  • The objective of this paper was to establish the attributes that determines neighbourhood satisfaction in South Africa lowincome housing subsidy scheme ultilising the Delphi approach. This is because the perception and housing satisfaction of lowincome housing beneficiaries toward their housing condition can be studied by examining their satisfaction toward s the neighbourhood factors. The Delphi method was used where the views of housing experts were solicited on 26 potential attributes as identified from li terature. Consensus was achieved after three iterative rounds. The expert"s scored each attributes on a 10-point ordinal scale of impact significance, where 1-2=No impact and 9-10= very high impact. The scales adapted for consensus were: strong consensus, median 9-10, inter quartile deviation (IQD) ≤1; good consensus, median 7 ≤ 6.99and IQD≥2.1≤3. The key findings indicate that there was a good to strong consensus of 19 attributes which were key attributes that the experts perceived as determinants of neighbourhood satisfaction; while 6 other attributes had weak consensus, as they were considered to have a le sser impact in determining residents" neighbourhood satisfaction. However, attributes with weak consensus were the attributes that are highly regarded as core neighbourhood factors in other housing settings. The study contributes to the body of knowledge on th e subject where no consensus has been reached pertaining to indicators for measuring neighbourhood satisfaction in subsidised low-income housing in South Africa.

  • The purpose of this study was to draw policy implications for the development and expansion of Korea's forest ODA through investigating the perceptions of stakeholder on the fields that contributed the development of forestry in Korea and would have competitiveness in developing countries and priority fields for Korea's forest ODA. For this, the survey was conducted for 248 subjects from the general and expert stakeholder groups. Chi-square test in cross analysis, independent sample t-test, ANOVA and Duncan test were conducted to compare the difference of perceptions by group. The whole general and expert groups consider that 'forest conservation and rehabilitation' contributed to the development of Korea's forestry most and consider its global competitiveness most high. Comparing expert groups, ODA experts evaluated the competitiveness of 'capacity building for policies, institutions and research' higher than the forestry experts. For priority fields of Korea's forest ODA, general groups perceived 'management of CERs' and 'conservation of biodiversity' most important, showing the clear difference in perception compared to that of experts. In Conclusion, for the effective forest ODA of Korea, the effort to fill the gap between the general and expert groups needs to be made, as well as developing forestry capacity building programs to cope with the fields such as climate change adaptation and biodiversity conservation, which is newly required in a global society, in addition to using the past experience of forest rehabilitation in Korea. It will be useful for the rehabilitation of North Korea's forest in the future.

  • The purpose of this study was to investigate residents' perceptions and attitudes towards Han-Ok based on a study of the characteristics and elements of Han-Ok that experts perceived. For the study, in-depth interviews were conducted and the data of 7 experts and 24 Han-Ok residents were analyzed. The results of the study were as follows. First, the characteristics of spatial arrangements are primarily emphasized and provide emotional stability for the residents. Placement on the ground, a suitable scale, appropriate openings and closures, hierarchical spatial system and a spatial relationship provide a feeling of comfort and protection. Second, the spaces and the materials of Han-Ok are considered the representative elements providing functionality and health. The close relationship between the inside and outside area makes the air naturally circulate and natural materials such as wood, soil, and paper have the function as natural ventilation, heat storage, and in the prevention of various illnesses. Third, residents in modern society put more of a value on experiences of natural environments that are usually impossible in the city. The simple and incomplete characteristics in using color, materials, and form, provide a culture of story telling and a leisurely lifestyle. Fourth, the cold and spatial inconvenience of Han-Ok are solved by partially using modernized equipment and material. The functionality of spatial systems in Han-Ok needs to be promoted in order to change the residents' perceptions of cold in Han-Ok.

  • Purpose: The purpose of this study was to ascertain the need to reform curriculums for digital experts in a way that include the practical and educational aspects of dental labs by determining why educational reforms are needed to comply with changes in dental technology business that are brought by the applications of digital scanning and what changes are being actually brought by the use of CAD/CAM. Methods: This study analyzed the need of education and practice in relation to CAD/CAM by using the independent sample t-test and One-way ANOVA. in accordance with the participants demographic characteristics and job-related variables and factors related to CAD/CAM, and provided only some of the analysis results that were found statistically significant. Concerning the need of education and practice in relation to CAD/CAM, the study also used the independent sample t-test to measure difference in the perception of that need within each of the three groups, or those of job performance, job efficiency and knowledge gain at the signficance level of ${\alpha}=.05$. Results: Dental technologists surveyed here were perceiving that the use of CAD/CAM would bring changes in their job performance, job efficiency and knowledge gain. They were expecting that the biggest changes would be made in work climate and product quality as sub-areas of job performance. However, they said that in terms of job efficiency, the use of CAD/CAM would change job contribution, job satisfaction and job efficiency, but not lead to staffing. These results suggest that more special programs for CAD/CAM education are needed to bring up CAD/CAM experts who are more specialized. Conclusion: Among 13 skills related to CAD/CAM, what is most needed to be educated to dental technologists was "molding the occlusal surface" (M=4.19), followed by "designing the 3-D work" (M=4.17), "final shape modification" (M=4.16), "molding the border" (M=4.15) and "checking the fit of prothesis" (M=4.14) in order.

