Using the Lorenz-95 simple model, which can simulate many atmospheric characteristics, we compare the performance of ensemble strategies such as bred vectors, the bred vectors rotated (to be orthogonal to each bred member), and the Ensemble Transform Kalman Filter (ETKF). The performance metrics used are the RMSE of ensemble means, the ratio of RMS error of ensemble mean to the spread of ensemble, rank histograms to see if the ensemble member can well represent the true probability density function (pdf), and the distribution of eigen-values of the forecast ensemble, which can provide useful information on the independence of each member. In the meantime, the orthogonal bred vectors can achieve the considerable progress comparing the bred vectors in all aspects of RMSE, spread, and independence of members. When we rotate the bred vectors for orthogonalization, the improvement rate for the spread of ensemble is almost as double as that for RMS error of ensemble mean compared to the non-rotated bred vectors on a simple model. It appears that the result is consistent with the tentative test on the operational model in KMA. In conclusion, ETKF is superior to the other two methods in all terms of the assesment ways we used when it comes to ensemble prediction. But we cannot decide which perturbation strategy is better in aspect of the structure of the background error covariance. It appears that further studies on the best perturbation way for hybrid variational data assimilation to consider an error-of-the-day(EOTD) should be needed.
The sunspot area is a critical physical quantity for assessing the solar activity level; forecasts of the sunspot area are of great importance for studies of the solar activity and space weather. We developed an innovative hybrid model prediction method by integrating the complementary ensemble empirical mode decomposition (CEEMD) and extreme learning machine (ELM). The time series is first decomposed into intrinsic mode functions (IMFs) with different frequencies by CEEMD; these IMFs can be divided into three groups, a high-frequency group, a low-frequency group, and a trend group. The ELM forecasting models are established to forecast the three groups separately. The final forecast results are obtained by summing up the forecast values of each group. The proposed hybrid model is applied to the smoothed monthly mean sunspot area archived at NASA's Marshall Space Flight Center (MSFC). We find a mean absolute percentage error (MAPE) and a root mean square error (RMSE) of 1.80% and 9.75, respectively, which indicates that: (1) for the CEEMD-ELM model, the predicted sunspot area is in good agreement with the observed one; (2) the proposed model outperforms previous approaches in terms of prediction accuracy and operational efficiency.

A rainfall simulation and forecasting technique that can generate daily rainfall sequences conditional on multi-model ensemble GCMs is developed and applied to data in Korea for the major rainy season. The GCM forecasts are provided by APEC climate center. A Weather State Based Downscaling Model (WSDM) is used to map teleconnections from ocean-atmosphere data or key state variables from numerical integrations of Ocean-Atmosphere General Circulation Models to simulate daily sequences at multiple rain gauges. The method presented is general and is applied to the wet season which is JJA(June-July-August) data in Korea. The sequences of weather states identified by the EM algorithm are shown to correspond to dominant synoptic-scale features of rainfall generating mechanisms. Application of the methodology to seasonal rainfall forecasts using empirical teleconnections and GCM derived climate forecast are discussed.

Initialization of the global seasonal forecast system is as much important as the quality of the embedded climate model for the climate prediction in sub-seasonal time scale. Recent studies have emphasized the important role of soil moisture initialization, suggesting a significant increase in the prediction skill particularly in the mid-latitude land area where the influence of sea surface temperature in the tropics is less crucial and the potential predictability is supplemented by land-atmosphere interaction. This study developed a new soil moisture initialization method applicable to the KMA operational seasonal forecasting system. The method includes first the long-term integration of the offline land surface model driven by observed atmospheric forcing and precipitation. This soil moisture reanalysis is given for the initial state in the ensemble seasonal forecasts through a simple anomaly initialization technique to avoid the simulation drift caused by the systematic model bias. To evaluate the impact of the soil moisture initialization, two sets of long-term, 10-member ensemble experiment runs have been conducted for 1996~2009. As a result, the soil moisture initialization improves the prediction skill of surface air temperature significantly at the zero to one month forecast lead (up to ~60 days forecast lead), although the skill increase in precipitation is less significant. This study suggests that improvements of the prediction in the sub-seasonal timescale require the improvement in the quality of initial data as well as the adequate treatment of the model systematic bias.
Forecasting the electricity consumption through analyzing the past electricity consumption a advantageous for energy planing and policy. Machine learning is widely used as a method to predict electricity consumption. Among them, ensemble learning is a method to avoid the overfitting of models and reduce variance to improve prediction accuracy. However, ensemble learning applied to daily data shows the disadvantages of predicting a center value without showing a peak due to the characteristics of ensemble learning. In this study, we overcome the shortcomings of ensemble learning by considering the temperature trend. We compare nine models and propose a model using random forest with the linear trend of temperature.

