A study on improvements of disaster management with public-private partnerships (재난관리 민관협력 개선방안 연구)

  • The purpose of this research is to study how efficiently corporate public-private partnerships in disaster management is. The research method involved interviewing fifteen experts in disaster management, who were questioned about assisting disaster-stricken areas in accordance with public-private partnerships. These experts offered the following suggestions for improving disaster management methodology. First, to overcome the lack systematic management in the public-private partnerships for disaster relief to expand and strengthen the role of civil organizations. Second, disaster managers and private organizations should have active communication along secure channels so that private organizations can take advantage of the talents that public and private entities own. Third, for civilian experts to share their information, which should be actively utilized to support disaster management in local government. Fourth, education and training for public-private partnerships should be made on an ongoing basis. Fifth, effective disaster management and recognition of public-private cooperation should be strengthened. Finally, private sector support should be made. This study was applied to the Delphi method and that improvements can be made to a variety of populations, such as questionnaires. The results of this study will contribute to the policy options for establishing public-private partnerships in disaster management.

The Development of a Competence Model for Career and Vocational Education for Middle School principles (중학교 학교관리자의 진로직업교육에 관한 역량모델 개발)

  • This study is to develop a competence model for school principals that provides effective career and vocational education (CVE) at middle schools. This model can be used as an indicator for identifying the expertise levels of principals in CVE and to help them develop the necessary skills. Research methods included literature review, basic research, the Delphi technique, analytic hierarchy process (AHP), and surveying. The results were as follows. The competence model for CVE for middle school principals consisted of three competence groups, nine competence elements, and 67-item behavior indicators. First, the three competence groups included the competence to build a school system for CVE, the competence to support CVE at school, and the competence to create a school environment for CVE. Competence to support CVE at school turned out to be most important in the AHP analysis. Second, competence elements included goal management, performance management, the creation of educational culture, support for educational activities, support for school curriculum, support for students, human resources management, resource management and community management. According to the AHP analysis, support for school curriculum was the most significant among the nine competence elements. Third, the behavior indicators were identified items in three areas: 18 items for individual propensity, 18 items for knowledge, and 31 items for performance.

A Study on the Application of CIGS Solar Cells to Improve the Aesthetics of Public Facilities (공공시설물 심미성 향상을 위한 CIGS 태양전지 적용 방안 연구)

  • As environmental problems accompanied by industrialization have emerged worldwide, solar and wind energy have entered the stage of commercialization, especially in Korea. In addition, research on improving aesthetics using solar cells is being actively conducted. Examples include developing a transmissive solar cell and developing a solar cell with flexibility and color. Therefore, in line with the upward trend of solar cell development and solar cell-based public facility installation, we will present guidelines for designing public facilities using solar cells to improve aesthetics. First of all, components were derived to increase the suitability of solar cell application through literature surveys on solar cells and case studies on public facilities using solar cells. Next, through prior research on public facility guidelines, we established evaluation principles and drafted design guidelines. Based on this, a Delphi survey was conducted on a group of experts to verify its validity. Design guidelines for solar cells application measures to improve the final public design aesthetics were derived. The goal is to improve the public facilities using solar cells, through Accessibility and cognition, Usability, Shape and aesthetics, Sustainability and energy efficiency, Continuity with the urban landscape. And it is expected that this data will be used to improve the aesthetics of public design using solar cells in the future.

A Study on the Policy Directions for the Development of Skill Convergence in the Post-COVID19 Era (포스트코로나시대 융합인재양성을 위한 정책방향연구)

  • This study aimed to look for educational ways to prepare for the future society for education and people of talent who will lead the post-COVID-19 era. To this end, the factors necessary for the type of future talent in the post-COVID-19 era were identified by analyzing Big data. Based on the deducted factors composing the type of talent in the post-COVID-19 era, policy direction according to the emergence of the post-COVID-19 era were deducted through the interviews with the group of experts and delphi survey, and on the basis of this, this study sought for"a plan for the educational change in line with cultivation of people of talent in the post-COVID-19 era. The results of this study are as follows. First, through the big data analytics and analysis of the interviews, convergence, ICT utilization ability, creativity, self-regulated competency and leadership were found to be the factors necessary for the type of talent in the post-COVID-19 era. Second, it considered the innovation of digital education system and the support for vulnerable classes as the issue for cultivation of people of talent in the post-COVID-19 era. Third, the most important policy with regard to the educational direction for cultivation of people of talent in the post-COVID-19 era was cultivation of convergence talents. Convergence is a very important variable in the post-COVID-19 era since it creates new values by connecting things that are separated from each other. Hopefully, this study will build a basis for competency development, education and training in preparation for the post-COVID-19 era.

A Study on the Construction of Intelligent Learning Platform Model for Faith Education in the Post Corona Era (포스트 코로나 시대 신앙교육을 위한 지능형학습플랫폼 모형 구성 연구)

  • The purpose of this study is to develop an intelligent learning platform model for faith education in preparation for the post-corona era. This study reviewed artificial intelligence algorithms, research on learning platform development, and prior research related to faith education. The draft of the intelligent learning platform design model was developed by synthesizing previous studies. The developed draft model was validated by a Delphi survey targeting 5 experts. The content validity of the developed draft model was all 1. This is the validation of the draft model. Three revised opinions of experts were presented on the model. And the model was revised to reflect the opinions of experts. The modified final model consisted of three areas: learning materials, learning activities, learning data, and artificial intelligence. Each area is composed of 9 elements of curriculum, learning content additional learning resources, learner type, learning behavior, evaluation behavior, learner characteristic data, learning activity data, artificial intelligence data, and learning analysis. Each component has 29 sub-elements. In addition, 14 learning floors were formed. The biggest implication of this study is the first development of a basic model of an intelligent learning platform for faith education.