  • The purpose of this study was to extract the evaluation factors and assess the relative importance between the factors. For this purpose, the evaluation factors were extracted through literature review and the process of brainstorming with experts, who are related to port security. The evaluation factors were then classified into four higher factors and twelve sub- factors through the use of the AHP method. A survey on the classified factors was conducted by experts composed of public officials, port authority employees and education institutions officials. We also carried out statistical tests to determine the perception gap of weights between the groups. As a result of a relative importance analysis of strength, the security operating system factor was highest, followed by improvement of hardware facilities and increase of security personnel. There was a difference in perception among the groups in policy support, facility support and personnel resources budget support. The results of the analysis show that the strength operating system through the establishment of an integrated monitoring system is a priority. It is necessary to understand the difference of perception between groups and build a systematic cooperation system. The evaluation factors extracted from this study can be used for the measurement of port security efficiency in further work.

  • The purpose of this study was to identify differences of perceptions for gardens and parks between experts and the general public concerning several aspects including scope, scale, publicity, artistic and scientific nature, main materials, practicality and aesthetics, executive and management systems as well as legal understanding of garden and park. The properties of garden and park were derived through literature research, and the concept, similarity, and difference of gardens and the parks were recognized by the experts and the public viewpoint was clarified by questionnaire. As for the difference in the scope of the gardens and the parks, the expert group recognized it more widely than the general public. In general, the space recognized as a garden was the rooftop green space, and urban forests were recognized as a park. In addition, the general public recognized urban forests as gardens the same as they recognized parks, and the distinction was unclear. In the expert group, the perception that gardens were small and the parks were large was more prevalent. It was generally recognized that gardens were private spaces and the parks were public spaces. In the expert group, the gardens were more personal and the parks were more apparent to the public. In the general population, functional and scientific aspects rather than artistic creativity in both gardens and parks. In addition, both the general public and experts found that parks are more complex than gardens. The garden was centered on plant material, and the park was recognized as a center where the sculptural facilities were centered, or the plant material and the sculptural facilities were properly balanced. To the experts the view of the gardens was positive. Expert groups emphasized the aesthetics of the garden, and the parks were more practical, and the general population showed similar perceptions of utility and aesthetics when comparing gardens and parks. In addition, the utility of gardens in the general publics is more emphasized than the aesthetics of the park. Regarding the executive system the park was recognized as the public sector, and the difference was larger in the expert group. As for the management system, both experts and the general public perceive the management of the park or the garden to be carried out by the supporting organization, and it is necessary to discuss the diversification of the management subject. It is found that there is a certain difference in recognition with the mixture of concepts, and there is still a big difference in legal system and perception.

  • Dancers' motions are perceived by observers through visual processes with visual information forming the basis for the observers' appreciation and evaluation of the dancers' motions. There have been many discussions as to whether or not observers' personal athletic capabilities form an essential basis for accurate assessment of the motions of others but, so far, no valid conclusions have been reached. The purpose of this study is to investigate how the ability to predict motions of others varies depending on the athletic expertise of the observers. Participants of this research were ballet dancers of varying athletic expertise. Twenty seven participants were divided into three groups with nine in each: beginners, intermediate experts and experts. The participants watched the same dance video and then evaluated whether the motion would be successful or not. The movement related visual information required to evaluate the success of the motion was systematically adjusted by controlling the length of the video. Using the temporal occlusion method, this study measured the response accuracy of the participants by category of expertise. Under the circumstance with insufficient visual information to utilize, the experts showed higher rates of correct response than the intermediate experts and the beginners. The beginners showed higher rates of wrong response than the experts and the intermediate experts. These results showed that the ability to predict success or failure of a dance motion varied depending on motion expertise of the observers, although they had similar level of expertise in perception. Participants considered to have high athletic expertise showed high prediction ability on the result of the motion. In addition, high expertise in perception reduced the likelihood that participants would make hasty responses under the circumstance with insufficient information and helped to reduce wrong response rate. In conclusion, this study showed that motor expertise and perceptual expertise contribute to prediction accuracy of observed motions.

  • This study evaluates the changes of the subjective hand, preference, comfort and mechanical properties of tricot based artificial suede made from sea-island type micro fibers according to raising condition. The subjective hand and the preference of raised suede for jacket were rated by the 20's and 30's women experts according to raising cycles. Comfort properties were evaluated by air permeability, water vapor transmission, and thermal transmission. Mechanical properties were measured by the KES-FB system. The subjective hand of artificial suede was categorized into three hand factors: smoothness, warmness and thickness. Smoothness, warmness and thickness perception increased with raising cycles which affected hand preference and luxuriousness perception. The thickness and wale density of suede increased with the number of raising. Suede became more compact and less pliable and less stretchable due to increased fabric thickness; in addition, the surface of suede became smoother and compressive since the surface evenness of suede improved with smaller fiber fineness and an increased amount of naps covered the base fabric. Furthermore, water vapor transmission decreased and thermal insulation increased. The best raising conditions for artificial suede was four cycles in which artificial suede was preferred without changes in physical properties.

  • In this paper, we propose a new objective quality assessment method considering the human visual perception characteristics. A subjective quality assessment is obtained by the response of the receptive field in the primary visual cortex and a human's eye can't focus on all of the visual range in a moment. Take advantage of two facts above, we apply Gabor wavelet transform which is well fit the receptive field in the cortex, to divided constant sized subblocks. Then a local distortion of the subblocks and a global distortion for the entire image are calculated in order. The proposed method has been evaluated using video test sequences provided by the Video Quality Experts Group (VQEG). The experimental results show that good correlation with human perception is obtained using the proposed metric, which is what we called GPSNR.
