.82, while the item of indoor centers safety management the lowest practice score of 1.59. 3. In the comparison of the level of safety management practice according to variables related to child-care centers and heads of the centers, it was found that difference is made according to the type of child-care centers, the sex of heads of centers and the experiences of heads of centers.

  • Safety inspections of outdoor advertisements are conducted to determine the aging status, specifications, and compliance with design documents. Regular inspections are conducted on outdoor advertisements from a safety perspective, as they not only undermine the aesthetic elements of the city but also could cause falls on roads or pedestrian paths. However, the current safety inspection methods are at risk of various accidents during the inspection advertisements on the outer wall of the building. And it is difficult to conduct in-depth inspections on them if they are fixed to the elevation of the building. Furthermore, there also is a risk of safety accidents, such as advertising structures falling onto a pedestrian path. Therefore, this paper aims to enhance the safety inspection system of outdoor advertisements using drones. This paper also intends to propose measures for facility inspection history management such as safety inspection cycle, maintenance, and removal of signboards.

  • A conceptual design study for a pyroprocesing facility, has been carried out in this study, which is available for the recovery of uranium and transuranic elemental group(TRU), that is, reusable as a nuclear fuel especially in a next generation-type reactor. The scale of this facility has been chosen as 20 kg HM/batch, comparatively small engineering size in order to collect scale-up data for the design of a commercial facility as well as to get operational experience. The spent fuel to be handled in this process is as follows : 3.5 % enriched uranium fuel, 35,000MWd/tU and 5-year cooled. The major items considered in the conceptual study are a building lay-out including various hot cells, safety management of the process operation in conjunction with material balance control, radiation safety, inert atmosphere control in shielded hot cells, and criticality control of uranium and TRU products.

A Study on Safety Management Efficiency for Coastal Accident Prevention (연안사고 예방을 위한 효율적 안전관리 방안 연구)

  • This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

Evaluation of cementation of intermediate level liquid waste produced from fission 99Mo production process and disposal feasibility of cement waste form

  • The Korea Atomic Energy Research Institute (KAERI) is planning the construction of the KIJANG Research Reactor (KJRR) for stable supply of 99Mo. The Fission 99Mo Production Process (FMPP) of KJRR produces solid waste such as spent uranium cake and alumina cake, and liquid waste in the form of intermediate level liquid waste (ILLW) and low level liquid waste (LLLW). This study thus established the operating range and optimum operating conditions for the cementation of ILLW from FMPP. It also evaluated whether cement waste form samples produced under optimum operational conditions satisfy the waste acceptance criteria (WAC) of a disposal facility in Korea (Korea radioactive waste agency, KORAD). Considering economic feasibility and safety, optimum operational conditions were achieved at a w/c ratio of 0.55, and the corresponding salt content was 5.71 wt%. The cement waste form samples prepared under optimum operational conditions were found to satisfy KORAD's WAC when tested for structural stability and leachability. The results indicate that the proposed cementation conditions for the disposal of ILLW from FMMP can be effectively applied to KJRR's disposal facility.

A Study on the Improvement of Evaluation Procedure for the Educational Facility Safety Certification (교육시설의 안전인증 평가절차 개선 연구)

  • This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.

Multivariate Analysis of Fire Prevention Activities, Special Investigations of Fire Safety, and Fire Safety Management by the Apartment Buildings Management Methods and Inspection of Firefighting Facilities (공동주택 관리방식과 소방시설의 점검에 따른 예방활동·화재안전특별조사·소방안전관리의 다변량 분석)

  • This study shows the difference between groups with multivariate analysis of fire prevention activities, special investigations of fire safety, and fire safety management according to the management method of apartment houses and the inspection of firefighting facilities. The results of the analysis are as follows. First, there was a significant difference in fire prevention activities according to the quality of inspection of firefighting facilities. This means that fire prevention is high if the fire safety manager's ability to inspect firefighting facilities is excellent and the fire safety inspection is conducted in accordance with national fire safety standards and checklists. Second, there was a significant difference in the fire safety special investigation according to the management method of the apartment buildings. The manual operated by the management entity and the management entity's management and execution help the organization members to expedite work. This expedition of work creates a high possiblity to get a good evaluation from the special investigation of fire safety. Third, analysis of fire prevention activities showed a significant interaction between the inspection of firefighting facilities and the management method of apartment buildings. The analysis shows that that there is a positive correlation between the level of fire prevention and both the fire safety manager's ability to inspect firefighting facilities and the degree to which the inspection is conducted to meet national fire safety standards.

