Study on Verification of Applicability for a Warehouse Construction Site using a Fire Risk Assessment Tool (화재위험도 평가 Tool에 의한 물류창고 공사장 적용성 검증에 관한 연구)

  • Purpose: Fires that occur during construction are infrequent, but cause great damage. Recently, with the growth of the logistics and distribution industry, the number of construction sites for new logistics warehouses is increasing, so it was selected as a research subject and research was conducted to reduce accidents at construction sites through the development of a fire risk assessment tool to quantitatively approach fire prevention. Method: A comprehensive fire risk assessment tool was accumulated by classifying the work in progress, classifying combustibles and ignition sources by grade, excluding air (oxygen), which is difficult to control, and additionally substituting evacuation safety. Result: Using the developed and proposed fire risk evaluation tool, excavation work with low fire risk, facility construction with medium fire risk, and finishing work with high fire risk were sampled to derive the result (CGI). Conclusion: In this study, it was possible to establish specific preventive measures and evaluate evacuation safety by controlling physical conditions (combustibles) and energy conditions (ignition sources) according to the risk assessment by developing a tool that can evaluate the risk of 14fire occurrence at construction sites. It is expected that in the future, through the application of the fire risk evaluation tool at construction sites, it will be provided as a criterion for establishing a process plan that can reduce risk and evaluating the adaptability of firefighting equipment.14

  • In this study, in order to propose an improvement plan for fire simulation training to improve fire response capability, fire simulation training is conducted for three business facilities, and changes according to whether training materials are used and whether the response time for each response stage is reflected in the training evaluation. The response posture and response ability of the training participants were observed and analyzed. As a result of the analysis, it was analyzed that most of the training participants improved their participation in training, response posture, and response ability when the use of training textbooks and response time for each response stage were reflected in the training evaluation. In the event of a fire simulation training, a number of training materials that can similarly implement the fire situation are used to improve and maintain the fire response capabilities (fire notification and fire report, initial extinguishing, and evacuation) of the training participants, and the target time for each response step. The result was that it can be used as a useful index for improving fire response capability and improving fire simulation training in the future and feedback only when quantitative training evaluation is conducted based on this setting.

A Study on the Use of Scientific Investigation Equipment to Support Decision-making of the Resident Evacuation in the Event of a Chemical Accident (화학사고 발생에 따른 주민대피 의사결정 지원을 위한 과학조사장비 활용방안 연구)

  • After the hydrogen fluoride leak in Gumi in 2012, the government has been systemizing the disaster management system, such as responding to and managing chemical accidents. In particular, the Ministry of the Interior and Safety (MOIS) is in charge of evacuation of residents following chemical accidents based on the Framework Act on Management of Disaster and Safety. In this study, an application plan was presented to support and utilize the decision-making support for evacuation of residents after a chemical accident using the chemical accident investigation equipment of the National Disaster Management Research Institute (NDMI). In the equipment operation system for scientific information collection due to chemical accidents, the roles and purpose of use of long/short distance measurement equipment were presented according to regular and emergency situations. Using the data acquired through long/short distance measurement equipment, it can be used as basic data for resident evacuation decision-making by monitoring whether chemicals are detected in an emergency and managing data on detected substances by company in a regular situation. As a result of measuring chemical substances in order to verify on-site usability by equipment only for the regular operation system, it was confirmed that real-time detection of chemical substances is possible with long distance measuring equipment. In addition, it was confirmed that it was necessary to check the measurable distance and range of the equipment in the future. In the case of short distance measurement equipment, hydrocarbon-based substances were mainly detected, and it was confirmed that it was measured at a higher level in Ulsan-Mipo National Industrial Complex than in Onsan National Industrial Complex. It is expected that it can be used as basic data to support decision-making in the event of chemical accidents through continuous data construction in the future.

Comparison of Airport Emergency Plans in Korea and Japan and Survey of Emergency Response of Airline Employees at Check-in Counter (한·일 공항비상계획 비교 및 체크인카운터의 항공사 직원 비상대응 실태조사)

  • This study is a basic study to improve responsiveness in the event of a disaster in the landside area of the Airport Passenger Terminal, and it investigated the airport emergency plan and the status of emergency response in the event of a disaster by the airline's ground staff. The Airport Emergency Plan examined the airport evacuation plan of Korea's Gimpo Airport and Japan's Ministry of Land, Infrastructure, and Transport, confirming that the domestic airport emergency plan was not specific. In addition, a survey of 100 airline ground employees working at check-in counters found that 69% of the respondents were unaware of their role in disaster situations, 90% were not educated in emergency response and 98% were not trained in disaster training in landside areas. Cross-analysis confirmed significant results in the safety of the airport where the service life worked and whether it was a role in the event of a disaster. Therefore, it is suggested that the airport emergency response plan should be improved to improve the ability to respond to disaster sites in the landside area of the airport passenger terminal and that the airline's ground staff should be educated and trained to enhance disaster response.