A Study on the Exploring Education Facility Environment Agenda in the Post COVID-19 Era (포스트 코로나 시대의 교육시설환경 의제 탐색 연구)

  • The purpose of this study is to develop the Korean New Deal policy in the post-corona era, and furthermore, to provide basic data to discover and present a desirable future educational facility environment-related agenda that will help the successful realization of the policy. In order to achieve the above research purpose, we explored the new paradigm shift for the education new deal in the post-COVID-19 era and the future educational facility environment through Korean and overseas related policies, reports, and source books. And a Delphi survey was conducted on panels of experts in the front-line education field, academia, and industry. As a result, 5 areas were derived as key domains of the educational facility environment in the post-COVID-19 era, and a total of 33 agendas [8 in green, 9 in smart, 9 in spatial innovation, 4 in school facilities complexation, and 3 in others (safety)] were derived. The study findings confirmed that the demand for the smart area and spatial innovation area as the educational facility environment agenda in the post-COVID-19 era was relatively high compared to the green area or school facilities complexation area. Therefore, when establishing educational facility policies in the future, it is necessary to establish customized policies that reflect the demands and needs for the smart area and spatial innovation area, whereas it is necessary to focus more on establishing policies that improve awareness and interest about the green area and school facilities complexation area.

  • The wave of a knowledge and information society led by AI, Big Data, and so on is having an all-round impact on our way of life. Therefore the Ministry of Education is in a hurry to strengthen Digital Literacy, including AI and SW Education, by improving the curriculum that can cultivate basic knowledge and capabilities to respond to changes in the future society. It can be seen that establishing a foundation for cultivating Digital Literacy through all subjects and improving basic and in-depth learning in new technology fields such as AI linked to the information curriculum is an essential part for future society. However, research on each content for cultivating Digital and AI literacy is relatively active, while research on teaching and learning strategies is insufficient. Therefore in this study, a CT-based Digital and AI teaching and learning strategy that can foster that was developed and Delphi expert verification was conducted, and the final teaching and learning strategy was completed after evaluating instructor usability and analyzing learner effectiveness.

A study on the economic performance measurement model of industrial safety design (산업안전디자인의 경제적 성과측정 모델 연구)

  • This study is a study to develop a model to measure the economic performance when introducing industrial safety design, which is emerging as a necessity for industrial accident prevention measures due to the increase in the industrial site nursing accident rate and the enforcement of the Serious Accident Punishment Act. To this end, studies on the concept of industrial safety management and industrial safety design and economic performance measurement in the field of industrial safety were conducted in terms of theoretical background. Based on the theoretical background, opinions on drafts of related indicators were collected through user opinion surveys, and focus group interviews and Delphi techniques were conducted with experts, and research was conducted to advance the model. In order to secure objectivity, the causal relationship between the introduction of industrial safety design, cost reduction effect, and sales increase effect was tested through regression analysis. After going through these steps, two models of economic performance measurement of industrial safety design were finally developed: a model based on the first-stage disaster loss cost reduction effect and a second-stage sales increase effect. In order to be applied to actual industrial sites, it should be able to be presented as a standard for the degree of service level agreement of industrial safety design beyond a simple checklist.

  • The purpose of this study is the construction and internal validation of DT ISD model that incorporates Design Thinking process into Instructional Systems Design. The study proceeded in 3 steps. Firstly, literature review was conducted to examine the process and components of Instructional Systems Design model such as ADDIE. Design Thinking models were also reviewed to determine the probability of integrating Design Thinking with ISD. Secondly, DT ISD model was constructed by adopting 3 principles of Design Thinking to ISD process. Thirdly, the internal validation research was conducted through 3 rounds delphi study and DT ISD model was finally validated by experts of instructional technology and lifelong education. DT ISD model is based upon constructionism in learning theory rather than behavioral or cognitive learning theory such as ADDIE. Hence, DT ISD model is an effective instructional design model for adult lifelong education program. It is suggested that action research is necessary to examine the external validation of DT ISD model.

An Empirical Study on the Determinants of Impact Investment (임팩트 투자 결정요인에 관한 실증연구)

  • Impact investment involves investing in companies that pursue both social value and financial returns. It focuses on addressing various social problems through innovative solutions while generating profits. The domestic impact investment ecosystem has experienced significant growth with the support of the government and public institutions. In 2021, it witnessed a 3.5-fold increase over three years, reaching a total of 700 billion won in operating assets. In order to foster qualitative growth alongside this quantitative expansion, it is crucial to conduct research specifically on impact investment, which sets it apart from conventional venture investment. This study aims to empirically analyze the unique factors that influence impact investment decisions. Firstly, the factors affecting investment decisions were identified through a literature analysis. Then, a consultation and Delphi survey involving 11 representatives and evaluators from impact investment companies was conducted to determine the major investment determinants. Subsequently, an AHP (Analytic Hierarchy Process) survey was carried out with 10 impact investment evaluators to ascertain the relative importance of these factors. The analysis revealed the following order of importance for the top factors: market>entrepreneur(team)>product/service>finance. Furthermore, the importance of specific factors was identified in the following order: market competition and entry barriers>new market creation>market growth and potential expansion>team expertise and capabilities. Unlike previous studies that primarily focus on general startup investment factors, this research demonstrates that impact investment places greater emphasis on market-related factors and considers the sustainability and profitability of the business model to be more important than the social impact of social ventures.
