A Study on Investigation Procedure of Chemical Spill by Vehicle Transporting Chemicals (화학물질 운반차량 누출사고 처리절차에 관한 연구)

  • 301 cases of chemical accidents occurred during the recent three years('13~15) recording about 100cases on average in Korea.. Chemical accidents has brought casualties and negative impact on the environment. The chemical accident by transporting vehicles during recent 3 years records 21 on average & takes about 21% of the whole chemical accident. Systematic investigation on chemical accident was needed by corresponding authorities since the transport accident has occurred on the road, all over the nation. For the systematic investigation on the accident scene by the corresponding authorities, the cooperation of transport companies and transport contractor is highly necessary. The investigation of such accident scene was examined and analyzed in this study. Through this study, the results can be basis to analyzed the cause of chemical accident by transporting vehicles and to prepare procedures for on-site investigation and handling systematically.

A study on Fire Case and Countermeasure of Tourist Hotel (관광호텔의 화재손해 위험관리방안 - 화재발생현황과 대형화재사례 분석 중심)

  • Tourist hotels are equipped with facilities such as accommodation and restaurants, exercise, recreation. Unspecified guests, visitors and management of tourist hotels are very vulnerable on the casualties and property losses due to fire peril exist. In this study, we analysis that the fire statistics status of tourist hotels from 2001 to 2010. And the 15 cases of a large hotel fire are reviewed. The total number of fires on hotel are consist of a hotel rooms fire(33.2%), a restaurant kitchen fire(11.8%). And the major causes of the fire are an electrical fire (40.8%), a cigarette fire (14.5%) and a hot-work fire (9.2%). In case study, the fire wall defect and combustible materials are major fire loss causes for 10year. Each tourist hotels are needed a development of suitable fire risk management and a field operations. A hotel is required an active fire risk management on a preventive inspection, an education and training, and a preventive maintenance. It is necessary that a fire wall maintenance to prevent of the spread of a fire and a sprinkler installation of whole area to protect fire. And it is very important an emergency response for evacuation of guest, and operate emergency procedures on a fire or emergency situation.

  • North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.

  • The purpose of this study is to examine ways to vitalize cause related marketing (CRM) by proposing character T-shirts The campaign will employ Neo-Pop art, a genre popular with both companies and consumers. Study results are as follows: First, campaign T-shirts on the issue of human alienation resulting from digitalization can be utilized to generate financial profit that can be returned to society. This can lead to the acts of exchange for profit generation, public image improvemen of companies, and enhancement of their external status. As for the non-financial aspect, the campaign could lead to increased awareness of social issues and present opportunities to take actions of improvement. Second, the financial objective of character T-shirts dealing with environmental issue of sustainability involves brand distribution network support and revitalization of promotion such as shopping basket of love and eco-friendly store matching program for eco-friendly campaign. As for the non-financial aspect, it can help raise consumers' awareness of cause related activities such as crowd funding and fundraising and prepare opportunities of direct participation. Third, the financial objective of character T-shirts dealing with natural disaster relief activities on the global level involves brand recognition level increase and enhancement of positive association of companies through emergency relief and articles support as a result of drastic increases in casualties from nature disasters. As for the non-financial aspect, it can induce people's participation in relief activities and lead to the establishment of crisis response procedures. The information on the development of pop-art character T-shirts proposed in this study is expected to be used as basic information on cause marketing of fashion companies in the future, while providing inspiration to related fashion design.

  • This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

Evaluation of Risk Factors to Detect Anomaly in Water Supply Networks Based on the PROMETHEE and ANP (상수도관망의 이상징후 판정을 위한 위험요소 평가 - PROMETHEE와 ANP 기법 중심으로)

  • In this study, we proposed a layout of the integrated decision support system in order to prevent the contamination and to manage risk in water supply networks for safe and smooth water supply. We evaluated the priority of risk factors to detect anomaly in water supply networks using PROMETHEE and ANP techniques, which are applied to various Multi-Criteria Decision Making area in Europe and America. To develop the model, we selected pH, residual chlorine concentration, discharge, hydraulic pressure, electrical conductivity, turbidity, block leakage and water temperature as the key data item. We also chose pipe corrosion, pipe burst and water pollution in pipe as the criteria and then we present the results of PROMETHEE and ANP analysis. The evaluation results of the priority of risk factors in water supply networks will provide basic data to establish a contingency plan for accidents so that we can establish the specific emergency response procedures.

Development of Disaster Safety Program for Small-sized Workplaces and Its Introduction to Occupational Safety&Health Act: Focusing on Fire, Explosion and Chemical Spill (소규모 사업장 재난안전 프로그램 개발 및 산업안전보건법에의 도입방안: 화재, 폭발, 약품 누출을 중심으로)

  • 98.8% of accidents occurring in domestic companies are concentrated in small-sized workplaces with fewer than 50 employees. Therefore, this study developed a disaster safety program that can be implemented by small and medium-sized enterprises by comparing and analyzing the safety management system actively used with the laws and regulations related to industrial safety and facilities. The disaster and safety program included the scope of application, organizational structure, risk assessment, emergency response system, education and training, safety equipment provision and program evaluation, and detailed preparation methods and procedures for each item. In addition, items to be aware of when operating a disaster safety program and operational strategies were presented. After that, it was proposed to introduce the research results into the Occupational Safety and Health Act.