The nature of UN support of the Korea War (유엔의 6.25전쟁 지원과 성격 -신정공세 전후 유엔의 휴전교섭 노력을 중심으로-)

  • The purpose of this study is to examine and analyze the Untied Nations' efforts for peace on Korean peninsular after CCF's participation in Korean War. The Untied Nation tried to negotiate th peace plan between two sides from the end of 1950. Once the CCF's entry into the war had been confirmed, the war situation moved to a new phase, and the UN forces, which had guided the war in an effort to destroy the NKP A forces, and to punish North Korea, had to set up new guidelines to cope with the new situation. Accordingly, in late November, 1950, the UN forces camp, mainly the US Joint Chiefs of Staff and the United Nations Command, discussed various options, such as an expansion of the war up to the Chinese territory, a cease fire along the 38th Parallel, or a forced and inevitable evacuation. The Korean delegation to the UN insisted that "the unification of Korea should be achieved only by victory in the war. The Chinese intervention in the war is a Challenge to the UN in the same way as the North Korean invasion. The UN participation in the war was to repulse the invasion. With the same spirit we should drive back the Chinese Communists." The Korean delegation also emphasized to the friendly nations the political objective and will of unification, and that a cease fire at a threshold of unification might return us to the status quo ante bellum, and would be contrary to the Korean nation's desire. At that time, particularly, the US strongly considered the employment of nuclear weapons as one of the new strategies to cope with the Chinese invasion. The international effects of these casual remarks were realized almost at once. The British Prime Minister who had not wanted the expansion of war in the Far East, especially from the view point of the interest of NATO's security, visited Washington. so the conference had a very important meaning for the UN forces' new strategy. On the other hand, at the UN, on the 5th of December, the very day Truman and Attlee agreed to seek a cease-fire under UN auspices, a group of thirteen Asian and Arab states proposed to ask China and North Korea not to cross the 38th Parallel, and sounded out both sides about a cease fire along the 38th Parallel. The United States and the United Kingdom gave their assent, but China and North Korea gave no direct response. The CCF, who were securing the initiative of operation, were not agreeable with the proposal of the UN forces. The Untied Nation has tried to negotiate th peace plan between two sides from the December of 1950 and January of 1951. The Untied Nations' has achieved great results to negotiate for the peace plan on Korean peninsular after CCF's participation in Korean War. It's the results considering both the operation situation and political opinions.

Field survey of 1983 central East Sea Tsunami : Imwon Port (1983년 동해 중부 지진해일 현장조사 : 임원항)

  • This study has been focus to certify the run-up heights, losses of human lives and property damages due to the 1983 Central East Sea tsunami. We have conducted the interview with indigenous inhabitant and field surveying at the Imwon port, East sea in Korea in order to inquire into the state of things occurred during that period. It is also investigated how much well they are aware of the emergency action plan including the evacuation system. Base on the reliable interviews, we selected and surveyed 10 places at the Imwon port, where the historical maximum overflowing occurred due to the 1983 Central East Sea tsunami. The measured run-up heights are approximately $3.3m{\sim}4.0m$ at the selected 10 places and it is found that the sea water ran over the banks in Imwon stream about 700m upstream from the Imwon port. From this study we can suggest supplementing the present emergency action plan and supply the state-of-the-art inundation map.

  • School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.

Chemical Accident Response Plan: A Comparative Study between Regions in Korea (화학사고 대응계획: 국내 지역간 비교연구)

  • In 2015, the paradigm of hazardous chemical substance management in Korea shifted from the workplace to the regional level due to the complete revision of the Chemicals Control Act. Although regional chemical accident response plans were established in 2020, there were slight differences in the scope and criteria of each local government. Therefore, this study compared and analyzed chemical accident response plans established in four different regions to provide insights into effective chemical accident response plans. Based on publicly available information, the current status of accident preparedness, chemical accident response systems, and resident evacuation response and education/training were compared and analyzed. The results showed that there were not significant differences in the accident preparedness and response systems between the regions. However, there was a lack of discussion on the preparedness system linked to the characteristics of each workplace in each region. Additionally, there were differences in education and training for residents between regions. In the future, each local government needs to establish a response organization that fits the characteristics of their region and develop strategies for agile and effective accident response through cooperation with relevant agencies.

THE COMPARISON ON THE CHARACTERISTIC OF THE FIRE DRIVEN SMOKE-FLOW FOR THE PLATFORM TYPES IN THE DEEPLY UNDERGROUND SUBWAY STATION (대심도 지하철 승강장의 종류별 연기전파특성 비교고찰)

  • In this paper, the comparison on the fire driven smoke flow for platform types was conducted in the Deeply Underground Subway Station. Soongsil-University station (47m depth) as a bank type platform and Mandeok Station as a island type platform were selected for fire numerical simulation. The characteristics of fire driven smoke-flows were analyzed from the simulation results. The proper plan of evacuation against fire for each type was considered through the results.

A Study of Emergency Response for the Leakage Accident of Hazardous and Noxious Substances in a Port (항만에서의 위험·유해물질(HNS) 누출사고 대응에 관한 연구)

  • In general, lots of containers including various dangerous materials are transported to the port located in big cities such as Busan where massive residents live. Thus, it's really important how to make the emergency response for the leak accidents of dangerous materials and evaluate the direct or indirect damages to adjacent areas. In this study, in order to make reasonable emergency plans, CA (Consequence Analysis) is employed after selecting a key hazardous and noxious material, hydrogen fluroide. This material accounts for the third largest portion of cargo volume among all dangerous materials and can cause a huge damage in case of leakages. As a case study, Busan North port is selected as a test port since the portion of dangerous materials is higher than that of other ports in Busan. It is assumed that 1 ton of hydrogen fluoride is spilled at Busan North port. CA is performed to assess the impact of this accident. Throughout CA, the ERPG-2 range of a leak accident can be evaluated and this result can be used for decision making tools for mitigating the impact of a leak accident. To mitigate the damage of this accident, suitable a protective equipment and resident evacuation procedures should be prepared. Finally, this study can provide a systematic approach to make the emergency plan for reducing economical and personal losses.