The ensemble optimal interpolation (EnOI) scheme is a sub-optimal alternative to the ensemble Kalman filter (EnKF) with a reduced computational demand making it potentially more suitable for operational applications. Since only one model is integrated forward instead of an ensemble of model realizations, online estimation of the background error covariance matrix is not possible in the EnOI scheme. In this study, we investigate two Gaussian noise based ensemble generation strategies to produce dynamic covariance matrices for assimilation of water level observations into a distributed hydrological model. In the first approach, spatially correlated noise, sampled from a normal distribution with a fixed fractional error parameter (which controls its standard deviation), is added to the model forecast state vector to prepare the ensembles. In the second method, we use an adaptive error estimation technique based on the innovation diagnostics to estimate this error parameter within the assimilation framework. The results from a real and a set of synthetic experiments indicate that the EnOI scheme can provide better results when an optimal EnKF is not identified, but performs worse than the ensemble filter when the true error characteristics are known. Furthermore, while the adaptive approach is able to reduce the sensitivity to the fractional error parameter affecting the first (non-adaptive) approach, results are usually worse at ungauged locations with the former.
ANFIS-based methodology for improving GloSea5 ensemble weather forecast is developed and evaluated in this study. The proposed method consists of two steps: pre & post processing. For ensemble prediction of GloSea5, weights are assigned to the ensemble members based on Optimal Weighting Method (OWM) in the pre-processing. Then, the bias of the results of pre-processed is corrected based on Model Output Statistics (MOS) method in the post-processing. The watershed of the Chungju multi-purpose dam in South Korea is selected as a study area. The results of evaluation indicated that the pre-processing step (CASE1), the post-processing step (CASE2), pre & post processing step (CASE3) results were significantly improved than the original GloSea5 bias correction (BC_GS5). Correction performance is better the order of CASE3, CASE1, CASE2. Also, the accuracy of pre-processing was improved during the season with high variability of precipitation. The post-processing step reduced the error that could not be smoothed by pre-processing step. It could be concluded that this methodology improved the ability of GloSea5 ensemble weather forecast by using ANFIS, especially, for the summer season with high variability of precipitation when applied both pre- and post-processing steps.

A super ensemble model was developed for the seasonal prediction of regional precipitation in Korea using the lag correlated large scale predictors, based on the empirical orthogonal function (EOF) analysis and multiple linear regression model. The predictability of this model was also evaluated by cross-validation. Correlation between the predicted and the observed value obtained from the super ensemble model showed 0.73 in spring, 0.61 in summer, 0.69 in autumn and 0.75 in winter. The predictability of categorical forecasting was also evaluated based on the three classes such as above normal, near normal and below normal that are clearly defined in terms of a priori specified by threshold values. Categorical forecasting by the super ensemble model has a hit rate with a range from 0.42 to 0.74 in seasonal precipitation.

In recent years, Smart Water Grid (SWG) concept has globally emerged over the last decade and also gained significant recognition in South Korea. Especially, there has been growing interest in water demand forecast and this has led to various studies regarding energy saving and improvement of water supply reliability. In this regard, this study aims to develop a nonlinear ensemble model for hourly water demand forecasting which allow us to estimate uncertainties across different model classes. The concepts was demonstrated through application to observed from water plant (A) in the South Korea. Various statistics (e.g. the efficiency coefficient, the correlation coefficient, the root mean square error, and a maximum error rate) were evaluated to investigate model efficiency. The ensemble based model with an cross-validate prediction procedure showed better predictability for water demand forecasting at different temporal resolutions. In particular, the performance of the ensemble model on hourly water demand data showed promising results against other individual prediction schemes.
Seasonal forecast is growing in demand, as it provides valuable information for decision making and potential to reduce impact on weather events. This study examines how operational climate prediction systems can be reliable, producing the probability forecast in seasonal scale. A reliability diagram was used, which is a tool for the reliability by comparing probabilities with the corresponding observed frequency. It is proposed for a method grading scales of 1-5 based on the reliability diagram to quantify the reliability. Probabilities are derived from ensemble members using hindcast data. The analysis is focused on skill for 2 m temperature and precipitation from climate prediction systems in KMA, UKMO, and ECMWF, NCEP and JMA. Five categorizations are found depending on variables, seasons and regions. The probability forecast for 2 m temperature can be relied on while that for precipitation is reliable only in few regions. The probabilistic skill in KMA and UKMO is comparable with ECMWF, and the reliabilities tend to increase as the ensemble size and hindcast period increasing.