Bronchoscopic Cryotherapy in Patients with Central Airway Obstruction (기관지 내시경적 냉동치료를 통한 중심성 기도폐쇄의 치료)

  • Background: The efficacious use of interventional bronchoscope for patients with central airway obstruction due to malignant or benign lesions has been proven. Among many therapeutic bronchoscopic procedures, endobronchial cryotherapy is an established recanalization method for the obstruction of the respiratory tract. Recently, the use of this procedure has been increasing in Korea. However, limited data are available in the literature regarding its efficacy in Korea. Methods: Thirty patients, who had been treated with a flexible cryoprobe for cryotherapy were enrolled; clinical characteristics and treatment outcomes were analyzed. The patients had been treated with the technique using nitrous oxide as a cryogen under local anesthesia. Objective outcomes were 3 different degrees of therapeutic success by use of follow-up bronchoscopic findings as follows: successful, partially successful, and unsuccessful response. Subjective outcomes were evaluated as an improvement in symptoms. Results: The mean age of enrolled patients was $59{\pm}11$ years and there was a male (22/30) dominance. Twenty-three patients had malignant tumor and 7 patients had benign lesions with central airway obstruction. Successful recanalization was achieved in 11 (37%) patients, and partially successful response was achieved in 15 (50%) patients. Dyspnea was improved in 84.2% (16/19) of patients. At least one respiratory symptom was resolved in 91.3% (21/23) patients. Seven patients (23.3%) needed additional bronchoscopic electrocautery because of the bleeding as a complication of cryotherapy. Conclusion: Endobronchial cryotherapy is an effective and less expensive procedure for the management of central airway obstruction. However, the procedure should be performed under the preparing for an emergency situation, such as massive bleeding.

A Study on the Management System of Bioterrorism by the Phases of Crisis Management (위기관리단계별 생물테러 관리체계에 관한 연구)

  • The entire world has lived in terror threatened by new-terrorism since the 9.11 terror. Having appeared since 9.11, new-terrorism is new kind of terror targeting victims at random. Bioterrorism is one good example. Since bioterrorism happens secretly, it's hard to identify. The case becomes even harder to detect if it takes the form of a new epidemic. This study set out to apply the four phases of crisis management regarding outbreak and measures of SARS, the latest new epidemic, and to prepare against bioterrorism taking the form of a new epidemic, It also shows the efforts to study what to prepare and what kind of actions to take in case of bioterrorism by applying the four phases. There results demonstrate that the preventive measures against bioterrorism include arranging terror-related laws and identifying and monitoring expected pathogenic organs. In the preparation phases, they should integrate the related agencies, prepare for the standard operating procedures(SOP), execute integrated training sessions among the related agencies, and secure the necessary resources such as vaccine, cures, and exploration devices. In the response phases, they need to set up a rapid diagnosis system, quarantine and then cure the patients, and pursue cooperation from the media and promotions and further an international cooperation system to take appropriate measures. And the final recovery phases should involve offering emergency support by checking the situations and engaging in activities to prevent another terror attack by providing counseling, exchanging information, and analyzing and evaluating the causes.

Review on asbestos analysis (석면 분석방법에 대한 고찰)

  • This document was prepared to review and summarize the analytical methods for airborne and bulk asbestos. Basic principles, shortcomings and advantages for asbestos analytical instruments using phase contrast microscopy(PCM), polarized light microscopy(PLM), X-ray diffractometer (XRD), transmission electron microscopy(TEM), scanning electron microscopy(SEM) were reviewed. Both PCM and PLM are principal instrument for airborne and bulk asbestos analysis, respectively. If needed, analytical electron microscopy is employed to confirm asbestos identification. PCM is used originally for workplace airborne asbestos fiber and its application has been expanded to measure airborne fiber. Shortcoming of PCM is that it cannot differentiate true asbestos from non asbestos fiber form and its low resolution limit ($0.2{\sim}0.25{\mu}m$). The measurement of airborne asbestos fiber can be performed by EPA's Asbestos Hazard Emergency Response Act (AHERA) method, World Health Organization (WHO) method, International Standard Organization (ISO) 10312 method, Japan's Environmental Asbestos Monitoring method, and Standard method of Indoor Air Quality of Korea. The measurement of airborne asbestos fiber in workplace can be performed by National Institute for Occupational Safety and Health (NIOSH) 7400 method, NIOSH 7402 method, Occupational Safety and Health Administration (OSHA) ID-160 method, UK's Health and Safety Executive(HSE) Methods for the determination of hazardous substances (MDHS) 39/4 method and Korea Occupational Safety and Health Agency (KOSHA) CODE-A-1-2004 method of Korea. To analyze the bulk asbestos, stereo microscope (SM) and PLM is required by EPA -600/R-93/116 method. Most bulk asbestos can be identified by SM and PLM but one limitation of PLM is that it can not see very thin fiber (i.e., < $0.25{\mu}m$). Bulk asbestos analytical methods, including EPA-600/M4-82-020, EPA-600/R-93/116, OSHA ID-191, Laboratory approval program of New York were reviewed. Also, analytical methods for asbestos in soil, dust, water were briefly discussed. Analytical electron microscope, a transmission electron microscope equipped with selected area electron diffraction (SAED) and energy dispersive X-ray analyser(EDXA), has been known to be better to identify asbestiform than scanning electron microscope(SEM). Though there is no standard SEM procedures, SEM is known to be more suitable to analyze long, thin fiber and more cost-effective. Field emission scanning electron microscope (FE-SEM) imaging protocol was developed to identify asbestos fiber. Although many asbestos analytical methods are available, there is no method that can be applied to all type of samples. In order to detect asbestos with confidence, all advantages and disadvantages of each instrument and method for given sample should be considered.
