전문지도 연구회 활동성과의 발전방향 (Achievement and New Directions of the Korea Agricultural Extension Specialist Association)

  • The purposes of this study were to analyze achievement of the Korea Agricultural Extension Specialist Association and suggest new directions for further development. The Korea Agricultural Extension Specialist Association was organized to develop competencies in specialized field for extension educators in 1996. About 47% of extension educators joined academy during the 5 year period, even though there were many difficulty in organizing extension educators, the Korea Agricultural Extension Specialist Association has achieved to increase independent learning activity, to share new information and improve agent’s competency. New directions for the future development of the Korea Agricultural Extension Specialist Association activities should include the following measures; 1) Academy manages to help member’s competency, 2) Every member of the Association tries to make a concrete goal of activity, 3) The Association members should find ways to enable farmers to remain informed on agricultural extension services to people.

지식경영을 위한 농촌지도요원의 역할과 역량 (Extension Specialist's Role and Capacity of Knowledge Management)

  • The study aims to explore the rural extension specialist's role and capacity of knowledge management (KM) extension service in the knowledge based society. According to major findings through previous study and literature review, the followings were concluded. Rural extension educator's role and ability of knowledge management composed four processes by the stage of knowledge process: knowledge creation-knowledge storage-knowledge utilization-knowledge share. As a adoption of the knowledge management in rural extension service, at the knowledge creation the rural extension educator's role of KM are four roles which needed fourteen abilities to carry out them successfully. For at the knowledge storage the rural extension educator's role of KM are eight roles which needed eight abilities to carry out them successfully. For at the knowledge utilization the rural extension educator's role of KM are eight roles which needed ten abilities to carry out them successfully. Lastly for at the knowledge sharing the rural extension educator's role of KM are nine roles which needed 8 abilities to carry out them successfully.

  • 이 연구는 수단의 농촌지도사업의 시스템과 모델, 당면과제, 정부조직구조를 탐색하는 것을 목적으로 하고 있다. 수단의 농촌지도사업은 다양한 정부기구와 사업체에 의하여 수행되고 있다. 농업 및 관계부 산하의 농촌지도사업청은 2000년에 새로운 시스템을 시작하였다. 이 시스템은 새로운 농민조직의 적극적인 참여를 이끌어내기 위하여 제도적인 정비와 농촌지도사업을 추진하기 위하여 것이다. 지도사업과 농업연구사업체 (ARC) 간의 연계는 오랫동안 수단의 농업 및 관계부 산하에서 이루어져 왔지만, 개발도상국이 직면한 가장 큰 문제는 연구와 지도간의 연계가 잘 이루어지지 않는 점이다. AR의 효율성을 제고하기 위한 세 가지 방안은 다음과 같다. 첫째, 지도요원이 모든 ARC에 배치되어야 한다. 둘째, ARC는 농업개발전문가 이거나 농업체계연구 전문가를 증가시켜야 한다. 이들은 역할은 농민의 요구에 맞게 연구결과를 전달하는 것이다. 셋째, 연구자들은 현지농장에서 더 많은 연구를 수행해야 한다.

농촌지도조직체계의 변화에 따른 농촌지도공무원의 역할모호성에 대한 인식 (A Study on Korean Agricultural Extension Officers' Perception of Role Ambiguity According to Restructuring of Agricultural Administrative Systems)

  • The purpose of this study was to identify korean agricultural extension workers' Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

국민건강증진사업 활성화를 위한 보건교육사 자격인정제도 도입방안 (Establishment of Credential on Health Educator for Activation of Health Promotion Program)

  • Health education is essential service of health promotion program, and health promotion is external extension of health education. However, the implementation of health education in community is not well because of lack of budget and health education specialist, deficient cognition for health promotion. Hence, introduction for the credential on health educator is to assist community and school health through the training of the specialist This study was carried out to establish the credential health educator for activation of health promotion program in Korea. In detail, this study aimed at 1) to confirm the law for health education, 2) to understand the credential on health education specialist in U. S. and the certification on other parts in Korea, 3) to establish the proper credential on health educator in Korea. Finding the results were as follows: The law on health education was Regulation on Health Promotion which has defined the health educator and responsibility of health education. In case of U. S., the credential on health education specialist has implemented since 1992, and the sort of credential on health education specialist were community health educator, public health educator, school health educator, and health promotion specialist. Therefore, major opinion to introduce the proper credential on health education in Korea were suggested: the first, establishment of educational processing on the training of specialized health educator, the second, introduction of examination on the evaluation for ability as health educator. the last. planning for application of health educator in community.