A Comparative Study on the Safety Management Status of LP Gas Fueled Vehicles in Korea and Foreign Countries (LP가스 연료사용 자동차의 국내외 안전관리현황 비교 연구)

  • This thesis suggests ways for ensuring the safety of domestic autogas (liquefied petroleum gas) vehicles by conducting comparison and analysis on the status of market diffusion and safety management scheme in foreign countries as well as in Korea. According to the result of the survey on the status of domestic autogas safety management, the national scheme to secure the safety of autogas vehicles seems neither well-organized nor sufficiently-controlled. Actually, the gas leakage check-ups conducted for 5,000 autogas cars revealed that about 4 percent of them had leakage problems. As a result, it was acknowledged that the autogas safety regulations being operated in advanced countries need to be selectively introduced for the domestic autogas industry. Consequently, in line with the recent permission to use autogas as a fuel for subcompact cars etc., this thesis is recommending some methods to enhance the safety management scheme for autogas cars such as the amendment of facility regulations including the ventilation of underground parking lots, mandatory attachment of labels claiming autogas cars and indicating periodical inspections etc.

A study on the Rationalization of Safety Management in Chemical Facilities: Focused on Architecture Fire Resistance Standards (화학물질 취급시설의 안전관리 합리화 방안 연구: 건축물 내화기준 중심)

  • In Korea, the Ministry of Environment's Chemical Control Act is the basis for hazardous chemical substances and safety management is being carried out. In particular, the standards for the installation and management of facilities are strongly managed. There were problems in the early stages of implementation, conflict with other laws, size of facilities and non-reflection of material properties. In this study, more realistic and reasonable improvement was planned for the fire-resistance standard of buildings among these facilities. We compared the fire resistance standards of buildings in the Korean similar chemical facility safety management ordinance. Key problems were identified through examples of representative complaints concerning the criteria for facilities. Finally, the Chemical Control Act provided an improvement measure to apply the building fire-resistance standard by clarifying the size and chemical of facilities. In the future, the results of this study are expected to be consistent with the basic purpose of the Chemicals Contral Act considering environmental hazards and contribute to the standard of handling facilities of reasonable chemical management laws that can be applied to the industry in reality.

A Survey on the Present State of Occurrence of Safety Accidents and Safety and Health Management Levels Among Swine Farmers (양돈 농가의 안전사고 발생현황 및 안전보건 관리수준)

  • Objectives: The purpose of this study was to seek measures for improvement and management of farm work safety and health by conducting questionnaire surveys and on-site investigations to ascertain the present state of occurrence of safety accidents and safety and health management levels among swine farmers. In particular, the purpose of this study is to provide basic data for the establishment of measures for the management of safety and health suitable to the characteristics of related working environments. Methods: Questionnaire surveys were conducted among 223 farmers engaged in swine farming in 14 regions, and 10 farms were visited in order to implement multilateral methods, including in-depth interviews, along with field surveys. Results: The surveys indicated that 26.2% of all respondents experienced farm-work related safety accidents and body-reaction related accidents showed a high ratio at 31.1% of all respondents. With regard to cause materials of safety accidents, work other than that directly related to swine raising showed high ratios of safety accidents, with pigsty facility related accidents at 26.6%. Although most workers recognized the dangers latent in the working environments, their behavior and responses to the prevention of safety accidents were still insufficient due to a lack of understanding of safety and health management. In the survey on the present state of personal hygiene and wearing of protective equipment, workers were found to have been exposed to dangerous and harmful environments both inside and outside pigsties, but the actual states of their wearing protective safety equipment were very poor. Conclusion: Given the results of this study, swine farmers well recognize problems in their control of safety accidents and management of safety and health, but their knowledge about safety and health education and management guidelines was insufficient. Therefore, safety and health education, public relations, and customized personal protective equipment suitable for swine raising work should be developed in order to address the foregoing problem.
