Discussion on Formulation Process and Configuration of Fire-Fighting Vulnerable Zone Model (소방취약지 모델의 구성과 정립프로세스 논의)

  • There are numbers of unpredictable risk factors in the disaster scenes such as fire, explosion and fail to early life-saving or holding the flames which can lead to massive damage. In particular, fire-fighters who arrive on the scene within 5 minutes after dispatching, have a limitation to get aware to the situation of scene fully, because of immediate deploy to disaster scene with limited information. This situation may lead to disturbance that fire-fighters perform effective fire-fighting activities, to put fire-fighter's life at risk by misjudge the situation. Previous domestic and International studies focused vulnerability for spatial area or features which can damage to life and property in the event of anticipated. In this study, we have been developed fire-fighting vulnerable zone model that can analyze comprehensively hindrance factors for fire-fighting activities targeting whole life cycle of fire-fighting activities from dispatch to fire suppression or life-saving. In addition, we have been given shape to finality and applicability for our model by defining the new concept of fire-fighting vulnerable zone which can be distinguished from the concept of fire vulnerable area in previous studies. The results of this study can be used to analysis fire-fighting vulnerable zone type analysis, establish fire-fighting policies and improve the performance of decision-making process.

Medical Characteristics of the Elderly Pedestrian Inpatient in Traffic Accident (노인 보행자 운수사고 입원환자의 의료적 특성연구)

  • This study aims to analyze the factors affecting the length of stay in elderly pediatric inpatients in traffic accidents. We used Korean National Hospital Discharge In-depth Injury data on the discharged from 2012 to 2016. Statistically significant factors affecting the length of stay are admission route, Charlson Comorbidity Index(CCI), injury parts, operation, results, hospital area, and beds for hospitals. The length of stay was shorter in the case of the admission route of the outpatient department than the emergency room, the results were not improved or death rather than improved, and the bed size was 500-999 beds or over 1000 beds rather than 100-299 beds. However, the length of stay was longer in the case of CCI score was 1-2 or over 3 rather than 0, injury parts were other parts rather than head/neck, when the operation was yes, and when the hospital area was a province, metropolitan rather than Seoul. This study intends to understand the medical characteristics of inpatient to prevent pedestrian traffic accidents in accordance with the population aging. Based on this finding, we wish to be used as the basic data for the establishment of policies to effectively manage traffic safety and medical resources in consideration of the characteristics of the elderly people.

Damage Analysis of Meteorological Disasters for Each District Considering the Characteristics of a District (지자체별 특성을 고려한 자연재해에 따른 피해유형 분석)

  • Heavy rains and typhoons are the most critical meteorological disaster occurred in the Korean peninsular. Due to the global warming, the magnitude of heavy rains and typhoons is becoming heavier resulting in more damage annually. Therefore, it is required to establish a mitigation plan to reduce the damage from meteorological disasters. To do so, in general, it is better to establish a mitigation plan for each district considering the characteristics of a district than a single mitigation plan for the entire districts without considering the characteristics of an individual district. In this study, we provide fundamental data for establishing a mitigation plan from analysis considering the frequency and damage in monetary value by heavy rain and typhoon with the geological and social characteristics of districts. The annual damage reports published by the National Emergency Management Agency, dated from 1994 to 2003, are used for the analysis. The districts are classified into six categories by the geological and social characteristics. Also, the frequency and damage in monetary value are assessed for each district. Based on them, the damage degree by heavy rain and typhoon from 1st to 4th is assigned to each district. The assigned damage degree is, then, analyzed with geological and social characteristics of each district to show the status of damage by meteorological disasters on the district.

  • Due to the increase in awareness of school safety after the Sewol ferry disaster, it became necessary to improve the capability to prevent a safety accident at school and to respond to an accident in the case of emergency as well as the awareness of safety issues. Therefore, it is necessary for educational institutions to reinforce safety measures autonomously, and the importance of supports and cooperation from agencies related to the safety of local community is also emphasized. However, it is quite difficult for schools and the Office of Education to prevent safety accidents only with their own capability, and safety accidents can be prevented through the supports from agencies involved in safety of local communities. Therefore, the status and cooperation system of educational institutions and relevant authorities were reviewed theoretically in this study. In addition, a field investigation was carried out to examine the awareness of disaster and safety, and cooperation status of officials in charge of practical disaster-related works. Moreover, this study intended to present a measure to establish the safety cooperation system between educational institutions and agencies involved in safety of local community in the future based on the findings.

The Protective Effects of Black Garlic Extract for Blood and Intestinal Mucosa to Irradiation (방사선 조사 시 혈구 및 장점막에 대한 흑마늘 추출물의 보호효과)

  • The radiation has been utilized in a number of fields, even though the use of plenty cause a variety of side effects. This study was confirmed for radiation protective effects of aged garlic to contribute to the prevention of disasters that are radiation exposure. We studied the Complete Blood cell Count(CBC) and the small intestine after feeding aged garlic extract into Sprague Dawley Rat which irradiated X-ray beam 7 and 13 Gy. Garlic extract was administered to the results in the experimental group showed a notable difference in the CBC of platelets (p<0.05), red blood cells (p<0.05) and early damaged white blood cells (p<0.05). In addition, it was confirmed that experimental group's small intestine crypt is more survival than irradiation group significantly. And experimental group has small intestine villi length almost similar to the normal group. result of the aged garlic study will be able to be of great benefit for the radiation relevant emergency management.

