Developments of Evaluation Expertise of Technology Innovation Program for Knowledge Economy by the Ministry of Knowledge Economy: The Case of the National IT Promotion Agency (지식경제 기술혁신사업의 평가 전문성 발전 방향: 정보통신산업진흥원 사례)

  • This work aims firstly to analyse the evaluation expertise in the National IT Industry Promotion Agency(NIPA) which is charge of funding and promoting R&D programs in the field of IT industry, a main part of 'Technology Innovation Program for Knowledge Economy' supported by the Ministry of Knowledge Economy. It will also discuss the policy means for improvement of the evaluation expertise of the NIPA. The results show that the evaluation system of the NIPA has been fair in stage of the selection of evaluators and the career management system of evaluators. But it will be necessary for improvement in stage of the surroundings supporting the expertise during evaluation practise. Therefore, in order to improve the evaluation expertise of the NIPA, I suggested and discussed 12 policy means in accordance with the short term perspective and long term one.

Development of Expertise-based Safety Performance Evaluation Model

  • Construction projects have become increasingly complex in recent years, resulting in substantial safety hazards and frequent fall accidents. In an attempt to prevent fall accidents, various safety management systems have been developed. These systems have mainly been evaluated qualitatively and subjectively by practitioners or supervisors, and there are few tools that can be used to quantitatively evaluate the performance of safety management systems. We propose an expertise-based safety performance evaluation model (EXSPEM), which integrates a fuzzy approach-based analytic hierarchy process and a regression approach. The proposed model uses S-shaped curves to represent the degree of contribution by subjective expertise and is verified by a genetic algorithm. To illustrate its practical application, EXSPEM was applied to evaluate the safety performance of a newly developed real-time mobile detector monitoring system. It is expected that this model will be a helpful tool for systematically evaluating the application of a robust safety control and management system in a complex construction environment.

  • This study has explored the elements of e-teaching portfolio for enhancing teaching expertise in higher education. This study is carried out through the literature review and expert's focus group interview. As the result of this study, seven elements of e-teaching portfolio for enhancing teaching expertise in higher education have been found. First, 'personal background' include curriculum vitae, course responsibility, and other educational activities. Second, 'teaching philosophy' include the principals on teaching and learning, statements of teaching philosophy. Third, 'learning environment' include the characteristics of students, the previous learning contents, and physical environment. Forth, 'course contents and methods' include teaching strategies and instructional materials, Fifth, 'instructional evaluation' includes the principals of evaluation and the examples of learning outcomes. Sixth, 'endeavor for improvement of instruction' include evidence of activity for teaching improvement and instruction feedback from peer and students. And e-teaching portfolio also includes research career and awards history element.

Worries and Solution to Japanese Librarians' Professionalism (일본의 도서관인의 전문성에 대한 고민과 그 해답)

  • In recent years, the worries of professionalism of the professions have been long lasting and the debate of securing the expertise by improving the curriculum and qualification system as well. In this study, we have focused on cases where Japanese' securing the expertise of profession through practicing specific and systematic movement by reorganizing the curriculum and implicating an expertise evaluation system. First, we analyzed the relevant qualifications for librarians and education system of Japan. Second, we organize the requirements of the Library and the studies of Library and Information Science (LIS) in Japan to secure expertise. Third, based on the requirements of the site and the results, we have discussed the advantages and disadvantages by focusing on recent changes in the curriculums and expertise evaluation system.

Crowdsourced Design Evaluation Methodology for Architectural Education (크라우드소싱을 이용한 건축 디자인 평가 방법 연구)

  • In architectural design studios, students' needs are evaluated from a diverse and objective point of view. And the evaluation process and results are to use a design evaluation method that everyone can recognize. Therefore, in this study, we propose Crowdsourcing, in which a large number of participants participate in the evaluation to solve fundamental problems. However, the field of architecture is an area in which expertise such as evacuation, firefighting, rescue, and regulations is essential. Therefore, we expanded the concept by participation of a large number of architects, not the general public. And It presented a new word, Prowdsourcing. Prowdsourcing is a group of architects working on-line as an evaluator. It is a method that can have objectivity and expertise of evaluation at the same time. Therefore, prowdsourcing will provide students with a variety of objective assessments, which will be a recognized design evaluation method by everyone.

