탄소시장과 탄소펀드 개발에 관한 연구 (A Study on the Carbon Market and Carbon Funds Development.)

  • Kyoto Protocol is an international convention on concrete performance program for UNFCCC(United Nations Framework Convention on Climate Change), which regulate and prevent to global warming and officially came into effect on February 16, 2005. Kyoto flexible mechanisms, the agreed environmental system in March 1997 in the Third Conference of Parties in UNFCCC General Assembly, Emission Trading System(ETS), Clean Development Mechanism(CDM) and Joint Implementation(JI), are key policies related to environment. In advanced countries, greenhouse gas emissions should be reduced average 5.2% level compared to 1990 in total emissions during 2008-2012. World leading carbon market finished the trial on the EU ETS I greenhouse gas emissions trading system, EU ETS II is operated regularly after 2008. World Bank leads to make 'Prototype Carbon Fund(PCF)' in April 2004, which is the world first carbon fund and a representative public carbon fund type, World Bank operate various funds including present PCF. Thus, I would like to propose as follows in relation to this study: First, in the validity analysis of carbon funds, it would be needed to analyze the Emission Reduction Cost Efficiency(ERCE) of carbon. The ERCE is a break-even value which brings the Net Present Value(NPV) to zero. NPV approach is used among projects and it enables potential projects to be compared and evaluated the ERCE on the basis of the net present value of net future cash flows. Therefore, according to results of analysis, carbon funds should be developed and invested. Second, it would be necessary to allow of issuing bonds together with carbon funds, carbon finance etc. Third, carbon funds, it would be reasonable to have a relatively enough maturity in project and as a financial derivatives in the international financial markets, it is needed various types of transactions. Fourth, it would be needed to standardize the carbon emissions trading for more efficiently. Fifth, it would be necessary to establish and invest in various kinds of domestic and overseas global carbon funds, including governments, privates, governments and privates sectors. And it is also needed to establish the medium and long term plans for carbon funds. Sixth, it would be needed to foster the advanced trade mechanisms for carbon funds in the most effective ways. Finally, carbon funds should be used in harmony with international societies to reduce global warming as the social responsible investing funds and it should be contribute to sustainable development. In addition, it would seem that carbon funds should be studied on establishing the contributable standard of sustainable development in the future assignment.

FIDIC의 DBO 프로젝트용 표준계약조건에 관한 연구 (A Study on the FIDIC Conditions of Contract for Design, Build and Operate Projects)

  • The incentive and reasons to publish FIDIC Conditions of Contract for Design, Build and Operate Projects(DBO Form) are manifold. It is partly a response to the increasing need for sophisticated project delivery methods in both the public and private sectors and the already widespread use of the FIDIC Yellow Book with operation and maintenance obligations and partly a response to the challenge to decrease maintenance cost to a minimum by means of a new procurement route. As a result, FIDIC has developed a new model form to meet this market place requirement. On the other hand, FIDIC did not simply adapt the Yellow Book but has developed a new form from it, whilst preserving the style of the already known FIDIC Forms and maintaining the wording where it was not necessary to change it for the purposes of a DBO Form. Moreover DBO Form fills up supposed gaps in other FIDIC Forms and ameliorates the claim management and dispute management framework. FIDIC DBO approach may be shortly summarized as follows. First, DBO Form provides for single project responsibility. Second, DBO Form has the clear objective of ensuring the use of a most reliable and efficient technology at the lowest life-cycle cost. Third, DBO Form is intended to operate as an effective quality increase in the design and construction of projects. Fourth, DBO Form is intended to provide significant benefits with regard to system integration and reduction of risks. Fifth, DBO Form accelerates and enhances completion schedule compliance. Sixth, DBO takes care of all three supporting pillars of sustainability(including economical, environmental and social elements). DBO Form is obviously a good starting point for negotiations and the preparation of calls for tenders, thus saving the parties time and money. However, existing cultural and legal differences, particular local conditions and the particular needs of some branches of the industry may require the form to be adapted according to the particular needs of a project. And Civil law practitioners are strongly recommended to verify carefully the underlying legal concepts and background of each clause of the General Conditions in order to avoid unnecessary and sometimes unnatural changes and amendments being made. Note that when preparing the Particular Conditions ensure that terminology is consistent and that existing inherent concepts should not be ignored.