A Study on the Development of Cyberpolice Volunteer System Using the Collective Intellectual Network (집단지성 네트워크형 사이버폴리스 자원봉사시스템 구축에 관한 연구)

  • In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.

A Study on the Development of a Health Risk Assessment Method for the Management of the Health Environment of Residents Living Around Areas Affected by Chemical Accidents (화학사고 주변 지역 거주자의 보건환경 관리를 위한 건강위해성 평가 방법 개발에 관한 연구)

  • Objectives: This research is part of a study to be conducted over five years starting from 2017 by the Ministry of Environment on the development of technologies to evaluate the impact of chemical accidents on the human body. Methods: For this research, a five-stage specific study method was developed. Results: In brief, the developed health risk assessment method can be summarized as follows. First, a health risk assessment system was built based on the guidelines set forth by the USA NRC/NAS. Second, based on the disease manifestation theory, the health risk assessment method was divided into 1) a carcinogenic health risk assessment method focused on all carcinogens except non-genotoxic carcinogens and 2) a non-carcinogenic health risk assessment method focused on noncarcinogens including non-genotoxic carcinogens. Third, the detailed contents of the health risk assessment method were developed in four stages(hazard identification, dose-response assessment, exposure assessment, and risk determination) through theoretical consideration of the assessment of the level of health risk related to chemical exposure. Finally, a health risk assessment methodology, classified into stages to address acute, subacute/subchronic, and chronic conditions was developed after considering the physicochemical behavior of hazardous chemicals upon implementation of countermeasures after a chemical accident. Conclusions: A method to evaluate the health risks related to toxic chemicals generated by chemical accidents was developed. This study was performed with the purpose of developing a mathematical health risk assessment method to evaluate the health effects of exposure to hazardous chemicals upon implementation of emergency countermeasures after chemical accidents.

Estimation of Sodium Hydroxide Waste Origin-Destination Matrices for Preventing Hazardous Material Transportation Disasters

  • Hazardous materials (HazMats) are substances that are flammable, explosive, toxic, or harmful, if released into the environment. Since the transportation of HazMats increases in many developed countries, HazMat transportation has the key function in the process of HazMat usage to trace information of production, storage, shipment, usage, and waste disposal. The Korean Ministry of Environment (KMOE) and the National Emergency Management Agency (NEMA) have developed many laws, regulations, and standards for hazardous materials. However, the Korean HazMat laws, regulations, and standards do not guarantee accurate information of HazMat origin-destination (O-D) shipments, though the HazMat O-D movement is the critical information in safety and security of HazMat transportation. The objectives of this research are: (1) to investigate emerging and recurrent issues in Korean HazMat transportation, and (2) to develop the estimation method of O-D matrices for hazardous materials under limited data sets. The sodium hydroxide waste shipment among forty candidate HazMats is selected as the sample research case. The growth-factor method is applied to estimate the 2005 O-D matrix of sodium-hydroxide waste shipment. The column-and-row factoring process is used to calibrate the estimated sodium-hydroxide O-D matrix. The result shows the applicability of the O-D estimation process for hazardous materials. The Sodium Hydroxide Waste Origin-Destination Matrix is obtained to trace routes and paths of the Sodium Hydroxide transportation.

A Study on the Simulation of Damage Distance for Toxic Substances Leakage (사고대비물질 누출 시 독성피해 영향범위 상관관계식 개발에 관한 연구)

  • Since 2015, small and medium domestic enterprises that treat more than a certain quantity of chemical substances in accordance with the Chemical Substance Control Act are obliged to submit an off-site impact assessment and risk management plan. In order to reduce the administrative and economic burden of the risk assessment, its impact was determined. Toxic leaks of nitric acid, methanol, and acetic acid were estimated and the correlations (between them?) were calculated. In addition, the correlations of this study were used to compare the KORA results according to the accident scenarios of the actual workplace and the extent of the damage as a function of distance in the case of toxic leaks. In this study, the correlation formula of the materials can be used to quickly determine the damage distance in the event of the accidental leakage of materials in the road or workplace, and to prepare emergency plans and respond to emergencies more quickly.

A Study on Job Analysis and Physical Fitness of Special Security Guard in Nuclear Power Plant (원자력발전소 특수경비원의 직무분석과 체력에 관한 연구)

  • Special security guards play the role to safely operate and manage nuclear power plants from unintended internal and external threats. Physical fitness management of special security guards is one of the most important factors for improving and maintaining the level of physical protection. Thus, the purpose of this study is to analyze the physical fitness factor and physical fitness level required for mission accomplishment through job analysis of special security guards. The special security guards of Nuclear Power Plant in Korea were performing 7 jobs, 26 duties, 159 tasks. In order to accomplish theses tasks, the following physical fitness were required: muscle strength and muscle endurance of the hand, upper limb, lower limb and core, quickness, agility and Cardio function. The duties that require a lot of physical fitness were in the order of conducting arrest and self-defense, conducting unarmed defensive tactics, demonstrating proficiency with semiautomatic rifle, using protective equipment, performing emergency plan and defensive strategy, etc. The results of this study are expected to provide basic data necessary for establishing guidelines for fitness qualification and training of special security guards in the future and contribute to enhancement of physical protection of nuclear power plants.