  • This study tried to analyze the validity of current teacher's evaluation systems to evaluate teacher librarians. The result is as follow: The current teacher evaluation system has the low validity to evaluate the expertise of teacher librarians, and the result of using this evaluation system, must be unfair to teacher librarians. This study will suggest alternatives on an appropriate evaluation item to strengthen teacher librarians' expertise and accountability.

Comparison of Effects of Nursing Process Reeducation according to Academic Credit Bank System Student Nurses' Clinical Experience - Expertise, Critical Thinking Disposition, Clinical Decision Making - (학점은행제 교육과정 간호사들의 임상경력에 따른 간호과정 재교육의 효과 비교 - 숙련성, 비판적사고 성향, 임상의사결정 능력을 중심으로 -)

  • Purpose: This study investigated the effects of reeducation of nursing process on nurses' expertise, critical thinking disposition, and clinical decision making. Methods: Data were collected from March to June, 2007. The subjects were 47 Academic Credit Bank System Student Nurses. They were taught 'nursing process' during 1 semester(15weeks). 47 nurses were divided into three groups according to clinical experience(under 3 years, 3 to under 5 years, 5 years or more). After 15 weeks, the effects of education were compared using a paired t-test between pre-test and post-test. Results: There was a significant difference in the 3 to under 5 years experienced nurses's expertise(t=-3.659, p=.004) between the pre-test and post-test. There was a significant difference in the 5 years or more experienced nurses's expertise(t=-5.781, p<.001) and critical thinking disposition(t=-3.345, p=.003) between the pre-test and post-test. There were no significant differences in clinical decision making(accuracy, proficiency, and confidence) of 3 groups. Conclusion: Reeducation of nursing process is a valuable teaching and an evaluation strategy for 5 years or more experienced nurses to improve expertise and critical thinking disposition. We need to develop continuing education program for improving nurses' clinical decision making.

  • With a rapid growth of the internet shopping mall consumer according to popularization of the internet, it is possible for the general public to get information covering a wide range a wide range go easily and companies attempt to apply review a new marketing means. The present paper aims to research investigated the Evaluation method of Reviews by the Experienced Review. In order to achieve the purpose of this study, carried out literature study of a related field. Through these methods, we were able to obtain participation of 166 people from student a college woman. Using 149 responses derived statistics by means of Win SPSS Version 12.0 statistics program package. The analysis results are the on-line customer review is composed of four dimensions that is expertise factor, trustworthiness factor and usefulness factor, evaluation factor.

  • In this paper will be presented an algorithm for designing of a railway interlocking table which is a document describing the functional specification of the interlocking device. The ability to produce an interlocking table has been handed down in the signalling engineers society. And the signalling engineer makes the most of his expertise to produce an interlocking table. But, the expertise has not yet been organized into technical system, the core of the expertise is a hard nut to crack. Therefore, we analyze into signal engineering expertise, and propose a generalization of interlocking notion. Also, an algorithm is drawn up based on a train route setting principle to solve practical and general problems by computer And the performance of the algorithm is evaluated for test program based on AutoCAD technology. The evaluation result shows that it can be utilized as the effective algorithm for computer control of the signalling system as interlocking device, that it improved in safety

  • With the introduction of new teacher evaluation system, teacher librarians' evaluation indicators and questions were presented for the first time. The purpose of this study is to review the validity of current indicators and questions and to develop new one, based on it. The result is as follows : Current indicators mainly focus on the management of school library facility and collection, not on teacher librarians' educational activities and have the low validity to evaluate the expertise of teacher librarians. As a result, this study will suggest new evaluation indicators and questions to evaluate their expertise appropriately.