선형형태 사회기반시설물의 지형도면 고시 개선방안 (Improvement of Public Announcement of Topographical Drawing for Linear-Type Infrastructure)

  • 도로, 철도, 하천 등 선형형태 사회기반시설물 사업들은 일반적으로 행정구역을 가로지르고, 길이는 수 km에서 수백 km 이상이며 폭이 좁고 길이가 긴 사업들로 사업승인을 위한 지형도면고시 작성을 위해 낱장 도곽 형태가 아닌 연속지적도를 사용한다. 2009년에 제정된 통합법인 측량 수로조사 및 지적에 관한법률은 사업승인을 위한 설계 및 시공도서 작성과 지형도의 좌표계를 세계측지계를 적용하도록 하고 있다. 그러나 통합법 부칙 제5조에 따라 지적은 지역좌표계를 유지하고 있어 연속지적도를 이용한 지형도면고시 내용의 기술적 오류가 발생한 경우 행정처분으로서 고시의 효력 여부, 그리고 토지경계에 대한 책임 문제가 제기되고 있다. 본 연구에서는 그 원인을 분석하고 선형형태 사업의 특성을 고려한 좌표변환 및 보정을 실시한 후, 그 결과를 기존에 구축된 연속지적도에 반영, 지형도면고시 절차 개선으로 이어질 수 있도록 제시하였다.

U.S. Forest Service Research : Its Administration and Management

  • The U.S. Forest Service administers the world's largest forestry research organization. From its modest beginning in 1876, some 30 years before the United States national forest system was established, the research branch has devoted its effort to meet current and future information needs of the forestry community of the United States, not just for the U.S. Forest Service. The research branch is one of three major administrative units of the U.S. Forest Service. The others being the National Forest System and State and Private Forestry. Currently the National Forest System comprises 155 national forests, 19 national grasslands, and 18 utilization projects located in 44 states. Puerto Rico, and the Virgin Islands. The National Forest System manages these areas for a large array of uses and benefits including timber, water, forage, wildlife, recreation, minerals, and wilderness. It is through the State and Private Forestry branch that the U.S. Forest Service cooperates and coordinates forestry activities and programs with state and local governments, forest industries, and private landowners. These activities include financial and technical assistance in disease, insect, and fire protection ; plan forestry programs ; improve harvesting and marketing practices ; and transfer forestry research results to user groups. Forestry research is carried out through eight regional Forest Experiment Stations and the Forest Product Laboratory. Studies are maintained at 70 administrative sites, and at 115 experimental forest and grasslands. All of the current sciences that composed modern forestry are included in the research program. These range from forest biology (i. e. silviculture, ecology, physiology, and genetics) to the physical, mathematical, engineering, managerial, and social sciences. The levels of research range from application, developmental, and basic research. Research planning and priority identification is an ongoing process with elements of the research program changing to meet short-term critical information needs(i. e. protection research) to long-term opportunities(i. e. biotechnology). Research planning and priority setting is done in cooperation with National Forest Systems, forest industries, universities, and individual groups such as environmental, wilderness, or wildlife organizations. There is an ongoing review process of research administration, organization, and science content to maintain quality of research. In the U.S. Forest Service the research responsibility is not completed until the new information is being applied by the various user group : I. e. technology transfer program. Research planning and development in the U.S. Forest Service is a dynamic activity. Porgrams for the year 2000 and beyond are now in the planning stage.

기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용 (Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK)

  • 최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.

Natech위험의 개념 및 주요 쟁점 (Issues of Natech Risk Management)

