연구목적:정부와 지방자치단체에서 실효성 있는 '안전관리계획'수립을 위한 전반적인 '재난관리 수행과정'(가칭)의 발전방향을 제시하는데 있다. 연구방법: 이를 위해 '안전관리계획'에 대한 선행연구를 검토하여 공통적인 문제점들을 도출하였고, 이러한 문제점들을 해결할 수 있는 '재난관리 수행과정' (가칭)을 군(軍)의 '작전수행과정'을 접목하여 발전방향을 제시하였다. 연구결과: 본 연구자가 제시한 '재난관리 수행과정'(가칭)을 통해 선행연구의 공통적인 문제점들을 보완할 수 있다. 결론: '재난관리 수행과정'(가칭)을 통해서 최종적으로는 '국가와 지방자치단체의 기본적 임무임을 확인하고, 국민이 재난으로부터 안전한 사회에서 생활할 수 있도록 한다'는 정부의 재난관리 기본이념을 달성할 수 있다.

본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성 관리의 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획 수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성 관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고, 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

연구목적: 재난안전 마스터플랜의 가이드라인을 제시하고, 이를 통한 지역안전지수 향상방안을 도출한다. 연구방법: 재난 관련 법률, 안전혁신마스터플랜, 국제안전도시지표와의 정합성 진단을 통해 지자체의 재난안전 관리체계를 수립하고 지역 특성과 분야별 재난관리 대책을 포함하는 재난안전 마스터플랜 가이드라인을 제시한다. 연구결과: 'G'기초지자체를 선정하여 재난안전 마스터플랜 가이드라인을 적용한 세부정책을 수립하고, 이를 통해 지역안전지수 개선방안을 도출한다. 결론: 지역안전지수 향상을 통해 지자체의 재난대응 역량을 강화한다.

Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

연구목적: 본 연구는 기업재난관리표준의 요구사항에 대한 재해경감활동계획 수립절차와 재해경감활동관리체계를 검토하고자 한다. 연구방법: 기업재난관리표준의 적용범위에 규정된 재난관리 단계별 각 활동을 포함한 요구사항을 파악하고 'A'기관의 운용사례를 검토하였으며 요구사항에 맞는 업무연속계획 대상을 검토하였다. 연구결과: 기업재난관리표준의 요구사항인 재난관리 단계별 내용과 절차를 명확히 정의하고, 4단계별 활동에 대한 업무연속성계획 수립이 필요한 것으로 검토되었다. 결론: 기업재난관리표준 요구사항에 대하여 재난관리활동 각 단계별 활동을 포함한 PDCA모델을 제시하였고, 재난의 예방 및 대비계획을 포함하는 광의의 재난관리 개념의 재해경감활동관리체계 모델을 제안하였다.

연구는 재난 및 안전관리기본법 개정에 따른 재난안전 분야 종사자의 재난안전 교육훈련을 위해 체계적인 교육과정의 설계 및 운영에 대한 발전 방안 제시를 목적으로 한다. 재난 및 안전관리기본법 개정으로 재난안전분야 종사자의 재난교육 의무화가 요구되고 있으며, 기존의 교육과정 설계 및 운영의 발전 방안이 필요하다. 이를 위해 재난안전의 24개 기능과 재난 관리의 13개 역량 항목을 기초로 재난안전 분야 종사자를 재난관리자, 재난실무자, 재난지휘자로 구분하여 역량의 우선순위를 도출하고 교육수요를 파악한 후, 선진재난관리 요소와 과정의 브랜드화를 고려하여 재난안전분야의 교육훈련 과정 설계 안을 도출 하였다. 기본법 개정에 따라 교육기관의 교육과정의 전문화와 함께 교육 효과와 교육 수요자의 요구 사항을 고려, 참여형 교육훈련 기법을 반영한 교육 운영 형태를 포함한 발전 방안을 제시한다.

최근 세월호 침몰사고 등 대규모재난이 끊이지 않고 발생하고 있는 실정이며, 재난현장에서 피해를 감소시키기 위해 대응기관 간 신속한 정보의 전달, 공유는 피해의 규모를 결정하는 중요한 요소 중의 하나이다. 그러나 긴급하게 대응활동을 실시해야 하는 재난현장에서 재난대응기관 간 적절한 통신이 이루어지지 못하는 상황이 지속적으로 발생하고 있다. 이에 본 연구는 위기관리체계 확립을 위해 각 기관 간 통신방법, 무선망 등의 운영 실태에 대하여 주목을 하였고, 각 기관의 현황, 업무의 내용파악 등을 통하여 효율적이고 효과적인 통신망 구축방안을 제시하였다.

이 발표에서는 한국 기록관의 지진 대비를 위해 국외 사례를 검토하고자 하였다. 따라서 기록관의 재난 계획이 지진 대비에 어떻게 적용할 수 있는지 검토하고, 실제 지진 대비에 활용할 수 있는 네 가지 국외 사례에 주목하였다. 네 사례는 일본의 서고 보호, 독일의 협력 활동, 뉴질랜드의 계획과 다른 재난 상황, 업무 연속성 계획, 문화유산 분야의 위험 평가, 협력 활동, 훈련이다. 기록관이 재난 계획의 기본적 이해를 토대로 실제 상황들을 검토할 때 지진 대비 계획은 수립될 수 있을 것이다.