태국 도이창 커피단지의 농촌지도에 관한 조사연구 (A Study on Agricultural Extension of Doi Chaang Coffee Complex in Thailand)

  • This study was carried out to investigate the major factors of the successful development of Doi Chaang Coffee Complex, Chiang Rai of Thailand. Data were gathered through field survey, library research and internet so on. Interviews were conducted with specialist, community leaders, board member of Doi Chaang Coffee Company from 14 to 19, January 2007. The major factors for the successful development observed were as follows: 1) Successful selection of crops and farming system(SALT) with regards of slopes and meteorological condition; 2) Leadership of the King of Thailand and the chief of Akha in terms of attitudinal change of hill-tribes in agriculture extension; 3) supporting by Royal Project Foundation; 4) Quality control through post harvest management by cooperative system; 5) Cooperation between the Coffee Producers' Cooperatives of Thailand and for the international Doi Chaang Coffee Corporation of Canada in terms of fair trade and so on.

농촌지역 활성화를 위한 승마산업 도입방안 연구 (A Study on Fostering Equestrian Industry for Rural Development of Korea)

  • This study was carried out to investigate the status and development direction of horse riding industry for rural development of Korea. Library research and field survey were conducted to collect relevant data such as number of horse and size of horse farms, facilities for horse riding and educational institutions for youths and farmers and the results obtained were as follows : Only a few institutions among high schools, colleges and universities were observed to deliver horse riding programs. For farmers, no equestrian specialist was available in agricultural extension offices. Horse meat is consumed mostly in Jeju Island in Korea. Relevant institutions should be also strengthened including formal and nonformal education for horse riding and much more schools and universities should adopt horse riding program for the training of youths and farmers. Considering the obesity problem, the nutritional composition of horse meat is better than those of pork or beef, so promotion of horse meat consumption also should be strengthened.

  • Education on the physician continues with undergraduate medical education, graduate medical education, and continuous medical education. The countries such as the United States, Japan, the United Kingdom, German, and others are required to undergo training in the clinical field for 2 years after completing the national medical examination, and to become doctors after passing the clinical practice license test. Korea can obtain a medical license and become a clinical doctor at the same time if it passes written and practical tests after completing 6 years of undergraduate medical education or 4 years of graduate school. About 90% of medical school graduates replace clinical practice with 4-5 years of training to acquire professional qualifications, but this is an option for individual doctors rather than an extension of the licensing system under law. The medical professional qualification system is implemented by the Ministry of Health and Welfare on the regulation. In fact, under the supervision of the government, the Korean Hospital Association, the Korean Medical Association, and the Korean Academy of Medical Sciences progress most procedures. After training and becoming a specialist, the only thing that is given to a specialist is the right to mark him or her as a specialist in marking a medical institution and advertising. The government's guidelines for professional training are too restrictive, such as the recruitment method of residents, annual training courses of residents, dispatch rule of the residents, and the quota of residents of training hospitals. Although professional training systems are operated in the United States, the United Kingdom, France, and Germany, most of them are organized and operated by public professional organizations and widely recognize the autonomy of academic institutions and hospitals. Korea should also introduce a compulsory education system after graduating from medical education and organize and initiate by autonomic public professional organization that meets global standards.

농촌 노인의 거주지 만족과 관련변인 (Residential Satisfaction of the Rural Elderly and Its Related Variables)

  • The objectives of this study were to explore rural elderly's perception on rural area as a proper place to live for the elders and to find out their residential satisfaction and its related variables. The data were gathered through the questionnaire survey from 241 rural elderly over 70 aged living in Gyeonggi province during July 2005. The major findings of this study were as follows: 1) Those who are men, having experience living in urban area, and favorable perception to social relation with other residences prefer the rural area to urban area as living place for the elderly ; 2) Those who are subjectively perceived healthy and favorable perception to social relation with other residences tend to be in higher residential satisfaction than other groups ; 3) Such variables as age, educational background, living term in community and urban area were not significant to rural elderly's perception on rural area as a proper place to live for the elders and residential satisfaction; 4) Such variables as identification as community residences, people-oriented personality, sex and having experience living in urban area explained 26.4% of variance in rural elderly's perception on rural area as a proper place to live for the elders ; 5) Such three variables as identification as community residences, relationship with the primary group and age explained 55.2% of variances in residential satisfaction; 6) In shortly, the most influential factor to rural elderly's perception on rural area as a proper place to live for the elder and residential satisfaction was their identification as community residences.

사고 보상과정에서 나타난 여성농업인의 불평등 (Gender Inequality in Compensation for Accident of Female Farmer)

  • This study reported on the cases about gender inequality in agriculture. Generally women have experienced something in vague situation as unequal to men in rural and agriculture. Despite of some women's have been complaining about this problem, it is not easy why and how many times they have been suffering. In this report, to get the information of gender unequality in agricultural laws and policies, the data was gathered by two steps. The first step, 175 cases into nine types was collected from leaders of several women farmer's associations, and after that, 60 cases selected to be interviewed by a specialist panel. The second step, it was analyzed the interviewed 60 cases based on real conditions compared with laws of items of policies. Among the cases, it was analyzed 8 rural women's who had been experienced to receive the inappropriate compensation in an unexpected accidents. From these cases, it was drew up some suggestions as follows; to make a rule to certify of the identity of woman farmer, and to build in a monitoring system of gender equality in agriculture.