  • Natech위험은 자연적 위해요소(natural hazards)로 인해 발생하는 산업사고 또는 기술재난을 의미한다. 유럽, 미국 등 서구 국가들에서는 1990년대 중반부터 Natech위험에 대한 연구가 활발히 진행되어 왔으며, 특히 2011년 동일본 대지진으로 인한 후쿠시마 원자력발전소 사고 이후, 이와 같은 자연 기술 복합재난에 대한 정책적, 학문적 관심이 높아지고 있다. 초기 Natech위험에 대한 연구가 원인인 자연재해의 유형과 발생확률, 결과로 유출되는 유해물질의 종류 및 위험성 등에 대한 공학적 접근이 주를 이루었던 반면, 최근의 연구는 효과적인 관리방안을 모색하기 위한 접근으로 확대되고 있다. 특히 기존의 재난관리와 비교했을 때 차별화되는 Natech재난의 특징들을 중심으로, 불확실성의 문제, 전문 분야 간 통합적 관리의 문제, 책임 소재의 문제 등이 주요 쟁점으로 부각되고 있다. 우리나라의 경우, Natech위험의 개념조차 제대로 소개되지 않았을 뿐 아니라, 복합재난에 대한 학문적, 정책적 논의 역시 부족한 실정이다. 최근의 후쿠시마 원전사고와 유해화학물질 사고 등으로 인해, 원자력 및 화학물질관리 분야의 안전 제고를 위한 정책적 개선이 이루어지고는 있으나, 자연재해 발생 시의 Natech위험 발생에 대해서는 정책적 방안이 여전히 미흡하며, 향후 다양한 정책적, 학문적 교류와 논의를 통해, Natech위험에 대한 사회적 인식 제고 및 연구 활성화가 필요하다.

자기통제의 개념 분석 (The Concept Analysis of Self-Control)

  • Today human needs for health promotion and maintenance are increasing. The nursing profession as a great responsibility to develop the knowledge for helping clients to practice good health behavior under self-control. But there are few studies about the concept of self-control, or the operational definition of self-control. The purpose of this study was to analyze and clarify the meaning of the concept of self-control. This study used Walker and Avant's process of concept analysis. Antecedents of self control consist of 1) perception of the conflict situation to change his or her behavior ; 2) perception of self as the causes of the barrier for a certain behavior ; 3) internal standard or belief such as self-efficacy and learned resourcefulness ; 4) internal motivation for change of behavior. Critical attributes of self-control were 1) goal-orientation ; 2) self-decision ; 3) time sequence ; 4) effort ; 5) possibility of being learned ; 6) individuality ; 7) social desirability. Consequences occurring as a results of self-control consist of 1) achievement of the controlled behavior whose purposes were planned ; 2) enhancement of the internal standard such as self-efficacy and learned resourcefulness ; 3) eventual elevation of physical and emotional wellness. Therefore, this concept is defined as a cognitive behavior which is attempted by his or her decision when one is confronted with the conflict situation, which is characterized by being changed by time, learned by effort and individual characteristics. One is taking such behavior with the perception of self as the causative barrier for a certain behavior, planning a specific objective for a certain behavior which demands self sacrifice, supplies the internal reward, is socially desirable with the internal standard of self-efficacy and learned resourcefulness and environmental factors.

춘천지역 고등학생의 식품안전성에 대한 인식도 조사 (A Study on Perceptions toward Food Safety of High School Students in Chuncheon Area)

  • 본 연구는 춘천 지역에 소재한 고등학교 1학년 540명(남학생 264명, 여학생 276명)을 대상으로 식품 안전성에 대한 기본 인식을 알아본 것이다. 식품안전 상태에 대해서 49.4%의 학생들이 우려하고 있었으나 40.0%는 식품안전성에 대해 관심이 없는 것으로 나타났다. 식품안전에 대한 정보는 대부분이 대중매체를 통해서 접했고, 식품안전 사고의 발생이유는 식품을 생산하거나 유통시키고 판매하는 관련자들의 책임의식이 부족하기 때문이라고 인식했다. 또한 식품의 안전을 위협하는 가장 큰 요인으로는 중금속(24.8%)이 가장 높았고, 다음으로는 환경호르몬(24.4%), 식품첨가물(17.0%)이라고 하였다. 잔류농약이 가장 우려되는 식품은 채소 및 과일류이고, 농산물은 잔류농약 때문에 안전하지 못하며 92.4%의 학생들은 잔류농약이 인체에 해롭다고 인식하였다. 중금속에 의한 식품의 오염 인식도에서는 87.4%가 안전하지 못하다고 했으며 중금속에 의해 가장 우려되는 식품은 생선류로 나타났다. 또한 가공식품에 대해 가장 불안하게 여기는 요인은 식품첨가물이었고 대부분의 학생들이 식품의 포장재료나 용기에 대해 유독하다고 생각했다. 식품구입시 식품안전성을 확인하는 학생은 25.0%뿐이고, 식품을 구입할 때 식품안전성 여부를 확인한다는 학생이 식품의 안전성을 중요시하는 비율이 높았으며 식품안전성 여부를 확인하지 않는 학생은 비교적 맛을 중요시하는 것으로 나타났다.

