Implications in Contracting-out of Public Library through the Evaluating Contracting-out of Public Administration Services (행정서비스의 민간위탁 사업평가를 통해 본 공공도서관 민간위탁의 함의)

  • This study is attempt to find out the justification of the contracting-out for public library considering by the results from estimation about public service governed through contacting-out. For this study I made use of both integrated estimation of public services and evaluation of library service, which have beeing managed by contracting-out. Finally, I realized that attempting the contracting-out for public library may has many limitations due to the characteristics of library service and the failure to achieve the satisfaction of hon in public service.

  • Evaluation and comparison for the performance on the contracting-out became possible after the introduction of the performance indicators(PIs) in 2012 in Korea, And local governments and private companies are utilizing them as evaluation data to enhance the performance of the contracting-out. Several revisions on performance indicator were carried out by expert group on contents validity of PIs, But the review of the composition validity of PIs was not sufficient. In this study, the applicability, distinction ability and composition validity of PIs is evaluated by statistical method. From the results, Improvement of indicator is required in order to increase the interrelationship among indicators to enhance the compostion validity of indicators related with operation, sludge and water reuse.

A Study on Selecting Contractor in Local Government's Contracting out of Public Libraries (공공도서관의 수탁자 평가요소에 관한 연구)

  • Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

  • This study is designed to evaluate the service quality of public libraries according to managing entities by LibQUAL+ and to devise ways to improve problems based on comparison and analysis of the differences in the service qualities. To achieve this, four public libraries in Seoul according to the managing entities were investigated. They consisted of libraries of public corporations, cultural centers, foundations and universities. Minimum service quality level, desired service quality level and perceived service quality was analyzed based on nine-point Lickertis scale. A survey was employed and consisted of twenty-two items. The results showed that current level of service met the minimum level, yet failed to reach their desired service level. The study suggested that public libraries contracting out to private sector need to actively apply users' demands and the changing environment of libraries, and continue to strive to provide public library users with high quality service through efforts of evaluating and improving the services for their users.

  • This study purported to evaluate the usefulness and feasibility of "Guidelines for contracting-out of public library services (2011)." The Guidelines have been developed by the Culture and Library Forum to provide principles and standards for local governments considering the contracting-out of public library services in their district. The research data were collected by conducting in-depth interviews with 17 local government officers who are responsible for the contracting-out of public library operations and two focus group interviews with eight directors of public libraries contracted out. It was found that the interview participants in both government and library sides generally perceived the Guidelines useful, yet their perceptions of feasibility in outsourcing were largely pessimistic due to local politics and many other hindrances in society. The study suggested specific directions to further improve the Guidelines' usefulness and feasibility.

  • Incentive/Disincentive (I/D) contracting experiences in many states have been evaluated in terms of time and cost performance and substantial project time savings were found in many project cases. However, there is little understanding on individual project success factors for I/D projects during construction. This paper explores the significance of I/D clause in the success of the MacArthur Maze reconstruction project and summarizes a list of group causes that explains and elaborates on the detailed factors. The methods used for carrying out this study started with a search of online media and news reports and contract documents were also obtained from Caltrans. After review of the preliminary information, Interviews were performed with the Caltrans Resident Engineer and the contractor's project manager who were in charge of the MacArthur Maze reconstruction. In conclusion, the evaluation of their responses hinted at six significant cause groups responsible for the project's success. These groups can be listed as: 1) Motivation, 2) Policy, 3) Teamwork, 4) Communication, 5) Expectation, and 6) Resource Management.

An Institutional Approach for Application of the Contracting-out in City Parks - Focused on the Case Study of City Park Management of Seongnam City - (도시공원의 민간위탁 적용을 위한 제도적 방안 - 성남시 도시공원 운영사례를 중심으로 -)

  • One of the most fundamental jobs of contemporary government is to look into various ways of providing its citizens with the best service work. This study aims to establish a procedure through which to consign the management of city parks to private companies, thus inviting participation and satisfaction on the part of citizens. In particular, this procedure includes creating a system of selecting private managing companies, for instance, specifying standards of selection and assembling selection committees. The results of this study can be summarized as follows. First, city parks can be managed better by private companies than by local governments in terms of cost cuts, personnel training, business efficiency, and know-how accumulation. The legal background for this is found in central and local legal articles. Second, it is recommended that the selection committee be composed of 6 to 9 members, both insiders and outsiders. In addition to selecting private managing companies for contracting-out, the committee should under take the role of consulting on how to perform and revise selecting standards, so that they can continue to improve these procedures. Third, the decision on private management should be noticed in advance and be made based on standards considering each local government's condition. These standards should consider the aspects of the public good, cost saving, quality of service, managing supervision, and citizen participation. The committee's assessment takes into account both the quality and the quantity of the standards. Fourth, the contracting-out for city park management should follow the order of: announcing consignment and receiving applicants, organizing selection committees and assessing applications, selecting and contracting, midterm evaluation, and re-announcement and re-consignment. To run city parks through the contracting-out is expected to increase the number of park visitors. Additionally, private consignment will involve a participation of diverse citizenship, thus playing an important role in city parks' building of a green-culture community.

Improvement for practical application of Risk Assessment in shipbuilding industry (조선업 위험성평가 실용을 위한 개선 방안)

  • Subcontracting business than the contracting business in shipbuilding industry is a lot of hazardous job and highly accident because of highly work intensity. In order to prevent the accidents, there is a need to analyze characteristic. of shipbuilding, to apply measures of risk assessment. In this paper, I suggested an improvement of the risk assessment through the actual condition research in shipbuilding industry. In the research method, I analysed accidents occurred until 2011-2013. Carried out the actual site survey while two weeks in May 2014. As a result, 1) The main pattern were caught-in or between, fall on the high level according to analyzed accidents. 2) To apply the weight show clear of magnitude for risk assessment. 3) Risk estimation of risk assessment is desirable to be quantization by accidents analysis, and to be greater than or equal to 4 steps.

Evaluation on the Improved Individual Training Account System of Korea (개선된 내일배움카드제훈련에 대한 평가)

  • Korean government improved the Individual Training Account (ITA) System in September 15, 2011. This paper evaluated the Improved Individual Training Account System of Korea based on the success conditions of contracting-out public services. The results showed that the improved ITA system of Korea was expected to solve some of the problems of former ITA system of Korea by stabilizing ITA training market, improving target of ITA and better matching between jobs and training courses, and activating trainees. Nevertheless the improved ITA system of Korea still has some problems to be solved. The relationship between job placement services and issue of ITA should be closer by improving tailored total one-stop services for job seekers. The government should develop infrastructure for evaluating, monitoring and supporting the ITA training to enhance the effectiveness and efficiency of the ITA training system.

A Study on Development of the Individual Training Account System in Korea (직업능력개발계좌제훈련의 발전방안)

  • The Individual Training Account System(ITAS) is a new vocational training system for the unemployed in Korea. This paper analysis ITAS based on the theoretical framework of contracting-out public services. The results show that ITAS has problems of targeting and mismatch with the training needs of the industry. Also the possibility of the moral hazard problems of training institutions and trainees can be increased in ITAS. The unstability of training market may deteriorate the quality of the vocational training under ITAS. In order to solve these problems, there should be consulting services on the job finding and vocational training before issuing the training account so that trainees can take guided training courses according to industrial needs for vocational training. Government has to develop a more efficient monitoring and evaluation system on the vocational training institutions and to restructure the private training market based on the evaluation.