산업재해 입원환자를 위한 사례관리실천모형의 효과성에 관한 연구 (A Study on Efficiency of Case Management Practical Model for Industrial Injury Inpatients)

  • This study is to observe the effectiveness of the applied model and to present the improvement plan and directions for development for the case management practical model suitable for the actual condition of Korea Labor Welfare Co. and needs of the industrial injury patients. The concrete purpose of this study is: First, observe the difference of stressor experience and experience degree between the experimental group and the comparative group. Second, observe the difference of stress of the experimental group and the comparative group. Third, find out how the stress affects the support degree and satisfaction degree. Fourth, present the improvement plan of case management model, which can promote the psychosocial rehabilitation of the industrial injury patient based on the research results. The outline of the main research results identified in this study is as follows. The stressors the industrial injury patients perceived are health problems, family matters, the problems concerning hospital recuperation (hospital staff and environmental problems), economical problems, problems of coming back to society, problems with companies, problems with Korea labour Welfare Co. and other problems. And the experience of stressor was prominently lower in experimental group than comparative group in the whole problem, health problem, problems with Korea Labour-Welfare Co. and other problems. The stressor experience degree was conspicuously lower in experimental group in the whole problem experience degree, health problem experience degree, problem with Korea Labour Co. experience degree and other problem experience degree. Besides whether or not the case management is applied is having a prominent affect on the primary factor affecting the stressor experience degree, therefore the patients applied with case management has less stressor than the patient who didn't. The difference of degree of tension experienced by the stressor in both groups, the degree of stress, was not conspicuous in statistics so it shows that the application of case management in this research has not affected the degree of tension. The field which had been the most help was emotional support in help level the experimental group perceived through applying case management about industrial accident patients and recuperation, compensation problem, medical treatment problem, family matters has been helpful in this order. The help level of the whole problem was in higher level than the middle value. The stress factor which affects the case management problem settlement is the whole body of stress. The satisfaction level of help through applying case management was highest in emotional support and family matters, recuperation problem, company problem, compensation problem, and medical treatment problem was the next highest. The satisfaction level of the whole problem was higher than the middle value. The stress factor affecting the satisfaction level of help is the whole body of stress. Therefore to reduce the stress level of industrial accident patients and for them to come back to local societies, we need to reinforce the continuance and responsibility of case management model, increase staff, reinforce the role of counsel and medical treatment, intervene in the patient's plan of leaving the hospital, develop social support system and the need to establish After Care Center.

일본 물류분야에 대한 친환경정책과 현황에 관한 연구 (A Study on Eco-friendly Policy and Current State of Japanese Logistics)

  • 지구온난화 문제는 1997년 "쿄토의정서" 채택으로 큰 전환점이 되었다. 따라서 일본에서는 $CO_2$ 배출을 최소화하기 위해 "그린물류 파트너십회의"와 "유통업무 종합화 및 효율화의 촉진에 관한 법률"등을 제정하여 유통업무의 종합적이고 효율적인 수행을 지원하고 있다. 특히, 물류부문의 트럭운송사업자, 창고사업자, 항만운송사업자의 자주적 계획적인 환경대책을 기초로 그린경영을 추진하는 그린경영인증제도 등을 추진하고 있다. 이와 같이 일본정부는 종합적이고 효율적인 물류시스템을 구축하여 지구온난화방지 차원에서 $CO_2$ 배출을 최소화하는 친환경 그린물류정책을 적극적으로 추진하고 있는 것이다. 따라서 본 논문은 친환경물류체계를 구축하고 있는 일본의 그린물류정책의 현황에 대해 고찰한 결과, 친환경적이고 지속발전 가능한 녹색물류전략, 친환경 녹색물류산업의 육성, 녹색물류인 증제의 도입, 행정기관의 부서별 책임역할 등에 대한 시사점을 제시하였다.
